CITY OF MONROVIA NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the City Council of the City of Monrovia, California, will conduct a public hearing at the chambers of the City Council of the City of Monrovia, located at 415 South Ivy Avenue, Monrovia, California 91016 on February 18, 2020, at 7:30 p.m., or as soon thereafter as practical, to consider the establishment of the City of Monrovia Community Facilities District No. 2019-02 (Fifield).
Pursuant to Resolution No. 2019-51 (the “Resolution of Intention”) of the City Council of the City of Monrovia, the City Council declared its intention to establish Community Facilities District No. 2019-02 (Fifield) (the “CFD”) and to authorize the levy of a special tax (the “Special Tax”) therein to finance certain services (the “Services”) pursuant to the terms and provisions of the Mello-Roos Community Facilities Act of 1982, as amended, commencing at Section 53311 of the California Government Code (the “Act”).
At the Public Hearing, the testimony of all interested persons or taxpayers for or against the establishment of the CFD, the extent of the CFD and the furnishing of the Services, will be heard. If a majority protest against the establishment of the CFD is filed, as determined in accordance with Section 53324 of the Act, no further proceedings to create the CFD or to authorize the Special Tax shall be taken for a period of one year from the date of the decision of the City Council. If a majority protest is only against the furnishing of a specified type or types of services within the CFD or portions of the Special Tax, those services or that portion of the Special Tax shall be eliminated.
If the City Council determines to establish the CFD and proposes to levy the Special Tax, the City Council will submit the levy of the Special Tax to the qualified electors of the CFD. The vote will be by the landowners of the CFD with each landowner having one vote for each acre or portion of an acre of land owned within the CFD. The election will be conducted by the City Clerk in conformance with the provisions of Section 53326 of the Act and pursuant to the provisions of the California Elections Code, insofar as they may be applicable. The election will be conducted as a mail ballot election.
Reference is made to the Resolution of Intention on file in the office of the City Clerk for detail about the extent of the CFD, the Services, the Special Tax, the protest proceeding and the proposed voting procedure. A copy of the Resolution of Intention and the associated staff report are on file and available for public inspection in the Office of the City Clerk, located at 415 South Ivy Avenue, Monrovia, California 91016.

REQUEST FOR PROPOSAL NOTICE TO VENDORS CALLING FOR PROPOSALS RFP M-20-201 INTERNET RFP FY2020 AND RFP M-20-202 SWITCHES AND AIO WIRELESS FY2020
NOTICE IS HEREBY GIVEN that Monrovia Unified School District, acting by and through its Board of Education, hereinafter the “District” will receive up to, but not later than 2:00 p.m. on Thursday, March 5, 2020, sealed proposals for the work described as follows:
Each proposal shall be in accordance with plans, specifications and other contract documents. Proposal documents will be available on February 5, 2020 on the District website http://www.monroviaschools.net/erate . All proposals shall be submitted in the format specified, Monrovia Unified School District, 325 E. Huntington Dr., Monrovia, CA 91506.
Bidder’s Conference. There is no Bidder’s Conference.
Bid security. Each Proposal shall be accompanied by Bid Security in an amount of FIVE HUNDRED DOLLARS ($500.00) Failure of any Proposal to be accompanied by Bid Security in the form and in the amount required shall render such Proposal to be non-responsive and rejected by the District. Bid Security shall be in the form of a Bid Bond or a Cashier’s Check.
No Withdrawal of Proposals. No vendor may withdraw his/her proposal for a period of ninety (90) days after the award of the Contract by the District’s Board of Education. During this time, all Bidders shall guarantee prices quoted in their respective Proposals, and as it related to E-Rate parameters.
Waiver of Irregularities. The District reserves the right to reject any or all Proposals or to waive any irregularities or informalities in any Proposal or in the bidding.
Award of Contract. The Contract for the work, if awarded, will be by action of the District’s Board of Education to the Bidder that meets the qualifications established by the RFP documents.
E-Rate Requirements. The project is 100% contingent upon the approval of funding from the Universal Service Fund’s Schools and Libraries Program, otherwise known as E-Rate. The District may or may not proceed with the project, in whole or in part, even in the event E-Rate funding is approved. Execution of the project, in part or in whole, is solely at the discretion of the District. Bidders wishing to bid may do so solely at their own risk. The District is not liable or responsible for any costs, loss, fees, or expenses, of any kind, associated with bid and/or a decision not to proceed with the project, even after award of
the contracts. By submitting a proposal, each bidder agrees to bear all of its own costs, fees, expenses, and losses, of any and all kind, should the District cancel the project.
Inquiries and Clarifications. This document is for information purposes and shall not relieve the Bidder of the requirements to fully become familiarized with all the factors affecting the Project and Proposal. The Bidder is advised that all inquiries and clarifications about the RFP documents, specifications, etc., shall be submitted to the District in writing no later than February 21, 11:59 PM. The District will respond at its earliest opportunity. Verbal communication by either part with regard to the matter is invalid.
