Orange County Clerk-Recorder Reaches 9M Electronically Submitted Documents The Orange County ClerkRecorder Department reached a milestone in electronic recording history by reaching 9 million electronically submitted and recorded documents. This milestone achievement maintains the department as a nationwide industry leader and is a testament to the department’s commitment to bringing the residents of Orange County fast and efficient services. Back in July of 2017, the department reached its 8 millionth electroni-

cally submitted document. While recording real property documents electronically is a common service today, in 1997 Orange County changed the industry by implementing the first electronic recording delivery system in the nation. Current Orange County Clerk-Recorder Hugh Nguyen was part of the team that implemented the first system. “People thought that

Riverside Man Arrested on Fraud Charges Alleging $14.5M Real Estate Scheme A former financial advisor with a lengthy disciplinary history was arrested today pursuant to a federal grand jury indictment charging him with running a $14.5 million real estate fraud scheme by inducing victims to invest in his businesses and then using their money for personal expenses, including the down payment on a home in Upland. Paul Ricky Mata, 56, a former resident of Upland who now lives in Oceanside, is scheduled to be arraigned on

the indictment this afternoon in United States District Court in Riverside. Mata is named in a 17-count indictment that was returned by a federal grand jury on June 5. The indictment charges Mata with mail fraud, wire fraud, and making false statements in a bankruptcy proceeding, among other offenses. If convicted of all 17 counts, he would face a statu-

os Angeles County District Attorney Jackie Lacey today issued a letter to state lawmakers in support of legislation that would give the California Horse Racing Board the authority to suspend horse racing for safety purposes. Senate Bill 469 would authorize the board to immediately suspend a horse racing meet when necessary to protect the health and safety of horses and riders. CHRB does not now have that authority. “California’s horse racing laws do not currently provide sufficient protection to horses and riders,” District Attorney Lacey said. “I fully support this legislation that gives the CHRD the legal authority to intervene to shut down horse racing immediately

when track conditions are deemed dangerous.” The District Attorney commended state Senators Bill Dodd and Susan Rubio and Assemblymembers Ed Chau and Adam Gray for their leadership on this issue. District Attorney Lacey formed a task force in April to investigate horse deaths at Santa Anita racetrack. The task force is comprised of experienced deputy district attorneys and sworn peace officers from multiple disciplines, including animal cruelty and consumer protection, to evaluate the evidence and determine whether unlawful conduct or conditions affected the welfare and safety of horses at Santa Anita race track. San Bernardino County Fire responded to a reported residential structure fire in the area of Sunnyslope and Deer Trail in the town of Yucca Valley. Units arrived on scene in four minutes to find a mobile home with fire threatening to spread to multiple homes. All occupants evacuated the home prior to the fire department’s arrival. Firefighters quickly went into the attack mode and were able to extinguish the fire in fifteen minutes.

There were no injuries to civilians or firefighters. Two residents were displaced as a result of the blaze and were being assisted by the American Red Cross in the recovery process. Three medic engines, one medic ambulance, a battalion chief and an investigator t were assigned to the incident. The cause is being investigated through County Fire’s Office of the Fire Marshal with a preliminary indication of an electrical malfunction as the cause.
