Many local governments have been discussing wimps and MS4 permits in the last few months. So what are they talking about and why is it so important? It is all about stormwater (now one word according to government speak – same people who brought you “way finding signage” rather than directional signs). Stormwater runoff now requires permits that cities are required to obtain in order to deal with the problem. The “wimps” are not weak people, but Water Management Programs. “MS4” stands for Municipal Separate Storm Sewer System and has nothing to do with sewers, but with storm drains. The concern about the issue is based on cost. The capital improvement required by the new standards will be approximately $20 billion (that is with a “B”) for Los Angeles County, with $6 billion (again, a “B”) for San Gabriel Valley communities alone. For example, Monrovia city staff has estimated that the cost for their city alone will be $231 million (this time an “M”) in capital outlay for the implementation of the improvements required by the permit. In perspective, the city’s entire annual budget is only $36 million. This staff has estimated that the bonds required to pay for the initial capital outlay will cost every household at least $1,300 a year for every one of the next
