The Rise of Property Crime BY KATTA HULES Property crime is rising in Arcadia. “[I]n 2016 our police department has arrested 371 adults for various misdemeanors and felony charges. That’s 20 percent more arrests than this same time frame, last year,” said Mayor Gary Kovacic at last week’s city council meeting, reading from a statement he crafted with Police Chief Robert T. Guthrie. Kovacic and Guthrie cite state “early release” programs as a probable cause. “We have seen significant increase in property crimes since the
passage of AB 109 in 2011 and Prop. 47.” AB 109, also known as the California Public Safety Realignment Act of 2011, was passed to comply with the US Supreme Court’s order to reduce the state’s prison population. It allows “non-violent, non-serious, and non-sex offenders” in their “current commitment offense” to be supervised by county probation officers instead of state parole officers, according to the Los Angeles County Probation Department’s website. “There is no such thing as SEE PAGE 14

with the Gold Line opening. After all the dignitaries had an opportunity to congratulate each other on bringing the extension of the Gold Line from Pasadena to Azusa on
time and within budget, and after the ribbon had been cut, and after thousand lined up throughout the afternoon and evening last Saturday, the line was shut down from Arcadia

The behind-the-scenes work of the Federal Receiver continues in the USFIA saga, with the latest updates provided in the receiver’s report #2, which was recently released. Word of the receiver taking over last year spread like wildfire, ultimately costing former Mayor of Arcadia John Wuo to vacate his council seat when the Arcadia offices of USFIA were taken over by the Feds. As of yet the exact number of USFIA victims remains unknown. One of the cornerstones of the USFIA Ponzi scheme was the acquisition of real estate, with most of
