Huff Body Camera Bill Passes Key Policy Committee Test The Senate Public Safety Committee gave unanimous approval April 14 to legislative efforts by Senate Minority Leader Bob Huff (R-Diamond Bar) to improve relationships between law enforcement and the communities they serve. His legislation, SB 175, would require each law enforcement department or agency that chooses to require officers to wear body-worn cameras (BWCs), to develop a policy relating to the use of the cameras. “It is vital that any legislative framework regarding these polices remain flexible so that local agencies can develop policies and procedures that line up with community needs and agency resources,” said Senator Huff. “Having talked with members of numerous law enforcement agencies, a one-size-fits-all approach is unacceptable.” According to the Police Executive Research Forum of 2014, “Law enforcement

agencies that require officers to use body cameras, report that the technology definitely improves community relationships by improving the performance of officers as well as the conduct of the community members who are recorded.” Furthermore, a survey of officers conducted by the Vacaville California Police Department found that including officers in the implementation process and allowing them to have meaningful input generated support for the cameras. Body camera technology helps solve crimes, is useful in recording important eyewitness accounts and lowers the number of citizen complaints. When officers or the public break the law, the body-worn cameras create a public record. “I would to thank the Senate Public Safety Committee for voting to move this bill forward,” said Senator Huff. “I will continue to build a consensus of sup-

If it’s closed up to eight, 10, 12 hours, it’s all damaged, there’s nothing you can do. But every minute you can get earlier than that limits the amount of damage. Less than 90 minutes has been the standard, and we’ve all been able to do that.” According to Baruch, damaged heart tissue is poignantly measurable in Terrence Baruch , M.D. - Photo by Terry Miller terms of equating with the number of years shaved off tack patients into facilities have that kind of capability, of a patient’s lifespan. Cardiologist Crusades to Promote Heart Attack Awareness

As heart attacks claim more lives each year nationwide than any other cause of death, an Arcadia-based doctor has launched a crusade to increase awareness that he hopes will lead to reduced lag time between the onset of symptoms and applying a key life-saving medical procedure. Dr. Terrence Baruch is the director of Methodist Hospital’s Cardiac Catheterization Lab, which provides what he describes as the most effective treatment to date for countering the deadly effects of heart attacks resulting from clogged arteries. Since last year Baruch has been on a mission that aims to more quickly get heart at-

These are absentee ballots received after Friday and those taken to the polls. Other provisional ballots might be those of persons voting at the wrong precinct, according to City Clerk Alice Atkins. There are currently 701 of these ballots, but that number may increase as recent legislation provides for all ballots postmarked by the date of the election and received within the next three days may also be counted. Atkins said the total number of provisional ballots will not be known until Friday of this week and the verification of them may mean that a final SEE PG. 7
