On June 25, 2013, at about 1:38 PM, the Police Department received 9-1-1 calls with people reporting shots fired in the area of Lovell Avenue just south of Duarte Road. Witnesses reported that the suspect and victim vehicles left the area. A vehicle window had been shot out. Officers responded to the area and confirmed that a shooting had taken place. The male adult victim later returned to the scene of the shooting. The victim said that he had been standing on the east sidewalk and the suspect stopped his vehicle on Lovell Avenue. The victim and suspect exchanged words, and the victim thought the suspect was about to shoot at him. The victim ducked, the suspect shot at him, and the victim’s vehicle was struck. The victim was not hit by the shots.

Local democratic legislators express severe dissatisfaction Rep. Adam Schiff (DCA) joined the Democratic chorus Wednesday voicing outrage at the Supreme Court decision that Section 4 of the Voting Rights Act cannot be enforced unless Congress comes up with an up-to-date formula for deciding which states and localities still need federal monitoring: “I’m deeply disappointed that a narrow 5-4 majority of the Supreme Court struck down Section 4 of the Voting Rights Act today. The fact that Section 4 of the Voting Rights Act has been an effective tool to protect voting rights is a reason to let it stand, not to end it. I was a member of the House Judiciary Committee in 2006 when we undertook a bipartisan reauthorization of the Voting Rights Act by carefully calibrating the preclearance requirement to states and localities with histories of voting discrimination. “In the wake of the Court’s decision today, Congress must again take up the Voting Rights Act to update the Section 4 coverage formula and ensure that the right of all Americans to participate in the democratic process – regardless of race or ethnicity – is protected.” Assembly member Chris Holden said “I am disappointed by today’s Supreme Court Decision to invalidate the formula used to assess states’ and counties’ Please see page 23
