Baldwin Ave. in El Monte to close for 24 months to construct roadway railroad separation Baldwin Avenue will be closed to traffic and pedestrians in the vicinity of the Union Pacific Railroad crossing located between Lower Azusa Road and Valley Boulevard in El Monte for construction of the Alameda Corridor-East Construction Authority’s Baldwin Avenue grade separation project. Workers will build a bridge to carry trains over Baldwin Avenue and excavate the street for an underpass for vehicular traffic. The San Gabriel City Council voted 3-1 not to sustain a voter challenge to whether or not Council Member-elect Chin Ho Liao lives in the city of San Gabriel on Monday. Liao was seated after a two month ordeal at Tuesday night’s regular city council meeting.
