Project Overview
TriCounty Link (TCL) Transit Study is exploring a range of ideas to improve mobility across Berkeley, Charleston, and Dorchester Counties. These ideas are based on months of data analysis, stakeholder engagement, and public outreach that identified transportation gaps and opportunities in the TCL Service Area.
The ideas presented in this open house are concepts for discussion—not recommendations. We’re asking for community feedback to help us understand what matters most before any decisions are made. We are seeking your feedback on how services could change both in the near future (within 3 years) and in the long term (within 10 years). We will provide examples of service concepts at the route level and the county level for your consideration.

These represent the current TCL routes and their frequencies. You can consult this map when considering proposed changes.

Service Types
This project is considering several different service models. These service models are described below.
Fixed-Route Transit
Dial-a-Ride Transportation (DART)
Buses or vans that travel along the same route and schedule every day it operates. Riders get on and off at set stops along the way.
A shared ride you can schedule in advance. You tell the service when and where you need to go, and they pick you up close to your chosen origin and take you where you need to go.
On-Demand Transportation
Volunteer Driver Programs
A ride you can request exactly when you need it—often using an app, website, or phone call. The vehicle comes to pick you up shortly after you make the request.
A program where trained volunteers use their own cars to give rides—usually to seniors, people with disabilities, or others who need extra help getting to appointments or errands.

Charleston County Current Service and Near-Term Service Concepts

Near-Term Concepts
1 More direct Route C203 service along Highway 117 to eastern Charleston County.
2 More direct and flexible Route C204 service to Johns Island.
3 New Dial-A-Ride pick-up and drop-off service for western Charleston County.
4 New volunteer driver programs to serve riders in rural regions.
Route C203 would operate a more direct alignment, connecting to CARTA service at the Walmart in the Market at Oakland. No more Saturday service.
Route 204 would operate directly via Maybank Highway, connecting to CARTA service on James Island.
This service would replace existing Routes C201 and C202 but would be available at the same hours as these routes.
Resources from discontinuted routes will be reinvested in improving other TCL services and maintaining a new volunteer driver program to expand rural access to transportation.

1 New weekday and weekend hourly service on Maybank Highway provided by Route C204.
2 New on-demand pick-up and drop-off service on Johns Island near Maybank Highway.
3 Expanded Dial-A-Ride pickup and drop-off service for western Charleston and southern Dorchester Counties.
4 New Dial-A-Ride pick-up and drop-off service for eastern Charleston County.
4 More frequent and 7 days/ week service on Route C203.
Route C203 would operate every hour 7 days/week along Maybank Highway on Johns Island.
A new on-demand service would provide daily on-demand transportation to the urban area of Johns Island.
This service would continue to replace existing Routes C201 and C202. It would be available all day on day on weekdays.
This service would provide service to rural Charleston County. It would be available all day on day on weekdays.
Route C203 would be made more frequent and operate every day, including on Sundays.

Near-Term Concepts
1 New flex service on Route D306 would provide pick-up and drop-off for any riders travelling within 3/4 of a mile of the existing alignment.
2 New peak period (7-9 AM and 3-5 PM) service on D305 connecting Summerville and Moncks Corner.
This route will operate one round trip during the AM and PM peak periods.
3 New, more frequent and reliable service between Summerville and Rivers Ave Park & Ride on Route CS2.
D305 would be shortened to operate between Summerville and Moncks Corner via US17A only. It would operate one round trip during morning and afternoon peaks. D305 service would be replaced by 2 new on-demand zones.
Route CS2 would operate more consistently with 45-minute frequency in morning and evening peak periods. CS2 trips would primarily operate between Downtown Summerville and Rivers Ave via Trident Medical Center.
4 Service to Jedburg Road would continue to be provided by one round trip during the morning and afternoon travel periods.
5 New all-day on-demand service would expand TCL access to more residents and destinations in suburban Summerville.
The first and last round trips on Route CS2 would operate the existing Route CS2 alignment to and from Jedburg Road.
Two new on-demand zones would provide ondemand pick-up and drop-off service to anyone traveling within the zone. One zone is designed to expand access for people west of Downtown Summerville to Orangeburg Road. The other is designed to replace existing Route D305 service and expand access for people living south of Downtown Summerville to Ladson Road and Palmetto Commerce Parkway. Both zones connect to Walmart and other major retailers along US-17A.

Long-Term Concepts
1 New frequent service between future LCRT and Summerville on Route CS2.
2 7 days a week service on D305 between LCRT and Summerville.
Route CS2 would operate every 15 minutes 7 days/ week between Downtown Summerville and LCRT’s northern station in the Fairgrounds area. West of Downtown Summerville, Route CS2 would split so that trips would operate every 30 minutes on both North 5th St or Old Dairy Road.
D305 would be shortened to operate between Summerville and LCRT via Old Trolley Rd every 30 minutes every day. It would be supplemented by 2 new on-demand zones.
3 4 new all-day on-demand service to expand TCL access for residents and destinations in Summerville.
4 Route D307 would operate all-day,
7 days/week service at least hourly along US17A between Summerville and Moncks Corner.
5 New Dial-a-Ride Transportation (DART) service for rural regions.
Four new on-demand zones would provide ondemand pick-up and drop-off service to anyone traveling within the zone.
This route would serve major destinations including Wlamart and other retail destinations.
Two new zones would operate all day on weekdays and provide trips for anyone traveling in the zone or into an adjacent urban area.

1 Route B101 would operate a simplified and shorter alignment.
2 New Dial-a-Ride Transportation (DART) pick-up and dropoff service for anyone traveling in this zone in rural North Berkeley County.
3 New Dial-a-Ride Transportation (DART) pick-up and dropoff service for anyone traveling in this zone in rural East Berkeley County.
4 New Dial-a-Ride Transportation (DART) pick-up and dropoff service for anyone traveling in this zone in rural West Berkeley County.
5 New peak period (7-9 AM and 3-5 PM) service on D305 connecting Summerville and Moncks Corner.

Link2Lunch would be renamed the Moncks Corner Connector. This reflects its role as a transit service that connects riders to important destinations in Moncks Corner.

Long-Term Concepts
1 Route B104 would be reintroduced for peak period flex service between St Stephens and Moncks Corner. This route would flex up to 3/4 mile upon request.
2 New Dial-a-Ride Transportation (DART) pick-up and drop-off service for anyone traveling in this zone in rural East Berkeley County.
3 New Dial-a-Ride Transportation (DART) pick-up and drop-off service for anyone traveling in this zone in rural West Berkeley County and Northern Dorchester County.
This zone would expand access for rural residents on weekdays from 9AM5PM. 24 hour advanced reservations would be required.

This new route would provide more frequent fixed-route service along US 176/St. James Avenue, serving new bus stops along US 176.
