REDUCED COCKPIT OPERATIONS: IMMEDIATE

THREAT OR OPPORTUNITY

FOR ADVANCEMENT?

From the moment the Wright brothers powered the first flight in 1903, the aviation industry was born as one of the leading examples of technological advancement the world had ever seen Since then, the accomplishments of engineers, pilots, and aviation professionals in a little over one century continue to exceed expectations and imaginations In fact, there are few industries that have created such a reputation for combined innovation, efficiency, and safety

So, it comes as no surprise that the emergence of artificial intelligence (AI) has raised critical questions about the future of aerospace operations Very topical, is the move by airlines, manufacturers and regulators to consider Reduced Cockpit/Crew Operations (RCO) the possibility of reducing the number of pilots in the cockpit, potentially moving from two pilots to one or even fully autonomous flights

The role of a pilot has always been defined by skill, responsibility, and the highest concerns for safety. Yet, arguments in support of RCOs defend the need for reduced risk caused by human error or fatigue and the cost benefits for airlines and customers with fewer pilots in the flight deck. While automation and AI make promises for more efficient flying, opposers raise legitimate concern about what this means for safety in the face of unplanned crises and the role of experienced pilots going forward.

Vehemently supporting the latter is Federal Aviation Administration (FAA) leadership. Administrator Mike Whitaker, speaking at the 69th ALPA Air Safety Forum in September 2024, declared that he has no intention of changing the agency’s longstanding position that reduced crew operations will not be permitted in regulatory updates regarding all routine flight operations

NEWSLETTER

He stresses that while technology can assist in routine tasks, the ability of two pilots to assess complex, dynamic situations, remains unparalleled And he is not alone Air Line Pilots Association (ALPA), the European Cockpit Association (ECA), and the International Federation of Air Line Pilots’ Associations (IFALPA) along with pilots representing the Associations of Star Alliance Pilots (ASAP), the Oneworld Cockpit Crew Coalition (OCCC), and the SkyTeam Pilots Association (SPA) are unified in the fight against reduced crew operations

As part of their campaign, Safety Starts with Two, IFALPA and ALPA released publications in April and June, respectively, supporting that two well-rested pilots who can communicate in real-time with each other, remain the most reliable defence against the frequent malfunctions faced in the air

However, any airline to make the conversion to eMCO and SiPO will face a greater battle than only gaining pilot support, as they will need to assure passengers of their safety Most passengers feel much safer knowing that two trained pilots are in the cockpit This gradual trust in aviation has been built over decades of successful flights managed by highly trained professionals, and any shift to reduced cockpit operations would need to be communicated carefully to avoid damaging that trust Airlines must be transparent with passengers about the measures they are taking to ensure safety remains a top priority

Pilots have a unique opportunity here to influence the future of RCOs as they are often the face of airline security for a passenger Customers will need reassurance that any implementation of AI or automation in aviation comes with rigorous oversight and human supervision

NEWSLETTER

EASA argues that,“Continued technological developments as well as the development of autonomous unmanned aircraft, bearing the potential for safety and efficiency gains, and the consequent aviation industry needs are the reasons to explore the technical and regulatory feasibility of further reducing the number of pilots aboard commercial air transport (CAT) aircraft. ”

However, EASA mandates that a reduction in flight crew will require a significant assessment of the safety impact at all levels, which is estimated to take place over years. Of more imminent concern are the current plans to design flight decks for SiPO compliance. Airbus and FedEx have been named among the transportation companies already drafting designs for new planes with one pilot in the flight deck.

Pilots with American Airlines should especially take note of these developments as Forbes noted that their contracts do not specify that airplanes must be operated with two pilots in the cockpit. Unlike Delta’s CEO Ed Bastian who underscored that he would never get on a plane without at least two Delta pilots flying, American Airlines has said they would comply with the rules of the FAA. Allied Pilots Association have raised their concerns over this response which seems to favour whatever is the minimum allotment by the FAA.

However, any airline to make the conversion to eMCO and SiPO will face a greater battle than only gaining pilot support as they will need to assure passengers of their safety. Most passengers feel much safer knowing that two trained pilots are in the cockpit This gradual trust in aviation has been built over decades of successful flights managed by highly trained professionals, and any shift to reduced cockpit operations would need to be communicated carefully to avoid damaging that trust Airlines must be transparent with passengers about the measures they are taking to ensure safety remains a top priority

Pilots have a unique opportunity here to influence the future of RCOs as they are often the face of airline security for passengers The pilot who stands to lose as much as the passenger gains more trust than the airline on the ground Customers will need reassurance that any implementation of AI or automation in aviation comes with rigorous oversight and human supervision

The Journey Ahead: Enhancing, Not Replacing, Pilots

As we move forward into a future where AI and automation will undoubtedly play a larger role in aviation, one thing is clear: pilots will remain an indispensable part of the journey. Technology can assist and enhance our roles but cannot fully replace the intuition, decision-making, and expertise that pilots bring to the cockpit.

While the pushback against RCO in the interests of safety exists, we must remain cognizant of the fact that we live in a rapidly growing technological age and change is inevitable. As such we must ensure that pilots, whose experience and judgment are honed through many years of collective experience, remain a central part of the agents of change, being involved at every level. “Pilots must be an integral part of the change process and management, providing guidance to ‘block each hole in the Swiss cheese,’ ensuring that when, not if, change occurs, it is at the acceptable levels of safety that pilots and the overall aviation industry have fought so hard to build. We have created a fantastic safety record over the last few decades but let us not push the envelope to the breaking point in the interest of commercial viability and profits to shareholders, where safety gains become safety lost”, Daren Bayley-Hay.

As we look to the future, the role of pilots will evolve, but commitment to safety should never waver.

BAYMAC MEMBER TESTIMONIAL

We are delighted to always meet and exceed our members’ expectations. Here is a review from Baymac member Mr Kidson, on his experience with Baymac, particularly Gavin Perera from our Member Services team.

I have been a member of Baymac since October 2019. During this time, I have had many dealings with Gavin Perera. He has always responded to my questions promptly and with honesty.

This is particularly so with regard to VUMI, our Medical Insurance provider. Unfortunately, last year I incurred some major medical expenses and here VUMI and Gavin were outstanding. The vast majority of the costs (both inpatient and outpatient) were met. Excellent.

As I move towards my 70’s the reassurance this provides is immeasurable. The opportunity for us to spend lots of time with our children on 3 continents would not be possible if were not for Baymac and VUMI.

Thank you

Baymac member, John Kidson
