Well, here we go again. Time to make your vote count on March 28th.

The polling locations and names of all candidates can be found on page 34.

But in ONE week that rose to 24 pages and another 2,000 papers.

Fast forward a couple of editions and I was up to 32 pages and printing more than 4,000 papers.

Macleay Island Community Library News March 2020

After twenty­two years working at the Macleay Island Community Library, Meryl Dobe has decided to retire.

Our Progress Association Library was started in 1986 with donations of books from the community. These books filled the few shelves in a small room where the present kitchen is in the hall. Ten years later, the Progress Association’s renovations of the hall included a Library room at the south eastern corner of the verandah (where the Progress Assoc’s office is now).

Meryl joined Margaret Manson at this time as a volunteer opening the Library on Tuesdays and Saturdays. By 2006 the Library had once again outgrown the space. The Redland Shire Council donated a house and a grant for removal and repositioning on the present site. A team of volunteers gave their time constructing, painting, roofing and landscaping to make the house a more appropriate home for our library. In the last decade an extension onto the verandah allowed for a children’s area and shelving for paper backs. CDs and DVDs were added at this time.

Meryl has seen the library grow to become a tremendous asset to our Community. As co­ordinator since 2006 she has set a high standard for the functioning of the Library and along with a team of knowledgeable volunteers has developed a friendly and helpful space for Islanders.

Meryl’s replacement is Katie Gray who is very competent and has the library’s well being at heart.

Our Library now has over 12000 items including fiction and non­fiction books, talking books, CDs, DVDs and magazines for all ages. The Bay Islands’ history records are also stored for research and a computer, printer and photocopier are available for public Macleay Island Library will continue as a pick up use. A Councillor representing our community

To fairly represent the local community to Council, a Councillor needs to be an active member of that community with the ability to be able to listen to all input from diverse souces including social media. I have been asked by a number of community members to run for Councillor as I have the ear of much of the community, the ability to speak with wide segments of the community on various topics, and because we need to have the lived experiences of all people in Division 5 represented in Council. I intend to publish weekly updates on my activities and have a truly open door policy. If our Council isnʹt being lead by the community, what or who are they being lead by?

Local Businesses, Local Employment We need to ensure we can train and employ local people where possible. This helps keep our families closer together, keeps our local people employed, keeps our local businesses operating more viably, and helps foster community spirit.

Infrastructure

There are many challenges across Division 5, especially across the SMBI. With the Weinam Creek development going ahead, an increase in population will place further load on the traffic through Redland Bay which is already in need of improvement. The SMBI needs to have road surfacing, parking issues (which are also currently negatively impacting on the Redland Bay residents) and stormwater drainage improvements to bring standards up to equitable with the mainland areas of the Redlands. Any future transportation developments will depend on this infrastructure already being in place.

Redlands Investment Corporation The general feeling about the RIC is that this is being used to undertake development projects that may well not be in the best interests of Redlands residents. I will push for an open and thorough investigation of their operations and if appropriate, either much improved transparency or alternatively termination of their operations.

3. Can you guarantee no sneaky levies or rate hikes to pay for parking?

4. Will you make a 'minibus' available for the Moore's Farm carpark 5. Will you make yourself available and NOT invisible on Facebook social media?

Junita Answers 1) RIC is an extra layer of expense that I believe the Redlands ratepayers and residents cannot afford . So far they have failed to make a profit for Council , and their expenses have been called into question by some Councillors recently . The Council has Officers who could in all likelihood deal with the work that RIC is doing , so I believe that RIC is a failed experiment by this Council , and it will need to be adjusted or removed by the next Council . Their meetings are not minuted , and this definitely needs to change to provide complete transparency and accountability. RIC has access to millions of ratepayers dollars and our public land , through Council , yet the public has no say in these dealings . Most of their dealings are kept from the public under the RCC heading of “ in confidence “. Unfortunately, I believe this is not transparent enough and could possibly lead to poor decision making on behalf of ratepayers .

2) Seeing as the RCC ( and RIC ) are offering no other alternatives to parking at the Weinam Creek PDA,( eg , lobbying Qld State Government or Federal Govt assistance for either a short haul barge , cable car barge , bridge , or even subsided barge costs ) , then obviously SMBI commuters need parking at the Redland Bay ferry terminal . While many islanders are already paying for security parking , there will always be people who cannot afford it . With no alternatives to water based transport to get to and from the mainland , SMBI commuters will need parking , and a great deal of it will need to be free parking .

3) I will endeavour to keep rates as low as possible because residents are struggling with our excessive rates, and I want to stop the frivolous spending at Council level . I will aim to convince Councillors to bring back commonsense decision making and fair funding for every Division in the Redlands .

4) I will definitely support a mini bus from Moores Rd carpark to the Redland Bay ferry terminal , as it is too long a walk for the elderly , sick , parents with young children , people with heavy trolleys .

Especially when the weather is bad . We should be able to obtain some corporate sponsorship to help fund it and the staff required . Possibly from the many apartment building developer companies that will benefit from the Weinam Creek PDA , who are already being approved for developments there by the RCC/RIC and EDQ . Considering the hefty amount of residential rates that will be coming from the Weinam Creek PDA, there should easily be funding for a mini bus , and there is no reason to put any levies on this .

5) I believe that all Councillors should have an “ open door “ policy , and this includes social media ( as long as respectful dialogues are happening ). Councillors are meant to represent their whole community . Every Councillor needs to engage with their Division , and social media can often be the quickest and most effective way to do that . Especially in the event of community disasters , like bushfires or extreme weather conditions etc . It’s an extremely good vehicle to help keep the community aware and abreast of what is happening in their Division . Apart from social media , regular good old fashioned face to face community consultation is a must for Councillors .

Candidate nomination for Div 5 - Junita Grosvenor WE CAN DO IT BETTER SMBI We need to get back to better forward planning, and better prioritising of Councils’ spending. Better coordinated infrastructures planning, with all levels of Government. No more frivolous Council spending, at the expense of essential infrastructure.

At the last election in 2016, Cr Mark Edwards and Mayor Karen Williams promised that all the dirt roads on the would be green sealed. They’ve had 4 years, yet have not delivered on that promise. Meanwhile, millions has been spent by the RCC and the Redlands Investment Corporation on buying up huge amounts of private land, with our rates money. In many cases, ratepayers have not been allowed to see any information about these purchases, as they are covered by the RCC “in con dence” clause. The discussions on these are kept secret from the public. Moneys that have been spent on these “in con dence” transactions may well have paid for the green sealing that is desperately needed on the SMBI. PDA – POTENTIAL DISASTER AREA So I intend to make sure that my community is looked after properly, and that the Council is held to account on its spending. I believe that we would all like to see better transparency with Council dealings, and real face to face community consultation. We haven’t seen that in the last 6 years since the Weinam Creek PDA was announced. This was a PDA that was going to be “delivered at no expense to the community” by the RCC preferred tender, the Walker Group.

Now the Redlands ratepayers have been lumbered with paying for this PDA 100% .

Not the Qld State Government, even though they are controlling all Development approvals via their EDQ (Economic Development Qld dept.).

CONSULTATION? WHAT CONSULTATION? There has been no real community consultation in the past year, before work began on divvying up Moores Rd Farmlands for private developers (small lot housing and 95 apartments) and an ever shrinking SMBI carpark on RCC ood and storm surge zoned land.

We have a lot of problems to fix on the islands, to bring them up to a decent standard of living . Road sealing is paramount . Finally , a holistic forward plan for what SMBI residents really need has to be achieved by Council. Not planning on the run, and not drip feed funding (after other electorates have had their pick). I am looking forward to talking with lots of Division 5 residents over the coming months, to find out what your concerns are, and what your vision for the islands and the half of Redland Bay (that makes up Div 5) are.

Russell Islander Ann Hagen has an excellent track record in fighting for island issues and deserves your vote.

She’s campaigned on fire hazard issues and sealing roads.

Ann has addressed council meetings on fire hazard reduction and about dusty unsealed roads.

Last year Ann set up the Island Road Neglect Facebook site to document road dust and drainage photos and also joined the dust disease task force.

Ann convened the Jetty Action Group to provide input into jetty design issues, sent survey results to the planning group, attended a planning workshop and open house sessions.

She campaigned against extension of the Translink levy.

Ann has lobbied on Weinam Creek and island parking.

With a background as an award winning health journalist and an English/special needs teacher Ann Hagen is an excellent communicator and promises to keep islanders much better informed about council issues.

She’ll have a councillor Facebook page and hold regular island consults.

Priorities – roads, fire hazard reduction, winter swimming pool opening, new boat ramps, barge ramp replacement on Russell and Lamb, island parking, mainland parking, and green waste management.

Mainland priorities – stop overdevelopment by lobbying for change to the City Plan that lets council officers pass 10­12 unit developments on blocks a little over 800 square metres, leading to more clogged roads and koala dangers.

THE SALT INDUSTRY In the latter part of the 1800’s both Macleay and Russell islands were home to salt extraction plants. The most detailed account of the Russell Island works is by Hurd (1917) referring to his operation of them in 1871.

Hurd indicates that he and C.R. Hervey visited Canaipa in the latter part of 1871 and were hospitably entertained by the late Mr. W.R. Alexander who had just had a plant erected at a cost of about £1,500 for extracting salt from seawater. Hurd describes the work as: ­ “The plant referred to consisted of a “Thorn House”, some 20 ft. high, with a shallow wooden receiver, some 15’ x 8’, to hold the seawater. From this receiver the water percolated to the layers of brush wood, of which there were three, some 4’ apart. A centrifugal pump drew the seawater from a well fed by pipes from the sea, and then forced it up to the receiver on the “Thorn House”.

In percolating through the different layers of brush wood the wind is supposed to evaporate a good deal of the water and increase the density. From the “Thorn house” the water reached a large cemented tank built into the ground, and of an estimated size of 12 ft. long by 8 ft. wide and 4’ deep. The water was then pumped by a small engine into a large iron pan, some 8ft by x 3 ft. and after boiling until salt crystals appeared, it was run into a steam jacketed wooden troughs or pans, allowed to granulate, and then collecting into another wooden trough and dried.

Hurd considered that his attempt was the first in Queensland to extract salt from seawater by machinery.

Mr. W.J. Willes says that the Canaipa works were started in 1867 by Alexander and Armour and were taken over in 1868 by his father Mr. J.W.S. Willes who settled on the island in that year. It is further claimed that the works were a paying proposition until the early 1870’s when the removal of a £4.10.0 per ton duty allowed the importation of salt as ballast. Salt works were also built on Macleay Island.

While I was checking my facebook ­ I had a brainwave! Here, right in front of me was an important, well written article, with no spelling mistakes to boot! What an absolutely fabulous day we had at the Macleay Island Progress Association Bushfire Appeal. A huge thank you to all the volunteers who set up and cleaned up, manned the cafe and bar, baked cakes, served lunch, sold raffle tickets and worked on the auctions. A huge thank you to Lakshmi and Yasoda for once again making their tasty vegetarian delights.

The Dawn Service will commence at 05.30. On completion of the Dawn Service the Public are invited to join us at Pub Paradise for Fellowship and later in the morning we will have the Traditional Game of Two Up.
