SMBI water transport alternative route study close to being finalised Details of the Southern Moreton Bay Island (SMBI) Water Transport Alternative Route Study are expected to be made available to the community early next year.

Redland City Council viewed a draft of the study in a closed session of its Special Meeting on 16 December, and has now asked the consultants who prepared the draft to finalise the report so it can be considered by Council in the New Year.

The entire report will soon be available to the community, and included in information provided at a transport Speak Out on Russell Island in mid to late March.

At the Special Meeting last week, Council resolved to note the draft report and integrate the finalised findings into the SMBI Integrated Local Transport Plan (ILTP), currently under review.

Redland City Mayor, Melva Hobson, said the draft report provides critical information regarding the options for additional water transport infrastructure and servic-

es, including alternative barge routes and bridge options.

“Council recognises it’s beyond our financial capacity to fund major marine transport, so we will place the finalised study before the state government and any private operators and consortiums interested in the options examined.

“Those stakeholders can then undertake their own economic analysis and other assessments for alternative barge routes and bridge options if they are interested in pursuing them.”

In the meantime – in consultation with current and potential transport operators, the state government and other stakeholders – Council will explore options to improve transport to and between the islands.

“This may be achieved through a range of options, which may include subsidies, regulation and streamlining opportunities for more efficient and environmentally sensitive services.” ...Story continues page 23

Australia Day is one of my favourite celebrations on the Calendar as it reminds me of just how lucky we are to live in such a fantastic country. We have the best of the world all packaged up in a modest population that has a spirit of tolerance not generally found anywhere else. I would encourage everyone to think kindly of their neighbour as most of our ancestors arrived here by boat and that thought should reduce the feeling of prejudice that we might experience within our heart at one time or another. Certainly the population of the Islands is unique from this perspective as we are all boat people in one way or another due to the absence of a mainland connection by road.

So, I say, strap on your favourite Ozzie flag and celebrate the day that should remind us of the wonderful diversity that we enjoy in our country and our islands. However you celebrate this Australia Day, I’m sure it will be a good one. Don’t miss out on the Australia/ Islander Day in the last weekend of January on the Russell Island foreshore.

Lastly, I’d like to recognise the enormous effort that went into organising the Christmas Carols for the Islands. Such a disappointment that they had to be cancelled due to the rain... There is always next year!

It is great to see the Council has now sent a recommendation to State Government regarding our SMBI transport issues. We’ll keep our eye on what comes of this long awaited action.

Message from the Mayor Council is well aware most islanders are keeping a close eye on issues relating to water transport, so many of you were no doubt aware it was a key topic at Council’s Special Meeting in December.

Essentially, Council took stock of achievements to date under the Southern Moreton Bay Island (SMBI) framework, adopted in February 2009 and looked at the next steps in addressing the island communities’ needs.

the outcomes in local print and online media (you can always find Council’s media releases on these – and other topics – at www.redland.qld.gov.au, click on “Read our media releases” under latest news).

One of the key messages to come out of the Special Meeting – and subsequent communications with key island opinion leaders – is the need for all of us to work together towards common goals.

In what is a new direction for Council, we are set to pursue a joint venture to deliver key components of the Redland Bay Centre and Foreshore Master Plan, including car parking arrangements at Weinam Creek.

We will now test the market for a public/ private partnership approach. Current parking arrangements will remain until the middle of next year, when we intend to carry out an interim, low cost upgrade to the car park.

As our CEO Gary Stevenson said in December, solutions don’t just lie in one idea.

We need a mix of great ideas that are strategically aligned and properly planned, and supported by everyone who will benefit from those ideas and solutions.

Over the coming months, we will continue to deliver on the SMBI framework, and we intend to provide regular information – and opportunity for action – to the island communities. We’ll do this via newsletters, posters and local media, and also provide opportunities for face-to-face discussions on the islands.

In the past year, there has again been much debate and discussion regarding marine transport infrastructure, and we’ve

Briefly put, Council has resolved to :* Seek Commercial Interest in alternative car barge routes. * Seek to make existing car barge routes more affordable. * Endorse the concept of a lower cost interim project at Weinam Creek. * Market test the opportunities of a private/public partnership approach for Weinam Creek. * Endorse a strategy for public engagement and advocacy with State Government in order to secure financial and other necessary support.

If we – Council, the communities, and stakeholders – join forces to campaign for that commitment and funding, we have a much greater chance of our voices being heard.

After all, we all want the same thing: quality infrastructure and sustainable lifestyles for the island communities.

Keep an eye out for more information about the SMBI ILTP, SMBI Water Transport Alternative Route Study, new direction for the Redland Bay Centre and Foreshore Master Plan, as well as ongoing local park master planning activities.

There’s no doubt, 2011 is going to be a big year. Let’s make it the year we work together and achieve those goals we’ve all be striving towards for so long.

Whilst there are innumerable obstacles to overcome, this plan presents the best available way forward for our Community and we should embrace it and do our best to make it happen.

Mayor lobbies Premier for commonsense approach to water pricing issues Redland City Mayor Melva Hobson has lobbied Queensland Premier Anna Bligh for a commonsense response to the ongoing issue of water pricing in south-east Queensland.

In a letter to the Premier, the Mayor said the community was becoming increasingly confused and distressed over the price of water, and called on state and local governments to work together for a solution to

relieve future price pressures on the community.

“The community is looking for commonsense responses and actions from all levels of government in the interest of families struggling with the cost of utilities,” Councillor Hobson said.

The Mayor has also asked Premier Bligh to reconsider the structure of water businesses and agencies.

“I have asked the Premier to revisit the Weller Report of March 2009 (titled Brokering Balance: A Public Interest Map for Queensland Government Bodies), which recommended reduction in levels of bureaucracy related to water.

“Feedback from councils to the state government saw a commonsense approach taken in combining retail and distribution elements of the water businesses – rather than creating separate businesses as originally proposed by the state government.”

Meanwhile, the Mayor has written to Allconnex Water Chief Executive Officer, Kim Wood, requesting information on the projected cost of water to Redlands residents for the next few years.

She has also asked for an explanation as to how Allconnex Water will ensure it is a lean and efficient organisation, how it will plan capital expenditure over the next decade and has asked for a commitment to environmentally sustainable infrastructure that is not “gold plated”.

The Mayor also asked Mr Wood about the impact of cancelling the 40 per cent state government head works subsidy and the impact of this on future development.

“Council will be looking critically at all this information, and continuing to vigorously lobby on behalf of our community.

“Our communities are hurting and increasing costs will impact our most vulnerable community members, particularly families.”

Gary Stevenson, Redland City Council CEO, informed the Bay Island Newspaper about actions taken to reduce the impact of power outages caused by storms in December. Gary’s official statement was to say - As a result of storms across the region on (Thursday 16th December), a power supply to the bay islands was lost.

Energex responded and was endeavouring to get across to all of the islands to fix these problems. As this is the beginning of the Christmas-New Year holiday period, ferry and barge services were booked with holiday makers also travelling to the islands. Energex and Redland City Council liaised on alternative transport options to assist Energex crews.

Council’s disaster management coordinator was given the task to source alternate transport for Energex, however, this was not necessary as Straddie Ferries were able to accommodate Energex in moving its staff and equipment over a short period of time. Once in place, the crews quickly re-established power supplies.

At no time were Councils disaster management arrangements activated as this was not classified a disaster situation.

However to ensure services to the islands are not interrupted in future, Council is meeting with the two main barge/ferry operators prior to Christmas to reinforce our capacity and that of the emergency services to respond rapidly to any problems that might occur on the islands.

The Council resolved to: 1. Note and endorse the report regarding alternative implementation strategy for the Redland Bay Centre and Foreshore Master Plan; 2. Authorise the Chief Executive Officer to commence a staged approach to market testing for a private/public partnership in accordance with recommendations of Coffey Commercial Advisory (dated 15 December 2010) subject to progressive reports to Council; 3. Refer operational funding required for consultancy services associated with the market testing to the next quarterly budget review; and 4. Endorse the concept of a lower cost interim Weinam Creek car park project proposal.

ISSUES The proposed Communications Strategy will be structured around three primary community engagement phases and will culminate in the intensive engagement of State Government as follows; 1. “Big Picture” Phase. This phase will com-

mence late in 2010 and continue into early 2011. Based on the aggregation of the various issues and initiatives set out in an earlier report in this agenda, it is intended to ensure that the Community is fully informed about the Strategic Framework and the critical goal of securing State Government support in mid to late 2011.

2. ILTP Phase. This phase will reach its conclusion with the finalisation of the ILTP early to mid 2011. It will incorporate a range of initiatives on and off islands, including the finalisation of details for the interim stage of implementation of improvements to Weinam Creek marine transit facility and carpark and the outcomes of the Barge Study.

3. New Strategic Plan Phase. The adoption of the new Strategic Plan is expected to be achieved in mid 2011 and will be the fundamental basis for lobbying State Government, however the prospect of success will be greatly enhanced if the Communities support is maximised. Hence this phase will be focussed on harnessing public support for the initiatives within the new Strategic Plan.

4. State Government Phase. This will be carried out in mid to late 2011 and will involve a comprehensive period of advocacy to State Government and the Opposition with the objective of securing significant support prior to the 2011/12 State Government election.

To achieve the best possible outcomes it is intended to prepare more detailed action plans which will set out the timing and nature of the many engagement activities to be conducted over the next six to twelve months.

Storms on the Islands wreak havoc

Macleay Island seems to have borne the brunt of the recent storms. Power was out for almost 24 hours, causing not only inconvenience but the loss of thousands upon thousands of dollars worth of damage to homes and buildings.

Supermarkets, shops and clubs lost huge quantities of perishable foodstuffs. The Macleay Spar had water pour in from the roof, apparently from blocked gutters, causing problems with checkout registers.

Raice from Lop Chop Chip said it was the worst he had seen in 14 years on the Islands and warned that this was only the beginning of the storm season. He also warned that while many trees fell, there are many more which have been damaged, it would be wise for residents to have this checked before another storm hits.

The Stradbroke ferries barge took a couple of hours to get to Russell Island, eventually abandoning trying to dock at Russell Island and sheltering off Lamb Island. One resident commented that there was water coming over the sides of the Barge.

One thing that surprised me was the speed with which the SES, residents and anyone with a chainsaw had the roads cleared. I was driving at the height of the storm, which was a little worrisome, but within an hour trees were off the roads, some even cut up! On the mainland I doubt very much if such community spirit would have been present.

Xmas lights on the Islands slightly damp from Storms Many Islanders have valiantly struggled to keep the lights on despite the storms that have been buffeting the region over the past few weeks.

It truly is a test of your resolve when there are power outages, high winds and copious amount s of rain but some battlers like Michael Tungate have kept the Christmas light cheer alive (pictured).

CPR Training A comprehensive basic CPR training session, sponsored by the M.I. Progress Association and instigated by RDCOTA committee member, Patti Ponting, was held at the Progress Hall on Monday 6th December. Attendance was most encouraging, there being twenty two islanders booked in for the session conducted by Neville Coventry (Cleveland LAC), ably assisted by June Neilsen (CPR Awareness Regional Coordinator South East Region) and her husband Eric.

With the use of projector, booklet and practical demonstration, these three extremely competent volunteers conveyed this most crucial information to their audience in a serious yet light-hearted manner. Consequently many probing and interesting questions came forth from the participants; much to the delight of the presenters.

After thanking the volunteers for their time and effort, Patti Ponting announced that Russell Island would hold a similar session the following week, sponsored by BICS and arranged by Marj Dries.

Light refreshments were enjoyed on the completion of the session, during which time the questions continued and the volunteers expressed their delight at the attendance and active participation of the attendees. It was suggested that another session could be set for the New Year.

Tsunami disaster planning goes into operation

PARKING SPOT SPEECH TO REDLAND CITY COUNCIL GENERAL MEETING ON 15 DECEMBER 2010 Madam Mayor, Councillors, the CEO and Officers, I am Lindsay Hackett of Macleay Island. I do not speak as an individual today. I speak as a principal petitioner on behalf of the one thousand seven hundred people who signed the petition that was presented to you on 28 October 2009 about the Redland Bay Centre and Foreshore Master Plan. Particularly, I stand here today for the seven hundred people who have authorized me to speak on their behalf. In addition, I speak for the Our Parking Spot group that continues to work so very hard to achieve a fair and just solution to the parking problems of Islanders. I claim, on behalf of those for whom I speak today, a greater voice in this matter than some of those few, whom you seem to believe speak for the community.

I speak because tomorrow you will meet to consider several matters of importance to the future of the Bay Islands, particularly the Redland Bay Centre and Foreshore Master Plan and the transport studies you have commissioned.

Your decisions, tomorrow, will be of the highest importance because they will set the scene for either - a vision of hope and happiness for Islanders, or - one of anguish and despair.

There is a tendency within Council to “shoot the messenger”. The wording in your agenda for the Special Meeting tomorrow continues the bias and prejudice towards groups like ours.

We exist not because we have nothing better to do, but by community mandate, because a great many in the community believe you are acting unacceptably and refusing to listen to our concerns.

Please look at yourselves before attacking the community’s democratic right to defend itself.

Collectively, we plead for your close and empathetic attention to our concerns. You know, if only from the hundreds of formal Letters of Complaint that you have seen recently, how damaging the parking elements of your Master Plan will be to the livelihoods and lifestyles of Islanders and their visitors, if it is implemented as written. We know, whatever your decisions tomorrow, that you are aware of these consequential hardships and detrimental affects.

The Weinam Creek passenger terminal is one of Queensland’s busiest passenger ports, with more than one million passenger movements a year. Yet, your Master Plan, as written, will throttle this port, and us.

We believe the present needs of 5,500 Islanders for continuing use of our mainland port should prevail over beautification projects - let alone the needs of the projected 24,000 Islanders.

We do not agree that we must reduce our use of Weinam Creek for the perceived benefit of providing a prettier outlook for the few mainlanders affected.

Please be aware there is no “right” that land-owners in Banana Street would lose if Council built on the reserve land opposite them. They have known for many years that the reserve land where we park is not Public Open Space (it is not parkland); it is a Marine Activity zone allowing buildings to 11 metres in height.

We do accept that eventually there might be a combination of initiatives to solve our overall transport needs.

However, we believe strongly that there will be a need for significant parking at Weinam Creek always, to at least the level stated in your Master Plan and its supporting documents. That the Master Plan fails to provide this parking is why we have been trying to engage with you for two years now.

We ask that you commission independent studies of the solutions at Weinam Creek proposed by the Our Park-

ing Spot group that could meet the need. We do not accept the bona fides of the Council study that rejected one of these solutions, the multi-level car park.

We ask that you take no action to reduce or change the type of the parking arrangements at the Weinam Creek precinct until you have received and considered the results of all related studies, reviews and other inputs. We ask that your decisions tomorrow provide Islanders and visitors with sufficient, appropriate and affordable parking in the Weinam Creek precinct.

You are the ones upon whom we rely for deciding the vision, direction and facilities of our City. You have the power to decide our fates. We implore you to be wise and compassionate.

SOME OUTCOMES OF THE SPECIAL MEETING OF REDLAND CITY COUNCIL ON 16 DECEMBER 2010 The Special Meeting of Council on 16 December 2010 was a lively affair and went for very much longer than anticipated. Much of the meeting was closed to the public.

The CEO contacted the Our Parking Spot group after the meeting to inform us about some of the decisions made. We are pleased to report that the CEO has advised that Council has decided not to spend the $5 million it has budgeted this year for works to change the parking at the Weinam Creek precinct.

Council will spend a much lower amount towards the middle of 2011 on works yet to be defined, but that might include improving security and safety at Weinam Creek. Subject to the results of the Social and Economic Impact Assessment that Council has commissioned, the CEO said that charging for parking might commence in this period (* see later).

Significantly, Council has decided to ask the private sector to submit expressions of interest in developing the whole area of the Redland Bay Centre and the foreshore at Redland Bay, including the parking aspects, rather than proceeding itself to implement the Redland Bay Centre and Foreshore Master Plan.

This is important! Council has recognized that there might be a better way of providing the needed infrastructure and vision for the area. Consequently, Council will defer any major works until Council has considered and contracted works to a successful private enterprise.

This is likely to delay any major works for at least two years (** see later).

Highly significant, Council agrees that the disparate Islander groups should be encouraged to come together to seek a consensus about transport and other issues.

This will be important to help Council in its approaches to the State and Federal Governments for financial and other assistance to solve our problems (*** see later).

Lindsay Hackett, speaking for the Our Parking Spot group, discussed with the CEO various aspects of Council’s positions decided at the Special Meeting. Lindsay emphasised that the Our Parking Spot group had never been fixated on a multi-level car parking station or its other proposals. He said we had arrived at these positions after considering all of the many solutions of which we were aware. We had analysed these solutions, balancing the bureaucratic difficulties, the environmental impacts and estimating the cost to benefit ratios. Our aim was to find major solutions that would have minimal impact on the rest of the Master Plan, solutions that would fit in with the major elements of the Master Plan.

We decided after the analyses that solutions for parking at Weinam Creek like those proposed by the group made the most sense, if the population were to grow towards 24,000 ultimately, as estimated by Council.

Lindsay reminded the CEO that we would accept any

solution that would provide facilities that would allow Islanders and visitors access to and from the mainland in a way that would enable us to have lifestyles and livelihoods comparable to those enjoyed by mainlanders. Particularly, any solution should meet the following criteria: •that parking for Islanders be collocated with the ferry terminal; •be sufficient, in having the number of spaces to meet the need; •be appropriate, in the sense that there should be allocated spaces for those that need them, and long-term, medium-term and short-term spaces for others; and •* be affordable, meaning that some Islanders might be able to afford a reasonable fee to park while others would not; that is, there would need to be free parking available for those truly unable to pay, and any set of fees should not be draconian).

The Our Parking Spot group on behalf of those in the community for whom we speak will accept any parking solution that meets these criteria. ** Islanders will remember from our two public presentations on 19 Sep 09 that the final slide shown was:

We showed this slide because we considered the Weinam Creek area could be planned better than had been done by Council at the time. We have suggested this vision to Council, but have not pressed it because it would have been a major change to the Master Plan and we considered it would be difficult to persuade Council to modify the Plan so radically.

However, in large part because of the continual activity of the Our Parking Spot group in highlighting to Council the shortcomings of the parking elements of its Master Plan, Council has decided to consider another approach, to seek private enterprise help in providing a grander vision.

We (the Our Parking Spot group), in November 2009, met with representatives from two Redlands based groups likely to be interested in a grander vision. We explained to them then, and again to one of them more recently, that our interest would be only to know that any proposal for a grander vision would provide parking facilities for Islanders that met the criteria listed above.

Time will tell if Council can accept a private venture proposal. If not, and in any case, we shall continue to work with Council to protect the needs of Islanders. *** We applaud Council’s expressed desire for the disparate groups within our community to work more closely together. We, and Council, have the best chance of persuading State and Federal Government agencies if we present a united position. Lindsay explained again to the CEO that the Our Parking Spot group had tried repeatedly during that past couple of years to meet with other people and groups that had different views about transport solutions for Islanders. With a new scheme being made available by the Government to help trained employees to fast track and complete full qualifications, Belinda has taken up this opportunity, and with the help of Bryan and of course her Husband Paul, who also works part-time on Saturdays, Belinda should be a fully qualified Butcher within 1 year.

Addressing SMBI infrastructure needs: time for a unified approach For the Southern Moreton Bay Islands (SMBI) to secure necessary infrastructure and services for the future, it’s important for Council and island communities to work together towards common goals.

At a Special Meeting of Council today, CEO Gary Stevenson acknowledged the efforts and achievements of Council, the SMBI Community Advisory Committee and other community members on their activities to date in addressing their communities’ needs.

Mr Stevenson also outlined progress of the SMBI strategic framework, adopted in February 2009 to address governance, community engagement, planning, lobbying and infrastructure needs of the four islands (Karragarra, Lamb, Macleay and Russell).

“There has been a range of contributions from across the community to date to address what is a complex yet critical planning challenge on the islands,” Mr Stevenson said.

“However, for our long term goals to be realised, Council and the communities’ efforts need to converge to the point that a combined approach to other levels of government is sustainable and effective.”

“Next year, in the lead up to the state government election, we have an opportunity to secure a meaningful commitment from all major parties for funding for critical

SMBI infrastructure,” Mr Stevenson said.

“The only way we will be successful is if the community is unified with Council.

It’s time for us to stand together.

If we don’t, our Gary Stephenson voices won’t be heard.”

Mr Stevenson said there were many aspects to developing infrastructure and services for future SMBI communities.

“Solutions don’t lie in just one aspect or idea. A combination of good ideas, strategically aligned and properly planned, is what the communities need,” he said.

While improvements have been made in several areas – notably upgrades to roads and community facilities, progress on social and transport planning, increased community engagement and high level lobbying for transport services – many of the underlying issues relating to transport infrastructure remain unresolved.

Mr Stevenson said the only way for Council and the island communities to be able to effectively address future transport needs was with state government capital funding support.

“We created the SMBI Community Advisory Committee, whose voluntary members provided a wide range of perspectives – which we have highly valued. The committee in particular has played a crucial role in advising Council on various elements of the SMBI Planning and Land Use Strategy (SMBI PLUS), which will be revised next year.

“We have continued to build our relationship with the state government, with the Minister for Infrastructure Planning, Stirling Hinchliffe, visiting the islands, and the formation of the Senior Officers’ (State Government and Council) Working Group,” Mr Stevenson said.

“We have actively engaged and lobbied government and private transport providers to pursue opportunities to improve the level of bus services. We’ve also been working with Translink to discuss future improvements at the Weinam Creek facility, and transport is now better integrated as a result of our lobbying.

“As separate voices, we have made some progress, but we can be even more effective if Council and the communities join together and work towards common goals,” Mr Stevenson said.

At today’s Special Meeting, Council also reviewed progress of the SMBI Integrated Local Transport Plan and barge study, and also reviewed its implementation strategy for the Redland Bay Centre and Foreshore Master Plan.

A community member’s view - submissions on the upgrade of the Macleay Island Jetty by Charmaine Stubbs Macleay Terminal--what about the social side?

In 1996 Redland Shire Council commissioned a study to seek the communities’ views on jetty area improvements.

The community responded with ideas for improved functionality for not only traffic but for the people and how they use the area for social interaction. The same things are being said now in 2010.

There are strong ideas around ‘place making’. The grassed boardwalk area presents a unique opportunity for the creation of a beautiful community space.

The community would like to see included a group of small kiosks where micro businesses could be established, i.e drink/coffee stall, local arts stall, bait stall etc.

A group of small lockable stalls would not only help to create employment on the island but would attract day tourists, boating/canoeing passersby and would provide much needed services for residents waiting for ferries.

Public artworks including sculptured seating should be featured in this area. There is a large arts community on the Islands whose talent could be tapped into to create a unique and beautiful frame for this new development.

By providing the above, Council would be delivering on its corporate plan objectives of embracing the bay and creating strong and connected communities.

The submission I offer is based on not only my opinion but on those of the many community members I have listened to over the years.

Foreshore Upgrade Redland City Council propose to redevelop and extend the car park at the Macleay Island ferry terminal. In association with this proposed development, the state government will provide funding for the construction of a new boat ramp on the site.

Key features of the development proposal The proposed development at the Macleay Island ferry terminal will create long term benefits for the community, including: • a new boat ramp to separate recreational boaters and commercial operators • i mproved car parking facilities and internal traffic management • s afer pedestrian access including a DDA access ramp and linkages to existing pedestrian and cycle routes on the island, including bicycle lockup facility • u pgrading of public transport facilities to ensure sufficient provision for future public transport service

Foreshore Upgrade A number of questions are often raised in relation to proposed developments. Redland City Council has provided answers to ‘frequently asked questions’ regarding the Macleay Island Foreshore Upgrade.

What is the proposed development?

The proposed development is for the construction of a new boat ramp and associated car parking facilities at the ferry terminal on Macleay Island.

What is the purpose of the proposed development?

The purpose of this proposal is to: • s eparate conflicting uses between recreational boaters and commercial operators that exist with the current boat ramp • i mprove internal traffic management and function • p rovide safer and equitable pedestrian access to the site • U pgrading of the existing public transport amenities and landscaping adjacent to the ferry terminal.

• i ncreasing car parking spaces in proximity to the ferry terminal • i mproving internal traffic flow and functionality with a new access for boat trailers via Russell Terrace to High Central Road • p roviding a boardwalk to improve equitable pedestrian access and safety • e nsuring adequate provision for future community transport services and pick-up and drop off with a turn-around at the ferry terminal • p roviding an increase of disabled and emergency parking on site.

Why has a boat ramp been included as part of the proposed development?

The construction of a new boat ramp is the primary objective of this development.

What is the zoning of the site?

There is an existing safety issue associated with recreational boaters and commercial operators using the boat ramp at the subject site.

The Redlands Planning Scheme 2010 identifies the zoning of the site as Community Purpose Zone Sub-area CP12.

The car parking on the site has been included to comply with design guidelines and relevant standards associated with the boat ramp.

This sub-area is for Future Integrated Transport and Marine Facilities and suited for land uses contained in the proposed development.

Will the development resolve the asbestos issues on the site?

How does the proposal improve the existing facilities on Macleay Island?

The proposed development improves the existing facilities by: • s eparating recreational boaters and commercial operators

Building material containing asbestos has been located at the site and is currently being managed

by Council. As part of the construction process, the asbestos issue will be resolved via the importation of clean fill to the site together with a special landscaping treatment.

The next stage of the development application process is the public notification period.

During this period the community will be given an opportunity to lodge submissions to Council to provide their opinion about the proposed development.

When can I make a submission regarding the proposed development?

A submission can be made to Council during the public notification period.

The public notification period will occur late November 2010 to February 2011 (approximately 35 business days).

What happens to my submission?

All submissions received will be taken into consideration before the proposed development is finalised.

Why has the site plan been amended from previous versions?

Significant changes in planning and environmental legislation has occurred in Queensland resulting in minor amendments to the site plans.

These amendments are the inclusion of water management devices and reducing the amount of vegetation to be disturbed.

Have federal and state governments been consulted during development application process?

Yes, a number of government agencies have been referred to during the development process.

These agencies include Department of Environment, Water, Heritage and the Arts (DEWHA – federal government),

Department of Environment and Resource Management (DERM), Department of Primary Industries and Fisheries (DPIF) and the Department of Transport and Main Roads (DTMR).

How will Council manage long term transport demands on Macleay Island?

Council is currently developing a long term strategic plan for the Southern Moreton Bay Islands to ensure an integrated approach to transport management through measures such as: • encouraging alternative transport methods • upgrading of existing facilities • i mplementing a sustainable public transport system.

When will the proposed development be constructed?

Council is intending to have all necessary approvals by mid 2011 with construction estimated to begin in the first half of 2012.

How will adjoining allotments be affected by the proposed development?

Landscaping features have been included in the proposed design to provide an effective buffer between adjoining allotments. The use of buffering will ensure neighbouring allotments are not significantly impacted as a result of the proposed development.

How much will it cost and how is it to be funded?

The preliminary cost estimate for the proposed development is approximately $5m. State government is funding the new recreational boat ramp and Council is funding the balance from the general rates.

Capalaba Regional Park closure (from flooding) Gary Stevenson, CEO, Redland City Council has temporarily closed Capalaba Regional Park due to flooding.

Due to a combination of heavy rain and releases from Leslie Harrison Dam (which affects Tingalpa Creek alongside the park), Capalaba Regional Park has had to close due to flooding and damage to the playground surfaces.

The park has been inspected by Council officers this morning and repairs are currently being done.

While every effort is being made to repair the playground surfaces and attend to fallen trees, the park has been waterlogged for several days, and presents a safety hazard. Weather forecasts are also predicting further heavy rain, therefore Council anticipates Capalaba Regional Park will remain closed until the middle of next week (weather depending).

We appreciate that this is one of the busiest times of year when residents visit the park, however public safety is our primary concern.

Residents can call Council on 3829 8999 for an update on the park over the Christmas to New Year break.

SMBI water transport alternative route study close to being finalised A recent survey of barge users in June showed most barge users were bay island residents, with the majority travelling monthly, rarely or up to six times a year.

Division 5 Councillor Barbara Townsend said the survey confirmed that barge travel was not the preferred option for daily travel to and from the mainland in the current climate.

“It is quite obvious that regular commuters prefer to use the passenger ferry, but we need to look at the less frequent travellers and encourage them to travel by barge, if the circumstances are right,” Councillor Townsend said.

Well it’s that time of the year where there is a hiatus in activity from most groups around the islands and in that the Macleay Island Progress Association is no different. Although, thanks to the Lions Club donation and to the volunteer work from our members, Rob Thompson, Bill Thornton, John Jacobs and others, the new cupboards are now being put into position in the hall.

Thanks guys for the time and effort and thanks to the Lions Club. At our meeting at the end of November (our last one for 2010) we moved that we support the Our Parking Spot group in its efforts to solve our parking problems at Weinam Creek jetty precinct, as we think the residents of Macleay would

want us to do. We also support the investigation of alternative and cheaper barge routes for the islands as we will support any other peaceful, legal means of getting better transport solutions for the SMBI and its residents.

The Progress Association’s working party on the new recreational boat ramp and jetty area upgrade will be discussing this with Council during January and further feed back to the community will be available at our January meeting on Saturday 29 where any community input will be sought prior to making any last minute submission. Awakening: An exhibition

by Sherry Liu

‘Awakening: An exhibition by Sherry Liu’ at Redland Art Gallery, Capalaba, from 4 December 2010 to 25 January 2011.

The exhibition by Taiwan born artist Sherry Liu, features ceramics, paintings and textiles inspired by her daily life experiences. Liu’s works also serve as metaphors for her relationships with others.

Expressing her innermost feelings and moments of awakening, Liu interweaves stories from her imagination with personal symbolism into images and used materials she collects from different countries.

Birds appear throughout the exhibition, but they are trapped by human legs and bodies which symbolically prevent them from flying.

Liu likens this to how she is constrained by societal and family values and expectations.

Liu is based in Taiwan, but visited Australia to talk about her works at the exhibition opening event at Redland Art Gallery, Capalaba, on Friday 3 December.

On the fishing front I have managed to get out a few times myself.

Around Peel island on the shallows the natural coloured soft plastics worked well on squire and bream. In the deeper water bait was the go prawns,pilly’s,mullet filets and whole squid. Out on the banks squid and peeled prawns are doing the job for whiting and bream.

In the shallows around the islands hardy heads are doing well on bream, squire and flathead. Make sure you scale the hardy heads.

A good year for membership of the SMBI Museum This happy snap was taken at their Xmas breakup at the Russell Island Bowls Club where the volunteers had just been informed they had been given a pay rise!!!!

The many activities through the year included:- continued cataloguing of the existing collection; oral histories had a beginning with a recollection of medical services now archived at Redland City Council historian’s collection; rearrangement of presentation of items at the shed; some small restoration works; production and sale of the Ruth Batey DVD by the film production unit; working with schools particularly on Macleay; expanding supporters group; networking with other groups in the islands –RKLM Heritage Group, School P&C’s, Russell Island Community Arts Group, Bay Islands Community Services[BICS], Mens Sheds on Macleay and Russell, SMBI Forum;

The next DVD project is well into planning. It will be about the past ferries of the SMBI. The museum asks that if anyone has old film footage in a super 8 or video form and is prepared to relinquish copyright, the Museum will pay for any conversion to DVD of the old footage. Membership of the Museum is $10 annually and anyone who merely wishes to support their endeavors in kind is welcome to donate this amount which has member benefits at Cleveland.

This year it was of great importance for Santa to reach the Islands, as he had a special message of good cheer from the Prince of Redlands to be delivered to the good people of the Bay Islands.

DISCUSSION PAPER – SMBI ILTP REVIEW In the December edition of the Bay Island News, we advised that the Redland City Council has re-

leased a discussion paper relating to the Southern Moreton Bay Islands (SMBI) Integrated Local Transport Plan (ILTP) Review. This paper invites members of the SMBI community and stakeholders for feedback and suggestions on a number of transport topics. See Council flyer and website.

The deadline for community responses has been put back to 18 February 2011.

Council will reinvigorate this matter in early January 2011. Do have your say. Do note the comments about parking made by the Our Parking Spot group in the December edition and as displayed on Island noticeboards.

Gaze: People, relationships and place opening at Redland Art Gallery, Cleveland – Sunday 12 December 2010 to Sunday 30 January 2011 Jane Burton, Celeste Chandler, Dai Li, Julie Fragar, Kristin Headlam, Cherry Hood, Karla Marchesi, Fiona McMonagle Gaze features paintings, photography and ceramics by these emerging, mid career and established Australian female artists chosen in collaboration with the Queensland gallery owner who represents them, Bruce Heiser and Redland Art Gallery Director Emma Bain.

Gaze offers a unique exhibition strategy, complementing the commercial and intellectual objectives of both Heiser Gallery and Redland Art Gallery. Gaze is both a curatorial experiment and an example of the collaborative relationship that exists between the public and private

realms in contemporary art.

Importantly it showcases the outcomes that can be achieved through meaningful collaborations between the sectors, to mutual benefit.

‘While the work in Gaze is disparate in theme, stylistic approach and medium, the larger conceptual thread is a broad exploration of the concept of ‘the gaze’ as an art historical trope. The gaze is the subject of treatises by scholars and theorists such as Jacques Lacan, Michel Foucault and Laura Mulvey, who famously identified a male gaze in relation to theories about film. Mulvey posited that femininity is a social construct in which the female appears as

the subject of desire for the male.

‘It is the work of this latter theorist that springs to mind in the context of an exhibition about the gaze by women artists, and yet, while some of the artists choose to explore women as a subject, we might also say this exhibition is simply about looking, as well as seeing. It offers many approaches with which we may see art.’

Concerns over state government plans to cap infrastructure charges Redland City Council has expressed concern to the state government that its proposed changes to infrastructure charges will create further financial burden for ratepayers.

The state government’s Infrastructure Charges Taskforce Interim Report was released last week, recommending that the infrastructure charge for new homes be capped between $20,000 and $30,000.

This is a charge paid by developers to councils, to fund infrastructure such as roads, bike paths, major drainage improvements (including water quality systems) and land for parks and community purposes, along with associated improvements. The aim of the proposed capping is to make housing more affordable.

Wow I woke up this morning and the sun was shining and the sky was a brilliant blue. Washed clean by all the rain we have been having – it sure makes one appreciate sunshine and blue sky doesn’t it?

I’m beginning to think that Plovers are rather silly birds. I was passing a big roundabout the other day and there right in the middle were two Plovers and their Four Chicks – now isn’t that just asking for trouble.

However they still need the protection and guidance of their mother on hiding when anything that maybe a predator comes along. I found out that Plovers are precocial which means they are fully feathered and able to feed themselves when they hatch. It can often be seen in parks and playing fields grazing for food, which include small insects and worms. It breeds between November to May in the southern regions (they become very aggressive during this time). The Masked Lapwing makes its nest in small hollows on the ground, lined with grass and other plant material and lays between 2-4 eggs in a clutch which are incubated by both parents. The young hatch in approximately twenty eight days.

We went for a drive around Tamborine the other day.

Oh my what beautiful countryside and at the moment all the rivers and creeks are very high, rushing through the bush which is almost eye hurting green – such a wonderful sight!!

Our hearts go out to all those who lost things in the recent storms and blackouts, it must be very difficult for you all so close to Christmas.

Well we are starting a New Year and I hope it’s going to be a year filled with good and positive things for everyone.

In January we will all be celebrating Australia Day with our BBQ’s and of course Lamingtons and some people will be attending Citizenship Ceremonies and we would like to convey our Congratulations to them.

I love the time of day when the sun goes down and baths the sea in an orange glow and then a little later as the sky starts to bring the night in, it turns a dusky blue with a pale rosy tinge soo beautiful to sit and watch the day turn into night and listen to the birds as they rush around getting their last meal for the day and then find their favourite place to perch for the night, with the leaves of the trees turning dark, but with a glow from the sun still highlighting their trunks. I find this a very relaxing and spiritual time of the day. Jo
