Photo by Jenny Nance The La Porte-Bayshore Chamber of Commerce and the Rotary Club of La Porte teamed up for this year’s annual Chamber Golf Tournament at Bay Forest Golf Course to honor First Responders in La Porte, Morgan’s Point, and Shore Acres on October 1st.. The event included a Chili for Charity Cookoff. During the event Rotary President Frank Nance - State Farm Agent presented custom paintings by local artist Issaac Rodriguez to our LPPD Asst Chiefs Matt Daumer and Doug Ditrich, and LPPD Chief Steve Deardorff, LP EMS Chief and Rotarian Lisa Camp, LPFD Asst Chief David Gif-

ford, and Morgan’s Point PD Chief Sherri Ditrich on behalf of their officers. In her statement in the Chamber’s monthly newsletter, Chairwoman Brenda Thompson said, “Now more than ever we are proud to come together to show support and appreciation for our local police officers, fire fighters, emergency medical service technicians and our LPISD teachers and staff”. First Responders were given a customized face mask, and scholarships for young men & women attending one of the local training academies were funded.

City of Seabrook facilities NATIONAL now open to the public DOMESTIC VIOLENCE AWARENESS MONTH City facilities, including Seabrook City Hall, opened to the public on Monday, October 5, 2020. The health and well-being of our residents, visitors and staff is a top priority for the city, therefore, everyone who enters a city facility will be required to comply with all state and local health and safety mandates. Visitors will be required to wear a facecovering and must practice social distancing while in city buildings. All visitors meeting with city staff in secured areas will be required to complete a health screening before

entering. Seabrook City Council and board and committee public meetings will continue to be held virtually throughout the month of October. All public meeting agendas include information on how to attend a virtual meeting and agendas are posted to the city’s website at www.seabrooktx.gov/agendacenter at least 72-hours in advance of the meeting. Seabrook Municipal Court continues to offer virtual court hearings and is now offering in-person court hearings by appointments. Learn more about scheduling your court appearance at www.seabrooktx.gov/ court. City administrative services, including utility bill payments, building permitting, and court services have been offered remotely and by appointments as necessary since July 2, 2020. Administrative and emergency management personnel continue to actively monitor, plan, respond, and communicate during the COVID-19 state of emergency.

October is Domestic Violence Awareness Month (DVAM). You can join the La Porte Police Department and battered women’s advocates across the country in committing to support domestic violence survivors, spread domestic violence awareness, and help end domestic abuse. Here are a few ways you can show your support during the month of October: • PURPLE PORCH LIGHTS - Show your support of domestic violence survivors by displaying purple porch lights at night. (Lights can be purchased on Amazon, at your local Wal-Mart or Home Depot, or through other online retailers.)

• PURPLE RIBBON BUSINESS SUPPORT - Display the Domestic Violence Awareness Month flyer in your business or workplace during October. The flyers will be distributed throughout the city by the Crime Victims Liaison, as well as available in the lobby of the Police Department. • PURPLE THURSDAY - October 22nd is nationally recognized as Purple Thursday - wear purple to show support for victims of domestic violence and spread awareness about the cause. Wear purple every Thursday in October, especially on October 22nd. Posting your pictures to social media to show your support using the tag #PurpleThursday, and share them with our Crime Victim Liaison, Shaye Lister, at ListerS@LaPorteTX.gov. On September 30, 2020, Lillian Lavelle (Lyons) Yielding, a loving wife, the dearest mother, the kindest friend, one of the best that God could lend entered into heavens gates. Lavelle was born February 18, 1938 in Profitt, Texas to the late Roscoe & Della Jordan, and was the youngest of 6 siblings. She enjoyed cooking, sewing, attending church and spending time

Survived by husband Kenneth; brothers, Cagle and Tommy; her 5 children, Rodney, Tommy, Lynda, Laura and Andy; and her 2 stepchildren, Rebecca and Ricky; 15 grandchildren, 14 great grandchildren, numerous nieces and nephews. Visitation will be 9:00 – 11:00 a.m., Thursday, October 8, 2020 at Emken-Linton Funeral Home in Texas City. Private family services to follow. Donations may be made to the American Cancer Society.

• DONATE TO A LOCAL DOMESTIC VIOLENCE SHELTER – LPPD is partnering with The Bridge Over Troubled Waters and will be collecting specific items to be donated to the shelter. Find area drop boxes and the items needed on the city’s website LaPorteTX.gov/DomesticViolence as well as the La Porte Police Departments Facebook page at LaPortePoliceDepartment. • BE INFORMED - Knowing the facts about domestic abuse is the first step toward preventing it. Nearly three out of four Americans personally know someone who is or has been a victim of domestic violence. Now is time to take a stand. Support survivors and speak out against domestic violence. If you need assistance or want to talk to someone about domestic violence, call 1-800-799-7233 (SAFE) or Shaye Lister at 281-842-3172. Domestic violence is multifaceted and includes physical, psychological, sexual, and economic abuse of a victim. It is often hidden from public view. Domestic violence happens to persons of all ages and from every background. The frequency and severity of domestic violence also varies dramatically. In some lives, domestic violence is such an everyday occurrence that it is overlooked, along with the physical, financial, and psychological tolls it exacts. Domestic Violence Awareness Month (DVAM) evolved from the “Day of Unity” in October 1981, observed by the National Coalition Against Domestic Violence. The intent was to connect advocates across the nation who were working to end violence against women and their children. The Day of Unity soon became an entire week devoted to a range of activities conducted at the local, state, and national levels. The first Domestic Violence Awareness Month was observed in October 1987.

A shift in law enforcement and judicial systems in the approach to ending domestic violence has been seen firsthand in the last few years. With training for law enforcement and prosecutors, the appointment of specialized judges who understand the crime of domestic violence, and networks that have been built for services and survivor empowerment, attitudes toward domestic violence have changed drastically. Like all cities, the City of La Porte handles its fair share of domestic violence cases. We need to let victims know that the community is here to support them and that there is an alternative. The La Porte Police Department encourages the community to make a commitment to not only support domestic violence survivors, but to also help spread domestic violence awareness aimed at ending domestic abuse. This commitment starts by doing #1Thing. The Domestic Violence Awareness Project (DVAP) developed a unified message around #1Thing. Change can start with only #1Thing. Awareness + Action = Change! One person’s actions may seem insignificant, but together a communities’ collective “#1Things” can lead to real social transformation. Although October is the month dedicated to bringing greater awareness to domestic violence and its effect on women and children, we encourage you to promote awareness all year round. Stay connected to the City’s website or the La Porte Police Department’s Facebook page for more information throughout the month of October as we do our best to help raise awareness. Join elected officials, health care providers, business leaders, police officers, faith-based groups, concerned citizens, and many others to organize events and activities that raise awareness about domestic violence. FOR LA PORTE CITY COUNCIL At Large - Position B Integrity, experience, leadership, and good judgment: these are the qualities you expect from your City Council. My name is Ti O’Daniel. Married 26 years to my beautiful wife Linda, I have 4 children that all raised here in the City of La Porte. For the past twenty years, I have served this community’s youth as a coach and held various board positions with LPBBA, including my tenure as President. I am currently entering my 10th year as volunteer for The Houston Livestock Show and Rodeo. I am a past and current president LPHS Football Booster Club and current member of The Sons of the Republic of Texas. La Porte is an amazing city with so much potential. As a local small business owner and a longtime community volunteer, I understand the improvements we need in our neighborhoods. We should preserve our historic past and actively pursue new ideas to ensure a brighter future for us all. I’m running for La Porte City Council At Large B to bring the creative, pragmatic, and collaborative solutions we need for all districts of La Porte. My priorities: • Work together with other council members using a team mentality. Today’s climate has tremendously divided local, state, and national politics. Many issues seem to have common sense solutions. I believe it’s okay to disagree, and okay to “agree to disagree,” and move on with daily business. NO special favors: decisions are to be made from merit and not friendships or connections. • Strengthen Economic Development – by attracting and retaining small businesses and non-profits in our city, developing more middle-class jobs, and creating conditions for sustainable growth. • Create mentoring programs for our youth and jobs for our residents • Improve Public Safety – by working with our public safety officials to keep truck traffic on posted routes, and bolster our police and fire resources. • Retain City Employees: the number one asset of the city is its employees. I would like to work with the council to explore ideas to better serve our employees. • Enhance Residents’ Quality of Life – by increasing transparency, fixing our streets and sidewalks, and beautifying our neighborhoods. First as a student, then a graduate, a twenty year employee and most recently for the past seventeen years a proud member of the La Independent School District Board of Trustees. I am seeking re-election to Position 2 because I am passionate about our school district, its students and its staff. LPISD is a district with outstanding staff and outstanding programs. During my time on the board I have been part of a team that has hired three outstanding superintendents, passed two bond elections that resulted in some of the most envied facilities in the State of Texas, implemented an ACE program where students earn their high school diploma and Associates Degree at the same time (at no cost to them or their parents),and financially making decisions that result in a healthy fund balance in addition to countless additional accomplishments, awards and recognitions to our district and community. Not the least of which is having both Lomax Elementary and Jennie Reid Elementary be named National Blue Ribbon Schools a highly coveted rare National accomplishment. My decisions are a matter of public record and they are always in the best interest of students, staff and community after extensive due diligence on every item. My time is dedicated to continuous education which changes daily for public education in Texas. I am not a politician. I have no political aspirations other than to continue seeing that LPISD thrives while growing, follows the path to excellence, succeeds and becomes that district where parents want to move for their children to get their educations. Currently the district faces a significant drop in enrollment. Many factors have contributed to this and I am happy to discuss them at any time. I worked for La Porte ISD in maintenance for 11 years. In that time I saw a lot of waste of taxpayer money which would include mine. I hope with the help of other members we can curb this. I am also hoping that we as board members can see that all LPISD employees are treated the same from the top down. With everyone receiving the same benefits. I also want to push for more officers hired for the safety of our children. When I left LPISD there were officers at the high school and junior high schools daily but not at the elementary schools. I hope to try and change this.

SEABROOK CHARTER AMENDMENT PROPOSITIONS

On February 4, the Seabrook City Council voted unanimously to call a charter amendment election containing nineteen propositions. Seabrook residents are asked to go to the polls to consider these items.

What is the Charter Amendment election?

The citizens of the City of Seabrook became a home rule city in Texas with the adoption of their first City Charter in August 1979. The Seabrook City Charter calls for regular review by including the statement: “The Council shall appoint a Charter Review Commission of seven (7) citizens of the City no sooner than two (2) years and no later than five (5) years after the most recent appointment of the Commission.” The Commission inquires into the operation of the City Government under the Charter provisions and determines whether any such provisions require revision. The City of Seabrook Charter has been amended a number of times, most recently in 2015. On March 5, 2019, the Seabrook Council appointed Charter Review Commission members who worked through September 2019. The City Council then heard the Commission’s recommendations at an open meeting. A total of 19 amendments were included in the ordinance unanimously adopted by the Seabrook City Council at their October 1, 2019 meeting. Residents are encouraged to review the items in advance and educate themselves on the propositions before early voting begins April 20.

Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain and Wetlands Proposed City of Seabrook Wastewater System Infrastructure Retrofit To: All Interested Agencies, Groups, and Individuals This is to give notice that the City of Seabrook (City) is seeking Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program grant funds, being administered through the Texas Division of Emergency Management for the proposed City of Seabrook Wastewater System Infrastructure Retrofit Project (project). In compliance with FEMA’s regulations implementing National Environmental Policy Act [NEPA]) per 44 Code of Federal Regulations (CFR) Part 10, and Executive Orders 11988 (Floodplain Management) and 11990 (Protection of Wetlands) per 44 CFR Part 9, the City is giving notice of proposed project activities within the 100-year and 500-year floodplains (for project components identified as critical actions) and in the proximity to wetlands. The proposed project will include construction of a new wastewater facility (the Pine Gully Wastewater Treatment Plant [PGWWTP]) located at Pine Gully next to the Seabrook Public Works Complex on the northside of Seabrook, modification of three of the City’s existing lift stations, installation of two new lift stations on City property, and installation of new force mains and gravity sewer lines to direct wastewater to the proposed PGWWTP facility. The project will include three force mains extending 23,359 linear feet and one gravity sewer pipeline extending approximately 2,040 linear feet. The first force main is a new 12,915 linear foot (LF), 16-inch-diameter high density polyethylene (HDPE) force main that extends from Lift Station No. 23/M and follows Main Street to North Meyer Avenue to East Meyer Avenue and then to Todville Road where it will discharge into a newly constructed wet well at Lift Station No. 24. The second force main is a new 4,833 LF, 20-inch-diameter HDPE force main that extends from Lift Station No. 24 to Red Bluff Road and then to Park Road into the PGWWTP site. The third force main is a 5,611 LF 12-inch-diameter HDPE force main that extends from Lift Station No. 20 and follows Bayview Drive to Red Bluff Road and then to Park Road into the PGWWTP site. The gravity sewer line consists of 1,925 LF of 24-inch diameter HDPE pipe that extends from Lift Station No. 4 to a point in Todville Road directly opposite LS 24 and 115 LF of 36-inch diameter HDPE pipe that extends into Lift Station No. 24. The project will primarily be confined to existing properties and easements owned and maintained by the City of Seabrook. The proposed project would require construction within approximately 23.4 acres of floodplain. Construction of the project will occur within Zones AE, VE, and X as indicated on FIRM Panels 48201C1085M and 48201C1095M. The force mains and gravity sewer will be installed underground and will have limited potential to affect floodplains or wetlands.
