Introduction Fenton High School hybrid programming begins on March 9th, 2021. This guidance document outlines policies, procedures, and safety measures being followed for the 2020-2021 school year. This is a “living document” and as such, sections may be added or updated as needed due to new information from the Illinois State Board of Education, Illinois Department of Public Health, or local health departments. Stakeholders will be notified of any changes, and dates will be added to sections of the document where changes are made. An Important Note for Parents and Students: In the event a parent/student repeatedly does not adhere to guidelines, terms, conditions, or expectations, the student could be reassigned to remote learning for the remainder of the school year. This may also occur if an egregious act occurs which may jeopardize the health, safety, and welfare of others. An example of this would be if a student knowingly was in contact with someone who is positive or with a household member under assessment, and the student attends school in person. Prevention and Safety Families are responsible for ensuring students do not attend school while sick. If a student feels sick with a fever or has any covid related symptoms, or if you have been in contact with someone confirmed with COVID-19, DO NOT COME TO SCHOOL. It is imperative that you contact your healthcare provider immediately and notify them of your symptoms. Your health care provider will determine if you need to be seen in the office and if so, will provide special instructions to prevent exposing others. If this applies to you, contact the school nurse, Jill Wisnewski, at 630-860-4941 or wisnewski@fenton100.org to follow isolation and quarantine procedures. Students at Fenton High School are required to wear a mask while at school and on the bus. Masks should fully cover both nose and face, and fit snugly against the sides of the face, and masks must be 2-ply. If a mask does not conform to these standards, a new mask will be issued to the student. The overall consensus from health officials is to: be aware, prepare, practice healthy habits, and stay informed. As preventive measures, health officials are reminding us to ❏ wear a mask, ❏ wash your hands often, ❏ exercise social distancing (at least 6 feet apart) whenever and wherever possible, ❏ avoid touching eyes, nose, or mouth with unwashed hands, ❏ avoid contact with sick people, ❏ stay home if you are sick, ❏ cover mouth and nose with tissue or sleeve when coughing or sneezing, and ❏ clean and disinfect frequently touched objects and surfaces. Hand sanitizer is available at various locations around the building and in classrooms, as is an extra supply of safety items (i.e., masks, gloves, face shields and hand sanitizer). Please bring your own mask as it is required. If you forget a mask, one will be provided to you.

Instruction, Bell Schedule, Transportation, Food Service, and Extracurricular Information ❏ Students will be taught synchronously regardless of their learning location. ❏ Students who choose remote learning will remain remote for the duration of the

semester and will be taught by their same teacher with their same classmates. ❏ Students who choose hybrid will be in their classrooms on their Chromebooks logged in with their remote classmates, but they will have the benefit of interacting personally with their teachers and hybrid peers. ❏ The vast majority of faculty will be on campus, and all classrooms will be supervised at all times. ❏ All Monday Sessions and Afternoon Sessions will be held remotely. ❏ Any variance to the schedule will be communicated as early as possible. ❏ Bell schedule for remote and in-person hybrid instruction for the 2020-2021 school year:

Music Classes ❏ Music classes will incorporate instructional activities that can be done safely to minimize ❏ ❏ ❏

the spread of particles. Each student who plays a wind instrument in the band program has their own wind instrument to use (there will be no sharing of wind instruments). The district will provide guidance on appropriate conditions for singing and playing wind instruments, and other instructional activities for music classes. Each band and choir student will be required to wear and use appropriate PPE including school-supplied reusable and washable singer’s masks, instrumentalist masks, and bell covers. Instrument storage areas will be accessed on a rotating basis to ensure social distancing, and cannot be used to store any personal items other than music instruments. Music stands, percussion instruments, guitars, pianos, and other shared equipment will be cleaned between each student group and will be personal to an individual student while in use.

Lab Classes (Applied Tech, Family Consumer Science, Science, and Visual Art) ❏ Supplies, media, and equipment use will be limited to consumables or individual use. ❏ If shared equipment is used, it must be personal to an individual student while in use, and

sanitized before and after use with the district approved cleaning solution. ❏ Materials will be placed in such a way as to minimize movement around the room. Hallway, PE, and Athletic Lockers ❏ Hallway, PE, and athletic lockers will not be used. Students attending on the hybrid in-

person schedule will be allowed to bring coats and backpacks to class and those items should be stored as directed by the teacher. Students should leave valuables at home to prevent them from being lost or damaged. Physical Education ❏ All students will participate in their physical education classes, but locker rooms will not

be available for students to change clothes. Students should come to school dressed comfortably for PE, and must wear sneakers/gym shoes to participate in class activities safely.

Transportation ❏ Students will be temperature checked and asked COVID screening questions PRIOR to loading the bus in the morning. If the student has a fever over 100.4 or answers yes to one or more of the COVID screening questions, the student will have to return home and not attend school that day. If the student is not allowed to board the bus, Fenton will contact the parent or guardian. ❏ Students and staff will have access to hand sanitizers on buses. ❏ Eating and drinking are not allowed on busses. ❏ Maximum of 24 students will be allowed on a bus ❏ The bus will be loaded starting from the back to the front, and will unload starting from the front to the back. ❏ Staff will wipe down hand railings and seats with disinfectant between routes. ❏ Staff will use a medical-grade disinfectant and electrostatic sprayer before the PM routes take place, and following the PM routes’ completion, to ensure the busses are clean for the next morning’s routes. Breakfast / Lunch In-Person Instruction ❏ Breakfast and lunch will be picked up outside of door 1 from 8am-1pm. Lunches and breakfast will be issued for 4 days and 3 days to cover a 7 day week. The distribution will be a grab and go format and will be available each day at no charge to students through the 2020-2021 school year. Students will need to take breakfast and lunch home. Students will not be allowed to eat in common areas or classrooms for safety reasons. ❏ It is recommended that students save their breakfasts for the next morning as breakfast will need to be eaten prior to coming to school. All breakfast and lunch meals will be pre-packaged and wrapped for take out. Athletics and Activities ❏ Students may participate in after school athletics and competitions following IHSA bylaws, local health department approval, and assurance that all safety protocols are followed. The district will host competitive sports so long as the state allows. IHSA Guidelines can be found online. ❏ Fenton will limit hosting in-person events until larger groups of individuals may share a space. Fenton will provide families with opportunities to engage in either virtual (realtime) or pre-recorded activities. Student extra-curricular activities and athletics (inperson) are addressed in a section below. ❏ The district will adhere to the IDPH, ISBE, and IHSA guidance on extracurricular events and activities. If allowed, these agencies may impose additional limitations on the number of visitors/guests permitted. Please note that these restrictions may vary by activity and season throughout the year.

Theatre and Music Performances ❏ The school district will continue to work to ensure that our students have the opportunity

to participate live rather than pre-recorded, in various performance opportunities to the greatest extent possible, primarily through digital platforms. When students can perform in-person, we are committed to ensuring that we can do so safely. ❏ Current restrictions to group gatherings and social distancing are such that none of our indoor events will allow for audience attendance. Fenton will do our best to record all performances. However, please understand that we may be unable to record and post certain events due to copyright and other licensing restrictions.

Building Safety Guidelines from Entry to Exit All individuals entering Fenton High School must be certified that they do not have Covid-19 symptoms and will have their temperature checked before entering the building. Masks are required to be worn at ALL times while in the building, on campus grounds, or in a Fenton vehicle. Masks should fully cover both nose and face, and fit snugly against the sides of the face. Exceptions for not wearing a mask include: ❏ While eating or drinking - however, eating is not permitted in the classroom or in common areas. When drinking the mask should be removed briefly to drink and immediately put back on. Water fountain spouts are covered, but water bottle refill nozzles are active on water fountains for students to fill water bottles. ❏ Under 2 years of age ❏ Medical condition documented with medical doctor’s note. A plan will be developed with the student and parent, and shared with the school nurse, teachers and appropriate staff members. ❏ Have trouble breathing or are unconscious, incapacitated, or unable to remove mask without assistance. ❏ Strict adherence to social distancing must be maintained when masks are removed for one of the above reasons. Building Entry and Movement ❏ All students must enter the building through one of three doors. Door 1 is for late arrivals, Door 2 is for students dropped off by bus, and Door 35 is for students who walk or drive to school. ❏ Bus arrival: Students will be released one bus at a time in a staggered manner until all buses are emptied to start the day. Students will also be temperature checked and asked

COVID screening questions PRIOR to loading the bus in the morning. If the student has a fever over 100.4 or answers yes to one of the COVID screening questions the student will have to return home and not attend school that day. The school nurse will contact the student and parent/guardian for next steps Sidewalks leading to door 1,2, and 35 will be appropriately marked 6 feet apart with posts in the ground so that anyone entering the building is able to maintain social distance. All students entering the building will pass through a temperature scanner, and answer COVID screening questions by campus security. If a student has a positive screening result the Covid-19 screening protocol is to be implemented (see later section). Students who have passed the screening protocol upon entry to the building will proceed directly to their classroom or other assigned location which will be supervised by a teacher. Students will not be able to wander around the building or wait in common areas for maximum safety. All common areas are to be appropriately marked 6 feet apart so that students are able to maintain social distancing in the event that students are asked to wait in a common area. Common areas will be supervised to maintain proper safety protocols. Hallways will be two way traffic divided by a dashed line and arrows indicating traffic direction are clearly marked. Stairwell to the second floor will be one direction and will be clearly marked. Students and staff are to adhere to hallway/stairway directions when walking in the building. Passing periods are 5 minutes for time to follow two-way arrows throughout the building. Students should report directly to their next class and NOT CONGREGATE in the hallways. Hallway supervision during passing periods and bathroom monitors will be in place to limit the number of students entering the bathrooms at one time. Bathroom capacity will be labeled and monitored during the passing period. Please do not exceed bathroom capacity Students will not be allowed to use their lockers, and should limit the number of items brought to school. Classrooms have been set-up with a limited number of desks to maintain proper social distancing. To assist with safety, teachers will have seating charts for each class. Disinfecting wipes will be provided in classrooms if students want to wipe down their desk and chair. This is optional.

Student Behavioral Expectations ❏ If a student violates any of the established safety and sanitation guidelines (including not

wearing a mask, social distancing, etc) as set by the District and/or ISBE. ❏ the staff member will provide redirection one time to the student ❏ after providing redirection once, if a student does not comply, the staff member will contact the office for assistance ❏ Campus security will walk the student to the Student Center. ❏ Dean will review the safety and security guidelines, including providing student with mask if appropriate, and reinforce the proper way to wear their mask. Deans will also contact the parent to reinforce school safety procedures and the student will then return to class ❏ If student continues to decline to comply with guidelines, the staff member will notify the dean’s office and/or campus security and the student’s parent will be contacted for the student to be sent home. ❏ The deans will alert the parent that if the student continues to not follow the safety and security guidelines, and the student will participate in remote learning only.

Covid-19 Certification A Covid certification is a test/survey that is done to detect potential health disorders or diseases in their early stages. All students and visitors to the building will be temperature scanned and answer health certification questions. If a student or visitor has a positive certification result this certification protocol is to be followed. If a student has a

temperature of 100.4 degrees or greater, and/or answers yes to any screening questions, they will not be allowed on the bus and will be instructed to return home. ❏ The bus driver will note the student’s name and ID number and immediately notify Fenton of the student(s) with symptoms or a fever. ❏ All students entering the building will pass through a temperature scanner and answer COVID screening questions by campus security. ❏ If a student has a temperature of 100.4 degrees or greater and/or answers yes to one or more of the screening questions, screening staff will contact the RN immediately for next steps, and will await approval from the health office staff before escorting the student to the isolation room.

Isolation Isolation separates individuals who are infected with a contagion away from those who are not. Any individual with symptoms of COVID-19, or a confirmed/probable case in the building, needs to be isolated immediately. A classroom has been designated as an isolation room and secondary health office and is to be used for suspected Covid-19 cases only. The health office will be used for non-Covid-19 related healthcare of students and staff as needed. ❏ Under no circumstances is an individual to enter the isolation room or health office

until the health office has been contacted. Health office staff need time to triage, prepare the isolation room and don proper personal protective equipment (PPE). Individuals with Covid-19 symptoms or confirmed/probable cases will be placed in the isolation room, socially distanced, assessed by RN, and required to wear a mask and wash/sanitize their hands. The RN will contact the parents of the student, and request that they be picked up immediately. The family will be informed to call the health office when they are in the parking lot and the student will be escorted out door 33. All students and parents will be strongly encouraged to contact their healthcare provider as soon as possible. A Covid-19 information packet will be provided to students and staff. Emergency medical services will be activated for any individual who is in distress or requires immediate emergency care. DuPage County Health Department will be notified by the RN of a confirmed/probable case.

Management of Ill Students ❏ In the event that a student or staff member is COVID positive or probable, the school

nurse will send an immediate written notification to the Local Health Department (LHD) and begin discussions on next steps; school personnel will share with the LHD all available information about the case’s movements and potential exposures within the facility. This includes: ❏ Total number of classrooms impacted ❏ Total number of students at the school and total number of classrooms ❏ Total number of staff at the school ❏ Total number of students and staff potentially exposed ❏ The COVID-positive individual’s reported/observed onset date of symptoms ❏ The COVID-positive individual’s last day at the school The LHD will contact the COVID-positive individual or family to complete the investigation and conduct contact tracing to identify close contacts to the case (persons within 6 feet, for at least 15 minutes cumulatively while the individual was infectious). If the COVID-positive individual was in the school during their infectious period, i.e., from 48 hours prior to symptom onset (for a symptomatic person) or, 48 hours before specimen collection (for an asymptomatic person) through the date of last attendance, areas used by the individual should be cleaned and disinfected thoroughly according to CDC guidelines. The school will notify students and parents while maintaining confidentiality as required by the Americans with Disabilities Act (ADA) and the Family Educational Rights and Privacy Act (FERPA). The notification will be sent as soon as possible and include information on symptom monitoring, what to do if symptoms develop, COVID-19 prevention strategies, and information on what the school is doing in response to the positive case. The COVID-positive individual should remain in home isolation as instructed by the LHD and IDPH.

Safety and Follow-up Guidelines for Potential or Suspected COVID Cases ❏ Based on clinical assessments and when possible, the sick individual should be tested for

COVID-19 and other respiratory viruses, where indicated. Depending on the severity of illness sick individuals will be: ❏ safely transported home as soon as possible, or ❏ safely transported by a parent or guardian to a healthcare facility for clinical evaluation and testing, if necessary. Sick individuals should remain in home isolation until testing is completed. If COVIDnegative, the child or staff person should remain out of school until symptoms have improved/resolved per return-to-school criteria for diagnosed condition. Follow provider directions, recommended treatment & return to school guidance as per school policies and IDPH guidance regarding communicable diseases in schools. If they test COVID-positive, refer to the section, “Procedures for Students who Test Positive.” If testing is not performed due to the clinical judgment of the healthcare provider, a medical note is needed to return to school/day care documenting that there is no clinical suspicion for COVID-19 infection and indicate an alternative diagnosis with exclusion consistent with this diagnosis, e.g., 24 hours afebrile. If testing is not performed for other reasons, the individual should remain out of school for 10 calendar days after symptom onset and 24 hours afebrile (fever-free) without fever-reducing medication and symptoms improved All areas used by the sick individual should be cleaned and disinfected thoroughly according to CDC guidelines.

Contact Tracing Contact tracing helps slow the spread of disease by identifying individuals who have come in close contact with a person who has a confirmed or probable case of Covid 19. All schools are required to assist the LHD with contact tracing as soon as possible after a confirmed/probable case of Covid-19 has been identified. the name of the individual. ❏ RN will contact the individual and request the following information to report to LHD: ❏ Name ❏ Date of birth ❏ Address ❏ Phone number ❏ Date of first symptoms ❏ Parent/Guardian if a minor ❏ Additional information as requested by LHD Procedures for Contact Tracing and Quarantining Persons Exposed to a Confirmed COVID19 Case: ❏ Parents/guardians of a COVID-positive child, or a COVID-positive staff person will be interviewed by personnel from the LHD. The purpose for the interview is to identify everyone with whom the COVID-positive individual had close contact (within 6 feet for a cumulative 15 minutes or more while the individual was infectious). ❏ The infectious period begins 2 days before the onset of symptoms (for a symptomatic person) or 2 days before the positive sample was obtained (for an asymptomatic person) and ends when the COVID-positive individual was placed in isolation. ❏ Factors to consider when defining close contact include proximity, the duration of exposure (e.g., longer exposure time likely increases exposure risk), and whether the exposure was to a person with symptoms (e.g., coughing likely increases exposure risk). Brief interactions are less likely to result in transmission; however, symptoms and the type of interaction (e.g., did the infected person cough directly into the face of the exposed individual) remain important. ❏ Parents/guardians and students must cooperate with the LHD for purposes of conducting contact tracing or any outbreak pursuant to the Control of Communicable Disease Code, 77 Illinois Administrative Code 690.

❏ School personnel will inform the LHDs about possible exposures within the school,

including transportation, classroom, common areas and extracurricular activities. Schools should designate a person for this role and have them available after hours. ❏ All close contacts to a confirmed case of COVID-19 will be placed in quarantine for 14 days and monitored daily by the LHD for the onset of any signs and symptoms of COVID19 . Testing of close contacts is also recommended and where possible, should be facilitated by the school/LHD. Procedures for Students who are Close Contacts to a Confirmed COVID-19 Case ❏ Schools will provide to the LHD attendance records, classroom schedules, seating charts, transportation schedules, and staff assignments to identify close school contacts (within 6 feet for 15 minutes) to the COVID-positive child/staff person. ❏ Close household and social contacts to a COVID-19 case will be identified by the LHD through contact tracing interviews with the COVID-positive staff person, or the parents/guardians of the COVID-positive child. ❏ The school should determine if other staff members not normally assigned to classrooms were exposed by reviewing records and interviewing staff. ❏ Close contacts to a case of COVID-19 should be quarantined at home for 14 days, as long as they remain asymptomatic. Siblings, parents/guardians, and other household members of the case who are deemed to be close contacts will also be quarantined. After completing 14 calendar days in quarantine, asymptomatic contacts may return to school. ❏ If the contact becomes symptomatic during quarantine, they will be managed as a probable case (if not tested) or a confirmed case (if they test positive). ❏ Probable and confirmed cases should complete 10 days of isolation from the date of first symptom onset, demonstrate improvement of symptoms and be fever-free for 24 hours without use of fever-reducing medications before they are allowed to return to school. ❏ A Covid-19 information packet will be provided to students/family/staff. ❏ The Superintendent's Office will initiate communication procedures regarding a confirmed or probable case in the district.
