What defines the Capital Region

THE NINE-PARISH Capital Region serves as the hub for Louisiana’s newest economic developments and growing, diverse population. With a full-time civilian workforce of more than 167,000, the region is arguably one of Louisiana’s most important centers for industrial construction, manufacturing, education and government. ECONOMY

Jobs, jobs and more jobs

Projections are that the Baton Rouge MSA will continue on its strong job growth path for the next two years, adding 7,900 jobs in 2025 and 8,300 jobs in 2026—annual growth rates of 1.9%. These 16,200 new jobs would represent the fastest absolute growth rate of all the MSAs in the state.

The most important driver of the Baton Rouge MSA economy will most assuredly be industrial construction. We have tabulated $10.5 billion in projects under construction and another $18.1 billion in projects awaiting a final investment decision.

A survey by the Greater Baton Rouge Industrial Alliance suggests the number of skilled workers needed in the region will leap from 17,036 in the first quarter of 2024 to a peak of 47,208 in the second quarter of 2026, a remarkable tripling of skilled labor needs. According to the survey, skilled labor demand will remain above 40,000 through 2026.

Prospects for growth at the Port of Greater Baton Rouge will be enhanced by the $20 million expansion of the northern liquid bulk terminal slated to begin in 2025, which will allow for a fourth deep draft vessel. Construction on the berth was supposed to start last year, but permitting issues with the Army Corps of Engineers and PIANCE—the international berthing standards group—created a delay.

In addition to these industrial projects, ground was broken in March 2024 on the $148 million Lake Interdisciplinary Science Building on the LSU campus. This 200,000-square-foot, four-story building is a result of a collaboration with Our Lady of the Lake Health System.

The Baton Rouge MSA has done well in securing road lettings from the Legislature for FY24-FY26. The total lettings are $778 million, up from $653.2 million last year (+19%). Among the larger projects are:

• $165 million to continue work on the La. 1 to La. 415 connector

• $96.5 million for the La. 1 Port Allen bridge replacement

• $65.2 million for work on Interstate 110 from North Street to Plank Road

The separate $716 million for phase one of the widening of Interstate 10 from Washington Street to Essen is underway. And we are hopefully entering the last year and a half of work on the $1.4 billion Comite River Diversion Canal, a project that should dramatically reduce flooding in Baton Rouge.

I remain excited about the innovation that I see happening in our health care system and in the industry across the board. We in health care are constantly finding ways to evolve with technology to create better diagnostics, find and treat conditions sooner, and manage care in more convenient ways. There has been an increased spotlight in recent years on the need to recruit and retain top talent in the health care field. A year of opportunity

The Baton Rouge commercial real estate market is the pulse of our local economy. It is not only a display of the vibrancy of our community and the many businesses that call the Capital Region home; it’s a barometer, directly reflecting the overall financial health of our city and its residents.

Recently, the commercial real estate sector has seen large variances in year-to-year total transaction volume. Near all-time-high transaction volume in 2021 and in 2022 gave way to some hesitation and pullback in 2023, caused primarily by the late-2022 interest rate explosion.

The year 2024 has been marked by stabilization, though transaction volume has trailed prior years. The heartbeat of the market was steady, but it’s clear that our community was holding its breath in light of an uncertain future. However, following the Federal Reserve’s first rate cut in September, Baton Rouge seemed to give a sigh of relief. Transactions picked up notably in the fourth quarter, with several multimillion-dollar commercial properties trading hands.

This trend will continue and 2025 will be a year of incredible opportunity. As the Fed continues to cut rates and as borrowing costs continue to decrease, both buyers and sellers will reap the benefits. Purchasers will be able to make business and investment decisions that previously were out of reach. Sellers will benefit from an enlarged buyer pool and many properties that sat dormant will enter the market.

SMALL BUSINESS

How to adapt, grow and thrive in 2025

As we step into 2025, organizational development and human resources continue to be shaped by global trends, technological advancements and evolving workforce transitions. I’ve seen the changes in generational shifts, and global challenges highlight the need to develop resilient leaders and cohesive teams. Here are a few issues that will be front and center, influencing how businesses adapt, grow and thrive.

Talent acquisition and retention

The talent race is growing with Gen Z and millennial workers pushing for meaningful work, flexibility and career growth opportunities. Businesses should invest heavily in leadership development, succession planning, reskilling and upskilling to stay competitive. This will create a culture of continuous learning that will not only enhance workforce capabilities but also improve employee retention and engagement. Think about how your business can be the employer of choice

Leadership development

Leaders in 2025 will need to move beyond traditional management techniques and take a more people-focused approach. This includes prioritizing emotional intelligence, empathy and adaptability. Employees want leaders who foster trust, inclusivity and transparency while navigating uncertain times. BANKING AND FINANCE

Challenges of 2025: some old, some new

A new year brings both excitement and angst in the form of opportunities and challenges. While some changes are exciting, others cause us stress due to one of the greatest, yet unacknowledged fears: the unknown. However, it’s necessary to identify the issues where we’re able to control the outcome, and which ones where we do not.

Some of the most significant obstacles facing the Capital Region are neither a mystery, nor new. In fact, there are issues that seem to keep coming up: property insurance, improving our state’s business climate, crime and infrastructure. In a sense, it feels like déjà vu all over again. However, it’s my hope that finding the correct paths to improving these areas will become clearer.

I’m hoping that our community leaders will have the courage to make consequential and meaningful positive change and enlist the cooperation of those in the business community to do so. I’m confident that responsible corporate citizens will be ready and willing to work in concert with one another—finding more common ground than differences—in order to help make 225 the best version of itself.

As 2025 begins, important questions such as the direction of interest rates, inflation and the economy remain unanswered. With this in mind, I encourage everyone to identify a dependable banking partner that best suits your needs.

ENERGY

Leading the transition

In 2025, Louisiana will continue to take steps to become an international leader in the energy transition.

Driven by growing global demand, the state’s energy sector will continue to diversify and evolve.

Louisiana will continue the development as a hub for carbon capture, utilization and storage, leveraging its existing energy infrastructure, geology and strategic location. Hydrogen will be another area of focus, with the development of large-scale projects positioning Louisiana as a national hub.

The state will see investments in sustainable aviation fuels, petrochemicals and advanced biofuels. We also anticipate growth in renewable energy infrastructure, including utility-scale solar and potentially offshore wind.

Underpinning these advancements will be an emphasis on workforce development and community engagement. Communities increasingly want to know how these historic levels of investment will impact their areas. Efforts are underway to ensure that Louisiana residents have the skills necessary to capitalize on the evolving energy landscape and deliver economic prosperity for the state.

Metal Fab Guys

Mike Hackley has always been a strong believer in organic growth. By managing his businesses in a controlled, financially sustainable manner, the entrepreneur has been able to more nimbly respond to customer needs without accumulating debt.

But after a COVID-19 health scare in 2020, Hackley decided he’d had enough of the business world. He subsequently sold his BBQGuys.com empire – which had grown into a $300 million a year enterprise – so that he could travel and spend more time with his family. “I was set on just being retired and enjoying the good life,” says the 59-year-old Hackley.

That all changed in 2023, however, when his former manager of R&D and manufacturing at BBQGuys.com, Richard Stewart, approached him with a unique business proposition – a Louisiana-based fabrication facility that would specialize in the automated mass production of metal products. “I’ve always been a metals guy,” Hackley says. “That was in my wheelhouse, so it piqued my interest.”

The idea was born out of the supply chain issues suffered during the pandemic, when manufactured metal products were difficult, if not impossible, to find in the U.S. Hackley and Stewart set out to change that

paradigm with Metal Fab Guys, and a few months ago opened an 11,000-square-foot facility in Walker. They also invested significantly in automated equipment that will enable them to offer a variety of high-precision sheet metal fabrication and manufacturing services in the commercial space.

While there’s been no official grand opening, the company’s machines have been running non-stop ever since, with Hackley’s reputation with BBQGuys.com responsible for much of the early work. “The word got out and we had more than 1,000 inquiries from potential customers,” Hackley says. “The whole concept behind Metal Fab Guys is to bring manufacturing back to America, with a focus on sheet metal production.”

The real differentiator, though, is the company’s automated approach to manufacturing. Metal Fab Guys is able to mass produce projects literally around the clock with its equipment for sheet laser cutting, tube laser cutting, powder coating, metal forming, and laser welding. They also operate a high-tolerance AMADA press break and have teachable robotic welders.

“A customer will give us their CAD file and our engineers will break it down into every little piece and panel, nut and screw,” Stewart says. “Then, we use fiber lasers, rather than water jet or plasma cutting methods,

to provide a more efficient, faster and ultimately cheaper process. Other methods require a lot of residual cleanup and an army of workers is needed to grind and polish the metal.”

Speed to market is another differentiator. “Customers will say they need 1,100 pieces of a certain product cut in a month, and we’ll be done in four days later,” Hackley says. “That’s because of the automation. Metal Fab Guys is in a constant state of evolution, as Hackley and Stewart remain committed to growing the business in an organic fashion. In fact, they already have plans to add another building at their 5-acre Walker site. “If a customer comes up to us and asks us to do something and we don’t have the machine, we go out and buy the machine,” Hackley says.

Today, Metal Fab Guys can cut more than 500 sheets of material per week with only four shop employees, largely due to their automated processes. “We’re a partnership-based business,” he adds. “When we start working with a client, our priority is to understand their challenges and deliver efficient, tailored solutions to solve their mass production needs with ease.” Stewart says.

Top 15 Industrial Projects

HERE’S A GLIMPSE of the top 15 industrial projects in the Capital Region announced or underway. The bulk of these initiatives are at the forefront of a cleaner, more sustainable energy future, driving economic growth and job creation across the region. From Clean Hydrogen Works’ clean ammonia project to Element 25’s EV battery materials manufacturing, each project represents a significant investment in innovation and/or sustainability.

Clean Hydrogen Works

The $7.5 billion world-scale Ascension Clean Energy project will produce clean ammonia. It’s planned for a 1,700-acre site in Donaldsonville. The project’s shareholders are ExxonMobil, Mitsui O.S.K. Lines and Hafnia. A final investment decision is expected in 2025 or 2026.

CF Industries + Mitsui & Co. blue ammonia plant

This $2 billion project in Geismar will establish a world-scale low-carbon ammonia production facility in Ascension Parish.

Mitsubishi Chemical Corporation MMA manufacturing facility

Mitsubishi Chemical Corporation’s proposed $1.9 billion MMA manufacturing facility will create a petrochemical manufacturing complex in Geismar. MMA, or methyl methacrylate, is an organic chemical made from ethylene and natural gas, which is used to manufacture pesticides, industrial solvents, surface coatings, and polyesters. Designed to produce up to 385,000 tons of MMA per year, the Geismar plant would be the largest of its kind in the world.

Air Products blue hydrogen project

Work has begun on this $7 billion complex designed to produce low-carbon hydrogen to power mobility and industrial markets in the Gulf Coast region and beyond. The facility will capture and sequester 95% of its carbon dioxide emissions, permanently sequestering the CO2 in ideal geological pore space in Louisiana.

Shintech

In West Baton Rouge, Shintech is continuing with its steady expansions in PVC production lines. The present $1.3 billion expansion will be completed soon. Shintech has two smaller projects in progress: a $50 million project focused on logistics, and a $35.5 million project for additional brine capacity.

BASF MDI plant

BASF is nearing completion of a $780 million MDI plant in Ascension Parish. Another group of small expansions will soon follow.

Element 25 Ltd.

Australian mining company Element 25 Ltd. is making progress on its plans for a $480 million high-purity manganese sulfate monohydrate refinery in Burnside. The 35-acre site is adjacent to Veolia’s existing sulfuric acid production and regeneration facility.

Shell Catalysts and Technologies’ $121.7 million expansion of its catalyst plant in Port Allen is halfway completed.

Kindle Energy power plant

In Iberville Parish, Kindle Energy is constructing a $740 million advanced class, combined-cycle power plant that will use hydrogen for 50% of its fuel. It is scheduled for startup in 2025.

Honeywell has a $91.4 million expansion underway in Baton Rouge.

Placid Refining headquarters

Placid Refining is spending $62 million to upgrade its headquarters in Baton Rouge and modernize its facility in Port Allen.

CF Industries upgrades

CF Industries is spending $75 million on upgrades to its Donaldsonville plant to produce more diesel exhaust fluid and merchant grade nitric acid. Construction should continue through 2025.

Kinder Morgan expansion

This $50 million project in Geismar will add nine new cone-roof tanks to store renewable diesel feedstocks and is scheduled for completion in April 2025.

Syngenta Crop Protection expansion

This $52 million project will take place in Iberville Parish.

WR Grace production streamlining

By early 2026, WR Grace will complete a $32 million project to streamline its production process and add storage units and loading equipment.
