Celebrating Women in Construction

And ust li e that, we are through the rst uarter o 2024 and well on our way to a successful year. We’re making great progress at the Capitol and in the building code update process, our Spring Parade of Homes succeeded in its mission connecting our industry to the community, and a good time was had by all who exhibited and attended our Builders and Remodelers Show.

These successes are joined by another, the growth and impact of women in the construction industry.

Housing First Minnesota began Tour & Toast as an annual celebration of women in the industry last spring, and it has grown into a must-attend event that sold out almost immediately this year. Produced in partnership with Women in Construction (WINC), the event celebrated women in our industry and honored their impacts and accomplishments.

And the good news is that our celebration of women in construction expands beyond our Tour oast event. t’s about a year round e ort to nd new ways to introduce and welcome all into our industry as a workforce recruitment strategy. It’s about working together to protect homeownership opportunities and to defend our industry.

At Housing First Minnesota we are fortunate to have so many women in construction leading committees and progra s throughout our organi ation. ’ con dent that we will see continued growth and engagement from women in our industry, and invite all to consider the variety of opportunities to serve and lead.

Advocacy in Action

HOUSING FIRST MINNESOTA CONTINUES THE WORK OF ADVOCATING FOR HOMEOWNERSHIP FOR ALL MINNESOTANS. HERE ARE A FEW KEY UPDATES ON ACTION HAPPENING IN THE ADVOCACY SPACE.

ZONING MODERNIZATION ANNOUNCED AT THE LEGISLATURE

n February, the egislature too the rst steps toward a groundbreaking, state-level modernization of Minnesota’s zoning practices.

The “Minnesotans for More Homes” initiative, announced at a press conference with a bipartisan coalition of legislators,

atte pts to address the housing crisis a icting the state by allowing the construction of more homes of all types and price points.

This initiative represents the most locally responsive approach to zoning reform in the nation, addressing the unique needs and challenges communities across Minnesota face. Additionally, it aims to increase housing affordability and access by legalizing more housing options across Minnesota.

Unlike previous attempts, the “Minnesotans for More Homes” nitiative is not a one si e ts all solution. t recogni es the unique needs of different communities and treats larger and smaller communities differently.

“Across our state, Minnesotans are facing an undersupplied housing market and the highest construction costs in the region,” said James Vagle, CEO of Housing First Minnesota. “The solution is to build more homes of all types, especially those at affordable price points. The proposed legislation does just that. By ending exclusionary zoning and legalizing more housing options, homeownership opportunities will open to more Minnesotans.”

Importantly, this legislation imposes no mandates on cities, property owners, renters, builders, or developers. Instead, it bans exclusionary policies and lifts unfunded mandates, empowering property owners to select their housing options and amenities.

By placing guardrails on local zoning powers, the initiative ensures that communities can grow sustainably. It encourages in ll develop ent and pro otes the e cient use o land where municipal infrastructure already exists, ultimately reducing the need for new municipal spending and increasing affordability.

Housing First Minnesota is excited to support this meaningful legislation, which will have a transformative impact on housing in Minnesota, as it progresses throughout the legislative session.

OTHER BILLS TO WATCH

At the mid-way point of the 2024 legislative session, there are numerous bills in the mix that have an impact on the industry, your business, and your homebuyers. The Housing First Minnesota advocacy team is working around the clock to advocate for policies that will have a positive impact on the future of Minnesota’s housing market.

“Housing First Minnesota members have the potential to be impacted in very meaningful ways by some of the legislative items that are currently being discussed at the Capitol,” said Mark Foster, vice president of legislative and political affairs at Housing First Minnesota. “Our team is defending the industry against harmful provisions and advocating for homebuyers every step of the way.”

Here’s a run-down of other items that have been considered or are currently being considered by the Legislature.

•INDEPENDENT CONTRACTOR CHANGES IN THE CONSTRUCTION INDUSTRY: A bill that would change the current nine-factor test for determination of independent contractor status to a 14-factor test is under consideration. Additionally, this language has many pieces to it that would include severe penalties or violations o isclassi cations. Housing First Minnesota’s legislative counsel, Peter Coyle, has testi ed nu erous ti es in legislative co ittees with concerns.

•LICENSE TO PAINT: Language that would have required paint contractors to sit for an exam to get a license to buy certain types of paint was originally introduced and scheduled for a hearing. The bill was later withdrawn and has not been heard since.

•PREEMPTING MUNICIPALITIES FROM BANNING NATURAL GAS IN RESIDENTIAL CONSTRUCTION: This language would protect natural gas as a fuel source for residential construction. ousing First innesota testi ed in support of this language in the Senate, and it could be included in an omnibus bill.

•RESIDENTIAL ENERGY CODE CHANGES: A bill that would change the way the residential energy code is adopted is currently being discussed. As always Housing First Minnesota advocates or a balance between energy e ciency, durability, and affordability. Expect further discussion on this item.

•BAN ON NEW SINGLE-FAMILY FOR RENT: This topic gained some coverage last year and would have originally not allowed the construction of new construction of single-family homes that would be rentals. Housing First Minnesota worked with legislators to gain greater clarity and an exemption for builders and developers who do this kind of work. The bill is awaiting additional discussion.

•MINNEAPOLIS 2040 COMPREHENSIVE PLAN FIX: Cities, developers, and environmental groups are working together to earn a legislative ollowing the court’s dis issal o the 0 0 Comprehensive Plan. Housing First Minnesota is supportive.

•ELECTRIC-VEHICLE REQUIREMENTS IN SINGLE-FAMILY CONSTRUCTION: Following new requirements that required electric-vehicle infrastructure in commercial and some multifamily settings, new legislation that would require electric-vehicle infrastructure in single-family homes is also being discussed. Housing First Minnesota is working with the legislative authors.

•NEW LOBBYING REQUIREMENTS AT CITY HALLS: The Campaign Finance Board and the Minnesota Legislature are currently discussing what should and should not be considered lobbying at the Capitol and within political subdivisions. Housing First Minnesota is working with the broader government relations community to gain greater clarity.

Lennar Tops the List of Twin Cities Builders for 18th Year in a Row

Results from a recent survey by Housing First Minnesota show that Lennar was the region’s top-ranked builder once again in 2023. Lennar has held the top spot since 2006. Rankings are based on annual gross revenue as reported by respondents for for-sale housing.

Together, the Top 25 Builders accounted for $3.1 billion in gross revenue and 5,600 housing units in 2023. Of those housing units, 4,112 were single-family homes and 1,518 were townhomes or multifamily units. Lennar reported gross revenue at $895,306,358 for 1,186 single-family homes and 673 multifamily homes closed in the 2023 calendar year for a total of 1,859 units.

For many families, this is the first place they have ever called home. These apartment transformations elevate a mother’s confidence enabling them to make lifelong changes.

Within this dynamic, a wave of young professionals is making its mark, bringing fresh perspectives, innovative ideas, and a commitment to excellence.

As more members of the Baby Boomer generation near retirement age, there is a need to grow the next generation of the industry. The solution seems clear — recruit the next wave of housing professionals. A formidable challenge, but one the industry’s up-and-coming generation is working to take on. Meet some of the faces behind this movement—three members of Housing First Minnesota’s Young Professionals Network. They share what sparked their interest in housing, their favorite memories of working in the industry, and their advice for other young professionals.

Tasha Passa, the marketing manager at McDonald Construction Partners, discovered her passion for the industry during her internship at Lampert Lumber and has been growing it ever since.

“The home construction industry wasn’t initially where I thought I’d be,” Passa admits. “It sort of just happened and has become something that I enjoy!”

For others, like Andrew LeJeune, president of GlassArt Design, the housing industry is in their blood.

“Our family has 100 years of history in the Minnesota construction industry,” LeJeune shares, highlighting the pro ound in uence o a ilial legacy on his professional trajectory. “I was more inspired to join the family business, but home construction came with the territory, and I’m glad it did. I love it.”

Some started their careers in either adjacent industries or in other geographical locations before settling into Minnesota’s residential construction space.

Nick Stastny, project manager at Nor-Son Custom Builders, began in the custom homebuilding market in Palm Beach. Despite the allure of warmer climates, eventually, he and his wife decided to return to Minnesota, where they could be closer to loved ones. But he didn’t leave his love for homebuilding behind.

“My passion for custom homebuilding has not wavered,” Stastny explains. “I love seeing completed homes and buildings throughout cities. I enjoy varying types of architecture and the impacts it has on people.”

All three add that one of their favorite memories of working in the industry is seeing the projects they work on come to life in the form of a completed home.

Stastny shares that he still remembers the rst pro ect he was a part o . urning over the keys to the owners and letting them take control of their dream home was extremely rewarding,” he said.

No matter their background or previous experiences, these three found themselves working hard to pave their path within the industry. One element that has been crucial to this development is being open to learning new things.

“Young professionals need a willingness to learn, especially in construction,” Stastny stresses. He adds that asking questions is a great way to learn in a fast-paced environment like home construction. “No one expects you to know the answer to everything and questions are the best way to learn.”

Something else they’ve found to be bene cial as a young pro essional is networking. “Building relationships is key,” says LeJeune. “Get involved as much as possible in industry organizations. Join committees. Attend events.”

One of the ways these three are getting more involved is through the Young Professionals Network at Housing First Minnesota. Our Young Professionals Network brings this cohort together to network, learn, and develop skills to set themselves up for success in the industry.

“My favorite part about being in Young Professionals is networking with those in the industry,” Stastny said. “It feels like fewer young people are entering the industry, so the chance to connect with other young professionals in the housing industry is fantastic.”
