Looking Ahead to 2024 I’m excited and humbled to lead Housing First Minnesota, a truly remarkable collection of industry companies that make up our association. Representing you all as the 2024 Housing First Minnesota board chair is an incredible opportunity to help our organization carry out its critical work of defending our industry, advocating for homeownership opportunities, producing nationleading home tours, and connecting our industry. As we look forward to 2024, I see both challenges and opportunities. These challenges include the ongoing interest rate watch and the economic landscape around us. They also include the regulatory challenges focusing on climate change initiatives, workplace mandates, and more. We also have many opportunities, including many growing programs, new partnerships, and the surging public interest in ensuring homeownership opportunities for the next generation. I’m very optimistic that our association is ready for whatever comes our way in 2024. In my many years as a board member, ’ve seen rst hand how well our professional staff and dedicated volunteers work together to defend our industry and grow homeownership opportunities. We have something special at Housing First Minnesota, it’s a legacy that goes back many decades. Advocacy in Action

HOUSING FIRST MINNESOTA CONTINUES THE WORK OF ADVOCATING FOR HOMEOWNERSHIP FOR ALL MINNESOTANS. HERE ARE A FEW KEY UPDATES ON ACTION HAPPENING IN THE ADVOCACY SPACE. ENERGY CODE UPDATE

Since August, a technical advisory group (TAG) has been working on reviewing the 2021 International Energy Conservation Code (IECC) which will be incorporated into Minnesota’s Residential Energy ode in . In a letter to the TAG, Housing First Minnesota asked the group to keep housing affordability and access front of mind. “Minnesota has long been recognized as a leader in energy efficiency home

construction,” the organization said in a letter. “Yet, we are a laggard in several critical housing affordability and accessibility metrics. Given the affordability issues and industry-leading efficiency ratings, this T must balance its approach and broaden its focus to include the affordability metric.” As the group’s work has progressed, so has its charge. At the fall 2023 Construction Codes Advisory Council meeting, the body voted to open the Energy Code TAG’s work to review the

2024 IECC, in addition to the 2021. Also at that meeting, the Department of Labor and Industry (DLI) shared that in the next code cycle, Chapter 1322, the Residential Energy Code, will move to Chapter 1309, the Residential Building Code, when the new codes are adopted in 2026. Additional wor will be done on residential speci c mechanical code requirements. The group’s work is expected to continue into the second quarter of 2024 and the nal code proposal will need to undergo a durability analysis.

MULTIFAMILY AND COMMERCIAL EV REQUIREMENTS PROPOSED

This past session, the Minnesota Legislature directed DLI to develop an electrical vehicle charger requirement for multifamily housing. In August and September, a TAG worked through a proposal that will be eventually added to the Commercial Energy ode, chapter . The proposed code change has three levels of chargers: Electric Vehicle Supply Equipment (EVSE) Installed Space, which has an electric vehicle charger installed; Electric Vehicle Ready Space, which is ready for a charger to be plugged in at the parking space; and Electric Vehicle Capable Space, which has a conduit or raceway but still requires additional work to be classi ed as S of ready. The proposal includes a table that establishes the number of spaces required for each classi cation. re uirements will be speci c to new construction and existing buildings being renovated under an occupancy classi cation change. Nick Erickson, Housing First Minnesota’s senior director of housing policy, served on the TAG and played an important role in moderating the proposal. The changes will be included in the next commercial energy code review, will go into effect once that code is in effect in 2026, and will only be required in buildings subject to the commercial energy code.

COALITION FOR ZONING MODERNIZATION GROWS

Minnesota and nationally as a primary barrier to the insufficient range of affordable housing choices affecting the state’s housing market. Revamping these policies can clear the path for increased housing availability, fostering more opportunities for homeownership while preserving robust and competitive communities. “The growing coalition of interests focused on modernizing housing policy reflects this reality and we are hopeful that 2024 is the year to take a major step forward,” said Mark Foster, vice president of legislative and political affairs at ousing irst innesota. Leaders within the housing industry are looking at other states and local municipalities that have already taken steps to modernize their zoning practices. Policy items up for discussion could include allowing for accessory dwelling units on certain lots, banning aesthetic mandates that go beyond the building code, and a host of process and regulatory items that add to the cost of new housing in Minnesota. “No single policy alone can address our affordability and inventory woes. It will take several policy changes at the state level to adequately bring new housing choices to innesotans, said oster. The Next Generation’s Struggle for Homeownership Homeownership for the younger generations of Minnesotans may be at risk, according to a new poll conducted by Morris Leatherman Company and commissioned by Housing First Minnesota.

The survey, conducted in August 2023, polled 630 randomly selected adult residents, including 350 21- to 34-year-old residents, to determine their concerns regarding homeownership for the next generation in Minnesota.

The principal concern is affordability. 45% of 21- to 34-year-olds identify the lack of money for a down payment as the main barrier to homeownership. 44% of these respondents believe that it is simply more difficult to achieve the amount needed for a down payment than it was for the previous generations.

to do this is still up for debate. Of voters polled, 30% voted for modernizing zoning laws, 18% pushed for more funding for housing, and 38% are interested in both. Interest in duplexes and accessory dwelling units (ADUs) is also rising fast, at 56% support. Support for diverse and affordable housing for all Minnesotans is a top priority for many Minnesota residents, with 41% voting for this as their chief concern. 33% stated that the current residents’ desires for their community are more important. Though every resident has their thoughts on the details, overall, the poll concluded that homeownership simply is more difficult for new buyers now than it was before. An overwhelming 97% agree that wages simply are not eeping up with inflation and rising housing costs. “The data is clear. At a time when many policy issues divide us, Minnesotans across the political spectrum support homeowner choice,” Vagle says. “There is a clear mandate for the Legislature to modernize our zoning laws in the upcoming legislative session. We will continue to strive until every Minnesotan can achieve their dream of homeownership.”

About the poll: The poll was conducted in August 2023 and contains the results of a sample of 630 randomly selected adult residents in the State of Minnesota and a 350-balloon sample of 21- to 34-year-old residents. The results of the 630-person sample are projectable to all Minnesota residents within ± 4.0% in 95 out of 100 cases. The results of the 350-balloon sample are projectable to all 21- to 34-year-old residents within ±5.3 % in 95 out of 100 cases.

The housing market went on a roller coaster ride in 2023 due in large part to the impacts of mortgage rates hitting levels not seen in over two decades. Activity in the existing market slowed signi cantly as sellers became reluctant to list and give up mortgages that were locked in at much lower rates. Consequently, many buyers were forced to the sideline as supply dwindled and prices rose. Consequently, activity in the new construction market began to pick up speed in the latter half of the year. Many homebuilders offered incentives such as rate buydowns to attract buyers who were left frustrated with little supply in the existing market.

PERMITS Permits for new single-family homes in the Twin Cities metro area in November 2023 were up 47% compared to the previous year. Metro homebuilders pulled 5,093 permits for new singlefamily homes year-to-date through November, which is only a 2% decrease from the same time last year. While the construction of new single-family homes saw a pickup in activity, multifamily activity saw a signi cant drop off in activity. As of November 2023, year-to-date, developers had pulled permits for 4,930 units. This is a 58% decrease compared to November 2022.

According to the National Association of Realtors (NAR) annual ro le of omebuyers and Sellers, the 2023 housing market saw interesting shifts in the makeup of who was buying homes. First-time buyers made up 32% of all buyers, up from last year’s 26%, but off from the historical average.

Over the last few years, low interest rates have sheltered the housing market from its affordability issues. However, rates over the last 12 months have peaked to a level not seen in over years.

One of the more notable points of the reports nds that of homebuyers did not have a child under the age of 18 in the household. Fifty-nine percent of recent buyers were married couples, 19% were single females, 10% were single males, and 9% were unmarried couples. This is the lowest share of married couples since 2010.

According to the Minneapolis Area Realtors (MAR), due to high rates of borrowing, buyers in 2023 were facing monthly payments that were an estimated 66% higher than what they would have been in 2020. With this, pending sales year-to-date as of November in the Twin Cities were down 17%. High rates are not only impacting purchasing power but also how homes are being sold. MAR reports that cash buyers are still on the rise with this segment of home purchases making up nearly 20% of all sales in October. This segment of the market has been slowly increasing over the second half of 2023. Inventory levels in the existing market remain low as the softening in demand has been met with a similar decline in new listings, keeping the balance relatively tight. Although the month’s supply of inventory rose 15% to 2.3 months of supply, this is still far from the 5 months of supply that is recommended for a balanced housing market. Additionally, the median home price in the Twin Cities increased by 3.3% to $387,095 year-over-year.

On Sept. 26, housing policy experts from all corners of the United States came together in Bloomington for the 2023 Housing Leadership Summit. The event, organized by Housing ffordability nstitute, was lled with discussions on the drivers of housing affordability and inventory challenges across the country, with a speci c focus on innesota’s issues. INDUSTRY VIEW: CHALLENGES REQUIRE URGENT ACTION A panel of industry experts kicked off the summit by providing their views on the current state of the housing market. Beth Wanless, regional government relations and public affairs manager for Zillow, outlined how Minnesota is an outlier in housing costs and that housing affordability is lower in the Twin Cities region than it should be. “In the Twin Cities, there’s a problem,” said Wanless. “Home prices are high, and I don’t think they should be this high.” Wanless noted that Zillow’s data showed that on the existing home side, home prices in Chicago are $70,000 less than in the Twin Cities.

Jamie Tharp, division president for Pulte Homes, noted that consumer preferences are changing and that current zoning hasn’t kept pace. “We’re seeing a shift in mindset in the size and functionality of homes,” said Tharp. “In the ’90s, it was ‘bigger is better.’ We’re no longer in that world.” Tharp said the rise in single-person households and other demographic changes are driving builders to develop new products that match consumer demand. Tony Wiener of Cardinal Homes explained how planned unit developments (PUDs) are where affordability is lost.

“If a builder goes to a city with a project like that, they start seeing dollar signs right away,” said Wiener. “I feel sometimes cities use [PUDs] to raise a tax for the community.” The panel agreed that housing demand in Minnesota remains strong, as the state has largely underbuilt for the last 15 years. They also agreed that the workforce shortage is an emerging affordability issue, with builders, developers, and trade partners e periencing difficulties in attracting and retaining talent necessary to build homes at the volume needed to rebalance the state’s housing market.

NATIONAL EXPERTS: SIMPLE BILLS MAKE BIG WAVES Several national leaders in housing policy provided insight into what has worked elsewhere in the United States and what lessons Minnesota can take into 2024. In a panel moderated by Salim Furth of the Mercatus Center at George Mason University, several experts discussed how strong coalitions and simple, clean bills targeted toward a single topic have been the recipe for success in states like California, Montana, and Washington. “Reform on this issue is a process,” said M. Nolan Gray, a California YIMBY. “There isn’t going to be a silver bullet bill. If you look at California, what has been successful there is that we have the understanding that each year we’re going to have to close loopholes, play whack-a-mole.” “The biggest issue we face is how to take zoning and make it a topic people care about,” said Tanner Avery of The Frontier Institute, which orchestrated Montana’s zoning reform coalition. “What we did was use data to show that zoning really was a part of our affordability crisis.”

Demsas’ work has been followed across the industry as she’s outlined how local opposition to new housing drives homelessness, housing affordability, and access challenges. Closing out her remarks, she touched on how housing policy reform, speci cally zoning reform, has become a bipartisan issue. “If you’re an environmentalist, this makes sense. If you’re someone with free market or private property rights principles, this makes sense,” Demsas said. “This really isn’t that controversial, unless you’re willing to defend principles that are inconsistent with your other privately stated goals.”

STATE LEGISLATORS SHARE BIPARTISAN VISION OF ZONING REFORM Turning locally, two legislators from Minnesota spoke about Minnesota’s housing challenges and what they hope to see happen in 2024’s policy-centric session.

Despite holding differing viewpoints, Rep. Jim Nash (R-Waconia) and Rep. Larry Kraft (DFL-St. Louis Park) said zoning modernization is on the Legislature’s mustdo list. Kraft says that housing reform needs to be about our values. “Housing is complex,” he said, noting that he aims to introduce legislation in 2024 to tackle the various issues in “bite-sized pieces.” Nash said that he wants more cities to see that local control of housing isn’t working and that a bipartisan set of legislators are loo ing at ing the problem ne t year. “Housing is neither a Republican or DFL issue or solution,” said Nash. “This is a Minnesota problem with Minnesota solutions.” Both Kraft and Nash share a background in local government and said their service as local officials has shown them why state level housing reform is necessary. Kraft recently served on the St. Louis Park City Council and Nash was mayor of Waconia.

“In some states, we’ve had bipartisan support,” said Alex Fernandez, director of advocacy for the Vinyl Siding Institute. Fernandez has worked in multiple states to overturn local aesthetic mandates and design requirements. “In others, we’ve simply lacked opposition.”

NATIONAL VOICE SHARES HER VIEWS Providing the keynote to the event was Jerusalem Demsas, staff writer for The Atlantic magazine. Demsas, who has written on the complexity of housing, said what draws her to the topic is how housing shapes who we are as individuals. “When you start to working on housing policy, you just start immediately realizing all the ways your life has been shaped by all these forces that were invisible to you before,” she said.

The wood rim oists are insulated with unfaced berglass insulation. ote The homeowner, designer, and builder ta ing on such a basement nish pro ect should understand that the following questions and answers do not address all of the building code, energy code, or building science issues (i.e. water/vapor movement, bulk water, heat transfer, etc.), but all of these need to be considered.

Q. Does the State of Minnesota Residential Code require the building

plans for this proposed basement project to be prepared by a licensed design professional, such as an architect or engineer? No, but if the design calls for some major structural changes, such as removing some of the interior bearing walls, the building official can re uire the documents to be prepared by a design professional.

Q. Is a building permit required? A building permit is required per Minnesota Rule, Section MR1300.0120, “Permits.” Permits may also be required for work related to electrical, mechanical, and plumbing.

Q. If the homeowner

chooses to install wall insulation within the new framed walls on the interior side of the foundation, are there any recommendations for minimum insulation R-value (energy rating), vapor retarders, or air barriers?

For guidance, the homeowner, designer, or builder could follow the requirements in the building code and energy code intended for new construction that addresses insulation, vapor retarders, and air barriers. However, the installation of interior-side insulation and/or a vapor retarder may or may not be bene cial

based on many factors (i.e. existence of e terior wall foundation waterproo ng, type of insulation intended, permeability of the insulation, etc.). Basement walls can be a delicate system and should be evaluated on a case-by-case basis before installing materials.

Q. If the homeowner decides to install rigid foam insulation or spray-applied foam insulation in the proposed new framed walls, is this foam insulation required to be covered with gypsum board? Most likely, unless there is documentation, such as third-party testing or a product evaluation report from an approved testing agency, the foam would need to be separated from the interior of the basement by an approved thermal barrier of not less than ½” gypsum wallboard, 23/32” wood structural panel (plywood or OSB), or a material tested per NFPA 275. In earlier editions of the code, this reference called for a 15-minute-rated thermal barrier which includes these previous building materials.

Q. Who can obtain the building permit? The property owner or a contractor licensed through the State of Minnesota Department of Labor and Industry could apply for a building permit.

Q. Currently, the existing basement walls are exposed on the inside with no insulation. The homeowner would like to frame this interior face of the basement wall with 2 x 4 lumber and eventually a wall finish material, such as gypsum

Q. In this future basement finish project, the homeowner would like to remove some of the centerbearing walls and open the space. What needs to be considered? A person competent in residential woodframed structural analysis should evaluate all design loads from the walls, roof, and floor above to determine what type of structural changes need to take place. This may involve new footings, posts, and wood or steel beams in the design. If the data is insufficient, the local building inspector can require that a Minnesota-licensed structural engineer or architect evaluate the situation and provide signed drawings that reflect the re uirements.

Q. If new windows are to be

installed in this basement finish project are there any special considerations?

The building plan or submittal documents should address the energy efficiency rating of the windows (referred to as the U-factor); if tempered/safety glass is to be installed (IRC Section R308); structural considerations for proposed new window headers pan flashing for new window openings (IRC Section R703.4.1); window well details (if applicable); and weather-resistance details per window manufacturer.

Q. What about the electrical equipment, lights, smoke alarms/carbon monoxide alarms, and receptacles? Electrical work will most likely require an electrical permit and inspections. The provisions for smoke alarms (IRC Section R314) and carbon monoxide alarms (IRC Section R315) are contained in the Minnesota Residential Code, but the wiring of these items is addressed in the electrical code.

Family Recovery Apartments Completed for Avivo The Housing First Minnesota Foundation held a ribbon cutting on Nov. 8 in Minneapolis to celebrate the completion of four newly remodeled Avivo apartment units that will serve women and their children who are undertaking the challenging task of addiction recovery. These four units were completed by Nor-Son Custom Builders and mark the final units to be remodeled to complete the entire early-1900s building for transitional recovery housing for families. This critical work will provide a better quality of living for Avivo’s participants as they achieve their goals of lifelong wellness. Six build partners have renovated this building over the last five years, including Mega Remodel, Cardinal Remodeling, 30

Housing for Heroes The Housing First Minnesota Foundation, in partnership with Lennar and the Minnesota Assistance Council for Veterans (MACV), finished its 11th Housing for Heroes home for veterans in December. In addition to the single-family home, this Housing for Heroes project included an accessory dwelling unit (ADU), providing additional private space to veterans needing that support. These homes will provide a safe recovery space for veterans who are experiencing or at risk of homelessness. Our goal is that the words “homeless” and “veteran” are never seen together. By the end of 2023, the newly built Housing for Heroes homes will be able to house an additional 30 veterans in the Twin Cities. This partnership is slated to continue through 2024 and beyond, with locations currently being scouted to build additional Housing for Heroes homes. To complete as many projects as possible, our goal is to raise as much funding as possible. As part of the partnership, the On-The-Glass Club in the Excel Energy Center has been renamed to the Custom One Club. The inspiration behind the Custom One Club was to craft an atmosphere that embodies captivating timelessness, a space where darkness and moodiness merge seamlessly with luxury and high standards of quality. Custom One meticulously recon gured the area by opening up the dining space and removing the radio booth, focusing on creating an environment that exudes sophistication and class. “We’re incredibly honored to partner with the Minnesota Wild in transforming the On-The-Glass Club into the
