The Immigrant Investor Program, also called the EB-5 program, is a United States visa program that provides a track for foreign investors to obtain permanent residency in the United States. The EB-5 program was created in 1990 by the U.S. Congress to stimulate the U.S. economy by attracting foreign investors. Under the program, foreign investors can obtain a green card, or permanent residency status, by investing a minimum amount in a new commercial enterprise that will create at least 10 full-time jobs for U.S. citizens or lawful permanent residents. The minimum investment is reduced if the investment is made in a “Targeted Employment Area,” where unemployment is higher than the national average.
