A Year of Resilience

In this annual report of 2020, we are very proud to share many examples that exemplify the strength and resilience of our organization, and how, despite a pandemic, we continued to be resilient. Our mission never faltered. We continued to improve the quality of life for Barberton residents.

Greetings from the board and staff of Barberton Community Foundation.

2020 was a year of uncertainty. Many of our grant partners were in crisis as COVID-19 changed the way we thought nonprofits should be structured and organized. We quickly learned that workplace flexibility was key. As we worked from home and learned new platforms for collaboration, meeting online became an everyday event.

In this report you will read how our board recognized the urgent need our grant partners would face and authorized an initial investment of $50,000 to a new Emergency Response Fund. The fund quickly doubled as friends from all over the United States sent donations to help our local nonprofits weather this storm. During 2020, we helped 21 nonprofit partners face the challenges of COVID-19 with emergency grants.

Our board also predicted the need local businesses would have and authorized $200,000 to be available to the Barberton Community Development Corporation (BCDC) to assist Barberton businesses with a zero-interest loan program, making loans up to $10,000 for pandemic-related issues.

We continue to partner with our community stakeholders, our donors and local nonprofits to improve the quality of life for Barberton residents by maximizing the strategic impact of charitable contributions.

About Us Mission & Vision Strengthening the Barberton Community The mission of Barberton Community Foundation is to strengthen the Barberton community for current and future generations by providing leadership, fostering collaboration, and creating a legacy of giving to do good.

We envision an improved quality of life for Barberton residents, now and forever.

History

Barberton Community Foundation was established in 1996 as a 501(c)(3) and further designated as a 509(a)(3) supporting organization public charity to strengthen the community through the perpetual giving power of an endowment.

In November of 1996, the citizens of Barberton overwhelmingly supported taking an original gift of $86 million in funds and securities from the sale of Barberton Citizens Hospital and establishing a permanent endowment. Interest earned from the fund would enable grants to be distributed in support of the Barberton community, city and schools over time.

Barberton Community Foundation has awarded over 3,600 grants and scholarships totaling more than $106 million since its inception.

Resilience

One of the definitions of resilience is the process of adapting well in the face of adversity, trauma or tragedy.

When we apply this definition to an organization like the Foundation, focus shifts to the culture and policies around how the Foundation secures assets and how quickly we can respond to the challenges the community is facing.

A note from the Director of Finance The Foundation was a responsible steward of our endowment and successfully grew our assets despite a tumultuous year.

Barberton Community Foundation was able to weather the economic insecurity of 2020 in part because of the way the Foundation’s spending and investment strategies are structured. One of the Foundation’s core tenets is to safely steward and grow the principal endowment from the sale of Barberton Citizens Hospital. We are able to accomplish this by investing our assets in the most prudent manner possible.

At the Foundation, we strive for financial resiliency and consistency through policy. These policies continue to provide a strong backbone throughout the pandemic.

The Foundation: • Strictly follows the spending policy and reviews spending objectives on an annual basis.

• Adopts an investment policy and reviews it for prudent updates with the Foundation’s investment advisors.

• Continues to monitor the performance of the Foundation’s investment advisors and reviews our professional relationships at least every five years.

The most important financial planning tool the Foundation uses is the Investment Policy. The Investment Policy supports the fiduciary work of the board by establishing a decisionmaking framework, maintaining compliance with laws, and conveying the purpose and objective of the Foundation.

The primary objective for the investments of the Foundation is the preservation of capital while providing for the longterm growth of principal without undue exposure to risk.

To do this, the Foundation employs a total rate of return strategy for all of the organization’s assets. Because shortterm market fluctuations are an inevitability, the Foundation seeks investment objectives over a 10-year period. This strategy keeps the purchasing power of our assets strong while minimizing the fluctuations of market volatility.

Responding to COVID-19

Because of strong leadership from our board, Barberton Community Foundation was positioned for a quick response to COVID-19.

Barberton Community Foundation Responds to COVID-19 with Emergency Funds for Nonprofits and Small Businesses In early March 2020, we were one of the first foundations in the Greater Akron area to create an Emergency Response Fund to help support community needs around COVID-19. This fund was established with a $50,000 grant from Barberton Community Foundation and an additional $10,000 grant from Tuscora Park Health and Wellness Foundation. With the help of other generous donors, the Emergency Response Fund received $112,848 in donations and has granted $76,450 to 21 Barberton nonprofits.

In addition, Barberton Community Foundation authorized $200,000 to be available to Barberton Community Development Corporation (BCDC) to assist Barberton businesses with a zero-interest loan program, providing loans up to $10,000 per business for pandemic related issues.

This $200,000 was supplied from the Foundation’s Reserve Fund. The Reserve Fund was established to protect the Foundation’s obligation to pay the debt on Barberton High School and to protect the Foundation in case of a serious economic downturn.

It is significant, then, that the Foundation’s board voted to allocate $200,000 from the Reserve Fund and chose to invest it in Barberton small businesses at a time when the market was experiencing a severe drop due to COVID-19.

The First Emergency Response Grant

Small Business Emergency Loans Provide Immediate Support for Small Businesses

Many of the early discussions prior to the stay-at-home orders were around supporting Barberton City Schools and programs that provided meals for food insecure students during spring break. It was anticipated that the schools would close for three weeks and then re-open.

As we all know today, that timeline would prove to be much too short.

Uncertainty around the virus created a resource scare for staple foods like bread. This shortage created an opportunity to support both BACM and Leach’s Meats and Sweets during a time when common household items were hard to find and businesses were temporarily closing.

Within three days of Governor DeWine’s March 2020 announcement to close the schools, the Foundation approved the Emergency Response Fund and provided the first emergency grant to Barberton Area Community Ministries (BACM). BACM provides free meals to families and normally serves approximately 360 families a month. That March they saw an increased demand in their services to nearly 800 families a month and a shortage of a staple item – bread.

The Foundation’s grant allowed BACM to contract with Leach’s Meats and Sweets, which provided freshly baked bread directly to BACM, at a time when BACM would have been unable to supply their clients with the essential item.

Dorothy Somerville, director of BACM, said she was overwhelmed by the immediate support. “I want to say a huge ‘thank you’ to Barberton Community Foundation for giving us emergency funds for bread, and also to Mr. Leach who provided that bread at cost. We were able to work together to keep our community fed.”

As a response to the state-wide temporary closure of many businesses, the Foundation created the Small Business Emergency Loan Fund. The Foundation worked in conjunction with BCDC to launch this fund on March 30, 2020.

Spencer Tax Services was one of many Emergency Loan recipients. Laura Thomas, EA, CPA, said the program became available right when they needed it. “That was the great thing, that the Foundation was able to work with BCDC and find a way to help so quickly,” she said.

Spencer Tax used the funding to purchase equipment for the employees to work from home. Two of the staff were worried about their children, while the third is in an at-risk group. Laura said that the funding was a “security blanket in a really scary, insecure time.”

Mike and Bea Tehi Memorial Scholarship Fund Established February, 2020

Both Mike and Bea devoted their careers to educating Barberton students, particularly at BHS. Although Mike passed in 2018, his impact on his family and the community continues to be felt. Mike lived his whole life with integrity and character. Together, Mike and Bea touched and helped to form so many lives over their teaching careers. The family hopes that this scholarship can continue to inspire young teachers and educators for many years to come.

A message to scholarship recipients: “You have the opportunity to make an astonishing difference in someone’s life. Seize those moments. Embrace the path ahead of you and remember that your community believes in you and will support you always.

Stefan-Lightner Endowment Fund Established August, 2020

Ray E. Leach, Sr. Memorial Scholarship Fund

Joe and Rachael Stefan and their four sons, Nick, Chris, Matthew and Andrew, in honor of the late Gayle and Lawrence Lightner, created this fund to recognize the core beliefs and values of both the Stefan and Lightner families. Central to these values are family, education, kindness and happiness. Distributions from this fund will benefit nonprofits that work with issues and programs related to domestic violence, financial literacy, health and wellness.

The Foundation welcomes the Leach scholarship to our family of funds with the addition of the Ray E. Leach, Sr. Memorial Scholarship Fund. Tina, Kathy, Mike and Ray decided to honor their father (and Brianna her grandfather) with a scholarship that will benefit a Barberton student pursuing a trade school or technical education.

Celebrating

2020 Game Changers

Barberton Community Foundation is proud to share a closer look at our 2020 Game Changers, Dorothy Somerville and the Barberton Area Jaycees.

Dorothy Somerville

The Foundation sends a heartfelt congratulations to our 2020 Game Changers. “Though we could not celebrate you during our Annual Dinner, we recognize your commitment to Building a Better Barberton through your leadership, vision, and dedication to making a positive impact in our community.

Thank you for all you do.”

Prior to working for BACM, Dorothy served on their board and worked at St. Luke Lutheran Community in Portage Lakes for 27 years. Regarding her transition to BACM, she said the opening came up and she thought, “Why not try this? I love helping people and I love the mission.”

Preparing bags of food for families ahead of time is not BACM’s traditional approach. Normally, families would be able to shop for themselves. It’s one of the many changes BACM has made to stay open during COVID-19. Reflecting about the early days of the pandemic, Dorothy said, “We were all quite horrified. Having a nursing background, I have a bigger sense of the scale and need that we are facing.”

BACM’s approach has been to adapt daily. When the state-wide shut down occurred, they made a drive-through pantry with pre-packed bags for families.

Dorothy Somerville has served as the executive director of Barberton Area Community Ministries (BACM) for three years. She was selected as the 2020 Game Changer for her passion in her work at BACM and her commitment to helping those in need. When asked how she felt about receiving the Game Changer award, she said, “I don’t do it for the praise, I do it because I love it.”

BACM’s mission is to fight food insecurity. Under Dorothy’s leadership, the organization has grown and now provides five days of food to families twice a month, with a focus on fresh food. They fed 827 families (2,491 individuals) in September 2020. That equates to 37,365 meals in one month, about double the meals they provided monthly in 2019. Dorothy has expanded outreach to about 100 seniors, personally making home deliveries three times a month.

Dorothy says during this time, the community’s been amazing. “I just thank everyone I see,” she said. “We couldn’t do any of this without the support of the community.”

Looking beyond COVID-19, Dorothy has a dream for BACM: to expand into their own building and start a nonprofit center. BACM is currently housed inside the Summit Mennonite Church at 939 Norton Ave. “The church has been fabulous,” Dorothy said. “But we really need to take that next step if we’re going to continue to grow.” She added, “The passion is here, but we need a bigger building, we need volunteers, and we can always use donations.”

Thank you, Dorothy, for dedicating your time and talent to serve so many in Barberton.

Barberton Area Jaycees

The Barberton Area Jaycees were selected as the organization to receive Barberton Community Foundation’s 2020 Game Changer award. They were chosen because of their long history of service to the Barberton community, starting in 1944.

Don O’Brien III is the current chapter president for the Barberton Area Jaycees. He’s been a member of the Jaycees for eleven years. When asked to describe the club he said, “We are a fun group of individuals who enjoy doing projects and events for our community.”

The Jaycees have been involved in community projects from the beginning, but their goal as an organization is to build young leaders. The Jaycees have an age range from 18-40, which is designed to attract students from high school and provide them with opportunities and mentoring from other club members. That model is different from other service clubs and has allowed the Jaycees to try different projects and events over the years. Some have grown and some have fallen away as members change.

While the Cherry Blossom Festival was by far the Jaycee’s largest event, the club is responsible for many other projects including running back-to-school supplies drives, beauty pageants, scholarships, a Thanksgiving food basket program and, in the winter, Project Santa and the Christmas lights on the Masonic Temple.

“Project Santa is one that I’m personally very proud to participate in,” Don said. The program has been running for years and provides Christmas gifts to families in need. “We work with the schools and counselors to identify families who might benefit from the program. We buy the gifts, wrap everything up, and then six of us will dress up as Santa and go to the houses on Christmas Eve.” The group strives to make Christmas personal and special for each family.

The Jaycees have faced challenges with COVID-19 and are still trying to figure out how they are going to adapt some of their programs. The coronavirus arrived at a time when the Jaycees’ membership is down, and their biggest fundraiser, the Cherry Blossom Festival, is canceled. Despite this, the Jaycees’ impact on Barberton is undeniable. Thinking about the legacy of the Jaycees, Don said most people will remember the Jaycees for the Cherry Blossom Festival. “To have a local festival like that was a big deal,” he said. “At one point in time we were

the biggest mid-way festival in Ohio, next to the state fair. That’s impressive. To the families who received help from the Jaycees through our programs, to them we were a life-line… a friend when they needed one. Hopefully they’ll remember that.” He added, “If we leave a legacy like that with families in Barberton, I’ll be happy.”

Overall, the Jaycees are a group of hard-working individuals who love their community. Their projects always have a personal touch, whether it’s the special wrapping on a Christmas present, finding that requested Thanksgiving dinner food item, or a unique marriage proposal. The Jaycees’ organization has continuously provided entertainment and donations for families and nonprofit organizations around Barberton.

Grantmaking

In 2020 the Foundation introduced the idea of Letters of Inquiry (LOI) to our grant partners and three grant cycles. The LOI format was implemented and Carrie Herman, the Foundation’s Director of Community Impact, spent time with grant partners to help them prepare for the new cycles coming in 2021.

A note from the Director of Community Impact Introducing a New Process

2020 began with the addition of a Letter of Inquiry to the grant process. A letter of Inquiry (LOI) briefly describes a project or program and why it’s needed, who will be served, how much money will be requested and how the funds will be used, prior to submitting the actual grant. It’s a great opportunity for me to have a conversation with grant partners and get to know them and their organizations better. We talk about the project and what realistic request might be.

Throughout the year, there were several times when an LOI conversation helped set a realistic expectation for the grant amount to be requested or when it became clear a project wasn’t a fit for either the upcoming cycle change or for our Foundation. That saves the grant partner the time of preparing a grant application, which is an investment of time and effort.

The Foundation plans to shift to three cycles in 2021.

With three focused grant cycles, the playing field is more level when comparing projects. The grants committee is comparing apples to apples, so to speak, instead of apples and oranges. The three categories will be: Education, Workforce and Economic Development; Arts and Community; and Health and Wellness.

To determine these three categories, I looked back at the past five years of grantmaking and put everything into a category. Then, I calculated the average annual dollar amount of awards in each of those categories to know what the grant budget should be for each. The categories and grant dollars allocated are all based on our recent giving history.

COVID-19 Impact

On March 13, 2020, we created the Emergency Response Fund. Thanks to the support of generous donors, that fund has granted $76,450 to area nonprofits. Our typical annual grant budget has been augmented by 36% due to this fund.

Every one of our grant partners has shown remarkable resilience through the pandemic. The Foundation applauds each of you for your creativity, flexibility and commitment to the community of Barberton.
