If you are looking for a fun, family-friendly event that gives back to the community, Council on Aging of West Florida’s annual Kites on the Coast is for you!
Colorful kites will be soaring high at the fifth annual Kites on the Coast festival, which will be held at the Casino Beach Pavillion on Pensacola Beach from 12 pm Friday, March 13 through 2 pm Sunday, March 15.
Throughout the weekend, massive show kites and zooming stunt kites by Chicago Kite and SkyFX will be soaring above the beach as the community explores local vendors and food trucks, enjoys music, and participates in activities. On Friday and Saturday evening, lighted kites will glide through the air for a night kite show, weather permitting.
Kites will be available for sale at this event, or attendees are free to bring their own kites from home. Proceeds from sponsorships and donations will directly benefit Council on Aging of West Florida, which serves aging adults and caregivers in Escambia and Santa Rosa counties through programs like Meals on Wheels, case management, adult day care and more. The purpose of the event is to celebrate the intergenerational attraction of the classic pastime of kite flying,
something that every age group can appreciate.
“We’re thrilled to bring Kites on the Coast to the community and introduce those that don’t know our agency to all that Council on Aging does for older adults,” Council on Aging Marketing Communications Director Emily Echevarria said. “Even if someone just comes out to enjoy the amazing kite demonstrations, they’ll hear about Council on Aging and have an idea of who to call when they do have those elder care needs.”
"We’re thrilled to bring Kites on the Coast to the community and introduce those that don’t know our agency to all that Council on Aging does for older adults."
Cat Country will be onsite live on Friday with music, and a local ukulele group will be performing during Saturday’s festivities. Kid’s area activities include arts and crafts and the opportunity to Send Sunshine to a Senior by drawing a picture or making a card that will be delivered to Council on Aging clients to help brighten their day.
While this event will have many activities for individuals of all ages, the main event consists of thrilling kite shows put on by Chicago Kite and SkyFX. Owner of Chicago Kite David Zavell, will be performing the kite show along with members of his team.
“Some of my favorite things about performing at this event are the sandy beach, the open air, the different temperature and getting to put up kites that people have never seen,” Zavell said.
Zavell says he also enjoys the ease and warmth of the South and
its people. Throughout the year, Zavell and his team at Chicago Kite do about 34 events, where they travel to locations from California to Guantanamo Bay and, of course, Florida. Since Chicago Kite is based in Chicago, primarily do shows in the Midwest. David says his favorite kite would be the easiest one to fly, but since the kites are inflated by air, the ease of flying the kite depends on how much wind there is on a given day.
During the shows, Zavell interacts with the audience a lot, and he says that he enjoys hearing the
different questions people have about the kites. He says people are often astonished by how large some of the kites are, which range from 15 to 100 feet long. But Chicago Kite does not only perform; they also sell a wide range of specialty kites. Kites on the Coast is a free event that’s open to the entire community. On Friday, March 13, the evening portion of the kite flying will coincide with the first night of Cinemas in the Sand with a family-friendly film playing at the Gulfside Pavilion. PENSACOLA & PERDIDO BAYS ESTUARY PROGRAM LIVING SHORELINE ASSISTANCE PROGRAM SEEKING SANTA ROSA COUNTY APPLICANTS
The Pensacola & Perdido Bays Estuary Program (PPBEP) is seeking waterfront homeowners, commercial property owners and neighborhood associations interested in installing a living shoreline in Santa Rosa County.
Priority areas for living shoreline assistance include:
• Gulf Breeze Peninsula
• Indian Bayou
• Mulatto Bayou
• Old Bay Point
• Peterson Point
• Ward Basin Road
Applications outside the priority areas may also be considered based on site eligibility and ranking criteria.
Interested owners are invited to attend an Open House on March 19 from 2 - 8 p.m. at the Bagdad Community Center, 6872 Pooley St., in Milton, to learn more about the program, meet with staff to discuss their shoreline, and schedule a site assessment.
Interested property owners can find more information on eligibility and application details online.
Across the Pensacola and Perdido Bay Watersheds, coastlines are threatened by erosion and shoreline hardening, impacting both coastal residents and our local waters.
A “living shoreline” is a nature-based approach to protecting coastal shorelines that uses natural or nature-inspired materials to stabilize shorelines while maintaining ecological function. Living shorelines may include native vegetation, oyster shell, or other natural features, and in some cases incorporate limited structural elements such as rock or reef materials to enhance stability where site conditions require it. These approaches reduce erosion, provide habitat for wildlife, and improve water quality. While bulkheads and other “hard” structures have been traditional solutions
for erosion, living shorelines are more effective, sustainable, and typically more cost-efficient over time. They better withstand storms and provide added benefits like flood mitigation, shoreline stabilization, and habitat creation.
Increased shoreline hardening has dramatically altered the Pensacola and Perdido Bay Watersheds, with roughly 55% of Pensacola Bay and 27% of Perdido Bay shorelines now hardened. Through this Program, PPBEP aims to reduce additional shoreline hardening across the bays and promote the use of living shorelines.
The PPBEP Living Shoreline Assistance Program empowers coastal property owners to implement a living shoreline to benefit both their property and our local waters. Program assistance includes technical resources, expert design guidance, help navigating the permitting process, and financial assistance to make projects more affordable. Through the Living Shoreline Assistance Program, PPBEP aims to restore residents’ connection to their coastline.
The Living Shoreline Assistance Program is made possible with funding through the National Oceanic and Atmospheric Administration. About the Pensacola and Perdido Bays Estuary Program
The mission of the Pensacola and Perdido Bays Estuary Program is to restore and protect the Pensacola and Perdido Bay watersheds through restoration, education, and unbiased monitoring of our bays, estuaries, and watersheds. PPBEP serves as a trusted source for residents, businesses, industry, and the community on issues relating to preserving, restoring, improving, and maintaining the natural habitat and ecosystems of the bays, estuaries and watersheds of Pensacola and Perdido Bays.

Why Should You Join HERricane?
Joining HERricane provides an opportunity for young women in Escambia County to become energized about the impacts they can make in a world of emergencies and disasters. The emergency management field is evolving after every hurricane, wildfire and almost every major incident. Therefore, it’s imperative that we continue to evolve how we talk about preparedness and how we engage with our communities, including youth. This program is an investment into the future leaders of our community. Here are four facts to think about:
1. Underrepresentation: Women are underrepresented in leadership positions in emergency management across the nation.
1. Professional Awareness: Emergency management, as a profession, is often “hidden” and awareness about it as a career is low.
1. Employment Opportunities: Careers in public safety are anticipated to grow 8% in the next decade.
1. Women are Disaster Victims: The United Nations Development Programme recognizes that women are disproportionately affected by disaster, particularly regarding loss of life, sexual violence, and loss of income.
The Pensacola and Perdido Bays Estuary Program (PPBEP) is proud to announce the official launch of the Carpenter Creek Restoration Project, in partnership with the City of Pensacola and Escambia County.
This multi-phased effort will advance design and permitting of restoration projects to improve water quality, strengthen community resilience, and enhance public access. The project area includes a 2.5-mile stretch of Carpenter Creek from Interstate 110 to 12th Avenue, with benefits extending to adjacent properties and contributing to the long-term health and improvement of Bayou Texar.
Restoration of Carpenter Creek was identified as a high priority project in Escambia County’s 2022 Carpenter Creek and Bayou Texar Watershed Management Plan. Once a thriving waterway in the heart of Pensacola, Carpenter Creek has been degraded due to suburban sprawl and stormwater runoff. Today, the creek is experiencing eroding banks, impaired water quality, and loss of public access points. Historically a gathering place and community asset, its central role in Pensacola daily life has been forgotten.
Funded by a $2.2 million RESTORE Component 2 Grant from the Florida Department of Environmental Protection and a $1.3 million National Coastal Resilience Fund Grant from the National Fish and Wildlife Foundation, the project will be managed by PPBEP, with support from the Design Team. The Design Team is led by Moffatt and Nichol, with stream restoration expertise provided by Black and Veatch, and public engagement and access support by Waggonner and Ball. In addition to the City and County, the Emerald Coast Utilities Authority (ECUA) and the Florida Department of Transportation (FDOT) will also serve as project partners. Before restoration projects can be identified, the team is gathering data to better understand the creek’s current conditions and constraints. PPBEP and the Design Team are coordinating with 140 unique landowners to secure access agreements to allow for data collection within the creek and along its banks.
Using this data, the Design Team will develop a series of conceptual restoration and public access projects. Community feedback and landowner coordination will guide decisions about which projects move forward to 100% design. The resulting suite of projects will improve water quality, stabilize eroded creek sections, restore wetland habitat, and enhance public access.
“This project is about more than restoration—it’s also about reconnecting our community to the creek.” says Matt Posner, PPBEP Executive Director. “This project is an opportunity for our community to reimagine what Carpenter Creek can be. The insight of those who live, work, and play along the creek is essential to developing restoration designs that are both effective and embraced by the community.”
Landowners and interested residents are invited to attend the Carpenter Creek Open House on Thursday, March 19 from 5:006:30pm at the Tryon Library. After a short presentation at 5:15, attendees can meet the project team, explore potential projects and provide feedback.
The event is free and open to the public, but registration is encouraged.
Community engagement is key to project success. PPBEP and the Design Team are committed to addressing questions, actively listening to feedback, and building a collective vision for the future of the Carpenter Creek and Bayou Texar watershed. For questions or concerns regarding the project, visit the project website.

SRCAS COMMUNITY CAT DAYS SUCCESSFULLY SPAYED AND NEUTERED OVER 200 CATS IN FEBRUARY
More than 200 community cats were spayed or neutered in February 2026, bringing the total to 1,588 since January 2024, through Santa Rosa County Animal Services’ Community Cat Days initiative. The milestone reflects continued progress in the county’s humane approach to managing outdoor cat populations.
Santa Rosa County manages outdoor cat populations using Trap-Neuter-Return (TNR), a proven humane method in which cats are trapped, sterilized, vaccinated and returned to their original habitat. This approach prevents future litters, reduces hormone-driven behaviors such as fighting and spraying, supports public health through vaccination and decreases the number of feral, sick or injured cats euthanized in shelters.
“TNR is one of the most effective and compassionate tools we have to address
community cat overpopulation,” said Randy Lambert, Animal Services Chief. “Spaying and neutering more than 200 cats in a single month not only prevents thousands of potential future births, but it also improves the cats’ health, reduces nuisance behaviors in our neighborhoods, and decreases the number of animals entering our shelter system. This is what proactive, responsible animal welfare looks like.”
“Community cats” are outdoor, unowned, free-roaming cats that may be friendly or feral, adults or kittens. Some have caregivers who provide food or medical care, while others do not. Though they live outdoors, they are protected under state animal anti-cruelty laws and are found in both urban and rural areas.
Residents who care for community cats are encouraged to participate in future TNR events to help reduce overpopulation compassionately and sustainably.
• Must have participated in the FIRST, B.E.S.T or VEX robotics program for a minimum of two years and must have completed within the last two years.
• Plan to enroll in full-time undergraduate study at an accredited two-year or fouryear college, university or vocationaltechnical school for the entire 2026-2027 academic year.
• Must pursue a degree in engineering, information management or other approved STEM related program.
