RUNNING OF THE BULLS PENSACOLA

The West Florida Roller Derby (WFRD) is rolling back to the streets of downtown Pensacola for its 14th annual Running of the Bulls Pensacola race.

The Running of the Bulls Pensacola is modeled after the world-famous Festival of San Fermín in Pamplona, Spain. To maintain the thrilling spirit of the Pamplona bull run without the live animals, the bulls are played by WFRD skaters and guest skaters from leagues across the region.

The fearsome derby bulls will be equipped with roller skates, horns and plastic bats. They will be ready to gently tap runners along the 2K fun run course through downtown Pensacola, which starts and finishes at Seville Quarter.

An afterparty and award ceremony will also be held at Phinneas Fogs inside Seville Quarter immediately following the race. From complimentary beverages—such as soda and beer—and delicious food options—like Al’s Sandwich Shop and Ice Cream and Marco’s Pizza—to live music, costume contests, awards, giveaways and more, there’s something for everyone to enjoy.

Running of the Bulls Pensacola was inspired by a similar event in New Orleans after an organizer attended the race, and it has since become a beloved summer tradition in Pensacola. With the city’s historic and unique ties to Spain, the Panhandle region is the perfect place to continue the tradition of this fun-filled event.

Running of the Bulls originally raised funds for the United Service Organizations (USO) until three years ago, when the WFRD officially took it over. This year’s

fundraising will directly support WFRD’s operating expenses and ensure that the organization is able to keep the league rolling with low membership fees.

The West Florida Roller Derby initially started with two separate leagues, Pensacola Roller Gurlz in 2010, followed by Milton’s league, Emerald Coast Roller Derby. These two leagues combined in 2019 and became a registered 501(c)(3), officially rebranding as the WFRD.

WFRD is dedicated to empowering athletes of all backgrounds through the fast-paced, fullcontact sport of roller derby by fostering an inclusive and supportive community that champions athleticism, resilience and camaraderie—both on and off the track. Through teamwork, dedication and fierce competition, WFRD strives to inspire confidence, break barriers and promote the growth of roller derby in the West Florida region. WFRD’s mission is to create a space where skaters, officials and fans alike can thrive, challenge themselves and find strength in every stride.

WFRD extends a warm welcome to anyone who is interested in learning and getting involved in the sport, either as a skater, a referee, or even a supporter on the sidelines. No prior knowledge or experience is needed. The organization even loans out gear to those who are interested in the sport but don’t want to make a financial commitment. WFRD will host an informational meeting for anyone interested in joining on July 2 at 7:15 pm at Weber’s Skate World in Milton.

Breezie Seitz, WFRD Running of the Bulls Pensacola Coordinator, will be in attendance as her roller derby moniker, Clever Girl.

“We are still having floods of registration for both runners and roller derby [racers],” Seitz said. “If you’ve been in Pensacola’s derby community or into roller derby, we will have a lot of our local celebrities that a lot of people recognize. We have clOverkills—she’s pretty popular at the Bull Run. She has some great horns and has won many awards. We have Audrey Hipburn, who is very active in our community. If you’re involved in the derby community in Pensacola or anywhere on the Gulf Coast, you’re definitely going to recognize those.”

WFRD has already received registrations from racers and runners from across the region, including some traveling from Tallahassee, Louisiana and even Texas.

The West Florida Roller Derby has high hopes that the Running of the Bulls event will grow and become one of the standout events of the summer season in Pensacola. They aim to show the community what dedicated female athleticism looks like while simultaneously engaging and supporting the community. Event proceeds will directly benefit the WFRD and its programs in the local community.

“[Roller derby] is so much fun, and I just hope more people know that roller derby exists,” Seitz said. “It is an amazing sport. So often, people say that they couldn’t imagine themselves doing that, or that roller derby is not for them, but I really feel that roller derby is for everybody within their comfort level. So, I just always say, come out and watch or give it a try if it’s something that feels like it’s calling to you.”

Running of the Bulls is a familyfriendly event with activities for everyone to enjoy. Individuals can choose to participate in the race

as runners or purchase a ticket to spectate the action. The event will kick off at 9 am at Seville Quarter located at 130 E. Government St., followed by an afterparty at Phinneas Fogs that will run until noon. Those interested in participating in the race can register online at runningofthebullspensacola. itsyourrace.com. General registration is $40, and includes race entry and admission to the after-party at Seville with complimentary beers, sodas and entertainment. VIP registration is also available for $60, which includes early race entry, a commemorative t-shirt, access to

the upstairs VIP area for the afterparty, bottomless champagne (while it lasts) and entertainment. Businesses and local groups can also get involved in the Running of the Bulls event by registering a team for a Libation Station. SANTA ROSA COUNTY COMMISSIONER EDDINGTON ACHIEVES THE ADVANCED COUNTY COMMISSIONER LEVEL II DESIGNATION

Santa Rosa County Commissioner Ray Eddington was presented with the Advanced County Commissioner Level II (ACC II) designation from the Institute for County Government (ICG) at an award ceremony held at the Florida Association of Counties (FAC) Annual Conference and Educational Exhibition in Orange County, Florida.

The ACC II designation signifies the commissioner's completion of the most senior level of a comprehensive leadership study program designed by ICG.

"It’s an honor to receive the ACC II designation and continue growing for Santa Rosa County," said Commissioner Ray Eddington. "This program has given me the opportunity to not only learn from experts but my fellow commissioners from around the state."

Only commissioners who have completed the Certified County Commissioner (CCC) and the Advanced County Commissioner Level I (ACC I) programs are eligible to pursue their ACC II designation. The ACC II program focuses on transforming counties and the state of Florida by producing strong, versatile leaders with the necessary tools to address challenges across multiple fields and governing bodies.

“Earning the ACC II designation is a significant accomplishment that reflects the completion of hours of rigorous coursework

aimed at strengthening the leadership skills of county commissioners,” said Eric Poole, Executive Director of ICG. “What makes this achievement even more noteworthy is that all ICG courses are entirely voluntary and these commissioners are choosing to participate solely out of their commitment to becoming better public servants.”

ACC II encourages commissioners to broaden and refine the skills they learned in previous education programs while promoting collaboration across all levels of government.

Alongside Commissioner Eddington, 11 commissioners earned the ACC II designation at the award ceremony and are the sixth class of graduates to complete the program.

ACC II is made possible through a continuing partnership with the University of Florida/IFAS Extension.

DISTRICT 2 RESIDENT RECEIVES LIFECHANGING HOME REPAIRS THROUGH COUNTY ASSISTANCE PROGRAM

For longtime District 2 resident Judi Tripp, maintaining the home she purchased in 1978 has been an ongoing struggle, with issues including wood rot, significant leaks, and mold creating stressful and unsafe living conditions in her home.

Now, Tripp is beginning a new chapter in her life through assistance from Escambia County, with additional help from her close friends and church family.

Tripp’s home is unrecognizable from just a few months ago, with several new walls, new windows, new flooring, a new roof, and her favorite part: a new front door, painted pink at her request.

The repairs were made possible through the State Housing Initiatives Partnership, or SHIP, Program, administered by the Escambia County Neighborhood and Human Services Department. Through the SHIP Program, which is designed to serve very low-, low- and moderate-income households, local governments like Escambia County receive funds to produce and preserve affordable homeownership and multifamily housing.

Tripp was joined by District 2 Commissioner Mike Kohler, Escambia County staff, and her good friend, Johnda Smith, on Tuesday, July 2 for a ribbon cutting celebrating her newly-renovated home, which she was excited to move into after the repairs were completed.

“It is incredibly rewarding to see the positive impact our county assistance programs can make in someone’s life, especially in situations like this that are truly life changing,” District 2 Commissioner Mike Kohler said. “Seeing the joy on Ms. Tripp’s face as she begins this exciting new chapter of her life in a safe, secure home of her own is

priceless, and it is an honor for Escambia County to be a part of it. Thank you to our county staff, Ms. Tripp’s friends and church family, and everyone who worked together to make this possible.”

Her friend Johnda played a significant role in moving the repairs forward, working to get new windows donated by members of their church in order to keep the project within the allotted budget.

"This was a lifesaving and a lifechanging event for her," Smith said. "She went from being afraid to feeling safe and secure again. Judi's home means the world to her and it was decaying around her. You gave it back to her. She is delighted. For me, it was very rewarding to work with the Escambia County staff and contractors who listened to Judi's concerns and worked so hard to coordinate all the pieces needed to successfully restore her home. Everyone was awesome."

Tripp expressed her sincere gratitude to Johnda and Escambia County for giving her a chance at a better life in her newly-repaired home, adding that none of this would have been possible without their assistance.

“I’ve been through this house about a million times, and it’s beautiful,” Tripp said.

“I’m the luckiest person in the world – I’m way off the ground.”

In step with similar events in cities all around the country, Restaurant Week is a culinary celebration that offers residents and visitors alike world-class dining at a great value. HELP SHAPE THE FUTURE OF THE FRICKER RESOURCE CENTER

The City of Pensacola invites residents to help shape the future of the Fricker Resource Center by participating in two upcoming public engagement meetings for the Fricker Resource Center Renovation Project. Thanks to nearly $10 million in grant funding awarded in 2023, the city is preparing to launch a significant transformation of the Fricker Center into a two-story, multipurpose community facility designed to serve as an inclusive and dynamic neighborhood hub.

INTERMITTENT CLOSURES ON SPEARS STREET AT HIGHWAY 90 BEGINNING JUNE 16

Due to additional weather delays and utility conflicts, Spears Street at Highway 90 and the Pace Plaza will be closed through Friday, July 11, for intersection improvements. Construction will be performed day and night, weather permitting.

The construction is being done as part of intersection improvements being made to the Spears Street and Highway 90 intersection. Intermittent closures are expected to occur throughout each phase of the project, which is anticipated to take approximately 90 days, weather permitting. Motorists are advised to use caution when approaching the area and to follow detour signs. GULF COAST KID’S HOUSE LAUNCHES SCHOOL SUPPLY DRIVE

Gulf Coast Kid’s House is now accepting donations of new and very gently used school supplies through July 31 (and beyond), helping to ensure that every child served has the tools they need to start the school year prepared and confident.

This annual initiative supports the children and families impacted by abuse and trauma in Escambia County. From notebooks and pencils to backpacks and art supplies, etc. Donations directly benefit Gulf Coast Kid’s House families who may otherwise go without.

As families begin preparing for a new school year, Florida’s Back-to-School Sales Tax Holiday, running from July 29 to August 11, offers a great opportunity to purchase essential supplies tax-free. Community members are encouraged to take advantage of this window to contribute needed items and make their support go even further. Pensacola State College’s Charter Academy was one of 16 Escambia County School District institutions to earn an “A” grade for the 2024–25 academic year, according to the Florida Department of Education. This marks the second year in a row the PSC Charter Academy has received the top rating.

The Escambia County School District as a whole received a “B” grade for the 2024–25 school year.

Since opening in fall 2022, PSC Charter Academy has awarded high school diplomas to 102 seniors. Of those graduates, 60 also earned Associate in Arts degrees from PSC.

Charter Academy Principal Dr. Karen McCabe said she is proud of students’ performance on the Florida Assessment of Student Thinking, or FAST.

FAST, introduced in 2022, is a relatively new set of state assessments based on Florida’s B.E.S.T. standards—Benchmarks for Excellent Student Thinking.

“We are extremely proud of our students and grateful for the support we have received from their families and the community,” McCabe said. “We look forward to continued growth and success.”

Fall 2025 classes at the Charter Academy begin Monday, Aug. 11, for ninth- and 10th-graders, and Monday, Aug. 18, for 11thand 12th-graders. McCabe expects enrollment to exceed 200 students—the highest in the school’s history.

PARTNERSHIP AWARD FOR CROSSSECTOR COLLABORATION

The Wolfe Creek Forest Project has earned the Sabal Innovative Partnership Award from the Florida Wildlife Corridor Foundation, recognizing the collaboration among The Longleaf Alliance, Trust for Public Land, Florida Forest Service, Florida Department of Environmental Protection (Florida Forever), Naval Air Station Whiting Field and Santa Rosa County.

For over a decade, partners have worked together to conserve more than 14,000 acres of priority lands in Santa Rosa County, linking important segments of the Florida Wildlife Corridor. These efforts help achieve the Corridor’s vision of permanently connecting Florida’s wild lands.

The award honors cross-sector collaborations that advance the Florida Wildlife Corridor and highlights the Wolfe Creek Forest Project as a model for landscapescale conservation.

“I am truly inspired by the dedication and vision of all partners involved in conserving Wolfe Creek Forest and supporting Florida’s ecological legacy. The Wolfe Creek Forest acquisition, finalized on November 4, 2024, protects military operations at NAS Whiting Field and local water sources, enhances public recreation, and safeguards wildlife habitats. Purchased by the Trust for Public Land for $1.5 million, funding came from Florida Forever and the U.S. Navy's REPI Program. This project ensures compatible land use near the aviation complex, which supports over 14,000 jobs and generates $1.1 billion annually. It also aids in restoring native longleaf pine forests, crucial for species like the red-cockaded woodpecker, gopher tortoise, black bear, and indigo snake. The Florida Wildlife Corridor Foundation champions a collaborative campaign to permanently connect, protect and restore the Florida Wildlife Corridor – a statewide network of connected lands and waters that supports wildlife and people. ESCAMBIA COUNTY TO HOST NEIGHBORHOOD INCOMPATIBLE LAND USE PUBLIC MEETING JULY 23

Escambia County, in partnership with The Water Institute and WSP, invites residents to a public meeting to discuss Neighborhood Incompatible Land Use in the county on Wednesday, July 23 at 5:30 p.m. at the Lexington Terrace Community Center, located at 700 S. Old Corry Field Road.

During the meeting, attendees will hear from county staff and representatives from The Water Institute and WSP on identified areas for potential improvement, ways to better identify which land uses are considered to be incompatible with neighborhoods, and how processes

to develop those land uses might be improved. Attendees will be invited to provide input on initial results and participate in discussion.

Attendees are encouraged to register via Eventbrite prior to the event.

Residents who live in Escambia County outside of the City of Pensacola limits are encouraged to complete a survey to gather public feedback on specific industrial and commercial land uses. The survey is open now through Friday, July 25.

CITY OF PENSACOLA WELCOMES ROBERT HESS AS NEW EMERGENCY

MANAGEMENT COORDINATOR

Pensacola Mayor D.C. Reeves announces Robert Hess as the city’s Emergency Management Coordinator. Hess brings a wealth of experience in emergency preparedness and response, having held significant roles in both federal and military organizations.

In his new role, Hess will oversee all aspects of the city's emergency management program, ensuring the safety and preparedness of Pensacola residents in the event of natural disasters, technological incidents, and other emergencies.

"We are incredibly fortunate to have Robert Hess join our team," said Mayor Reeves. "His experience and understanding of emergency management will be invaluable in strengthening our city's preparedness and response capabilities, ultimately enhancing the safety and resilience of our community."

Hess will work under Pensacola Fire Chief Ginny Cranor’s supervision.

Before joining the City of Pensacola, Hess served as the Emergency Management Branch Chief for the U.S. Army Corps of Engineers Vicksburg District. In this capacity, he was the principal advisor on matters related to natural and technological disasters, national security emergencies, civil disturbances, and terrorism activities, managing the district's emergency management program across a 68,000-square-mile area.

Prior to his time with USACE, Hess served as the Deputy Chief of the Emergency Management and Force Readiness Depart-

ment at the United States Coast Guard Sector Mobile in Mobile, Alabama. There, he was instrumental in implementing and enforcing various maritime security authorities, including the Ports and Waterways Safety Act of 1972 and the Maritime Transportation Security Act (MTSA) of 2002, for an area covering five deep-water ports in Mississippi, Alabama, and Florida.

Hess's extensive career also includes 27 years of service with the U.S. Coast Guard, from which he retired in 2016. His assignments included serving as the Deepwater Horizon branch director, USCG State of Alabama Emergency Preparedness Liaison Officer, and Hurricane Katrina Operations section chief.

A native of Indiana, Hess is a highly qualified instructor in fire, Emergency Management Services, Incident Command System, and Federal Emergency Management Agency training. Additionally, Hess is a paramedic and career firefighter, as well as an adjunct professor at the Alabama Fire College, where he is authorized to teach specialized HAZMAT certification courses. He holds a master’s degree in criminal justice management.

DONUT STRIKE FOR MANNA DONATIONS SURPASS A QUARTER MILLION HEALTHY MEALS!

Local law enforcement and fire departments teamed up again to fight hunger.

During the 2025 Donut Strike for Manna –presented by Hanto and Clarke General Contractors and PenAir Credit Union - nine agencies across Escambia and Santa Rosa counties collected food and funds, raising the equivalent of 47,626 healthy meals for hungry neighbors in need served by Manna Food Bank. This year’s event brings first responders’ total contributions since 2017 to more than a quarter million healthy meals for children and families in need!

Hanto and Clarke General Contractors and PenAir Credit Union generously sponsored the Donut Strike by kicking off the three-day event with a combined $20,000 contribution to Manna in support of first responders’ efforts.

Participating agencies include the Escambia County Fire Rescue, Escambia County Sheriff’s Office, Gulf Breeze Fire Rescue, Gulf Breeze Police Department, Midway Fire District, Pace Fire Rescue District, Pensacola Fire Department, Pensacola Police Department, and Santa Rosa County Sheriff’s Office.

“Local law enforcement and firefighters are not only our every-day heroes; they’re our hunger heroes too,” said DeDe Flounlacker, Executive Director of Manna. “Families are struggling to make ends meet this summer. Our first responders have generously answered the call to impact change for their neighbors in need.”

Generous event supporters also include Red Iron Design House and all participating grocer locations including Apple Market, Piggly Wiggly, several Publix locations, Sam’s Club, several WalMart locations, and several Winn-Dixie locations.

First responders went on strike against the disc-shaped delicacies from June 25 through June 27 to encourage the community to fight local hunger by supporting Manna. Once they had raised their goal, they indulged at the 2025 Donut Strike for Manna Wrap Party/Coffee with a First Responder event on July 1 at J’s Bakery and Café – the event’s donut sponsor.

ESCAMBIA COUNTY ENGINEERING HIGHLIGHTS ROAD RESURFACING AND IMPROVEMENT PROJECTS

The Escambia County Engineering Department has completed numerous road resurfacing, drainage upgrades and other improvement projects throughout the county, with a goal of maintaining and enhancing county infrastructure and improving the quality of life for residents.

Last fiscal year alone, Escambia County Engineering awarded more than $44.1 million in project contracts, with 45 design project contracts and 67 construction project contracts. The Construction Management Division resurfaced 18.47 miles of roadway in Escambia County last fiscal year, from Oct. 1, 2023 to Sept. 30, 2024.

Some of the many projects completed by Escambia County Engineering include:

• Bauer Road Paved Shoulders Safety Upgrade - This safety improvement project added 5-foot paved shoulders to Bauer Road between Gulf Beach Highway and the southern approach of the FDOT bridge.

• County Road 164 Widening Improvements - This project expanded the existing lane width of approximately 8.5 feet to 11 feet on both sides of the roadway. The project included two locations along County Road 164 totaling 11,420 linear feet.

• County Road 196 - Barrineau Park Road - Jacks Branch to County Road 99 - This safety improvement project included widening the existing travel lanes to 11 feet wide, adding 4-foot paved shoulders and upgrading guardrails, along with some drainage improvements.

• Delano Street Drainage Project - This project added four new stormwater ponds and two modified stormwater ponds to the area of Herman Street east of Pace Boulevard, L Street south of Herman Street, a portion of Fairfield Drive, and a portion of Leonard Street to address flooding and drainage issues in the area.

• Gibson Road Bridge Replacement Project - This project replaced the Gibson Road Bridge over Alligator Creek, restoring the bridge to two lanes of traffic. Associated roadway improvements on Gibson Road included drainage and guardrail improvements.

• Havre Way and Marseille Drive Resurfacing - This project resurfaced Havre Way and Marseille Drive as part of the county's annual resurfacing program in 2024.

• Lake Charlene Drainage Improvements - Escambia County was awarded more than $5.3 million in FEMA grant funding for the Lake Charlene Drainage Improvement Project, a major drainage and flood mitigation project in the Lake Charlene area. The final project design is expected to protect 75 homes from flooding in a 100-year storm event while also reducing the frequency of flooding in any heavy rainfall event for 266 properties covering 77 acres around Lake Charlene.

• McElhaney Road Culverts Repair - The McElhaney Road Culverts Repair Project included repairs to cross drains on McElhaney Road that were damaged

by Hurricane Sally in September 2020. The repairs included hazard mitigation updates and upgrades extending the stormwater culvert system.

• Moreno Street Drainage Pond - The Moreno Street Stormwater Pond and Sidewalk Improvement Project included construction of a stormwater pond designed to help alleviate flooding, along with a sidewalk to provide a safer walking path for area residents.

• Oak Valley Drive Bridge Replacement (Woodridge Subdivision) - The Oak Valley Drive Bridge Replacement Project included repairing the cross drain to reduce the potential for future flooding during storm events. The project included removal and replacement of the existing roadway, cross-drain piping, and installation of guardrails and curb inlets.

• Old Corry Field Road Resurfacing The Old Corry Field Road Resurfacing Project consisted of resurfacing and reconstruction of Old Corry Field Road from Barrancas Avenue to New Warrington Road.

• Patton Drive Resurfacing - This project resurfaced Patton Drive as part of the county's annual resurfacing program.

• Perdido Bay Boat Ramp - The Perdido Bay Boat Ramp is Escambia County's first large public access to Perdido Bay. The 40-acre facility is located on Heron Bayou and includes a two-lane boat ramp, 62 parking spaces for vehicles with trailers, 22 parking spaces for vehicles without trailers, and a stormwater treatment facility. Additional passive recreational opportunities include a landing area along the Perdido Paddling Trail with two campsites and 11 acres of wetlands placed into conservation.

• Riola Place FEMA Repairs - The Riola Place FEMA Repairs Project consisted of replacing a retainage wall that sustained damage during Hurricane Sally.

• Siguenza Cove Resurfacing The Siguenza Cove - Gongora Drive Resurfacing Project on the Perdido Key Barrier Island included a partial reconstruction of roadway to areas on Gongora Drive and Don Carlos Drive. It also included resurfacing a portion of River Road, Don Carlos Drive, Gongora Drive, and Siguenza Drive. A section of the adjacent multi-use path was also resurfaced as part of the project.

• Vista Park Hurricane Repairs The Vista Park Hurricane Damage Repairs Project included repairs from Hurricane Sally in September 2020. Construction included repairs to the existing seawall cap, parking lot and associated striping, sidewalks, new sod, signage, and park benches.

• Woodrun Bridge - This project replaced a bridge in the Woodrun Subdivision, which had a history of overtopping and needed replacement.
