FELLOWSHIP OF THE FANDOM PENSACON 2026 CELEBRATES FANS AND CREATORS

Pensacola is experiencing transformation on every level. From major infrastructure improvements and unprecedented residential growth to leadership changes and national recognition as one of the places to live, the city is on the move. Through it all, residents, business owners and students are witnessing the city’s evolution firsthand— one that honors its identity as a historic centerpiece of the Panhandle while boldly embracing a new era of cultural and urban growth.
Yet amid all this change, one event remains a constant haven for creativity, capturing the soul and spirit of fan culture. Captivating fans of all ages, it draws talent and artistry from the local community and around the world. That event is Pensacon, Pensacola’s annual pop culture convention.
Since its inception in 2013, Pensacon remains a local melting pot for fans of comic books, film, games, anime, cosplay and more. Now in its 13th year, Pensacon seeks to uphold its values of community, conversation and culture, uniting fans and creators in celebration of the art of years past and eager anticipation of the art that is to come.
“Last year, we had just under 100 celebrity guests when you include
all of the actors, authors and artists, writers and wrestlers,” Pensacon Director of Media and Guest Relations Julio Diaz said. “We take from all over the pop culture world, not just from people that are in front of the camera, but from people that are behind the camera, people who do other creative things that often eventually lead to things that will be on camera, you know, like comics and novels and things like that.“
The convention returns to the Pensacola Bay Center from February 20 to 22, offering venues, panels and celebrities for fans of many genres from horror thrillers to science fiction.
Two of the most anticipated guests this year are Cara Buono and Randy Havens, alumni of the hit Netflix series Stranger Things, the science-fiction horror phenomenon that recently concluded its 10-year run with its fifth season wrapping up in late 2025. Buono played Karen Wheeler in the show, but she is also known for her roles in other popular shows like The Sopranos and CW’s Supergirl Havens played the science teacher Mr. Clark in Stranger Things , also having played roles in movies such as Guardians of the Galaxy: Volume 3 and Godzilla: King of Monsters
Cast reunions of old favorites also largely define this year’s guest line-up. Actors Jason Patric,

Alex Winter, Jamison Newlander, Billy Wirth and Chance Michael Corbitt, the stars of Joel Schumacher’s vampire thriller The Lost Boys, reunite at Pensacon, as do Alex Hyde-White, Rebecca Staab, Jay Underwood and Michael Bailey Smith—the original Fantastic Four, who recently cameoed in Marvel’s The Fantastic Four: First Steps . Actors from the delightfully gory Terrifier franchise also make an appearance at the con, including David Howard Thornton, the actor of Art the Clown himself.
This year’s Pensacon welcomes even more big names to the convention, including Frank Grillo, who plays Rick Flag Sr. across the new DC Comics screen entries, including the critically acclaimed Peacemaker TV show and the 2025 box-office hit Superman. However, some of these big names only appear at the convention on certain days. For instance, Will Wheaton, legendary actor of Star Trek: The Next Generation and a prolific writer and speaker, will visit Pensacon on February 20 and 21. Sara Gilbert and Lecy Goranson of The Connors, Michael Ironside of Total Recall, and Michelle Hurd of Star Trek: Picard are at the convention from February 21 to 22. Mindy Cohn, who played Natalie Green on The Facts of Life and voiced Velma Dinkley in the Scooby-Doo franchise from 2002 to 2015, will make her

appearance on February 20. Schedule your days accordingly by using the official Pensacon mobile app so you can be sure to meet and greet with these incredible actors.
Multiple local businesses will also host Pensacon-related events and activities alongside the main convention itself. For instance, this year, the Fish House will transmogrify into Harry Potter’s Hogwarts School of Witchcraft and Wizardry, adding new magical beverages to the menu— Butterbeer, The Goblet of Fire and more—and hosting all of a wizard’s favorite activities: Quidditch, wand choosing and taking pictures with a Dementor (well, maybe that’s not a universally favorite activity…).
Pensacon’s popular costume contests will return this year, divided into two categories. The adults contest (ages 13 and older) will be held at the Henry Roberts Activity Center at First United Methodist Church of Pensacola, starting at 3 pm on February 21. The kids contest (12 and under) will take place at the Poseidon’s Bay Stage in front of the Pensacola Bay Center from noon to 1 pm. These contests welcome cosplayers of all backgrounds to try out, so do not be afraid to sign up at pensacon.com.
Pensacon 2026 will be held February 21 through 22 at the Pensacola Bay Center at 201 E. Gregory St. in downtown Pensacola. Ticketing, celebrity autographs, photo
ops and the vendor floor will be located at the primary convention venue, the Pensacola Bay Center.

“I just want to make sure that everybody really knows that Pensacon is for everybody,” Diaz said. “It’s certainly about the fans and the fan experience, but you don’t have to be an uber nerd to enjoy Pensacon. There is something at Pensacon for everybody. I always kind of talk about it as the fellowship of fandom. It’s a place where you can enjoy the things you enjoy and meet other people that enjoy those things.”

ESCAMBIA COUNTY EMS PARAMEDIC PHILLIP COOK
HONORED
AS 2026 STAR OF LIFE
Escambia County EMS is proud to announce that Paramedic Phillip Cook has been named a 2026 Star of Life recipient for his service going above and beyond the call of duty involving the long-distance transport of a pediatric trauma patient. Cook was recognized by the Florida Ambulance Association during the Stars of Life ceremony on Wednesday, Feb. 4 at the Florida State Capitol in Tallahassee.
“I am truly honored and overwhelmed to be recognized as a Star of Life recipient,” Cook said. “As a paramedic, I was just doing everything in my power to provide the best possible care to my patient. None of this would’ve been possible without the support of my coworkers and our administration and their faith in my abilities as a care provider.”
On Oct. 27, 2025, Paramedic Cook and his partner, EMT Isabella Gorne, were returning from an interfacility transfer in Panama City when they were requested to assist with the emergent transport of a pediatric trauma patient who required immediate transportation to a hospital specializing in pediatric trauma care.
Due to foggy conditions, air medical transport was unavailable. Recognizing the significance of the situation, Paramedic Cook accepted the request without hesitation. During the transport, Paramedic Cook identified advanced clinical condition changes early and initiated lifesaving medical care to stabilize the patient, while maintaining constant communication with his supervisor and the receiving hospital.
While transporting to Pensacola, the patient's condition required resources unavailable on an ambulance. Acting quickly, Paramedic Cook made the decision to divert the patient to a nearby hospital in Miramar Beach. He remained with the patient while they received care and then safely transported the patient to Pensacola.
Ultimately, the patient survived and was transferred by Escambia County EMS from the hospital to another facility to receive
continued care. Paramedic Cook’s calm demeanor under pressure and unwavering commitment to patient care directly contributed to the patient’s survival.
At the time of the incident, Paramedic Cook’s shift partner was new to Escambia County EMS and the EMS profession. Throughout the call, Paramedic Cook provided steady leadership, mentorship and reassurance to EMT Gorne, all while maintaining lifesaving care to a pediatric trauma patient.
“Paramedic Cook’s actions exemplify the highest standards of emergency medical services and embody the true meaning of being a Star of Life,” EMS Chief Chris Watts said. “From the early detection of rapidly deteriorating conditions of a pediatric trauma patient to clear and timely intervention and reporting that led to appropriate resources being mobilized, Paramedic Cook demonstrated exceptional situational awareness and clinical insight. His prompt and decisive response that day under conditions of limited resources set the foundation for lifesaving care.”
Paramedic Cook began his career with Escambia County EMS in 2008 as an EMT. He became a Paramedic in 2012 and advanced to Critical Care Paramedic in 2015. His EMS background includes working as a Pediatric Critical Care Transport Paramedic and Assistant Operations Manager for Lifeguard Ambulance Services, and as a Paramedic and Pediatric Trauma team member at the Ascension Sacred Heart Pensacola and the Studer Family Children’s Hospital. Early in his career, he was awarded a letter of Congressional recognition for excellence in the EMS field.
The Florida Ambulance Association awards the Star of Life to paramedics, EMTs, dispatchers and other EMS professionals who have gone above and beyond when performing their duties, whether they have resuscitated a patient, improved public health, had a positive impact in the community, or showed exception care and compassion.
CITY UPDATES PARK HOURS
New hours at some of the City of Pensacola’s signature parks were announced this week. Parks and Recreation staff completed a comprehensive review of hours at all City parks to help ensure that the hours of operation track with the way residents use these spaces.
The majority of City parks will be open from sunrise to sunset except for permitted special events and authorized sports leagues. Five parks are exceptions to the sunriseto-sunset guidelines and will be open from sunrise to 10 p.m.
They are: Admiral Mason Park, Community Maritime Park, Martin Luther King Plaza, Plaza Ferdinand, and Veterans Memorial Park.

Hours at the Blake Doyle Skate Park remain sunrise to midnight.
“While it came to the forefront with an issue we had at MLK Plaza, what we wanted to do was stop the process of one thing happening at one park and then changing hours," said Mayor D.C. Reeves. “Rather than react to a specific issue at a specific park – which seems to be what has happened over time based on our team’s research into this – we wanted to conduct a thorough and comprehensive review and respond accordingly.”
New signage – where needed – reflecting the updated park hours began to roll out this week, beginning with Ferdinand and MLK Plazas.

$12 MILLION FOR NAS PENSACOLA BLUE ANGELS HANGAR MARKS ANOTHER
LEGISLATIVE WIN FOR ESCAMBIA COUNTY
The federal government has approved $12 million in funding for critical repairs to the Blue Angels hangar at NAS Pensacola, as part of the Department of Defense Appropriations Act of 2026 (H.R. 4016).
This funding is in addition to $3 million approved for improvements to South Navy Boulevard, which will bring significant enhancements to the corridor leading to the NAS Pensacola main gate.
“It’s another big day for NAS Pensacola, Escambia County, and District 2,” Escambia County District 2 Commissioner Mike Kohler said. “Making these types of projects happen requires consensus building, presenting the issues honestly and strong leadership. I can't thank our federal leaders enough: Senator Rick Scott, Senator Moody,
and Congressman Patronis. Thank you so much for caring about our bases.”
In addition to the $15 million for projects in Escambia County, the Department of Defense Appropriations Act also includes:
• A 3.8% increase in basic pay for military personnel
• $40.9 billion for DOD medical and healthcare programs
• $1.15 billion for counter drug programs
As a member of the Northwest Florida Defense Coalition, Commissioner Kohler will continue lobbying for additional Northwest Florida and Escambia County projects in Washington, D.C. next week, which includes advocating for the U.S. Coast Guard to select NAS Pensacola as their new training facility location, among other military and defense-related projects.
JO JO’S PAWS DISTRIBUTES
POUNDS OF PET FOOD THROUGH COUNTY PARTNERSHIP
Local nonprofit Jo Jo’s Paws is on a mission to keep pets and families together, thanks to a partnership with Escambia County Animal Welfare.
Through the partnership, Jo Jo’s Paws distributed approximately 43,828 pounds of pet food to families in need in 2025. The local pet food pantry also provides a variety of essential pet items and resources and, through community donations, helped an average of 236 families each month and kept over 13,000 pets at home with their families over the last year.
Jo Jo’s Paws Director and Founder Patti Roberts said in the last year, they’ve seen a rise in the number of families needing some extra help to care for their pets.
“No one should have to choose between caring for themselves and caring for their pets,” Roberts said. “Anything we can do to help pets and families stay together is a win for us. We hope to be able to provide more resources for our community, and we’re so grateful to Escambia County Animal Welfare for supporting our mission.”
Escambia County Animal Welfare Director John Robinson said he appreciates the partnership with Jo Jo’s Paws, emphasizing how the work they do helps keep pets out of the shelter and at home with their families.
“I’ve always said we can’t do what we do
without the support of our community, and Jo Jo’s Paws is further proof of that,” Robinson said. “We want to do everything we can to keep pets and families together, which is ultimately the best place for pets to be. Partnering with Jo Jo’s Paws was an easy yes for us, and we’re appreciative of all they do to provide support for our residents."
Located inside the Escambia County Animal Welfare and Adoption Center, Jo Jo’s Paws provides free cat and dog food to residents in need, along with a variety of essential pet items and resources. The pet pantry is open to Escambia County residents with a valid driver’s license, although Roberts said exceptions can sometimes be made depending on the circumstances and number of available donations. The pantry is open Mondays, Wednesdays and Fridays from 10 a.m. to 3 p.m.
The most-needed items for Jo Jo’s Paws are cat and dog food (wet or dry), cat and dog treats, and 1-gallon or larger resealable plastic storage bags. Jo Jo’s Paws will gladly accept any pet items, including pet jackets or clothing, pet beds, blankets, collars and leashes, and kitty litter. Donations can be dropped off at Escambia County Animal Welfare, located at 200 W. Fairfield Drive, during normal business hours: Monday-Friday from noon to 5 p.m. and Saturday and Sunday from 11 a.m. to 4 p.m.
Eglin Federal Credit Union is pleased to congratulate Assistant Vice President of Contact Center Operations Ruth Fennell for 35 years of service. Ruth currently resides in Niceville. On Wednesday, Feb. 11, a golf-themed celebratory breakfast was held at the Operations Center to honor Ruth’s milestone anniversary. Friends and coworkers gathered to recognize her dedication and contributions. To kick off the event, SVP of Branch Operations Bron Ringstad reflected on Ruth’s career by taking attendees “down the Eglin FCU fairway,” symbolizing her decades of commitment and the many roles she’s held at the Credit Union. “Today we gather to celebrate an incredible milestone, 35 years of dedication, leadership and heart,” Bron said. “Ruth’s performance has always been consistent and impressive. Our members’ needs are at the forefront of her decisions, and she sets the standard for delivering excellent member service. Ruth’s energy is infectious, her stride is confident, and she is a seasoned pro who always delivers — and her best shots are yet to come.”
Ruth began her career with Eglin Federal Credit Union in February 1991 as a Mail Branch Title Clerk at the Fort Walton Beach Branch. Over the next 13 years, Ruth honed her Credit Union skills as a Loan Counselor, Real Estate Loan Counselor, Data Processing Operator and Data Processing ATM Specialist.
In August 2004, Ruth was selected for the Manager Trainee program and, by December, was promoted to Assistant Branch Manager. From 2005 to 2023, she served as a key leader within the Credit Union, holding positions as Collections Branch Manager, South Crestview Branch Manager, Eglin Branch Manager, Fort Walton Beach Branch Manager, Branch Operations Manager and Call Center Operations Manager.
In October 2023, Ruth was promoted to Assistant Vice President of Account Services. In January 2025, she assumed her current role as AVP of Contact Center Operations, where her decades of experience and leadership continue to make a positive impact on her team and the Credit Union.

NATIONAL NAVAL AVIATION MUSEUM HOSTS TOUR OF HONOR
The National Naval Aviation Museum (NNAM) onboard Naval Air Station (NAS) Pensacola hosted Peoples Health Services Hospice and Palliative Care's Tour of Honor Feb. 11 where retired military veterans had the opportunity to talk with newly enlisted Sailors assigned to Naval Air Technical Training Center (NATTC).
During the event, more than 30 veterans that reside at Sodalis of Pensacola, the Bee Hive and Navarre Gardens assisted living facilities were recognized with certificates of honor, had lunch with new Sailors and Marines who are in training at NATTC and took guided tours of the museum that were tailored to the specific conflicts during the times which they served.
“This is our third annual Tour of Honor,” said Peoples Hospice Veteran Liaison Steve Hartley. “It’s a great day all the way around for these young Sailors and for the veterans that came long before we did.”
The National Naval Aviation Museum is the world’s largest naval aviation museum and one of the most-visited museums in the state of Florida, boasting restored aircraft
representing Navy, Marine Corps and Coast Guard aviation.
“I think that it is important for the veterans to hear from the current generation of Sailors and Marines that are continuing to carry on their legacy,” said Naval Air Technical Training Center (NATTC) Aviation Electrician’s Mate 1st Class (AW/SW) Jesse Sabol. “It’s also important for the new Sailors and Marines to hear about the past and about what they are sacrificing and serving for.”
NAS Pensacola, referred to as the "Cradle of Naval Aviation," is designed to support operational and training missions of tenant commands, including the Naval Aviation Technical Training Center (NATTC); Naval Aviation Schools Command (NASC); Marine Aviation Training Support Groups (MATSG) 21 and 23 and serves as the headquarters for Naval Education and Training Command (NETC). NAS Pensacola also serves as the Navy’s only installation in the Gulf with both a deep-water port and active airfield and also serves as a safe harbor for numerous U.S. Coast Guard and USNS ships during extreme weather situations.

The Santa Rosa County Tourist Development Office (TDO) is excited to announce its grant program, which includes the local event sponsorship and tax capital project funding program.
Local Event Sponsorship Funding details
This program is designed to support tourism-related events that positively impact overnight stays and/or day trips for visitors. This initiative aims to promote local sporting, cultural, recreational, entertainment, and educational events that align with the TDO’s marketing goals. Grant funds are intended for advertising, promotion, marketing, program expenses, media buys, production and technical costs, and site fees. Funds will be provided as reimbursements, accessible post-event upon submission of ad placement receipts.
This sponsorship opportunity is an excellent resource for event planners seeking to
elevate their events while driving tourism and showcasing the unique offerings of Santa Rosa County. By highlighting local events, the TDO aims to enhance the region’s appeal to both visitors and residents, ensuring a lasting economic and cultural impact.
The Tax Capital Funding Grants program was created to provide grants for new construction, expansions, and renovations that enhance and increase tourism visitation in Santa Rosa County.
Application Process
All applications must be submitted online by Monday, March 2, 2026. Interested parties are encouraged to act promptly to take advantage of this valuable program. Tourism businesses must sign up online and join the partner portal to apply. Once partners receive a confirmation email from the portal, they can apply online.
PENSACOLA CHOCOLATE AND CHEESE FEST
Pensacola’s Fourth Annual Chocolate and Cheese Fest will be held on February 22, at Community Maritime Park on the Amphitheater side of the park. Food trucks and vendors will offer chocolate and cheesethemed bites as well as other menu items. Admission is $5 per person, but children 12 and under are free. Attendees can look forward to a variety of beer, wine and chocolate martinis, as well as fun contests, a free chocolate and cheese sampling tent plus live music and a kids bounce house. There will also be a Chocolate Pie Eating Contest at 2 pm, and the first one to eat the pie wins a trophy plus $100 in gift certificates to local restaurants. An adult charity beverage bar will also be on site, and all vendors accept cash and credit cards.
PENSACOLA’S FOO FOO FESTIVAL ANNOUNCES $500,000 GRANT POOL FOR THIRTEENTH YEAR, OCTOBER 29 - NOVEMBER 9, 2026
The Pensacola Foo Foo Festival Committee officially announced its plans for its thirteenth year of events, scheduled for October 29, 2026, to November 9, 2026. At this morning’s kickoff presentation, the Foo Foo Festival Committee shared this year’s grant application process and funding structure that will be implemented for this year’s happenings. In 2025, Foo Foo Fest celebrated its twelfth iteration, featuring 10 grant recipients backed by more than $450,000 in grant funding.
In 2026, the Pensacola Foo Foo Festival will once again fund top-scoring grant applicants, with the number of grants to be awarded contingent upon the number of submissions. The Foo Foo Festival Committee will award up to $500,000 in grant funding and grant applicants can apply for up to $100,000 in grant funding per event. All organizations, businesses, and community partners are also encouraged to submit their various events (occurring October 29, 2026, through November 9, 2026) for consideration to become a “Friend of Foo,” receiving visibility as part of the regional marketing campaign and throughout the 12-day series of events. ESCAMBIA COUNTY AWARDED $3 MILLION FOR SOUTH NAVY BOULEVARD
Escambia County has been awarded a $3 million legislative funding request for improvements to South Navy Boulevard, bringing significant enhancements to the corridor including landscaping, sidewalks, a multi-use path, enhanced lighting and more.
The bill that includes the $3 million funding for the South Navy Boulevard Corridor Management Plan has been approved by the U.S. House of Representatives and the U.S. Senate, and it is now heading to the President’s desk for final passage.

UWF BREAKS GROUND ON DARRELL GOODEN STADIUM
The University of West Florida reached a historic milestone on Feb. 11, 2026, officially breaking ground on the Darrell Gooden Stadium, a multi-use football and events facility that represents UWF’s growth and a significant investment in the community.
University leaders, student-athletes, donors, community partners and elected officials gathered on campus to celebrate the start of construction on the project that will enhance the student experience and serve as a hub for community engagement.
“We are celebrating a milestone that represents not just the start of construction, but the continuation of an extraordinary journey that began long before I arrived here,” said UWF President Manny Diaz Jr. “The Darrell Gooden Stadium represents an important step forward for the University of West Florida, creating a place where students, alumni and the community can come together around shared traditions and feel proud to be Argonauts. I would like to thank the Tourist Development Council, the Gooden family and our generous donors for their long-term commitment to the growth and future of UWF.”
Designed to expand seating capacity from approximately 3,800 to 7,500, the new stadium will include premium seating, club areas and suites, along with modern amenities that enhance the game-day experience and allow the facility to host a wide range of events beyond football.
“This groundbreaking marks a transformative era for Argonaut Athletics, providing our student-athletes with a championship-caliber home that matches their dedication on the field and ‘builds champions for life,’” said UWF Athletics Director Dave Scott. “By bringing football and major events directly to the heart of our campus, we are creating an unmatched gameday environment that will strengthen the bond between our University and the entire Pensacola community for generations to come.”
The stadium is funded through a combination of institutional investment and donor support, including a lead gift in excess of $9
million that secured the facility’s name. The project also received a $2 million grant from Escambia County’s Tourist Development Council through the Tourist Development Tax, recognizing the stadium’s impact on tourism and economic activity.
“The stadium is a whole new game changer, and I think it will really change the program for the betterment of the University,” Gooden said. “I’m just blessed and proud, and I feel very honored that the stadium is going to be named after me. I think that’s just a great honor, and I’m really excited to see this thing move forward and get the new stadium done.”
The first kickoff at Darrell Gooden Stadium is planned for Fall of 2027. Construction on Darrell Gooden Stadium will continue while the Argos compete during the 2026 season. As part of the phased development, a new state-ofthe-art LED video board — measuring 85 feet wide by 30 feet tall — will be installed in the end zone opposite the Darrell Gooden Center and will be in place for the 2026 season. The video board will enhance the game-day experience for fans while supporting future media, marketing and community event opportunities as the stadium project moves toward full completion.
“This stadium changes what’s possible for our program,” said Head Football Coach Kaleb Nobles. “It enhances recruiting, allows us to attract quality opponents, and gives our student-athletes a first-class environment that reflects the direction of UWF Athletics. Most importantly, it gives our fans and community a place they can truly call home.”
Economic impact studies from the UWF Haas Center project substantial benefits from the new stadium. Over a five year period, the football program alone is expected to generate $23.3 million in economic output and contribute $8.7 million to Escambia County’s gross regional product, excluding construction costs. Historically, UWF Athletics has generated $248.6 million in total economic output over a five year period, while the University contributes approximately $1.4 billion annually.
GREATER PENSACOLA CHAMBER ENDORSES PENNY
The Greater Pensacola Chamber of Commerce announced its support for the Penny for Progress effort to renew the Local Option Sales Tax (LOST) in Escambia County. The renewal referendum will be on the general election ballot in November 2026.

Escambia County is working with the Florida Department of Transportation, Naval Air Station Pensacola, and other community stakeholders on this project, which focuses on a one-mile corridor of South Navy Boulevard from Barrancas Avenue to the Sam A. Lovelace Bridge. The total project cost is approximately $13 million.
The plan includes aesthetic improvements such as access management with landscaped medians, traffic calming features, innovative stormwater management solutions, landscaping, enhanced lighting, new wayfinding and informational signage, sidewalks, and a multi-use path. MAYOR NAMES NEW PENSACOLA POLICE CHIEF
Mayor D.C. Reeves has chosen Eric Winstrom to lead the Pensacola Police Department, wrapping up a national search for the City of Pensacola’s next chief of police.
Winstrom, who has been the chief in Grand Rapids, Michigan, will start with PPD on March 2, pending approval of his hiring by Pensacola City Council. He will be on hand at the mayor’s weekly news conference at 10 a.m. Feb. 4 at City Hall, 222 W. Main St.
“Choosing the right person to lead our police department is perhaps the most important decision I will make as your mayor,” Reeves said. “My focus was on finding the person who is the right fit for our community with the ability to lead PPD into the future. After much consideration and feedback from the community throughout this selection process, I look forward to working with Chief Winstrom to help write PPD’s next chapter.”
Kristin Brown, who has been serving as PPD’s Acting Chief, will serve as the Deputy Chief during the transition.
Winstrom began his law enforcement career with the Chicago Police Department in 2000, patrolling public housing complexes on the city’s South Side. In his 21 years in Chicago, he rose to the rank of commander, taking on multiple leadership roles and guiding tactical, investigative, and administrative teams through some of the department’s most challenging periods. He led the citywide child sex crimes unit at CPD, was captain of the 400-person 9th district in Bridgeport and commander of the Area 5 Detective Division, a 200-person team that covers the Northwest side and O’Hare Airport.
In 2022, Winstrom was named the Chief in Grand Rapids, Michigan’s second-largest city. In his tenure there, which he began as an external candidate, he focused on recruit-
ment, training, community engagement, accountability and reducing crime, while managing day-to-day operations and highprofile police and public safety incidents that drew national attention.
When Winstrom arrived in Grand Rapids, the force was budgeted for 302 officers but had only 260 sworn officers. There are now 312 sworn officers on the force so that the department can better keep pace with the needs of the city.
“Trust is a key component not only of leadership within a police department but also between the department and the community it serves,” Winstrom said. “I’m well aware that trust is earned and there are no shortcuts in earning it. I am eager to get to work with the team already in place at PPD.
“Pensacola’s looking to strive to thrive in an ethical way, and in a way that lifts everyone up. Policing is an integral part of that effort. Everyone wants to be on a winning team. Pensacola is a winning team, and I am looking forward to being part of that.”
Winstrom has been a guest lecturer on police issues at numerous colleges and universities and a regular expert witness in policerelated litigation.
He earned his bachelor’s degree in criminal justice from Rutgers University, followed by a juris doctor degree from Brooklyn Law School. After law school, Winstrom worked at the NYPD Legal Affairs Bureau, where a police officer mentor told him that if he wanted to make substantive changes to the system, he should become an officer and help change it from the inside. It was advice that launched his career.
Winstrom and his wife — a former Chicago police officer — have been married for more than 15 years and have two children, ages 12 and 14.

FLORIDA BLUE NAMES HONG POTOMSKI NORTHWEST MARKET PRESIDENT
Florida Blue, the leading health insurer in the state, has named Hong Potomski as market president for Northwest Florida, a newly created position. This role will oversee regional business strategy and community engagement efforts spanning 19 Panhandle counties.
Potomski brings more than 20 years of health care experience to the position, most recently serving as Northwest Florida Market Leader. UWF AWARDED $2 MILLION NSF GRANT TO SUPPORT STEM STUDENTS
The University of West Florida has received a $2 million, six-year National Science Foundation S-STEM Track 2: Implementation grant to support academically talented, financially disadvantaged students pursuing degrees in science, technology, engineering and mathematics. The award will provide scholarships to 38 Pell-eligible STEM students while embedding expanded mental health resources within the existing STEM Living Learning Community.
The project, led by Dr. Karen Molek, professor of chemistry and associate vice president of Computational Intelligence and Student Scholars Programs, builds on UWF’s 14-year history of successful STEM Scholars programming and lessons learned from a previous NSF S-STEM award. The initiative integrates academic, social and emotional support to strengthen student resilience, persistence and graduation outcomes.
“We are thrilled to receive another six years of NSF funding to expand our support for STEM students,” Molek said. “This funding will create a seamless partnership with Counseling and Psychological Services, adding a layer of professional and peer support to our existing successful STEM Living Learning Community in partnership with Housing and Residence Life and the Hal Marcus College of Science and Engineering. It’s impossible for students to focus on learning if they aren’t sure how they will afford their next meal or aren’t connected to the resources readily available on campus. Deploying resources strategically will help mitigate financial and mental health barriers while strengthening student resilience and persistence through graduation.”
Through the grant, UWF will award scholarships to two cohorts of first-timein-college Pell-eligible STEM students and
provide six years of comprehensive support. The program expands the four-year STEM for Life Seminar Series with a focus on resilience and mental health, implements peer mentoring in the STEM Living Learning Community and embeds a staff member in the residence hall in partnership with UWF Counseling and Psychological Services to provide preventative and just-in-time mental health support. The project will also examine the impact of embedded support and peer mentoring on student well-being and retention.
“This sizable grant is befitting the various efforts led by Dr. Molek and her team in supporting academically talented but financially disadvantaged students,” said Dr. Mohamed Khabou, dean of UWF’s Hal Marcus College of Science and Engineering. “These efforts have had an impressive effect on students, including outstanding on-time graduation rates and acceptance into prestigious graduate and professional schools.”
As the region’s only four-year university in a county where 74% of students are first-generation college students, UWF plays a critical role in expanding access to highimpact STEM education. By integrating destigmatized mental health resources with structured academic support, the Resilient STEM Students Program aims to strengthen the pipeline of prepared graduates ready to meet growing regional and national workforce demands.
The new knowledge generated from this program will be shared via national conferences and journals in student affairs, housing and residence life, and national counseling to inform the creation of scalable mental health programming that increases the retention and graduation rates of Pelleligible students in STEM fields.
CRIME DECLINE CONTINUES IN CITY ACCORDING TO PPD DATA
The City of Pensacola is seeing crime decline for the second consecutive year.
Overall crime has dropped 28.6 precent from 2023 to 2025 according to offense report data from the Pensacola Police Department. Over the past two years, violent crime has dropped 25.4 percent; property crime has dropped 29.3 percent.
“As I have said many times, we don’t have anything if we don’t have a safe city,” said Mayor D.C. Reeves. “That is job number one for me and job number one for our police department: To provide a city where we are safe where we sleep and our children are safe where they sleep.”
“Certainly, the increase in the technology you’re seeing makes it harder to get away with crime. At the end of the day, I believe the story behind these numbers is one of the dedication and professionalism of the members of the Pensacola Police Department.”
Significant drops from 2023-2025 in thefts (down 34.1), grand theft auto (down 38 percent), vehicle burglaries (20 percent) are driving down property crimes.
Over the same two-year period, declines in attempted homicide, (78.5 percent), robberies (52 percent), and nearly 21.8 percent drop in aggravated battery assault, are driving an overall decrease in violent crime.
PPD’s Acting Chief Kristin Brown also cited officer retention efforts that have allowed officers to work proactively versus reactively.

UWF ARCHAEOLOGY INSTITUTE RECEIVES INTERNATIONAL AWARD FOR RESEARCH
A multi-organizational research team led by the UWF Archaeology Institute’s assistant director, Nicole Grinnan, has been awarded the 2026 Mark E. Mack Community Engagement award from the Society for Historical Archaeology. This prestigious international award recognizes the Archaeology Institute’s research in Apalachicola, Florida, for exhibiting “outstanding best practices in community collaboration, engagement and outreach in their historical archaeology and heritage preservation work.”
“This project is a perfect example of UWF’s commitment to collaborative research with –and about – our communities,” said Dr. David Earle, dean of the College of Arts, Social Sciences and Humanities. “Understanding our unique and shared heritage helps us better understand who we are and where we come from. This award is well deserved, and the University couldn’t be prouder of the team and their efforts.”
Grinnan’s research, entitled “People of the Apalachicola System: Exploring Cultural Heritage as a Vector for Ecosystem Planning, Management and Adaptation," not only emphasized traditional archaeological research, but also actively integrated the local community at each phase of the research process. This included working with local government representatives of the City of Apalachicola, organizations in Apalachicola, and a variety of state and federal
land management agencies in Franklin County. With community workshops, quarterly check-ins and monthly newsletters, the project was shaped to align with the community's values and needs.
With the intention of preserving Florida’s unique coastal heritage, researchers mapped coastlines and forecasted potential coastal transformation within Florida's Apalachicola Bay, aiming to deepen the understanding of how past and present communities value and utilize their landscape against the backdrop of environmental change.
“Our research team’s hope from the beginning was that this work would serve as a starting point – not an endpoint,” Grinnan said. “Recognition from the Society for Historical Archaeology reinforces the idea that, when communities are partners in research, heritage preservation becomes more meaningful and better positioned to flourish. We look forward to returning to Apalachicola to continue working alongside our partners to document and share its incredible stories.”
This research was funded by the NOAA National Estuarine Research Reserve System’s Science Collaborative and was in collaboration with the Florida Public Archaeology Network, the UWF Department of Anthropology, the Apalachicola National Estuarine Research Reserve, East Tennessee State University and the University of St Andrews in Scotland.
