Perfect for date nights, group outings and even solo adventures, Tijon’s perfume-making classes walk guests through the process of blending a custom fragrance. No prior experience is needed—just your nose and creativity.
The studio provides all the materials and expert guidance you need to help you craft a scent that’s uniquely yours.
Local couple Bre and Elliott Henderson are the proud owners and operators of Tijon Pensacola. The duo’s passion for scent, quality time and hands-on experiences led them to bring a Tijon location to Pensacola.
“My wife and a group of her friends visited the Tijon in New Orleans for a girls’ night out, and she loved it. When she came back home, she told me all about it and said that we had to bring this type of experience to Pensacola,” Elliott said. “My wife and I enjoy going on date nights, and after living here for six years, we found that the options were limited when it came to fun date night places. You can only eat at so many restaurants, so we wanted to bring a new type of experience like this to the area—something that would be good for date nights and outings with friends, where you can interact and enjoy a fun, hands-on activity together.”
Founded in 2007 on the Caribbean island of St. Martin, Tijon combines a curated retail experience with award-winning perfumemaking labs. Since the humble beginnings of its flagship fragrance
lab in St. Martin nearly 20 years ago, the company has expanded to include 10 locations in major cities across the U.S.
“Tijon was founded in French St. Martin, so we are French-inspired. Tijon stayed in the Caribbean for almost two decades until 2021, when the first store opened in Charleston, S.C., and then, in 2022, the second store opened in New Orleans,” Elliott explained. “This year alone, eight new stores opened in the U.S. because this is where our founder wanted to rapidly grow.”
For each of Tijon’s interactive classes, guests receive an official lab coat to wear, an educational workbook, expert-led instruction and access to more than 300 fragrance oils and multi-component bases to blend their custom fragrance. Once the scent is finalized, guests have the chance to personally name their custom scent. With nearly 53 million different combinations, the possibilities are endless.
“The Tijon experience gives you a unique opportunity to explore the world of fragrance, have some fun and create something that’s entirely your own,” Elliott said. “At the end of each class, guests will walk away with a deeper understanding and appreciation of fragrance and a custom scent they love.”
Tijon Pensacola offers four handson classes at various price levels: Fragrance After Dark, Fragrance 101, Mix & Match and Express.
Their most popular class, Fragrance After Dark, lasts about 90 minutes and costs $125 per person.
For this class, each guest creates three custom perfumes and bottles their favorite to take home. Guests also receive a gift bag of Tijon products valued at up to $45. Fragrance After Dark is an adult-only class and is perfect for romantic date nights, bridal parties and private celebrations. Fragrance After Dark is held

weekly on Friday and Saturday at 6:30 pm, and advance registration is required through the Tijon website.
Tijon’s most extensive class, Fragrance 101, lasts 2 to 3 hours and costs $175 per person. This class offers a deeper dive into the science and history of perfumemaking, allowing guests to create as many custom scents as time allows. This immersive experience uses Tijon’s full perfume organ, featuring more than 300 high-quality fragrance oils to choose from. Guests also receive a gift bag of Tijon products valued at up to $45.
Tijon’s Mix & Match class is available daily, with sessions available at 10:30 am, 1:30 pm and 4 pm. It lasts around 90 minutes and costs $99 per person. For the Mix & Match class, guests will create three custom perfumes and bottle their favorite to take home. Mix & Match classes are offered on select days and times, and guests must register in advance through the Tijon website.
Reserved for walk-in customers during regular business hours, Tijon’s Express class lasts 45 minutes and costs $69 per person. Designed for guests on the go, the Express class allows guests to create two custom perfumes and bottle their favorite to take home. This class uses their 40 most popular fragrance oils and 12 expertly blended premixed bases, making for a quick, fun and creative session. At the end of each class, guests are invited to enjoy a champagne toast to celebrate their new custom creation. Before departing, guests are also awarded with an official certificate of achievement.
If you fall in love with your custom scent, you don’t have to take another class to recreate it. Tijon saves your custom formula in their system, so that it can easily be re-ordered or transformed into a different type of product.
“All of our scents can also be made into a lotion, body cream, massage oil, body oil or home and linen mist, so you can enjoy your custom fragrance outside of it being a cologne or perfume,” Elliott explained.
Tijon also offers private scentmaking classes, which can be booked for larger groups and special events such as bridal showers, birthdays, baby showers, corporate team building exercises and more. Each class can accommodate up to 20 people at any given time.
With a selection of classes designed for all types of visitors, from informative 45-minute introductions to in-depth 3-hour explorations, Tijon’s goal is to transform the magic of perfumery into an art that’s within reach for everyone.

The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for an appointment to the Escambia County Board of Electrical Examiners. BLUE ANGELS PRACTICE DATES
The world-famous Blue Angels can be seen practicing over the National Naval Aviation Museum at NAS Pensacola on August 20, 26 and 27. Watch them soar and visit the museum for free. The gates will open at 9:30 am. The practice flight demonstrations can also be viewed outside of NAS Pensacola, including Fort Pickens, boat cruises, and
various points throughout downtown. The Blue Angels will take off around 10:30 am and the practices last for about 55 minutes. NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS
These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Pensacola Habitat for Humanity.
Request for Release of Funds
On or about August 28, 2025, Escambia County will authorize Pensacola Habitat for Humanity to submit a request to the Department of Housing and Urban Development (HUD) for the release of Self-Help Homeownership Opportunity Program (SHOP) funds under Housing Opportunity Program Extension Act of 1996, Section 11, as amended, to undertake a project known as SHOP Habitat for Humanity Single Family Housing Escambia County for the purpose of constructing new 2-4 bedroom, 2 bathroom, energy efficient singlefamily homes ranging from 1,050 square feet to 1,440 square feet in size, located throughout Escambia County. The estimated total funding for the project is $3,750,000, with a maximum of $25,000 per project from SHOP funding.
The activities proposed comprise a project for which a Finding of No Significant Impact on the environment was published on August 12, 2025. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Escambia County, 221 Palafox Place, Room 305, Pensacola, FL 32502 and may be examined or copied weekdays 9 A.M. to 5 P.M. Finding of No Significant Impact
Escambia County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Escambia County, 221 Palafox Place, Room 305, Pensacola, FL 32502 and may be examined or copied weekdays 8 A.M to 5 P.M.
Public Comments
Any individual, group, or agency may submit written comments on the ERR to
the Escambia County office. All comments received by August 27, 2025, will be considered by Escambia County prior to authorizing submission of a request for release of funds.
Environmental Certification
Escambia County certifies to HUD that Wesley Moreno in his capacity as County Administrator consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Pensacola Habitat for Humanity to use Program funds.
Objections To Release of Funds
HUD will accept objections to its release of fund and Escambia County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Escambia County; (b) Escambia County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at Charles East Bennett Federal Building, 400 West Bay Street, Suite 1015, Jacksonville, FL 32202. Potential objectors should contact HUD to verify the actual last day of the objection period.
DISTRICT 3 ENGLEWOOD EAST NEIGHBORHOOD CLEANUP

A neighborhood cleanup for residents in Englewood East will take place Wednesday, Aug. 20. This is a chance for residents to dispose of items such as old furniture, appliances and household waste free of charge.
Only residents in the designated cleanup area can participate in the neighborhood cleanup. Please have all items for pickup at the curb by 7 a.m. on the day of the cleanup. Items left at the curb outside of the cleanup area will not be collected. If you live in the targeted area, you will have received a postcard in the mail with more information.
Residents can view the boundaries of targeted cleanup areas as well as scheduled cleanup dates for 2025 on the Interactive Neighborhood Cleanup Map. Items eligible for removal include:
• Household appliances and electronics
• Household junk and debris
• Bicycles and toys
• Old furniture and mattresses
• Barbecue grills
• Household hazardous waste (old paint, motor oil, chemicals, batteries)

Since 2016, more than 7,435 tons (16,393,574 pounds) of waste have been disposed of through the Community Redevelopment Agency's Safe Neighborhood Program. During neighborhood cleanups, crew members and volunteers visit different neighborhoods in the county to remove a variety of debris and waste free of charge. Baptist Health Care successfully completed its first Barostim™ Baroreflex Activation Therapy and is the first to offer this treatment option to patients in Northwest Florida since the device received FDA approval. The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to serve on the Escambia County Contractor Competency Board. Four applicants will be appointed for service beginning Wednesday, October 1.

The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for appointment to the Northwest Florida Health Services Council District 1. Residents who wish to apply are asked to submit a resume by the close of business on Tuesday, Aug. 26.
Five vacancies are available as the terms of Escambia County’s five seats on the Council have expired. Pursuant to section 408.033, Florida Statutes, this local health council was established in accordance with the Health Facilities and Services Development Act as a private non-profit organization serving Escambia, Santa Rosa, Okaloosa and Walton counties. The Council serves to assist the State of Florida with planning for health facilities and services, providing a health data repository, and helping counties and local communities to obtain better health care. Based on a rotating formula, the Escambia County Board of County Commissioners appoints five (5) members to the Council.
The appointees are representatives of health care providers, health care purchasers and non-governmental health care consumers, but not excluding elected governmental officials. The members of the consumer group shall include a representative of persons over the age of sixty (60). A majority of the Council members shall consist of health care purchasers and health care consumers.

GIRL SCOUTS INSTALL BAT HOUSE AT PERDIDO BAY BOAT RAMP
The Escambia County Natural Resources Conservation Division recently partnered with Girl Scout Cadette Troop 95023 to install a bat house at the Perdido Bay Boat Ramp, which will help address bat conservation by providing a local safe haven for bats. Troop 95023 chose this project for their Silver Award, one of the highest awards in Girl Scouting that includes a long-term project to address an issue’s root cause.
The project included the installation of an artificial bat roost, or bat house, to increase bat populations while naturally decreasing the local mosquito population and the use of pesticides. Not only are bats a natural pest control, but they are also beneficial pollinators.
Escambia County Natural Resources and Troop 95023 encourage the public to visit the bat house and scan the QR code located at
the base of the structure to learn more about the many benefits of bats in our community.
Escambia County is proud to host one of these bat houses at a county park and looks forward to seeing it host a colony in the future.
About the Perdido Bay Boat Ramp
Established in 2024, the Perdido Bay Boat Ramp is a 40-acre facility, located on Heron Bayou, which includes a two-lane boat ramp, 62 parking spaces for vehicles with trailers, 22 parking spaces for vehicles without trailers, and a storm water treatment facility. Additional recreational opportunities include a landing area along the Perdido Paddling Trail with two campsites and 11 acres of wetlands placed in conservation. The Perdido Bay Boat Ramp is located at 10808 Lillian Highway.
COMMUNITY INVITED TO BROWNSVILLE LIBRARY RIBBON CUTTING AUGUST 21
Escambia County invites the community to a ribbon cutting Thursday, Aug. 21 at 11 a.m. to celebrate the new Brownsville Library, the first library in the Brownsville community.
Escambia County purchased the former Masonic Lodge building to convert into a new 8,000-square-foot library and community space in the heart of Brownsville. The first floor features a public library and café space, with a large multi-use space on the second floor for senior activities, children's programs, classes and events.
The ribbon cutting will take place at the library, located at 3300 W. De Soto St. One or more Escambia County Commissioners will be in attendance.
“I’m excited to finally open our first library in Brownsville, right in the heart of the community,” District 3 Commissioner Lumon May said. “This project has been a long time coming and I look forward to seeing all our residents take advantage of everything the library has to offer. Giving back to the community and investing in human capital have always been my pillars of public service, and cutting the ribbon on the Brownsville Library is a testament to that. I want to thank our staff who worked diligently to complete this project and who understand how vital this project is to not only Brownsville, but to Escambia County.”
ESCAMBIA COUNTY EMS CORE PROGRAM CELEBRATES 400TH PATIENT MILESTONE
Escambia County Emergency Medical Services is proud to announce a significant achievement in its Coordinated Opioid Recovery Effort program. The CORE program has successfully assisted its 400th patient, reaching a major milestone in its mission to combat the opioid crisis and provide comprehensive care to individuals battling opioid addiction.
CORE is a state-funded addiction recovery program that expanded to Escambia County in late 2022, with the county accepting its first CORE patient in February 2023.
Since its inception, the CORE program has worked diligently to offer personalized, non-judgmental support to individuals suffering from opioid use disorder. This program focuses on providing immediate medical care, counseling, and long-term recovery support to help patients through the recovery process.
"When we started, we had no idea just how incredible the journey would be," said Joey Kerman, Supervisor of the Escambia County EMS CORE Program. "We didn’t have a roadmap — just a deep desire to make our community better. We knew the numbers were high, the need was substantial, and we had a group ready to make a difference. We set out to help people recover and empower them to become the heroes of their own stories. Healing is not easy, and the challenges of recovery are unlike those of any other disease. they’ve inspired us every day to help others. They remain our biggest source of referrals, proving that recovery is possible even when past attempts have failed. The CORE program combines EMS response with community resources, including addiction counseling, mental health support, and recovery services, to give patients the tools and services they need to overcome addiction. By intervening at critical moments and connecting individuals with resources, CORE helps to break the cycle of addiction and offers a pathway to recovery.

RESTORE AMENDED MYIP AMENDMENT 4 PUBLIC COMMENT PERIOD OPEN THROUGH SEPTEMBER 22
Escambia County invites residents to participate in the public comment period for the RESTORE Act Draft Amended Multi-Year Implementation Plan Amendment 4, open now until Monday, Sept. 22. The MYIP is a plan for projects to be proposed completed using RESTORE funds from the 2010 Deepwater Horizon Oil Spill, with three amendments submitted for approval since 2017.
In addition to offering a wide variety of literature for the community, the new Brownsville Library will provide high-speed internet access on library computers, along with free high-speed Wi-Fi for those who prefer to bring their own devices.
"With the opening of our eighth fullservice location, we continue to increase our equity of access to all of Escambia County's residents," Library Director Todd Humble said. "Libraries are essential to the community and offer additional educational and recreational opportunities for families and children. This will be not only a fantastic amenity for the Brownsville community, but for Escambia County as a whole. The staff of the new Brownsville Library and all of our West Florida Public Libraries look forward to continuing to meet the needs of all we serve."
Escambia County was also awarded $350,000 in RESTORE Act funding for the design of a business incubator, which will be constructed near the new library to provide services and resources to business owners or anyone looking to start a new business. Background
In April 2010, the Deepwater Horizon oil platform exploded, killing 11 workers and leading to the worst environmental disaster in U.S. history. As a result, the RESTORE Act was signed into law in 2012, directing 80% of administrative and civil penalties back to the impacted areas of the Gulf Coast through the Gulf Coast Restoration Trust Fund.
The U.S. Department of Treasury serves as the administrator of the RESTORE Act Direct Component, one of five funding streams through the RESTORE Act. In Florida, RESTORE Direct Component projects are selected and implemented by the 23 Gulf Coast counties, contingent on compliance with the RESTORE Act and acceptance by the U.S. Department of Treasury.
To ensure projects are consistent with the RESTORE Act and obtain broad-based participation in the project selection process, Treasury requires submittal and acceptance of a Multi-Year Implementation Plan. The U.S. Department of Treasury approved Escambia County’s Initial MYIP on Oct. 20, 2017, which included 10 projects selected by the Escambia County Board of County Commissioners.
The first amendment to the MYIP was approved by the U.S. Department of Treasury on June 16, 2020, which included modification to three projects included in the Initial MYIP and the addition of eight new projects. The second amendment to the MYIP was approved by the U.S. Department of Treasury on Aug. 16, 2021, which proposed the addition of funds to one existing project and the addition of a new project. The third amendment to the MYIP was approved by the U.S. Department of Treasury on Feb. 16, 2024, which proposed the project alterations to two existing projects and the addition of eight new projects.
The RESTORE Act and the U.S. Department of Treasury require the county to complete a 45-day public comment period to obtain broad-based participation from the public prior to the submittal and approval of MYIP Amendment 4. Escambia County will take all public comments under advisement and reflect those comments in the public comment section of this document following the public comment period closure.

Santa Rosa County 4-H is wrapping up an exciting and impactful 4-H year with a summer of achievement, community service, and growth - from cleaning up local waterways to placing at state and national competitions.
In June, 4-H members helped clean the beautiful Blackwater River, demonstrating their commitment to environmental stewardship and community service. Later that month, nine teens participated in the Florida 4-H Legislature program, where they stepped into the shoes of elected officials and gained valuable insight into the legislative process. In addition, two youth, Kali Marsh and Fletcher Hill represented Santa Rosa County 4-H at National Archery Competition.
Most recently, Santa Rosa County 4-H attended Florida 4-H University at the University of Florida in Gainesville. Fourteen youth and four adult volunteers represented our county with pride and enthusiasm. Highlights included:

UWF CELEBRATES GRAND OPENING OF STATE-OF-THE-ART LABORATORY BUILDING
Yesterday, the University of West Florida celebrated the grand opening of Building 80, a newly remodeled space that will house the institution’s new civil engineering program and Tyler Chase Norwood Construction Management Program on UWF’s Pensacola campus. The upgraded building features three new wet and dry labs where construction management and civil engineering students can gain hands-on experiences with construction materials.
“The upgraded facility reflects the University’s commitment to academic innovation and preparing graduates to meet regional and national workforce needs in design, construction and sustainability,” said Dr. Mohamed Khabou, dean of the Hal Marcus College of Science and Engineering and professor. “Both the civil engineering and the construction management programs will produce highly-qualified graduates to fill high paying jobs in the local economy.”
The trade demonstration area, also known as the construction yard, will serve multiple purposes to support immersive, project-based learning. It will provide space for the demonstration and application of specialty trades such as masonry, carpentry and welding, offering students practical experience in real-world techniques. Additionally, the yard will function as a construction space for lab activities that reinforce classroom instruction.
The soils lab will complement the Structures II course, which covers soils and foundations. In this lab, students will perform exercises related to soil and concrete mechanics, including Standard and Modified Proctor tests, Atterberg Limits and soil classification, deepening their understanding through direct application.
The $1.5 million renovation was made possible in part by a handful of generous major donors. Additionally, thanks to a $250,000 gift to the Tyler Chase Norwood Construction Management Scholarship Endowment — formally approved for naming by the UWF Board of Trustees in March 2023 — construction management students will benefit from expanded scholarship opportunities for years to come. The program is named in memory of Tyler Chase Norwood, a 2015 UWF graduate whose passion for the field and dedication to mentoring students left a lasting impact on the campus community.

Return of Estate property, compensation, and cessation of unauthorized enforcement actions; Allegations of unconstitutional trespass, emergency abuse, coercion, estate fraud, and failure to provide due process;
• A warrant issued by Judge Kerra A. Smith (Escambia County, FL) against the living man, despite no crime, no injured party, no verified complaint, and with denial of opportunity for special appearance or virtual attendance; Reflecting violations of the Hague and Geneva Conventions, the Organic Constitution (1787), UCC (implemented post - 1933 under FDR to address U.S. bankruptcy), as well as Public Law 73 - 10, and 12 U.S.C. § 411, establishing lawful money tender rights; Demand for justice under constitutional, common-law, trust, and treaty principles, including Marbury v.
