Nigel Police stations up to 72% understaf fed A reply to a Parliamentary question has revealed crippling shortages of police officers at the Duduza police station, which is 72% understaffed, while the Nigel police station is 50% and the Dunnottar police station is 23% understaffed.

The Minister stated in his reply that “to effectively fight crime, the United Nations (UN) Office on Drugs and Crime prescribe a minimum police strength of one police officer to 220 people”.

In other words in order to meet the ratio of one police off icer per 220 residents, Duduza police station would need an increase in police officers of 261% from its current number, Nigel would need an increase of 50% and Dunnottar would need a 29% increase.

Put another way for every 100 positions at each station, based on the 1:220 ratio, the number of vacant positions are, Duduza

72 vacancies, Nigel 50 and Dunnottar 23.

Duduza police station has one officer for every 795 residents, while at Nigel it is 436 and at Dunottar it is 284. This dire situation simply cannot be allowed to continue. It is little wonder that crime is spiraling out of control. We do not have adequate sector policing and the conviction rate is dismal.

The situation is so bad in Duduza, that it is ranked the 16th worst staffed police station in the entire East Rand.

Residents need to feel safe in their houses, without fear of waking up with burglars next to their beds.

Government’s responsibility is to ensure that residents are safe in their homes.

The limited number of police officers can only do so much. What is needed, is a commitment from Government to not only staff the police appropriately but also to train them to ensure a professional police service.

One thousand three hundred stands Dipaleseng Local Municipality together with SASOL, delegation led by the Executive Mayor, Clr. Mafunda Makhubu and the Vice President of Corporate Affairs, Mrs Maureen Mboshane held the last bilaterals for the year on Thursday, 29 th November 2018 to reflect on the Social Labour Plan and Social Investment projects implemented in Dipaleseng since the inception of Impumelelo Mine.

Speaking at the meeting, the Executive Mayor expressed his sincere gratitude with regards to the sewer network at Greylingstad/Willemsdal, Upgrading of

Waste Water Treatment Works currently underway in Nthoroane, Township proclamation process at Zenzele informal settlement wherein about one thousand three hundred stands are to be formalised and developed.

Approval for township establishment has since been obtained from the Communal Property Association (Sizanani) for Zenzele Informal settlement in Nthoroane.

SASOL is assisting the municipality with proclamation process of the one thousand three hundred stands, a service provider has already been appointed to conduct all

required town planning processes, thus environmental, traff ic, geotechnical assessments and so forth are currently underway.

The planned construction is for 19, 4 km of sewer network and 16 km for potable water, both including main lines and erven connections as well as about 800 toilet top structures.

It is anticipated that the Township proclamation process will be completed

by April 2019, while construction is set to commence in July 2019 and be completed in June 2020.

SASOL also presented their 2019 commitments with regards to skills development and job opportunities wherein a substantial number of locals stand to benefit.

Another program that SASOL is implementing in the municipality is the fight against drug and substance abuse through establishment of a MARC Centre located at Siyathemba Thusong Service Centre.

SASOL further committed itself to continue with Education Learner Support in Dipaleseng.

Engagements will commence soon in the new year to discuss another cycle for the SLP and CSI Projects.

Furthermore, for us at the City of Ekurhuleni, it is also a period of deep reflection on the commitments that we make every year to our residents and ratepayers, and the gratitude that we owe to our hardworking and dedicated officials who always strive to do more with limited resources. It is through their most profound dedication and diligence that we as the City, are counted among the very best, and we are grateful to them for being the embodiment of the values underpinning

our governance model – Batho Pele.

Speaking of our commitments, we can proudly speak of them as having been immensely achieved, as the year ends. And, those achievements are countless. Among them are the handover of title deeds that we did through our accelerated service delivery programme – Siyaqhuba, connecting of electricity to informal settlements, building of roads and new infrastructure, and more importantly, collecting refuse every week and providing clean water everyday to our residents.

These achievements have been noted by external observers, and of notable importance is the recent Gauteng CityRegion Observatory’s 5th Quality of Life Survey (2017/2018), which is the biggest social attitudes surveys in sub-Saharan Africa.

Beside highlighting the improving quality of life in Gauteng, it named City of

Ekurhuleni as doing tremendously well compared to its peer-metros in Gauteng. I pass the greatest of gratitude to our residents to have registered their appreciation of the work we do by participating in the survey, and putting forward the facts that they do know of the good services we deliver everyday.

We are indebted to our residents for their acknowledgement of our work, and shall strive not to let the guard down by regressing. In turn, we shall do all we can to improve.

I would like to wish our residents, ratepayers and employees Merry Christmas and prosperous New Year. For those who will travel to spend this pious period with their families and friends, drive safely, do not drink and drive, and arrive alive.

I call upon motorists to respect the rules of the road.

2366 unclaimed & unidentified bodies Gauteng state mortuaries have had 2366 unclaimed and unidentified bodies since March last year.

This is revealed by Gauteng Health MEC Gwen Ramokgopa. The breakdown is as follows from April 2017 to end October 2018: Unidentif ied bodies - 2287. Unclaimed bodies - 79.

This is 8.5% of the total number of 27 737 bodies stored in the mortuaries over this period.

According to Ramokgopa, the three major causes of unnatural deaths that require a postmortem in state mortuaries are shootings, motor vehicle accidents and stab

wounds.

It is tragic that many families do not know the fate of their loved ones be-cause they have been buried anonymously after suffering a violent death.

There should be an internet site with controlled access so that people can try and identify those who have gone missing and are likely dead.

But most of all, effective action needs to be taken to decrease the high number of violent deaths in Gauteng.

This requires a professional police force with adequate resources to combat the intolerable level of crime in this province.

Expropriation of land without compensation The Executive Mayor of Ekurhuleni, Cllr Mzwandile Masina welcomed the National Assembly’s decision to adopt the Constitutional Review Committee’s Report on the expropriation of land without compensation.

The Constitutional Review Committee’s Report recommends that Section 25 of the Constitution must be amended to make explicit that which is implicit in the Constitution with regards to expropriation of land without compensation as a legitimate option for land reform so as to address the historic wrongs caused by the arbitrary dispossession of land and in so doing, ensure equitable access to land and further empower the majority of South Africans to be productive participants in ownership, food security and agricultural reform programmes.

Executive Mayor, Cllr Masina said: “The adoption of this report is a practical and positive step towards undoing the injustices of the past and building a democratic society. In line with our ProPoor Agenda as Government and the prescripts of the Freedom Charter, we can no longer procrastinate on the issue of land reform in South Africa.”

Rousing send-off for first commuter train Dunnottar - Hundreds of Gibela employees gathered last Friday to give a rousing send-off to the first South African-built X’trapolis Mega commuter train.

To the strains of vuvuzelas and loud cheers, the six-car train left Gibela’s new train-manufacturing complex at Dunnottar in Ekurhuleni, en route for the Wolmerton depot of the Passenger Rail Agency of South Africa (PRASA), north of Pretoria.

Gibela’s CEO, Thierry Darthout says the train has taken 14 months to complete, with production beginning in September 2017.

“This train has been built whilst finishing construction of one of the largest manufacturing plants in the world; furnishing the car body shell workshop with 19 state-of-the-art process innovations and commissioning high-tech equipment. Coordinating multiple processes and reaching these major milestones at the same time is an achievement in and of itself.”

“But today, seeing off this modern train, the first in a generation, I am reminded that every hour devoted by Gibela’s dynamic and aspirational team has been worth it.

“We are hugely indebted to our majority shareholder, Alstom, for the invaluable support they have given us in the transfer of technology programme that enabled today’s feat and also for their continued support of our operational endeavours,” says Gibela’s CEO, Thierry Darthout.

About 800 full-time Gibela employees are currently involved in various phases of the manufacturing process and around 100 local suppliers in the provision of various components and services. These numbers are set to rise as train production ramps up in the months ahead.

Currently, there are two trains undergoing testing and commissioning, with 16 cars in the fitting workshop and 23 in the car body shell workshop.

At full production, the Gibela plant will turn out 62 trains a year; and a total of 580 trains over the next 10 years. This amounts to the fastest train production rate in in the world.

comfortable commuting experience that cannot be postponed”.

“It has been encouraging, in the preparation for the manufacture of this f irst South African-built X’Trapolis Mega train,

to see hundreds of young South Africans, many of them women, undergo training as artisans and technicians, and to then play a central role in the manufacturing process itself,” he says.
