JACK VAN STEENBURG

Chief Safety Officer and Assistant Administrator, FMCSA Jack Van Steenburg has dedicated his entire 36-year professional career to highway safety. He currently serves as Chief Safety Officer and Acting Associate Administrator for Enforcement for the Federal Motor Carrier Safety Administration. In addition, Mr. Van Steenburg is responsible for leading the Offices of Research & Registration, Policy and Enforcement.

Prior to joining FMCSA in 2008 he served 25 years with the New York State Police rising through the ranks of Trooper to Staff Inspector, overseeing all highway safety programs. He served as the President of the Commercial Vehicle Safety Alliance and is a participant of the International Association of Chiefs of Police Highway Safety Committee.

Mr. Van Steenburg has an Associate’s degree in Criminal Justice, a Bachelor of Science in Accounting and a Master’s degree in Public Administration.

BOB COSTELLO

Chief Economist and Senior Vice President, International Trade Policy and Cross-Border Operations American Trucking Associations Bob Costello is the Chief Economist and Senior Vice President of International Trade Policy and Cross-Border Operations at the American Trucking Associations (ATA), the national trade association for the trucking industry. As Chief Economist, he manages all of ATA’s collection, analysis and dissemination of trucking economic information. This includes several monthly trucking economic indicators, motor carrier financial and operating data, an annual freight transportation forecast, driver wage studies, weekly diesel fuel price and economic reports, and a yearly trucking almanac. Bob also conducts economic analyses of proposed regulations and legislation affecting the trucking industry.

Bob is often cited in the news media as an expert on trucking economics, including the Wall Street Journal, Business Week, CNBC, FOX Business Channel, and National Public Radio.

In 2018, Bob was appointed by Secretary of Commerce Wilbur Ross to the Advisory Committee on Supply Chain Competitiveness. He currently serves on the American Transportation Research Institute’s Research Advisory Committee. He is on the Board of Directors for the Border Trade Alliance. Bob is also a member of the National Association for Business Economics and has served on several research and project panels for the Transportation Research Board, which is part of the National Academies.

He is also a member of the Industrial Economists Group at Harvard University.

Prior to joining ATA in 1997, Bob was an economist with Joel Popkin & Company in Washington D.C., an economic consulting firm that specializes in the analysis of wages, inflation, and economic trends.

Bob has a Master’s degree from the University of Northern Iowa and a Bachelor of Arts from Winona State University.

He lives in Alexandria, Va. with his wife and daughter.

Demographer, Speaker at KGC Direct LLC John is a Fellow and advisory board member of The Work Institute and a guest lecturer at the Fox School of Business at Temple University. In 2013, he was invited as a subject matter expert to participate in the Global Digital Innovation Initiative at the United Nations General Assembly. John is a co-author of the bestselling book Now You’re Thinking! and a research analyst of the 2014 EDA Trends in Executive Development Benchmark Report.

John’s newest book Leading with Vision was published in Spring of 2017. Worth a read. John is a power walker who lives in Pennsylvania with his generation X wife Lisa and Generation Y son Jack.

ELIZABETH FRETHEIM

Head of Business Development, Nikola Motor Company Elizabeth Fretheim is the Head of Business Development for Nikola Motor Company where she works with fleets to help them transition to a zero-emission future with hydrogen fuel cell and allelectric vehicles. Prior to Nikola, Elizabeth was the Senior Director of Sustainability for Walmart where she led sustainability for the supply chain division with over 200 distribution centers and the third largest private trucking fleet in the United States. Before joining Walmart, Elizabeth lived in Calgary, Canada, where she worked in business development for technology, facility management, and power generation companies. Her experience spans the spectrum of operational sustainability including alternative energy, efficiency, autonomous vehicles, building design and technologies, packaging, water, waste and recycling, and supplier engagement.

Elizabeth lead Walmart’s achievement of doubling their fleet efficiency from 2005-2015 which saved the company $1 billion annually and for which they won Green Fleet of the Year in 2017. In 2016, she was one of Fleet Owner 14

(Elizabeth Fretheim continued) magazine’s Dozen Outstanding Women in Trucking and in one of three finalists for the 2nd Annual Distinguished Women in Logistics award. Elizabeth has a Bachelor of Commerce from the University of Calgary and gained an interest and appreciation for sustainability through her work in the remote Northern regions of Canada with the Aboriginal people.

KOURTNEY WALKER

Associate Director of Employer Relations at ASU Kourtney Walker is the Associate Director of Employer Relations at ASU. At ASU we are passionate about our Sun Devils and I know that you will be too! As a twotime Sun Devil alumna, I have spent a significant amount of my career working with students and assisting them to develop into professionals. In my role, I integrate my knowledge of the student population and work with employers to navigate the university ecosystem to grow their brand at ASU. I look forward to helping you develop an internship program and recruit Sun Devils!

AMANDA BUTKIEWICZ

Assistant Director of Career Readiness at ASU Amanda Butkiewicz is an Assistant Director of Career Readiness at ASU. In my role, I work with students to assess their skills and experiences and develop programming that allows students to explore career opportunities and ways to prepare for them. I also support staff and faculty in creating a career ecosystem at ASU by sharing and supporting best practices in regards to internships.

HONORABLE RUSTY BOWERS

Speaker of the House, Arizona House of Representatives Rusty Bowers has lived in Arizona for a very long time. Rusty’s great-grandparents settled in the White 15

Mountains, and he is a fourth generation Arizonan. He spent his formative years in Prescott where his father was a teacher and coach at Prescott High School.

His family then moved to Mesa and Rusty attended Mesa High School where he graduated with honors. A strong believer in a wellrounded education, Rusty attended MCC, ASU, and Brigham Young University. In 1992 he returned to do post-graduate work at Arizona State University. His education has spanned many years, interrupted by a two year mission in Mexico, marriage to best friend Donetta Russell of Mesa, and the birth of their seven children.

Rusty has had an active career in construction, education, the legislature and as a professional artist who is well-known for his outstanding talents, skills and diverse artistic ability. He is a renowned artist in many mediums including, pencil, watercolors, and oils; he is also a remarkable sculptor of wood, clay, bronze and other materials. Many of his drawing, paintings, and sculptures are on display throughout the United States.

Some of Rusty’s most formative experiences have come while looking through the eyes of others. He has spent much of his adult life trying to understand and teach others about the culture of Mexico, and has participated in humanitarian service for the Tarahumara Indians living high in the mountains of the states of Chihuahua and Sinaloa. These experiences have given him a broad perspective, and the ability to look at a problem from multiple angles. This ability has helped him make wise choices throughout his life and previous public service.

Rusty has served with honor and distinction for several years in the Arizona legislature before engaging in several community and career endeavors. Recent events and the continued erosion of the core principles that made this the greatest nation on earth have caused

(Hon. Rusty Bowers continued) Rusty to reflect and realize that he still has a lot to offer to the individuals, families and businesses in this area and the state. He was honored to be voted Speaker of the House and will preside over the House of Representatives - 54th Legislature - starting in January 2019.

HONORABLE CHARLENE FERNANDEZ

Minority Leader, Arizona House of Representatives Charlene earned a Bachelor’s Degree in Education from Northern Arizona University. She worked for Congressman Ed Pastor for twelve years, coordinating constituent services for the western portion of then Congressional District 2.

While working for Congressman Pastor, Charlene spearheaded an effort that culminated in bringing a Veteran’s Administration clinic to Yuma County for the first time in history; previously the Phoenix Veterans facility was the closest place for them to receive these services. Charlene also helped numerous residents work through the red tape of the Federal Government for services ranging from Social Security to agriculture programs. She also served in a similar capacity for Congressman Raul Grijalva. Her vast experience led her to becoming a consultant for a software company that produced a Constituent Management System for the U.S. House of Representatives.

Charlene later served Governor Janet Napolitano as a liaison for the Arizona Department of Environment Quality in Yuma County. In this capacity she worked with the U.S. Environmental Protection Agency, as well as its counterpart in the Republic of Mexico, to ensure that the air and water in Southwestern Arizona remained safe while ensuring that businesses faced minimal impact.

As an educator Charlene decided to make an impact outside of the classroom by being elected to Yuma Union High School District Governing Board, serving as president and vice president. On the board, she became an outspoken advocate for students while working with staff to ensure fair conditions – she advocated for the 17

cafeteria workers during a time when their concerns were not being taken under consideration. Charlene worked with budget experts to ensure that physical education teachers and registered nurses continued to provide their services, which were critically needed in their schools. As a community-minded citizen, Charlene devotes time to local charities serving on boards and lending her experience to their challenges. Charlene and her husband, Sergio, have three children: Brian, Carlye, and Lisa. She lives with her husband in central Yuma less than two miles from where she was raised.

HONORABLE DAVID LIVINGSTON

Chairman, Transportation and Public Safety Committee, Arizona State Senate David Livingston has made his home in Arizona since 1983 and graduated from Arizona State University in 1988 with a Bachelor’s Degree in Finance. After graduating, Livingston began building a financial consulting business with Ameriprise Financial, Inc., a diversified US financial services company with locations throughout the country. He is a Lifetime Member of the Million Dollar Round Table and became a Chartered Financial Consultant in 1997. As a financial advisor and franchise owner of Ameriprise Financial in Peoria from 1992 – 2012, David helped parents save for their children’s education, provided solutions to adults with parents who require special care, and guided many people toward their financial and retirement goals. After 20 years of hard work building his highly successful business, David sold the business in 2013 and semi-retired.

In 2012 David ran for office and was elected to serve Legislative District 22 in the Arizona House of Representatives. He received 50.5% of the votes in his district and with 60,095 votes, received the fifth highest number of votes for the Legislature in the entire state.

During his first term at the Legislature, which began in 2013, he served as vice chairman for the House Committee on Financial Institutions. Representative Livingston also served as a member of the House Committee on 18

(Hon. David Livingston continued) Insurance and Retirement, and the House Committee on Public Safety, Military and Regulatory Affairs.

Representative Livingston was re-elected in 2014 and during his second term, 2015 – 2016, was selected by his fellow Republicans to serve as Majority Whip for the Republican Caucus, working with the successful leadership team which led to the passage of many important pieces of legislation, the most imperative of which was a balanced budget for the State of Arizona.

During the 2017 Session, Representative Livingston served as Chairman of the Banking and Insurance Committee, Vice-Chairman of both the Appropriations Committee and the Sub-Committee on Appropriations – Public Safety, Infrastructure & Resources, and as Member of the Rules Committee.

The 2018 Session saw Representative Livingston appointed Chairman of the Appropriations Committee, and due to the extensive workload associated with that, he stepped back from the position of Chairman of the Banking and Insurance Committee to become a Member.

He also served as Vice-Chairman of the Sub-Committee on Appropriations – Public Safety, Infrastructure & Resources, and Member of the Rules Committee.

David is a former member of both the Glendale and Peoria Chambers of Commerce and is a past Board Member of the Glendale/Peoria YMCA. David and his wife, Tracy, have been married since 1988 and have a son, Kyle, who is happily awaiting the arrival of his first son. David and Tracy are excited to meet their first grandchild and look forward to enjoying and sharing all the joys, hugs and adventures to come.

David and Tracy enjoy scuba diving, playing tennis and traveling. They attend Christ’s Church of the Valley (CCV) and currently live in Peoria with their Siberian Huskie rescue dog, Spencer.

HONORABLE JAMESCITA MAE PESHLAKAI

Minority Whip, Arizona State Senate

Jamescita Mae Peshlakai is currently serving her second term in the Arizona Senate as the state’s first Native American woman senator, representing legislative district 7. A woman of many firsts, she is one of two Senate Minority Whips—the first Native American woman to serve in Caucus leadership. She is also the first Native American woman combat veteran to serve in the state senate.

Sen. Peshlakai formerly served in the state House of Representatives in the Fifty-first Legislature from 2013 to 2015.

Sen. Peshlakai is Diné — Navajo, of the Tangle People clan, born for the Red House clan. Her maternal grandfathers are the Bitter Water clan, and her paternal grandfathers are the Cliff Dweller clan.

Sen. Peshlakai comes from a line of tribal headmen and officials—she values her family’s legacy of public service.

In 1902, in efforts to protect their Navajo homeland from settlers, two of her great-grandfathers, Chíshí Nééz and Béésh Łigaii Atsidii, traveled to Washington, D.C. to meet with President Theodore Roosevelt to negotiate the annexation of what is now the western part of the Navajo Nation. Born, raised, and living in the district, her constituents are family, and LD7 is home.

She holds a Bachelor’s degree in History and a Master’s degree in Educational Psychology from Northern Arizona University. As a young woman, she served in the U.S. Army and is a Persian Gulf War veteran. A veterans’ advocate, she spearheaded an initiative to create an independent veterans’ affairs agency for the Navajo Nation and succeeded. She was recently awarded the “Copper Star Award” by the Unified Arizona Veterans of Arizona for her advocacy.

Over the years in her professional career, she served as director of policy and programs for several organizations, such as the Arizona Foundation for Women and Native 20

(Hon. Jamescita Peshlakai continued) Americans for Community Action. In previous endeavors, she co-founded the Peshlakai Cultural Foundation and founded the Western Navajo Agency Food Policy Council.

Sen. Peshlakai’s culturally diverse district spans the seven counties of Apache, Coconino, Gila, Graham, Mohave, Navajo, and Pinal — including the communities of Fredonia, Page, Winslow, Show Low, Eager, and St. Johns.

Nine tribes comprise most of the district’s constituents — Hualapai, Havasupai, Kaibab Paiute, San Juan Southern Paiute, Navajo, Hopi, White Mountain Apache, San Carlos Apache and a small portion of Zuni Pueblo. The district is the largest legislative district in the contiguous United States, stretching from near Lake Mead to the Four Corners National Monument and south beyond Globe. It contains some of the most beautiful parks and natural wonders in the world — the Grand Canyon, the San Francisco Peaks, Monument Valley, the White Mountains, and the Colorado River.

RUSSELL D. SMOLDON

Chief Executive Officer, B3 Strategies B3 Strategies Chief Executive Officer, Russell D. Smoldon, has over 35 years of public policy experience focused on energy, water, taxation, environmental, health care and economic development issues. The relationships he has with government officials, legislators and the business community in Arizona, across the country and at the federal level in Washington, D.C. are extensive.

A former legislative assistant to Congressman Thomas S. Foley, Russell has been involved with nearly every public policy issue affecting Arizona over the past 30 years in his previous role as Manager of Government Relations with Salt River Project (SRP) in Phoenix, Arizona. Prior to joining SRP, he served as the government relations representative for Idaho and Montana with Spokane, Washington-based Avista Corporation.

As a respected leader in the Phoenix business community, Russell serves on the board of the Arizona Tax Research Association (ATRA) and on the board of CrossRoads. Russell has previously served with a variety of organizations in leadership positions including the Western Business Roundtable, the Greater Phoenix Urban League, the American Legislative Exchange Council and the National Conference of State Legislators’ Advisory Council on Energy and the National Tax Partnership. He has also previously served as a member of the Arizona Supreme Court’s Child Support Guidelines and Domestic Relations Committees and the Arizona Highway Users’ Association, and has assisted numerous non-profit organizations, including the Arizona Trails Association.

Russell received a B.A. in Political Science and History from Gonzaga University. While attending Gonzaga University School of Law, he left to accept a position with Avista.

While at Avista, he became the youngest utility lobbyist in the country at the time. Russell also completed a number of post-graduate courses in Business and Political Science at Eastern Washington University before being recruited by SRP and moving to Arizona. He has received numerous awards including the Greater Phoenix Urban League’s Whitney M. Young Jr. Award which recognizes an individual who exhibits genuine concern for the community in promoting and celebrating diversity, racial harmony, and social and economic equality, the Arizona Commerce Authority’s 2016 Data Center Champion, a many time nominee for The Arizona Capitol Times Best of the Capitol – Best Lobbyist, and a two-time winner of the Best of the Capitol – Best Dressed.

Russell has a personal passion for public policy, economics and American history. He is a prolific reader and golfer.

Mr. Smoldon is married to Michelle January. His son Nick and daughter-in-law Emily are both graduates from Gonzaga University.
