The International Council for Small Business (ICSB) Pre-Conference, held recently in Jinju City, South Korea, was a remarkable event that unfolded numerous insights and perspectives into the interconnections of history, nature, and culture. With the primary focus on exploring the beauty of South Korea and its unique entrepreneurial landscape, the pre-conference allowed participants to delve into unexplored facets of Korean entrepreneurship. This groundbreaking forum successfully highlighted how deeply intertwined the concepts of history, nature, and culture are when understanding a region’s entrepreneurial ecosystem. South Korea, with its rich history, diverse nature, and vibrant culture, provided the perfect backdrop to the discussions.

A significant highlight of the pre-conference was the keynote address by Dr. Ayman El Tarabishy. Dr. Tarabishy’s words offered a thought-provoking perspective on the current shift observed in entrepreneurial attitudes. He noted that the concepts Western society has been exploring in recent years, such as social entrepreneurship, the circular economy, and the Sustainable Development Goals (SDGs), are deeply rooted in Eastern cultural norms. “The Western entrepreneurship landscape seems to be moving towards Eastern entrepreneurship,” he said, emphasizing the underlying values of humanity, society, and environmental stewardship that have been core to the East. Though represented i n c o n t e m p o ra r y terms, these concepts reflect ancient Eastern cultural principles. He elaborated on this notion by drawing parallels to the basic elements of earth, wind, fire, and water.

In 2023, the International Council for Small Business (ICSB) declared a potent theme for Micro, Small, and Medium-sized Enterprises (MSMEs) Day: “Galvanizing MSMEs Worldwide by Supporting Women and Youth Entrepreneurship and Resilient Supply Chains.” The emphasis was significantly placed on women, not merely as a subtheme but as a predominant discourse, unearthing their pivotal role in the global entrepreneurial landscape.

Artificial Intelligence (AI) has revolutionized how we learn and access information. However, it is crucial to create a supportive learning environment where students feel comfortable asking questions and seeking guidance on how to use AI-powered tools effectively. Faculty should support students using AI through the Socratic method and video-based learning.

Using ChatGPT as an example, a teacher can use the Socratic method to engage students in a discussion about the information generated by the tool. For instance, a teacher could ask the students to develop a prompt and then tell ChatGPT to create a response. Afterward, the teacher could ask the students to analyze the response and evaluate its accuracy, reliability, and relevance. The teacher could then ask follow-up questions to help students understand the context and meaning of the answer.

In a Socratic classroom, the teacher guides the discussion and encourages students to explore ideas and challenge assumptions.

When you are a woman, it becomes complex to define the professional development you would like to achieve since, in some way, the family, traditions, and customs prepare us mainly for family assistance tasks. In these times, we are experiencing a global paradigm shift in which the proposal that is promoted is to abandon that role for another, which puts the core of beliefs in tension. In this context, being able to see yourself as an economically independent professional woman who can express her own thoughts but at the same time strengthen the foundations of society by thinking in community, it requires an effort that you must be willing to make, but also of a boldness that is achieved through alliances. From the observation and experience of the Urban Thinkers Campus (UTCs) in Mexico and Ecuador carried out since 2019 to date, we can point out that when innovating and advancing in issues that concern humanity, such as life in cities, women have been the most tenacious allies. Women face challenges that

are replicated regardless of the region, country, culture or belief, and whose solutions are global given that local problems are global. The Urban Thinkers Campus (UTC) model is an initiative of the UN-Habitat World Urban Campaign, conceived as an open space that includes a series of plenary sessions with debates at the level of international experts, to bring together governments, civil society, researchers, and personalities from academia, local authorities, professional organizations, and youth groups, to propose solutions to urban challenges and achieve green, productive and more inclusive cities. From this logical framework, we can analyze the natural and effective possibilities that women have to access knowledge and power, apply technology to personal and community development, and generate alliances during and after these urban thought encounters.

Evaluating the Impacts of SME and entrepreneurship policies Dr. Ayman el tarabishy

WHAT’S THE ISSUE? Is SME and entrepreneurship policy having its intended effects? Do the benefits of specific programmes justify their costs? Could these benefits be achieved more cost-effectively through alternative approaches? Evaluation provides the key to answering these questions, by determining the relevance, efficiency and effectiveness of a policy or programme in relation to its objectives. This is particularly important in the field of SME and entrepreneurship policy because questions can legitimately be put as to whether current SME and entrepreneurship policies are fit for purpose, or whether changes are needed in its scope and focus. For example, does the policy mix need to be adjusted or do the enterprises and entrepreneurs targeted need to be modified?

However, reliable impact evaluation is rare in the field of SME and entrepreneurship policy, and less common than in fields such as labour market policy. This remains the case, despite recent improvements in available data and methods for evaluation. One of the reasons is a lack of widespread knowledge among policy makers about how reliable impact evaluation should be taken. The just-published OECD Framework for the Evaluation of SME and Entrepreneurship Policies seeks to address these issues by making two major contributions. First, it sets out how to achieve reliable impact evaluation in SME and entrepreneurship policy, including offering a six-step scale to judge the reliability of any evaluation or evaluation method. Second, it provides a summary of what is known about policy impacts from international meta-evaluations and a selection of reliable individual
