Baseline Survey Report 2011. This baseline study is part of a series of activities under the ASF project "Promoting the Rome Statute System and enhancing the effectiveness of the ICC”. Our findings reveal that the Kenyan authorities are reluctant to facilitate consensus and create instruments for the establishment of a Special Tribunal for Kenya. They also show little support for the International Criminal Court while a great majority of the population and most respondents are clearly in favor of the ICC process. Many CSOs and international organizations advocate in favor of the Court and support the process.
