Minutes of Previous AGM 2020 ANNUAL GENERAL MEETING, 30th November 2020 Dan Stewart, President of Avenues opened the meeting and welcomed Cr Polley and Cr Jensen and everyone in attendance.

REPORTS President’s Report: “Members, friends, distinguished guests, thank you for taking an interest in making Gympie a more inclusive community. I am not going to read my official report, you may do so at your leisure. Rather I am going to concentrate on the wonderful people who make the Avenues community resilient, and of an exciting recent action.

Firstly, I would like the acknowledge the many people in our Gympie community who happen to have disabilities, whether you are clients of Avenues or not. You help make Gympie a more diverse, vibrant, inclusive, and exciting community.

I would like to thank our support workers who make up the core of our work. These men and women support people with disabilities in their home and help them engage in the community. Our support workers work with the families.

When there are the inevitable disagreements, they are professional and even handed. But mainly they bring our clients satisfaction and engagement in the community.

Our support workers are ably backed up by our office team who develop the rosters, negotiate with our clients, persons with disabilities and their families, undertake plan management, ensure staff are paid and the list goes on.

I pay particular tribute to our manager Claire deLaney who has ably led Avenues through the transition to NDIS and through the pandemic. The Management Committee find Claire a delight to work with. We share common goals of seeking to meet the needs of clients in a high quality, respectful and cost-effective manner.

I also appreciate the Management Committee who, with their keen sense of humour and insightfulness, are passionate and competent in overseeing and giving direction to Avenues and our manager Claire. A big thankyou to ongoing committee members Laurie, Chris and John. Unfortunately, we farewelled Pam Davidson who had been on the Management Committee for 11 years. Fortunately, we have welcomed two new committee members: Janine Drew who brings social work skills and passion, and Keith Kuchenmeister who brings architectural expertise to Avenues.

Architectural expertise leads to a recent exciting action. For maybe two years we have been considering developing housing for people with disabilities. Thursday last week my wife and I went camping down the coast, for a little escape. You can’t escape with smart phones. Friday, I received emails from committee members John and Janine about a house inspection the next day. Manager Claire and committee member Chris also inspected the house. They made an offer on the house. I called a special Management Committee for Monday. We now have a contract on a house on a large block of land that is somewhat flat and easily subdividable. We will be able to build a highly accessible house on the rear portion of the land.

We are not doing this to become property moguls. It is because we see a need for suitable social housing in Gympie for persons with disabilities. Supporting people with disabilities is our purpose.

Managers’ Report “Welcome and thank you for coming along to Avenues 2020 AGM I won’t read through my report but rather just provide a recap of the 2019 – 2020 year Well, what a year it has been!!!!

From the introduction of the NDIS Quality and safeguarding Commission into QLD in July 2019 to new roofs on our buildings, to preparations for the External audit under a completely changed set of regulations and obligations, liaising with building trades for the renovation of our Sherwood Hall and the copious NDIS changes that all organisations have had to navigate, the world was halted by the pandemic COVID 19.

For a sector that was already suffering from change fatigue in regard to the high-speed train that is the NDIS, we all had to slam on the brakes and start policy writing on pandemics, learn about social distancing and try to source PPE and toilet paper, while at the same time looking to the NDIS for guidance and a clue into what we all needed to do.

Needless to say, they were in the same boat as the sector and had to start from scratch with what this meant to keeping its participants safe.

However, as I looked around our community, I think we all acted swiftly and safely and showed how amazing we all are at adapting and being responsive to the everchanging environment.

I am extremely proud and thankful for our clients and support workers who readily embraced our actions and directions in all things support and how we could all keep each other safe.

I am however saddened that Covid 19 has impacted the way we all connect with one another. Who would have thought 12 months ago you would be bumping elbows or feet to make physical contact with another person? That we would all skirt around each other or see people angry at another because they were closer than the recommended distance!!

Having said that, Avenues has remained busy during this time. Our plan management service was growing which had allowed us to employ 1 staff member for this department and more recently we have been able to employ another plan manager as the service is growing again.

Our support service numbers have remained steady as we have struggled to get quality staff due largely to the government COVID-19 job keeper and job seeker packages.

We have undergone our external audit via zoom, and this went very well.

We have spent time looking into new client and HR systems which will be implemented next year.

We have some exciting new projects on the horizon, and we look forward to using our government grant on the refurbishment of the Sherwood Hall.

In closing, many thanks to the clients and support workers who make all this possible. You have all been extra amazing this year as you have navigated unchartered waters.

A big thanks to my fantastic office team. Your calm and steady support of the clients and workers has been crucial in steering us through this last year.

Many thanks to the Plan management department ladies. You do a great job in the ever-changing NDIS space.

Thank you to the board for trusting and listening to us as we have moved through this last year. We look forward to our continued working relationship into next year.

President’s Report Gratitude There are so many things we can complain and whinge about. And I do at times. There are times to have healthy debates and to complain about bad work and bad ideas and bad situations.

But it is also good to remember the many things we can be grateful for. We can complain about the oftenchanging public health measures in response to a changing pandemic. We can be grateful we are here and well and alive.

We can complain about the loss of some good staff, including Team Leader Jim Cartwright who provided many years of service to Avenues, thank you Jim. We are grateful for the good staff we have maintained and the new staff we have welcomed. We welcomed a new Team Leader, Tammy Shelley who brings much experience, compassion, and knowledge to our Avenues team. We are grateful for the great work our support workers do to assist people with disabilities to remain connected in our community.

We are grateful that just before the previous AGM Avenues purchased a house on land in Southside. That house is now being used for respite along with our Primrose Court property. We are disappointed that due to current high demand for builders we have not been able to make the house fully accessible for those who use wheelchairs. But that will happen.

We have a capable Management Committee with diverse skills. I am grateful to John Falkinder who uses his development experience to navigate us through the process of subdividing our land in Southside. Next year we shall be implementing our plan to build long-term accommodation on the land.

Another member, Keith Kuchenmeister, brings his architectural background to our building plans, including renovations at our house and a carport and storage building here at Red Hill.

Also, at Red Hill we were able to renovate our hall due to a federal government grant. The hall is used not only by Avenues, but by some community groups.

Our Management Committee lost a valuable member in Lawrence Cassar. Laurie was treasurer for many years. I am grateful that he alerted us to the financial issues we were facing as an organisation some years ago. He leaves with Avenues being in a strong financial position. While we miss Laurie I am grateful for his compassion and financial wisdom that sees Avenues in a solid position today.

I would like to acknowledge Janine Drew, supported and cajoled by Chris Bowman, in taking on the role of treasurer on Laurie’s retirement. I am thankful to Chris Bowman with his decades of public sector management skills, and to Janine Drew with her Social Work background.

One of the Management Committee’s key events was a planning day in January. Staff came for some of the day to provide us with feedback on the organisation and give their views on the future of Avenues. We then discussed what we wanted to achieve this calendar year. This culminated in performance criteria for the Manager, and for us as a Management Committee. We need to keep ourselves to account and ensure we have clear direction into the future as we seek to support people with disability in the community. We have not met all our performance criteria, but we have made significant progress.

15 Performance criteria focussed on our accommodation projects and transport vehicles, as well as Avenues being an organisation staff want to keep working for and most importantly, that meets the needs of our clients as they participate in our community. Our client base has remained steady throughout the year and staff turnover low.

Our organisation continues to be ably led by our Manager, Claire de Laney. I am grateful to her for her calmness, competence, and compassion.

I am also grateful for the Gympie community, represented by folk here today. Together we can ensure Gympie becomes an even more inclusive community. To put my Councillor hat on, over the next few years we review our planning scheme, I will have in mind the need to ensure our community is more inclusive of people with disabilities, inclusive of all people.

Avenues will continue for many years to provide a service that enables people with disability to be included in the community. I am grateful for that.

Treasurer’s Report We have great pleasure in providing detailed financial accounts for year ending 30th June 2021 for Avenues Lifestyle Support Association Incorporated (Avenues) duly audited by Koala Accounting & Taxation and confirmed to be consistent with the financial reporting requirements of the Associations Incorporation Act (Qld).

The 2021 financial year has produced another excellent result for Avenues in a period which again has been impacted by the COVID19 Pandemic. The whole team at Avenues from the front-line carers to the administration staff need to be congratulated in the professional way the organisation is operated at all times putting our clients’ needs first.

A summary of the financial performance for the year is as follows;

Trading results for financial year ending 30th June 2021 continue to demonstrate the organisation’s ability to operate their activities in a fiscally sound and prudent manner. The organisation’s objective is to achieve controlled growth while carefully managing operational expenditure while at all times ensuring the highest level of service is always provided to our clients.

As is demonstrated by the table above, Avenues managed to achieve a 16% increase in income while at the same time containing expenditure to only a 7% increase.

While Avenues is a Not-for-Profit organisation, it is critical that it continues to operate on a surplus position so that it can build and maintain good financial resources to provide increased services to its’ clients and the general community who require its’ services.

Avenues for 2021 produced an operating surplus of $770,718 representing a net profit margin of 22% an increase from the 2020 result of 15%.

Avenues has a very sound balance sheet position which is critical for its’ ongoing operations and its’ aspirations to provide increased services to people with special needs in the community.

Two key factors for an organisation are liquidity and equity both of which in Avenue’s situation continue to increase from year to year.

As at 30th June 2021, Avenue’s had a net working capital position of $1,707,008 which means for every $1 of liability it had $18 to cover it providing the organisation with a very safe operating margin. This position has increased over 3 years from 2 to 7 to 18 times cover. It should be noted that the working capital position was able to be increased during 2021 while still utilising $453,000 of cash reserves to acquire a residential property to accommodate the residential needs of people with disabilities.

The asset structure of Avenue’s balance sheet is very sound with a mix of liquid cash reserves and a portfolio of freehold properties providing a position of financial strength.

Avenues as at 30th June, 2021 continues to be debt free with its’ only liabilities being provisions for staff entitlements made up of accrued annual leave and long service leave. These liabilities are adequately provisioned and covered through the working capital position of the organisation.

Net equity continues to increase in direct proportion to increased profitability with the position increasing from 64% to 74% to a position of 83% in 2021.

The Avenue’s board are continually reviewing and assessing how to best utilise the strong financial resources that are available to them to ensure they can continue to provide facilities to persons with a disability within the Gympie and surrounding areas.

Manager’s Report Once again, another whirlwind of year was had with 2020-2021. From providing extra supports to our clients, to purchasing property, renovating, new van, audits and new HR/client systems we have achieved a great deal for the ultimate benefit of our clients. I am extremely grateful for the office staff who have worked hard over the past year to assist in making all of the above happen…. well done team.

The year that was: The previous financial year saw us successful in a government grant to renovate the hall. We had much to and fro with government departments however at the start of the 2021 financial year (around August/September) we finally made head way with the project, and we worked towards a January/February start and completion date.

September rolled around very quickly as we were audited against the NDIS Commission’s Practice Standards. A totally new audit experience to our previous ones and to complicate matters further it had to be done via ZOOM. I am pleased to report we did very well with only vminimal minor nonconformities, and we all learnt new skills with online meetings! Very grateful for the organisation’s continued registration with the Commission.

November saw us go to contract on a beautiful property on Southside. We have plans to renovate this property to make it more accessible in the future. In the meantime, it is frequently used by clients who have minimal access issues, and this allows our Primrose House to exclusively cater to people who require a more accessible space. It has also proved to be a very comfortable training and meeting space as well.

We are now in the midst of subdividing it with the intention of building much needed disability accommodation. I am beyond grateful to have the expertise and commitment of committee member John, driving the subdivision. A big thankyou to you John.

November and December: AGM, Staff Christmas Party and Client Christmas Party. One of our favourite times of the year as we get to spend time with our amazing staff and clients and celebrate them. The gratitude I hold for our awesome staff cannot be put into words. You truly are the organisation and what you bring to it, is what makes Avenues great. I am grateful for such wonderful clients who put their faith and trust in us to provide them with a supportive and caring service that assists them to meet their needs and work towards their goals.

January ushered in a flurry of activity as our builders got underway with renovating the Sherwood. Such an exciting time to see such a proud little building transform into an inviting and user-friendly space for our clients and staff and also the wider community. With our newly renovated space, the community bookings have increased with a variety of groups enjoying the space. We also have a great music group “Just Us” that get the hall and our office rocking and rolling with the amazing talent of its participants.

February rolled in and so did our new wheelchair accessible van!

Yippee! I am so appreciative of the extra freedom of transport that we have been able to provide our clients. Avenues now has two accessible vans.

19 March brought us wonderful news as we were successful in a grant for a carport/garage for the Avenues vans. This space will also double as a wonderful protected entertaining space, or a great art/craft workshop area. So grateful to have architect Keith on the committee who has been a great help to me with ideas and suggestions for the design of the structure.

June/July saw us doing a little makeover on our meeting/lunchroom in our main offices. We now have a very practical space that provides us with great storage and training equipment for our employees. We also started our new system discussions and planning for its rollout in the new year.

Unfortunately, amidst all of the amazing happenings has been much sadness as well as we have said goodbye to two of our clients, James and Valerie, who sadly passed away. Whilst we miss them deeply, we are forever grateful to have been a big part of their lives.

We have also said sad goodbyes to many fantastic staff, especially long-time employees Jim Cartwright and Rachael Glover as they headed off into their respective retirements. Whilst they have technically retired in the 20212022 year, they more than deserve a mention now. We miss you both and thank you for your years of dedicated, quality service.

I’m appreciative of my management committee and the support that they have provided to us and the service. Special thanks to Laurie Cassar who has been a wonderful treasurer. We will miss him but thanks to Janine and Chris who have taken up the mantle for the past 3 months we have been able to continue on with our service.

Finally, many thanks and gratitude to my office team. I’m grateful you all turn up and bring your best selves as we soldier on with the current NDIS and government climate.

Our Plan Managers are awesome and do such an amazing job assisting NDIS participants with their funding and invoicing. I appreciate you both.

The last 18 months have been challenging finding and keeping amazing workers. We know there are now greater challenges with this as well.

However, we go into this new financial year with optimism in our hearts that we can maintain and add to our incredible workforce and continue to provide the quality support that we are well known for.

Sherwood Hall Renovation Avenues was very grateful for a successful funding application for renovations to Sherwood Hall from the Federal Liberal National Party government and Llew O’Brien Federal Member for Wide Bay, which commenced early 2021.

Foresters Meeting & Training Room Our office meeting room underwent a facelift that has now given us a wonderful and relaxing space that is practical for training and meeting and also provides us with the storage that we need as an office. Our room is also available for hire to small groups.

Aussie Retreat Avenues purchased its second respite house on Southside in December 2020 Aussie Retreat features beautiful tranquil gardens, wide verandahs and a spacious home.

Aussie Retreat has been a wonderful place for our clients to come and relax whilst still being close to all of Gympie’s conveniences.
