The concept of sustainability within the discourse of architecture, in its many forms, is open to redefinition and interpretation based on the context it is applied to. Urban sustainability can be defined as a form of resilience to urban threats such as economic decline, disasters, and pandemics and is promoted through movements such as adaptive re-use (Aytac, Arslan, and Durak 2016). In recent times, the city of Perth has become a prime victim to the dispersal of the urban core due to the impacts of the COVID-19 pandemic (“Relief and Rebound Plan (COVID 19)” 2020). In a time where there are extreme shifts to the requirements of our built environment, it is vital to find ways to predict and understand the signs of urban decline to prevent them and build resilience. Therefore, it is extremely relevant to understand the implications of surface level strategies that are implemented without considering the long-term social, economic, cultural, and environmental impacts within our cities globally and locally (“Prioritizing Equity on the Path to a Resilient COVID-19 Recovery - Resilient Cities Network” 2020). A movement in the realm of architecture that is combating urban threats such as the pandemic is the Glocal Resilience Building (GRB) approach that utilises 9 principles to address issues to build urban sustainability and resilience (Subasinghe, 2021). To achieve a global impact, innovative local approaches can target specific issues on a smaller scale to have larger scale impacts. This approach can be implemented in the Perth CBD, where the pandemic has facilitated already existing and new forms of urban rupture, thereby indicating the need for change and progressive design for our cities.

prologue (brief) The aim of “Back in Business” is to propose a small-scale glocal resilience building (GRB) approach response to the socio-economic shift that is relevant within the urban built environment due to the covid-19 pandemic. The project has a focus of investigating upper-level vacancy within the city of Perth and applying the findings to inform a universally applicable, adaptable and resilient urban model. The clients involved are the City of Perth, Curtin University and Hames Sharley—all parties in a joint venture procedure to develop an innovative architectural intervention for the future of the city on both a local and global scale.

The plan “takes into consideration population growth, economic fluctuations and environmental trends, as well as social and community needs, now and into the future.”

(Covid 19 Economic Rebound Strategy 2020, page 7) Despite the impacts on the economy in the face of the pandemic, there is a clear exponential rise in the GDP for the core of the City of Perth and therefore exhibits the potential for re-populating the city as a residential core with allied facilities.

SUMMARY This document summarises the many impacts that COVID-19 has had on the economy, people and urban fabric of the city of Perth. The already existing actions taking place to combat these impacts are documented, as well as the strategic framework revolving around 3 key aspects are emphasised in alignment with the Strategic Community Plan Aspirations.

ELEVATE RESPONSE Consider economic impacts and future strategies already in rogress by the City of Perth. Focusing on the future residents including but not limited to local and international students, office workers, small businesses, toursits, people going through homelessness. HOMELESS SERVICES IN THE INNER CITY The only facility for employment listed in the document was “The Big Issue” on 249 Hay Street, East Perth. The facility is “an independent, not-for-profit organisation dedicated to supporting and creating work opportunities for people experiencing homelessness, marginalisation and disadvantage.” (“The Big Issue Programs | Australian Non-Profit Charity” 2020). Therefore, Elevate can utilise this already existing facility and expand on the possibilities.

SUMMARY The City of Perth Citiplace Precinct Plan outlines the area around Hay and Murray Street Malls, between William and Barrack Streets as focused on retail and pedestrian friendly. It is also highlighted to ensure lower scale along the street frontage and building heights allowing for adequate daylighting into pedestrian areas and public spaces. Furthermore, existing character and heritage should be valued when developing any projects for the area and considering interesting added value to building facades to contribute to a lively environment.

SUMMARY This document summarises the existing facilties that the Inner City provide for people going through homelessness in the CIty of Perth. THe document goes through core facilties and the importance of equity to public services regardless of a persons background or financial situation. This issues is even more relevent in recent times where the “Perth has increased by 58 per cent over the past six months“ due to covid related impacts (Peter de Kruijff, 2021). The lack of employment services for this issue is lacking in comparsion to medical, mental health, counselling, drug and alcohol abuse etc. This provides an opportunity to further explore facilites to increase the employment of homeless people.

SUMMARY This document allowed an understanding into the urban planning and contextual socio-economic influnce that resulted in the existing urabn fabric of the City of Perth. It highlights how both the City and State held the power to control development but, as this paper shows, they failed to exercise that power adequately.

SUMMARY This document highlights the importance of valuing the heritage of the City of Perth including Aboriginal Heritage sites as integral to the preservation of the culture and history that enriches the city. THe plan also goes into further strategies that can be implemented to strengthen the recognition, knowledge and appreciation of heritage within the city, community and stakeholders involved in the planning of the future of the City of Perth.

SUMMARY This document highlights the opportunities and positive outcomes that revitalising the already existing laneways of Perth can provide for the retail core as a pedestrian friendly environemnt.

This includes utilising laneways as sites for retail spaces (cafe seating, pop-up markets etc.) as well as vibrant, safe and inviting circulation spaces to allow for a more walkable City centre.

FORGOTTEN SPACES UPPER FLOOR ACTIVATION STUDY (HASSEL, 2010)

ELEVATE RESPONSE This document informed the key aspects to consider when re-purposing vacant upper level heritage spaces and the opportunities as well as the risks involved. This framework was used to assess the site of 614 Hay Street in terms of suitable programming.

HERITAGE UPPER_LEVEL VACANCY CASE STUDIES According to the study, “Within the central area, virtually any use of a commercial, residential, retail, cultural, entertainment or food and beverage nature can be approved, subject to compliance with development standards and any conditions imposed by the Council. SUMMARY This study was completed in 2010 for the City of Perth as a method to identify and explore factors and considerations involved with the possibilities of upper floor activation to take place in the City of Perth. The original use of upper floors in the City of Perth were occupied by ”service industries (e.g. tailors, manufacturing jewellers, small goods repairers), theatres and cinemas, small offices (e.g. lawyers, accountants,medical practitioners) and in some cases, residential flats.” These spaces used to provide for the residents of th city, but are now forgotten. The document analyses the boundaries and implications such as practicality, accessibility, heritage considerations, legislative and regulatory barriers ad financial costs associated with revitalising the upperlevel heritage vacancies. introduction.

To be resilient one must understand the rupture and threats to emerge, rise, heal and move forward. The threats that are significantly causing rupture in the city of Perth are upper-level vacancy, homelessness, anti-social behaviour, urban sprawl, global boundaries, and carbon emissions. A more urgent and prominent result of the current pandemic and the shift to remote working, is the increase in high vacancy in Perth CBD, leading to the premature obsolescence of buildings (Sweeney 2021). A small sample study was conducted to investigate the upper-level vacancy in more depth in contextual relationship to the site, 614 Hay Street. The visual vacancy analysis method (VVAM) indicates a pattern in single program buildings such as office buildings.

The vacancy rate (VR) was significantly higher in mid-rise single programmed, entirely office buildings compared to high-rise mixed-use office buildings with allied facilities. Spatial design was also a factor investigated, showing that centric office spaces were less vacant compared to linear, therefore highlighting the various factors that also impact vacancy rates. However, the QV1 building was a key study to emphasise that vacancy is not necessarily dependent on whether a building has multiple facilities such as childcare, medical, fitness, end of trip, food, and beverage plaza. Despite such facilities the building still had a vacancy of 15%. Thus, it was evident that neither mixed-use nor single use are progressive to instigate a decrease in vacancy.

Therefore, the proposal aims to address the issue of the de-popularisation of the local Perth CBD by addressing the upper-level vacancy issue and rebuilding the district as a resilient residential core with allied facilities in a proposition that can also be applied at a global scale. This project investigates the vacancy in the city by utilising a quantitative method, Vacancy Visual Analytics (VVAM), focused on the principles of the global resiliency building (GRB) to inform a small-scale intervention. The approach will be informed by studies into the GRB principles of 1 by integrating a homelessness employment model and 4 by proposing a hybrid model that can be applied to mitigate the upper-level vacancy issue in Perth and at a global scale.

Focus GRB Principles: 1. Include spatial elements for vulnerable citizens including but not limited to young families with kids (small citizens), homeless and indigenous groups in all urban and architectural interventions.

2. Locate and link ‘lost’ urban spaces including infills and network them to create desirable hubs of urban activity: from urban rupture to rich.

Resilient architecture must predict and work with future developments of the socio-cultural and economic context. Key major projects that work in unison with the “Elevate” project include the Edith Cowan university project, Murdoch university vertical inner-city campus, the Curtin University historical heart cluster (“Major Projects” 2021). These educational facilities will bring in an estimate of around 20 000 students and staff and more than 5000 job opportunities (“Major Projects” 2021). Alongside these major developments the City of Perth Strategic Community Plan (2019-2029) emphasises a growing residential population, which is predicted to double by 2050, that enjoys a wide range of density and affordable lifestyle housing options (“Future Perth” 2016).

This means more allied facilities would be required to cater to the variety of people predicted to populate the city as a residential core. The other major project relevant to “Elevate” is the Homeless Housing Project which responds to the 58% increase in homelessness in the past 6 months due to Covid related impacts (Peter de Kruijff, 2021). Furthermore, the Homeless Services in the Inner-City document by City of Perth indicates only one facility (The Big Issue), out of the 144 facilities listed, for the employment on homeless people (“Homeless Services” 2021). This worked with the site analysis that recognised the lack of study, work, and meeting rooms at a smaller scale for students outside of campus, office workers, small business owners etc. This was investigated utilising a comparative study of the two libraries, The City of Perth Library, and the State Library in terms of capacity and hourly rates. Other potential study or workspaces include cafes which lack in space for the number of facilities that will be required in the future growth and the post Covid the city

186 ST GEORGES TERRACE The VVA graph indicates the vacancy rate as 100%, highlighting that mid-rise buildings such as this, despite the quality and location of the building can also be victim to high rates of vacacny and obsolescence. Despite the various facilities and prime location, it is clear that the fact that the building is office use only, impacts the occupancy as users and usage is limited, thus resulting in premature obsolescence.

The VR is significantly higher compared to QV1 which is mixed use but perhaps due to the location and surrounding buildings and facilities has a lower rate than the 186 St Georges Terrace office building. The difference could also be due to the layout of floorspaces which is more centric in the building compared to the linear typology in the 186 building.

The findings of the VVAM and site research led to the development of the hybrid approach to designing which “spaces in the modern city structure are directly connected to the social and economic processes of the city development and also with the current intensification of globalization processes” (Krasilnikova and D Valer’evich Klimov 2016). This idea was further explored through the research by Hong and Shin who assert the possibilities involving liminal spaces by “producing a new shared space unreflected in the division between public and private space” (Hong and Shin 2016). Therefore, for the Elevate project the concept of the “in-between” to provide hybrid spaces that can adapt to the needs of a socio-economic context and urban threats, thereby resulting in individual and urban resilience.

Eva’s Phoenix Shelter & LGA Architectural Partners In terms of principle 1, the Eva’s Phoenix: A Safe Shelter, Education and Skills Training to Homeless Youth project in collaboration with LGA Architectural Partners “offers safe and inclusive longterm shelter, education and skills training to marginalized youth aged 16-24 in transition from homelessness to independent living.” (LGA Architectural Partners 2017). The project highlights the ability of architecture to re-integrate people going through homelessness into society through short-stay accommodation and skill workshops. The collaboration between organisations for the homeless and architecture can be explored at a smaller scale in the vacant upper-level spaces of the city of Perth, where flexible and modular spaces can be utilised in partnership with organisations such as Shelter WA and The Big Issue to progress towards a more social resilient urban system.

Modularity is an architectural strategy that can inform a hybrid space and can be defined as a “conceptual separation of permanent structural systems and removable living systems, in which a permanent, traditionally built structure hosts changeable modular living component” (Di Pasquale, Innella, and Bai 2020). The article “Structural Concept and Solution for Hybrid Modular Buildings with Removable Modules” investigates hybrid modular architecture as a tool for dynamic and flexible housing that adapts to the ever-changing needs of our cities and how reconfigurable clusters on an open plan, composed of multiple modules that open into shared spaces allow for inclusivity specially for students and young professionals (Di Pasquale, Innella, and Bai 2020). The modular Small Hotel by CAPD explores this concept of pod residential spaces on the upper level for up to two users that are more private and a shared communal space below that are separated by the liminal void that creates a buffer between public and private (“Small Hotel / CAPD” 2020). These elements could be utilised to create a liminal pod between rest and work, that can adapt to the needs of the space, thereby increasing resilience and combating premature obsolescence of the space for 614 Hay Street. This responds to the Global Resiliency principle 4, by providing alternative spaces for rest, study, and work, thereby locating, and linking the space to the future allied educational and work facilities to emerge.

Shire Space Research Office

With modularity comes flexibility and the ability for a space to transform according to the needs of the users and urban context. Flexibility finds its roots in the ideology of metabolism and “refers to the ability of a building to continuously adapt its space layout and even its structure to evolving needs.” (Stanislas Chaillou 2018). Furthermore, flexibility can be implemented in the different stages of the architectural project: the design phase, construction phase and employment stage which allows for maximum flexibility and adaptability in terms of resilience (Bettaieb and Alsabban 2020). Shire Space Research Office by Shire Space Research blends the program of the private house with a workspace, creating a flexibility for users to experience the space as a place of life (“Shire Space Research Office / Shire Space Research” 2021). This notion can be applied to the site by creating flexible spaces that are not bounded by specific programs, thereby a hybrid model that can adapt to the needs of users accordingly. This creates resilient spaces that become desirable hubs for urban activity, even in the face of the pandemic and other urban threats. The concept of a space within a space is also a concept that can be explored through liminal pods that great private spaces within a shared, open, collective space (“Space within a Space Installation / AMAA - Collaborative Office for Research and Development” 2021).

Lastly, retrofitting a heritage space in a resilient manner involves a net 0 approach, by abiding by the principles of circular economy. The façade of the 614 Hay Street building is integral to the identity and culture of the building, the history and surrounding streetscape. The intervention, if building up an extra level will be considerate of the existing façade and structure to reduce waste and utilise passive design, and sustainable practices for minimal energy usage to create a net 0 model that is respectful of heritage. The new Hames Sharley Office in the City of Perth demonstrates the possibilities of utilising upper-level vacant spaces whilst pushing the boundaries of adaptive re-use (Hames Sharley 2020). Despite building up, the design does not overwhelm the mall below but also adds to the street façade with the visible rooftop garden and transparency of the glass exterior above. The Brentwood School Study Centre and Auditorium adds to the notion of respecting existing infrastructure by utilising the façade as a link between the old and the new(“Brentwood School Study Centre and Auditorium / Cottrell & Vermeulen Architecture” 2012). This relates back to the principle 4 of GRB where heritage spaces and “lost” upper-level vacant spaces in the cities can be refurbished similarly.

A comparative study was conducted to investigate the average price per square meter for surrounding context of the 614 Hay Street site. The study utilised a sample of similar land area sized property and floor plans/program to find the average of $251.5/sqm weekly. The methodolody of this study was to contact prperty agents to find out the current rates and compare them to get the avarage total.

An outlier was the retail ground floor property which was much higher by a significant amount at $3000/sqm weekly.

Therefore, justifying the current trend of upper-level vacancy, where property owners are making significant revenue without having to lease the upper levels.

An unattented venue that prolongs night activation in the city, brings revenue for shops below, provides spaces for students, workers, short-stay, FI-FO, homeless transition and networking. A comparative study was carried out to identify the existing facilities for study/meeting/work/networking. The State Library offer larger scale spaces with higher capacities for rooms and by ratio, a lower hourly rate ($2.1/hour per person). with longer opening hours over all. The City of Perth Library offer mid-range study/meeting/work/netwroking spaces with a capacity rang of 4 to 12 people per room, with a slightly higher hourly rate by ratio ($4/hour per person) and a slighlty lower opening time weekly.

Therefore, the proposal aims to address the issue of the de-popularisation of the local Perth CBD by addressing the upper-level vacancy issue and rebuilding the district as a resilient residential core with allied facilities in a proposition that can also be applied at a global scale. This project investigates the vacancy in the city, informed by the principles of the global resiliency building (GRB) to propose a small-scale intervention. The proposal will repurpose a vacant, upperlevel heritage space on 614 Hay Street in Perth CBD to promote sustainable urban regeneration through a critical approach to adaptive re-use. With the estimated population of the City of Perth to double by 2050 and the vision for CBD to become a residential core, more facilities for future residents, students, workers, small business owners and short-stay visitors are required. “^Elevate” proposes a hybrid residential model that aims to vertically localise the needs of a residential urban space that remains self-sufficient in the face of urban threats such as the Covid-19 pandemic by targeting issues of lack of educational and work facilities as well as antisocial behaviour, and homelessness.

Elevate responds to urban rupture through a resilient interchangeable and transformative model that changes in response to the needs of the time. Phase 1 is a hybrid short-stay and study, work facility with modular pods and flexible spaces, both private and public. The facility will tend to vulnerable citizens such as the homeless by allowing for workshops in collaboration with existing organisations for social transition and progression into employment. Consequently, this model can then be adapted into a residential complex in phase 2 that can be leased accordingly and will include short-stay accommodation pods separated by a fixed shared and open space.

Through research into relevant literature and case studies, the three implementation strategies developed are modularity, flexibility, and circular economy. These strategies will inform the design alongside the conceptual design principles that create a metaphor for the stages of urban resilience through architectural interventions. The hybrid complex will function as a microecosystem that will promote individual and socio-economic resilience for growth towards a more progressive urban environment.
