Publiek private samenwerking, ontwikkelingstrategie, fasering termen die dagelijks voorkomen in het planningsproces. Wat is hier in de rol van de stedenbouwer? Moet de stedenbouwer zich bij zijn ontwerpvak houden of is hij de manager in het planningsproces?

Public private partnership, development strategies and phasing are all terms that are part of the daily planning process. What part does the urbanist play in all this? Does the urbanist have to confine himself to designing, or is he also a manager in the planning process?

Planning is een must, is de stelling van Laurens Kooij.

Op grote schaal hebben we planning nodig anders betekend “the end of Strategic Planning”, het einde van onze eigen randstad. Op bouwkunde wordt de stelling dat planning een must is wijd gedragen. Maar wij als Atlantis redactie hebben het idee dat de kleine schaal hier soms toch bij inschiet.

On the large scale we need planning; otherwise “the end of Strategic Planning” will mean the end of our own randstad. At the faculty, the statement that planning is a must, is widely accepted. But we as editors of the Atlantis have the feeling that the small scale is sometimes forgotten.

Wat is tenslotte het belangrijkste van een stedenbouwkundig plan? De bruikbaarheid. Een tevreden bewoner, bezoeker of passant. Hiervoor is het belangrijk dat we kijken door de ogen van de mens, wiens blik gericht is op de directe leefomgeving, kleine schaal, detaillering en een gevoel van verbondenheid. De stedenbouwer als ontwerper van kleinschalige ruimtes en het belang van deze ruimtes voor de omgeving komt aan de orde in het artikel ‘Tussenruimtes’. ‘Sense of place’ beschrijft een andere manier van naar de stad kijken, en vertelt ons iets over het gebruik van de stad en het stedelijke leven.

And what is of uttermost importance in an urban plan? The usability. A content resident, visitor or passerby. For this it is of utmost importance that we look through the eyes of the human being, seeing the direct living environment, the small scale, furnishing and a feeling of connection with the area. The urban planner as designer of small scale urban space and the importance of these spaces is described in the article “Tussenruimtes”. “Sense of Place” describes a new way of looking at the city, it tells us something about the use of the city and urban life.

In het verslag van de Polis excursie naar Praag worden de ervaringen van 30 stedenbouw studenten in de stad beschreven. Op de universiteit van Praag werden we uitgenodigd voor een workshop, waarin gezocht werd naar een oplossing voor de jaren 50 wijken rondom de stad. In the report about the polis excursion to Prague, the experiences of 30 students in the city are described.

We were invited by the university of Prague for a workshop. In this workshop a solution for the 50’s residential neighborhoods surrounding the city was sought for. The question still remains; Strategic planning, interventions on the large scale or detailed editing of the public space?

Polis, Podium voor Stedebouwkunde Historie De vereniging Polis is in oktober 1989 opgericht door docenten en studenten Stedenbouwkunde aan de Faculteit der Bouwkunde van de Technische Universiteit Delft. Het initiatief kwam voort uit de wens om de kwaliteit van het stedebouw onderwijs te handhaven en te versterken, onder druk van onderwijsherzieningen. Daarnaast werd en wordt het initiëren van een intenser contact tussen onderwijs, wetenschap en praktijk als een belangrijke doelstelling van Polis gezien.

Stedenbouwkunde Stedenbouwkunde is dynamisch, volgend en sturend.

De inhoud van het stedebouwkundige vak is steeds aan veranderingen onderhevig en onderwerp van discussie. Dit wordt aangestuurd door veranderingen in de maatschappij. Als stedenbouwkundige in zowel de praktijk als in de wetenschap is het belangrijk om van deze veranderingen kennis te nemen en met deze kennis als stedenbouwkundige een positie in de maatschappij in te nemen. De stedenbouwkundige kan dan vanuit zijn positie een visie op (ontwerp) opgaven in de maatschappij geven.

Podium Polis, Podium voor Stedenbouwkunde, wil voor stedebouwkundigen in zowel de praktijk als in de wetenschap een podium aanbieden waarop deze positiebepaling mogelijk is. Het doel van Polis is het verleiden van stedenbouwkundigen om het podium te beklimmen. Het verleiden gebeurt door het ontplooien van verschillende activiteiten. Zo worden er onder andere excursies, lezingen, debatten, symposia en prijsvragen georganiseerd. De periodiek Atlantis speelt hierbij een belangrijke rol. De Atlantis vormt een platform voor discussie.

Daarnaast geeft de Atlantis een goed overzicht van de Polis activiteiten.

Overleg Polis vormt een schakel tussen wetenschap en praktijk. Polis onderhoudt contacten met verschil-lende partijen in de stedenbouw. Polis voert binnen de Faculteit op verschillende niveaus overleg over de kwaliteit van het onderwijs. De relevantie voor de wetenschap en praktijk is hierbij een belangrijk criterium. Om het bereik van Polis te vergroten wordt er binnen en buiten de Faculteit overleg gevoerd met verwante organisaties.

PolisFonds Het PolisFonds is in het leven geroepen door Polis, podium voor stedebouwkunde om individuele en kleinschalige initiatieven, die voortkomen uit de dagelijkse stedenbouwpraktijk of wetenschap te kunnen financieren. Neem voor een aanvraag contact op met Polis. In het PolisFonds hebben de volgende leden zitting: Roy Bijhouwer, Stedenbouwkundige Quadrat, atelier voor stedebouw, architectuur en landschap, Anthony Fuchs, vice-voorzitter Polis en student bouwkunde, Miranda Reitsma, redactie tijdschrift Stedenbouw en Ruimtelijke Ordening, Maarten Schmitt, stadsstedebouwer Den Haag, Thom Wolf, adjunct directeur Dura Bouw Amsterdam.

VAN HET BESTUUR

Van het bestuur Arjen Spijkerman Nog één stressperiode vol presentaties, werkstukken en tentamens scheidt ons van het einde van het semester en de lang verwachte zomervakantie. Dit betekent dat er ook weer naar een nieuw bestuur uitgekeken moet worden. Dus bij deze: alle enthousiastelingen die het leuk lijkt het nieuwe POLIS bestuur te vormen, meld je aan!

From the board This semester has almost come to an end and only a busy and stressful period full of presentations, reports and exams parts us from the summer holidays. This means we also have to look forward to a new POLIS board. So also for all the international students: if you are enthusiastic to join the new POLIS board or one of the commissions, please let us know!

Wat heeft polis de laatste tijd nu allemaal ondernomen? April jl. is POLIS met 30 Bachelor- en Masterstudenten, naar de Tjechische hoofdstad Praag geweest. Dit in het kader van ons thema ‘Growing Europe, Shrinking World’. We hebben ons tijdens deze excursie voornamelijk willen richten op de ruimtelijke effecten van het decennia lange communistische bewind. Die ruimtelijke effecten waren zeer zeker aanwezig, voornamelijk in de vorm van anonieme hoogbouw in de buitenwijken van Praag.

Deze Praagse outskirts vormden ook het onderwerp van de opgave van de internationale workshop welke plaatsvond op de Faculty of Architecture of the Czech Technical University. Kortom, een zeer leuke en leerzame excursie, waarover meer te lezen is in het reisverslag in deze Atlantis.

But let us go through all the activities which POLIS has organized the last months.

In April POLIS organized an excursion to the Czech capital, Prague, with 30 students. This within the framework of our theme, which is ‘Growing Europe, Shrinking World’. Most of all we were interested in the spatial characteristics of a decennial long communistic sovereignty. The characteristics were mostly the residential high rises in the outskirts of Prague.

These outskirts were also the subject for the workshop which was held at the Faculty of Architecture at the Czech Technical University. In short it was a very nice and instructive excursion. You can read more about it in the travel report in this Atlantis.

Na een periode van drukke tijden lijken we nu weer in rustiger vaarwater terecht te zijn gekomen. Plannen voor de komende tijd zijn er echter genoeg. Een voorbeeld hiervan is de stedenbouwweek die de tweede week van oktober zal plaats vinden. Daarnaast zal er in het najaar een internationale workshop georganiseerd worden in Kadensk, Polen.

Verder zijn er contacten gelegd met onze collega’s van de TU Eindhoven, namelijk met de steden-

Furthermore we have organized a bureau excursion with our student colleagues from the TU of Eindho-

bouwkundige studievereniging VIA. Dit is gebeurd door middel van een gezamenlijke bureauexcursie in Den Haag, waarbij wij het ruimtelijk planbureau en het provinciehuis van Zuid-Holland aandeden.

Het gezelschap bestond uit tien Delftse en tien Eindhovense studenten. Vanaf nu zullen we elkaar en daarmee jullie ook op de hoogte houden van elkaars activiteiten.

Together with 10 students from Delft and 10 students from Eindhoven we visited the province house of South Holland and the Netherlands Institute for Spatial Research (RPB), which is the national knowledge centre on space and planning.

The development of cities nowadays is forced by strategic planning. It seems that design no longer fulfil the basic needs of the city. Planning instead, seems to lead to the abandonment of design principles. However, we now see that design is coming back. There is an awareness that a city needs to be understood as a complex interactive system and that design of public space is vital for a healty city. The question is how the designer can take part in the city development. Are people in urgent need for new instruments of urban planning and design to mark ‘the start of urbanism’? Is the theory of urbanism as a strategy still a fitting way to approach urban planning at the moment, or are people in acute need of more personal, small scale design approach of urbanism taking into account, the ‘genius loci’? Atlantis asked various people engaged in urban planning to voice ther opinion on the subject.

De planning van de Nederlandse steden ligt al decennialang in de handen van de overheid. Deze ‘strikte’ planning die van bovenaf wordt opgelegd (en jarenlang vast kan staan) is er niets voor niets.

Stedelijke ontwerpers vinden deze strategische planning een afbreuk doen aan de stad en pleitten voor meer openheid in beleid en meer mogelijkheden voor eigen ontwerp. Zij vinden het ontwerpen van publieke ruimtes cruciaal om een stad ‘gezond’ te houden of juist te creeren. Een dilemma waar beide partijen (zowel planologen als stedelijke ontwerpers) nader tot elkaar moet worden gebracht.

Nou, heb ik van ‘stedelijk ontwerpen’, als sociaal geograaf, niet heel veel kaas gegeten, maar kan er wel zo mijn mening over hebben. Een Nederland zonder stategische planning zou naar mijn idee eindigen in een ravage. Regels en beleid zijn nodig om het qua oppervlakte kleine Nederland niet tot de laatste vierkante meter vol te bouwen. Het

is dus niet zo gek dat er regels en beleid voor de inrichting van Nederland zijn opgesteld en logisch te redeneren vanuit de geschiedenis. De planning van Nederland begon al vlak na de Tweede Wereldoorlog, waar een enorme woningnood heerste en Nederland straatarm was. Om iets van de grond te krijgen van wederopbouw en volkshuisvesting was er een planmatige en centrale aanpak nodig (VROM). Zonder deze planmatige aanpak zou Nederland, heel kort door de bocht gezien, een mengelmoes worden aan allerlei verschillende ontwerpen van verschillende (steden)bouwkundigen en architecten die graag hun ‘objecten’ in het Nederlands landschap zouden zien.

Of nog veel erger, van niet-bouwkundigen en nietarchitecten! De strategische planning is dus nodig wil Nederland leefbaar blijven, als we bijvoorbeeld kijken naar infrastructuur (bereikbaarheid) en milieu (omgeving). Maar dat wil niet zeggen dat er geen verandering in het huidige beleid kan plaats vinden.

Wellicht kent de huidige ruimtelijke ordening een teveel aan regels en wordt er veel te ver vooruit gepland. Ruimtelijke plannen en nota’s kunnen soms al jarenlang vaststaan op papier, maar pas veel later daadwerkelijk uitgevoerd worden. Dit is een punt dat ik zelf graag veranderd zou zien, want naar mijn mening kunnen ruimtelijke plannen na verloop van tijd niet langer toepasbaar zijn. Dat kan bijvoorbeeld door een verandering in de omgeving of een ontwikkeling in de samenleving dat van te voren niet voorspeld had kunnen worden. Daarom zou het

me goed lijken als de ruimtelijke ordening wat meer ‘flexibel’ zou zijn en wellicht ook meer rekening houden met ideeen van stedelijke ontwerpers. Want in feite willen zowel de overheid als de stedelijke ontwerpers hetzelfde: een betere en leefbaardere (stedelijke) omgeving zonder dat daardoor de historische waarden van Nederland verloren gaan.

Naar mijn mening is een eind aan de strategische planning van Nederland niet de goede oplossing, maar ik ben er wel van overtuigd dat er verandering in het huidige beleid moet plaatsvinden. Een beleid dat wellicht meer flexibel is en meer openstaat voor invloeden van buitenaf (en dus ook voor stedelijke ontwerpers en architecten).

This statement presupposes a rival between urban design and urban planning. As if we are in an everyday match, waiting for a winner before sunset. It might be true, but are they exchangeable or even replaceable? Imagine two actors, a designer and a planner, on the side of a stage: – First set starts in flash backs in a time when large scale planning entered bombastically. June 30, 1889, the newspaper Chicago Tribune announced triumphantly: “Between the rising and the setting of yesterday’s sun Chicago added 130 square miles of land to its area and a quarter of a million souls to its population”1 This would be the beginning of a new civic venture, the emergence of urban planning.

The planner at the side of the stage cheers: ‘game!’

– New set, July 27, 1896, late at night. At a dinner among many influential people, Daniel H. Burnham, architect by origin, presented a scheme destined to burgeon into a plan for the whole Chicago region.

Encouraged by various members of the group he worked further on it .2 With success: Great boulevards and elegant malls were designed. The South Shore Drive, the World Colombian Exposition, the urban design movement became known as The City Beautiful. Now, the designer waves: ‘set, design scored!’

– Third set, years later, Jane Jacob appears on stage, grumbling: “The Chicago fair has snubbed the exiting modern architecture which began to emerge in Chicago and instead dramatized a retrogressive imitation Renaissance style. […] This orgiastic assemblage of the rich and monumental captured the imagination of both planners and public.”3 She is legitimating equality; it is a side line in a major attack on modernism, but still. In favour of the public life, both designers and planners were seceded by the Canadian writer and activist. The designer and planner on stage look somewhat puzzled. From out of the dark someone shoots: ‘Out!’ – Continuing set, Jacob’s admirers, the urban sociologists of the University of Chicago are streaking. Obviously, they make the rival between the designer and the planner of no importance. While their popularity increases, people calling them the ‘Chicago School’. It’s easy to mistake with the architectural ‘Chicago School’ of among others Burnham himself. – Another set, some decades pass by. Both designer and planner, angry now, shout: ‘Whose name it is? Whose game it is?’

The quest for a better human and built environment is cumulating. On stage the two actors are fighting back. Outside the city they form a new alliance; New Urbanism is born. It’s a new match: “We are committed to re-establishing the relationship between the art of building and the making of community, through citizen-based participatory planning and design.”4 … Both players smile: ‘love’ – Set six, after twelfth congresses, finally the new urbanists are entering Chicago. Madden Wells Darrow is seen as exemplary; Stateway Gardens is even awarded with the Neighbourhood Charter Award. On stage, the designer steps forward: ‘but that’s planning.’ Than the planner furious begins to pace up and down: ‘…who called our congress in Chicago ‘Blocks, Streets and Buildings Today’, and subtitle it provocatively ‘The New City Beautiful’?’ – Last set. June 29, 2004, evening again, from out of the new headquarter in the city a statement is given: “By responding to new theories and challenges that are close to the center of what we do, we’ll be positioned for greater success.”5 – To be continued…

Can we imagine design without a plan, planning without designing? What worth is planning without a design, designing without a plan? Would the expo in

Chicago ever be realized without a preceded strategy or would their urbanization ever have taken place without designs? A simple answer could be given.

Nevertheless, would we? In any city the entertaining play continues, and luckily the drama stays.

Box spirit Urbanism does not deal with one problem. Urbanism deals with lots of issues concerning the spatial appearance of the world we live in. Economical, political, technical, climatic, historical and strategically are all problems the urban designer has to deal wit. And there are more of them. This ‘field of problems’, as prof. De Jong states.[1], is the challenge for urbanism and its designers. That on itself is not a thing of the future, but has always been the unique position urbanism and its designs. One can say that in the nearby future, stakes will rise.

Strategy, as performed by governments or private parties, cannot be the only thriving force in urbanism. Focussing on only this problem leads to urban sprawls in which every city, large either small, needs an ambitious business park and a thriving city-centre and low-density housing in a green environment and recreational areas. Prof. Luiten says in his interview in ‘Nederland in de maak’ [2] about Dutch spatial planning in the last decades: “Each box, each department has its own group of users which has its own demands in which all the other groups apparently don’t want to participate.” Such cannot be design nor urbanism.

Currently I’m developing my thesis in the MSc3 laboratory Delta Design. I’m working on a regional plan for the open landscape in the Dutch Deltametropolis. The complex situation of an urban area of metropolitan scale, facing its back towards a huge constellation of unique, open landscape(s) challenges the practice urbanism with a wide variety of problems. The intricate system of the Dutch landscape, consisting of different types of polders, natural wetlands, open water, sea and dunes an many more typologies, could make the urban constellation we like to call Deltametropolis, a true metropolis where all human needs, living, working and recreating in its widest context, could be covered. To solve the many problems, as a designer in urbanism, one has to look through not only the eyes of a strategic planner, but also all the other fields of expertise that are involved.

Strategic demands on spatial planning have to be conceived on a larger scale and shoulder to shoulder to all the other problems involved.

The national government, as proprietors of the public space, should take responsibility and encourage designers to tackle the field of problems on a higher scale. For the Deltametropolis the regional scale is the focus for the future.

Design should be an integral part of the process of spatial planning from the earliest stage. ‘Research by design’ is a dogma that is commonly accepted, appreciated and applied on this faculty and is a way to get a grip on the fields of problems designers are faced to.

PLANNING IS EEN MUST

Planning is een must Laurens Kooij Deze Atlantis staat in het teken van strategische planning, maar is het voor de overheid nu zinvol of niet om hier tijd en moeite in te steken? Met name in de stedenbouw wordt om een aantal redenen hieraan steeds vaker getwijfeld. In de praktijk is het haast ondoenlijk om met veel partijen consensus te bereiken over wat men nu uiteindelijk wil en welke hogere doelstellingen of ambities aan bepaalde ontwikkelingen ten grondslag dienen te liggen. Dit kan tot gevolg hebben dat het resultaat van deze planvorming een compromis is waar wél iedereen mee kan leven, maar waar niemand echt enthousiast van wordt. Daarnaast vertraagt uitgebreide planvorming verschillende processen en leidt het de aandacht af van hetgeen werkelijk moet gebeuren, namelijk de mouwen opstropen en een einde maken aan de woningnood en beginnen met stedelijke vernieuwing daar waar het het hardste nodig is. Ook de kosten die gemoeid zijn met het maken van mooie plannen en toekomstbeelden, die veelal toch niet gerealiseerd worden en in de bureauladen verdwijnen, kunnen beter in de uitvoering van projecten gestoken worden volgens de grootste criticasters.

Daarnaast vallen er een aantal trends waar te nemen die deze twijfels alleen maar doen toenemen en pleiten voor een vermindering van planning. De maatschappij wordt steeds individualistischer en de burger wordt steeds mondiger. De overheid zou dus best een stapje terug kunnen doen en hoeft niet meer voor iedereen te bepalen wat goed voor ze is en hoeft al helemaal niet meer te proberen om de individualistische samenleving in een keurslijf te persen. Eigen verantwoordelijkheid, meer markt en minder overheid. Dit is niet alleen het credo van het huidige kabinet, maar iets dat duidelijk breder gedragen wordt in de samenleving.

De bovenstaande manier van redeneren berust echter op een aantal misvattingen. Ondanks het feit dat planvorming leidt tot compromissen, zijn de meeste geslaagde projecten juist het resultaat van uitgebreide planvorming. Te denken valt aan projecten als de herontwikkeling van het Céramique terrein in Maastricht, de herontwikkeling van havengebieden in Amsterdam en Rotterdam, maar ook aan de realisatie van VINEX-wijken. Hoewel deze wijken veelvuldig bekritiseerd worden, blijken de bewoners

van deze wijken erg tevreden te zijn. Daarnaast is de diversiteit in dergelijke geplande projecten vaak veel groter dan in wijken waar sprake is van individueel opdrachtgeverschap. Het argument dat individuen door de overheid in een keurslijf geduwd worden is dan ook op drijfzand gebaseerd.

Veel belangrijker dan deze argumenten is het feit dat de stedenbouw niet op zichzelf staat. Stedenbouw, planologie, verkeerskunde en ruimtelijke economie zijn verschillende disciplines die veel met elkaar te maken hebben. Als al deze disciplines in een bepaalde stad of regio optimaal op elkaar worden afgestemd, kan dit leiden tot een enorme opbloei in cultureel, maatschappelijk en economisch opzicht. Een mooi voorbeeld van een stad waar deze aanpak zijn vruchten heeft afgeworpen is Lille. De komst van de TGV is door het stadsbestuur aangegrepen om de stad om te vormen van een wegkwijnende provinciestad tot een nieuw centrum tussen Parijs, Londen en Brussel. Dit kon bereikt worden door stedenbouwkundige ontwikkelingen optimaal af te stemmen op de kansen die geboden werden door verkeerskundige ontwikkelingen. Kortom, een perfect staaltje van strategische planning!

In de nabije toekomst zal het belang van strategische planning in een multidisciplinair perspectief steeds groter worden. De tijd dat economieën lokaal georienteerd zijn ligt inmiddels al ver achter ons. Door de globalisering en de opkomst van nieuwe economische grootmachten worden regio’s gedwongen om competitief te zijn op een hoger schaalniveau.

De concurrentiestrijd wordt niet meer uitgevochten tussen steden in een land, maar tussen regio’s in Europa of in de wereld. Stedelijke netwerkregio’s zullen in de toekomst moeten strijden om een plaats in de wereldwijde kopgroep om hun welvaart op lange termijn zeker te stellen.

In de Noordvleugel, de netwerkregio waar Amsterdam deel van uit maakt, is men gelukkig ook doordrongen van de urgentie om te concurreren op een mondiaal schaalniveau. De Noordvleugel is nationaal en internationaal gezien een regio die goed functioneert. De welvaart ligt op een hoog niveau en de economie presteerde de afgelopen jaren beter dan het Nederlands gemiddelde (1). Toch zijn er enkele punten van

zorg: de concurrentiepositie ten opzichte van andere Europese stedelijke regio’s verslechtert. Amsterdam is gezakt op de lijst van meest aantrekkelijke plaatsen om een bedrijf te vestigen naar de zesde plaats (2). Het Amsterdamse college heeft onlangs naar buiten gebracht dat het aansluiting wil houden bij de Europese kopgroep en dat Amsterdam een plaats in de top-5 wil heroveren. Om dit te bereiken is het noodzakelijk om vanuit een brede (economische) doelstelling een heldere visie op te stellen waarin duidelijk beschreven staat hoe bepaalde ambities verwezenlijkt moeten worden.

Vanuit dit perspectief heb ik in het kader van mijn afstuderen gewerkt aan een lange termijnvisie voor een regionaal openbaar vervoersysteem in de Noordvleugel. Hierbij kwam duidelijk naar voren dat de eerdergenoemde disciplines allemaal sterk met elkaar zijn verweven. Om de concurrentiepositie van een regio te versterken moet een regio goed functioneren en attractief zijn. Hier wringt nu net de schoen. Om goed te functioneren moet de bereikbaarheid van de Noordvleugel sterk verbeterd worden en moet het woningbestand in de komende 25 jaar met ongeveer 150.000 woningen worden uitgebreid. De aanwezige natuur rondom Amsterdam die daarvoor opgeofferd moet worden is nu juist, naast de levendige binnenstad, één van de belangrijkste punten die de stad tot een aangenaam vestigingsmilieu maakt.

Het oplossen van het bereikbaarheidsprobleem in de Noordvleugel, zonder grote claims te leggen op de groene ruimte en zonder de luchtkwaliteit te verslechteren, is mogelijk door in te zetten op openbaar vervoer. Het wijzigen van de modal-split (= de verhouding tussen het totaal afgelegde aantal reizigerskilometers per auto en het totaal afgelegde aantal reizigerskilometers met het openbaar vervoer in een bepaald gebied) ten gunste van het openbaar vervoer moet echter niet aan de burger opgelegd worden, maar uit eigen beweging gerealiseerd worden. Hiertoe moet het openbaar vervoer op belangrijke relaties in de Noordvleugel een aantrekkelijker alternatief zijn dan de auto. De enige wijze om dit te realiseren is het openbaar vervoersysteem optimaal te laten aansluiten op toekomstige ruimtelijke ontwikkelingen en op de toekomstige gebruikers van het systeem. Hierbij dient zoveel mogelijk rekening gehouden te worden met trends die zich voordoen in de maatschappij, in het ruimtelijke systeem en in het handelen van de mens. Om het één en ander vorm te geven heb ik in mijn scriptie bestaande methodieken om netwerken te ontwerpen

uitgebreid door in te zoomen op de gebruiker van een dergelijk netwerk. De vraag waartussen mensen zich willen verplaatsen en onder welke condities stond hierbij centraal. Gezien het feit dat dé reiziger niet bestaat en dat iedereen verschillende wensen en budgetten heeft ten aanzien van het maken van verplaatsingen, is een doelgroepensegmentatie gemaakt op basis van leefstijlen. Per leefstijl is vervolgens onderzocht waar bij voorkeur gewoond wordt, welke wensen zij hebben ten aanzien van verplaatsen en hoeveel tijd, geld en moeite beschikbaar is om te reizen. Op basis van deze informatie was het mogelijk om per leefstijl en per reismotief een ideaal netwerk te ontwerpen. Het zoeken naar overeenkomsten in de verschillende netwerken maakte het mogelijk om hieruit een aantal varianten voor toekomstige regionale OV-netwerken te distilleren. Het resultaat moet niet gezien worden als een blauwdruk van de toekomstige situatie, maar als een methodiek die resulteert in een visie om bepaalde ambities te verwezenlijken. Tevens geeft het een doorkijk naar een nieuw samenhangend regionaal OV-systeem.

Het uitgevoerde onderzoek is een typisch geval van strategische planning. In het algemeen geldt hierbij dat het van minder groot belang is of projecten in de toekomst precies zo zullen worden gerealiseerd. De toegevoegde waarde is vooral dat dergelijke studies een kader bieden voor beleidsmakers op basis waarvan strategische keuzes gemaakt kunnen worden.

Strategische keuzes die noodzakelijk zijn voor de concurrentiepositie en de welvaart van regio’s op lange termijn. Van belang hierbij is dat zoveel mogelijk disciplines optimaal op elkaar afgestemd worden. Strategische planning moet daarom niet gezien worden als een leuke hobby van een stelletje ambtenaren, maar als een serieuze taak van gedreven mensen om te werken aan de toekomst.

City- the past and the future Column Abhijit Mandrekar

Melvin pocketed the two dollar note given by the owner of the BMW and ran through the cars to avoid being run down before the traffic lights changed to green. It was one of the major arteries of the city and traffic was getting heavier by the minute. He liked to watch the traffic, the cars and the rush that enveloped the city as the early hours of the day slowly crawled towards noon. He always dreamt about the fine cars that he would ever own if he gets out the survival work he believed he was destined to do. Cleaning the windows of the waiting cars at the traffic lights is not a profession one would be proud of but it fetched him a sufficient amount of money to provide him with his daily necessities. He had no relatives anywhere in the city or outside. He was all alone, had no dependency and had no responsibilities that would anchor him down to one place. He had basic school education and could read and write.

But young and intelligent though he was, had failed to secure regular employment. A gypsy woman once had told him that he would be filthy rich one day but it would not last for long. He never believed it. And truly speaking, did not care either.

The basic physical structure of the city had not changed in all these years. There were sixteen main arteries that formed the major network of roads in and around the city. Like every other city there was one major ring road and like not many other cities, it had eighty-four subsidiary roads. These were further branched into infinite streets, lanes and alleys that made up the city. Most of the large public spaces and the large scale performance structures like stadiums were annexed to the arteries and the subsidiary roads. Each neighbourhood had its own playgrounds and open spaces. The infrastructural network like the bridges and the boats connected

the Eastern part of the city to the Western part and the Railway split the two parts again. He thought that the city was very cleverly layered into the road networks, the landscape, the public spaces and the buildings. And within this basic structure there was incredible diversity of expression and an unbound freedom in Architecture, Art, sculpture-art, openair music-performance structures, public activities and the city life.

But behind this chaos and randomness of activities and life of the city there was a very strong order that was invisible to the eye that was unable to see the non-obvious. Everybody had a task and a motif and a job to do; - like the organs in a human body.

At the scale of the blood corpuscles it is impossible to imagine that there would be a structure and a rhythm to this unfathomable disorder and freedom, which would end up in a bilateral symmetry. Like the relentless functioning of the body-centres, from the smallest cell to the largest organ the smallest messenger boy to the Executive Manager of the largest of the Multinationals everyone contributed to the almost exact functioning of the city. Like a huge organism, the city awoke in the morning and slowly fell into even breathing in the late hours of night. When he came to age, he remembered that he had a mental map of the city. The river banks were laced with cafes and restaurants and like a heartbeat was suddenly filled with intense activity at certain moments and was utterly still at certain times. He had seen the city change and expand around the edges although some physical dimensions remained the same. Like the city centre,- his father told him that there were trams in the city and showed him pictures. He also talked about the city’s future and what would and

should happen so that the city would always retain its identity. He also told him that if the city-planners did not plan the city’s future properly with deep thought and with a feel for creative anticipation, the whole structure would be imbalanced. But Melvin disagreed with his father on this point and believed in random coincidences and was sure that one small incident can change one’s future life forever. Because he asked a simple question to himself like many city planners did “can one ever define present and the future?”. When does the present end and the future start? Is the present now? But by the time one has finished saying it, it has become past already. And that which you call a future, a moment later is the present which a moment later is the past. If you talk about the future that lies far into the coming years or the coming decades, there are so many uncertain factors that govern the planning aspects that it becomes impossible to plan the ‘real’ future. The uncertainty becomes the parameter of the data in which the hidden desire to plan the certainty dwells.

Perhaps one needs to look into the past in order to know what one does not have to do. Since the past was once the future for the past of the past and the future will be the present for now and since now is the past of the future it becomes unthinkable to organise the future based on the conclusions of the past or of the present. All planning fields and all planning ventures are a part of this phenomenon.

It was hot. He bought a hotdog and sat down in the shade of the tree at the side of the street.

The hot dog tasted good. He straightened the crumpled piece of newspaper in which the hotdog was wrapped and out of curiosity, opened it. It had been a long time since he read the newspaper of any kind.

Most of the news was about somebody’s celebration of the school-ending and an article that went over the Minister that could not keep his word and misled the people. Down under was the horoscope section. He read it, almost aloud; “Aries”- “today is your lucky day. You will find a young……etc.etc. he turned the page and read on. There was some publication about someone’s anniversary. And under it the list of the horses that won the Derby race at he racecourse, some advertisement about shoes and a vacancy for a salesman in the Medical sector. It was a bit dull, the whole paper, he thought.

And then suddenly,- he saw it… the date,- something was wrong about the date printed on the paper.

26th May. But today is 25th May and the same year.

It can’t be. He looked at the rolling electronic information Day- Time- clock on the church tower. It was 11.30 a.m. 25th May indeed. So…

My God!!! What if it is true? This is tomorrow’s paper.

The Horoscope,…no..no..no..the Derby.

A thought raced through him like a shock. He had nothing to lose. He quickly folded it and rushed across the road to the laundry shop whose owner lent him money at the time of need. He borrowed as much money as he could and jumped into the running bus. The racecourse was on the other end of the city.

The first sector was the heart of the city. He had seen people selling old pictures of this part of the city. The city then was different. The streets were small. Off course they were planned to cover the distances on foot. The distance between the houses was designed to have a comfortable contact between the two elevations. The physical distance between the streets was the same only the present picture was more crowded. Since the pedestrians of the past were replaced by trucks loading and unloading the supplies to the large shopping chains and supermarkets.

As the bus entered another sector, he could see that the space had become more generous. The streets were wider and the houses larger. He remembered his father mentioning the internal migration from the rural parts of the country and the coming of the asylum seekers and the refugees into the city a certain number of years ago. First there was a natural resistance from the inhabitants to accept such an invasion, but the newcomers had brought with them new ideas and a new vigour. The city received a new impulse. The economy of the city began to grow and the city began to spread like an oil drop consuming the space around. The new spaces catered to the new demands and the whole cityscape began to change.

The Architecture betrayed the secrets of the technologies and the developments in the city-life. No city is ever built out of cement-concrete and bricks. A city is built out of periods. Each period in the history and the structure of the city represents something and like a living entity the city builds up its character.

Like humans the relationships in the city spaces are strong but the edges are undefined and unclear. The city authorities have defined these boundaries for administrative convenience but nobody knows where the city centre stops and the exterior area begins.

The period representation also reveals the age of city.

The green spaces- the city-lungs, the trucks carrying the huge food containers through large roads to the unknown destinations like the veins carrying oxygen and energy to the heart. The city has no past and no future. In a city there could be a difference of a day between the poor yesterday and a rich tomorrow.

There were plans to build a new stadium in the city and they were looking for the sponsors. Perhaps if the

newspaper is really true and if he wins the horse-race he could sponsor it,- alone.

Melvin got out of the bus and walked to the counter of the Derby. He chose the horse- numbers and the race codes exactly as they were printed in the paper.

The man behind the counter told him to reassess his choice because it was most unusual. Since nobody else had chosen this combination the numbers were completely free. Melvin still went for the data given in the paper.

He won all seven races, - a mind-boggling one hundred and forty one million dollars. He could not believe that he was the same Melvin that was a street vagabond just a few hours ago. He borrowed some cash in advance and agreed to accept the rest of the money by tomorrow after he had opened a bank account. Firstly he went to the most sophisticated clothes shop and bought a very expensive suit.

Then he went to the Limousine hire and hired the most exclusive Limousine with a chauffer and, once on the back seat, asked the chauffer to turn the airconditioning on.

It was evening now and the lights in the city had come on. The city looked like a dream sequence in a family movie. He passed the stadium again and smiled to himself. He would call the stadium-authorities tomorrow, he thought. They will be shocked. He had cleaned the windows of their cars several times at

the traffic lights.

He removed the piece of the newspaper again from his pocket. What more was in it for him?

He read on. His eyes fell on a very small column in the corner. It was almost unnoticeable. It said,“ the unknown young man who won the one hundred and forty million dollars Derby race died in car accident near the new stadium “.

The two tail lights of the Limousine disappeared around the corner.

Abhijit Mandrekar, born on march 3rd, 1961 in Bombay, India, earned his bachelors degree in Architecture at the university of Bombay and his building engineer degree at the TU Delft. After his graduation he worked on a broad variety of projects, such as interior, housing, industrial and urban projects and was also active as a (architecture) consultant. He has worked in India, Africa and the Netherlands. From 1995 till 2003 Mandrekar has, alongside his many other activities, filled several teaching positions at the TU Delft, ranging from tutor architectonic design to tutor urban/landscape design. In 2003 he was a tutor for Indesem (International Design Seminar). Since 2003 he works as manager architect/urban planner for ArchSpaceM, office for Architecture and Design. POLISFONDS voor stedebouw

De oprichting Polis, podium voor stedebouwkunde heeft in 2000 het PolisFonds opgericht tijdens de viering van het tweede lustrum van Polis in het NAi. Het PolisFonds Het PolisFonds is een fonds dat individuele en kleinschalige initiatieven, die voortkomen uit de dagelijkse stedebouwpraktijk of de wetenschap ďŹ nanciert. Dat betekent dat ook initiatieven van buiten Polis een plek krijgen op het podium voor stedebouwkunde. Bij de initiatieven valt te denken aan publicaties, onderzoeken op basis van actuele vraagstukken of tentoonstellingen.

Subsidies worden toegekend aan aanvragen die aansluiten op de doelstellingen van Polis, zoals het stimuleren van het vakgebied stedebouwkunde en het bevorderen van contact en uitwisseling tussen wetenschap en praktijk. Op het podium van Polis zullen de initiatieven hun weerklank vinden in onder andere lezingen, symposia, excursies, studiereizen en de stedebouwweek. Het magazine Atlantis zal een belangrijke en aanvullende rol spelen in het verder uitdragen van de activiteiten mogelijk gemaakt door het PolisFonds Opzet van het PolisFonds De subsidieaanvragen kunnen worden ingediend met behulp van een aanvraagformulier dat verkrijgbaar is bij Polis, Podium voor stedebouwkunde. Een commissie, bestaande uit mensen met verschillende stedebouwkundige invalshoeken, beoordeelt de aanvragen. Young city in Gdansk - Living history Urban regeneration in Poland Patrycja Wilczynska

What is ‘urban regeneration’?

Urban space is structuring and restructuring over time. According to the medieval philosopher - Ibn Chalduna1 each human civilization characterizes itself with a continuous fall and rebirth cycle (Fig.1).

Urbanization, suburbanization, de-urbanization and re-urbanization create a cycle which reveals growth and decline of the urban environment, indicating the need for regeneration.

What does it really mean ‘to regenerate’? What is its purpose in the urban environment? What should this process look like? What can be “regenerated”, what “renewed” and what “rebuild”? The existence of many various definitions indicates that urban regeneration can not be clearly and unequivocally explained.

As Robert & Sykes put it; urban regeneration is a “comprehensive and integrated vision and action which leads to the resolution of urban problems and which seeks to bring about a lasting improvement in the economic, physical social and environmental condition of an area that has been subject to change.”2

In Poland, nowadays, many definitions of urban regeneration exist. It is important to mention that professionals, in Poland, use the word “revitalization” instead of the term “regeneration”. According to the Association of Regeneration it is a “process of spatial, social and economic transformations of downgraded districts, which leads to the improvement of living quality, puts spatial structure in order, stimulates economic growth and re-creates social ties. Urban regeneration concerns complex technical actions which lead to restore splendor mainly of former neighborhoods, industrial sites, army areas and block of flats estates.”3 Existence of the Regeneration Association and provided formal definition does not mean that this issue is fully understood.

The concept became popular in Poland, especially after joining the EU, when a lot of money from the European Structural Funds had been designated to regeneration. However, some municipalities make regeneration programs without any understanding of the matter. For example they claim that tenement homes will be “regenerated”, but they are just “rebuild”, “modernized” or “renewed.”4 An interesting opinion of some Polish researchers is that they emphasize that urban regeneration is a process of bringing back life or rather, filing a dead space with life.5 Many of them believe that nowadays architects mainly order what was developed in XX century by filling degraded space with livable essence.6 That is why it is important not only to design on paper, but also to engage in changes personally. This underlines the significance of cooperation with local communities, which will improve mutual trust. This is important because the lack of faith in development possibilities is usually the main problem limiting successful urban regeneration in Poland.

YOUNG CITY IN GDANSK – LIVING HISTORY

Because of turbulent Polish history, the term urban regeneration sometimes has a negative tone. This is because the name “regeneration” was overused, after war by politicians like Gomulka or Gierek, to receive support and control of the society.7 In democratic states regenerated areas were downgraded because of social, economic or technologic transformations. In communistic Poland this movement was almost not audible. At first cities destroyed during the war were rebuilt, but later on only monuments were reconstructed or restored.8 Only recently regeneration programs have been planned in which the term regeneration was truly understood.

As mentioned above, Polish views on regeneration suggest a more “re”-active character which might direct regeneration towards only re-creation, oriented more towards effect than towards process. While in architecture this does not have to be harmful, in large urban projects it can mean disaster. Interesting is that provided views on urban regeneration describe in detail which areas should be considered for regeneration. What can be observed in Poland over the years is that the earlier projects tended to focus on physical transformation, usually housing, whereas later programs have attempted to stimulate social and economic regeneration.9

In the XIX century, due tot the exceptional values of the landscape, J. Klawitter decided to build a shipyard in Mlode Miasto. The area became property of the state. Its final spatial structure was built at the end of XIX century (Fig.3). After the war the shipyard was merged with the existing North Shipyard under the name of Lennin. Plans of rebuilding the area were developed by W. Czerny who wanted to create a main axis from the railway station towards the shipyard in the form of an alley. Only the Solidarity building and the monument arisen for the glory of killed workers, are what’s left of his plans.

This article proves that urban regeneration is a complex matter which involves different approaches, views, actors and actions to “bring life into abandoned space”. On the example of former shipyard in Gdansk (Mlode Miasto) the potentials of regeneration are shown. Additionally the case reveals that this process is important in the life of a city, where it concerns not only physical renewal, but also social, economic and environmental improvement. It considers an action which is deeply connected with the analyzed site and it responds to existing problems.

History and spatial development of Mlode Miasto Mlode Miasto (the Young City) was built by The Knights of the Cross in the year 1380 as a competing district to the existing inner city of Gdansk. It was located between the old town and Dead Vistula River (Fig.2). In XV century inhabitants of the main city banished knights and burned the whole district, which remained an open area for more than 400 years. During that time many plans of how to rebuild the area were prepared, although the necessity of leaving open space for the defense of the inner city was one of the main barriers for development. In the end of XIX century parts of fortifications were broke down which created possibilities for building in that

The Gdansk Shipyard became world famous in 70’s and 80’s because of the walk-outs of workers against communist government which proliferated to the whole country. Communist government, using the army, attacked workers going to work on the 16th and 17th of December 1970. The number of people that died as a result of this is until this day still unknown.

On the 14th of August 1980 one of the workers was dismissed. This started a national protest against communism throughout the whole country. Protesters posit 21 postulates (Fig.4), which were signed in the UNESCO world’s heritage list in 2004. directed by Solidarity leaded towards a political turnover, for which Lech Walesa received the Nobel Price in 1982. As a result the first democratic elections were carried out in 1989, which ended the reign of communism in Poland.10 It is believed that those events have influenced other liberation movements across the Europe.

proposals for municipal land use plan was made and approved in 2004.12 This legally binding act enabled the start of the process of regeneration of the area.

The document consists of two parts: “Gdansk Mlode Miasto North” (Fig.5) and “Gdansk Mlode Miasto - Shipyard and Solidarity Square” (Fig.6). The new plan designates the area mainly to service and hou-

In 1990 Gdansk Shipyard was transformed into a registered company with a share of state and workers. In 1996 bankruptcy was declared because of the increasing debt11 and the area became property of the Shipyard Gdynia Co. which planed to move all industrial production from shipyard Gdansk towards nearby Ostrow Island. 73ha of industrial area was designated for regeneration. In 1998 Synergy99 – Limited Liability Company - was formed to administer the area. The shipyard was bought from bankruptcy trustee by “Shipyard Gdansk – Shipyard Gdynia Group Co.”, which contributed shares into Synergy99. Synergy99 paid off Shipyard Gdansk, so that Shipyard Gdynia became the only shareholder.

Since March 2003 67% of the shares are in the possession of an American investment fund and 33% in the possession of a Polish company, Evip Progress.

During the process of restructuring of the ownership people started to consider a different usage of this area. In 1994 Kochanowski from Gdansk University of Technology developed a land use plan which took new functions for the shipyard into consideration.

The new owner of the area - Synergy99 in cooperation with team of designers form Gdansk University of Technology and Sasaki Associates Inc developed many analyses and scenarios for possible future development of the former shipyard. They decided that new ideas should be discussed more widely, so they organized the conference “Large – Scale Urban Developments” where many famous urban planners (like Rino Bruttomesso, Han Meyer, Dennis Frenchman or Rudolf Schaefer) expressed their opinion.

Besides that a student-competition was opened and an international workshop was carried out. All those events where summarized in a final concept for development of the former shipyard area. On this basis a

sing and partly to service and industry. Besides that it describes, in detail, rules for creating an urban composition, infrastructure, new buildings and the protection of cultural heritage. The document was prepared in accordance with existing resolutions and acts. It is described as a first but extremely important step in regeneration.13

YOUNG CITY IN GDANSK – LIVING HISTORY

Independently from its huge historic importance, the shipyard was always a recognizable image of Gdansk because of the port’s cranes and the monument consecrated to the killed workers (Fig.7). It appeared that abandoned industrial buildings became the perfect place for cultural events. Many institutions like: Shipyard Gdansk Centre, Modeling Room, Artists Colony, Art Institute “Island”, European Centre of Creative Integration, Workshop Theater Association “ZNAK” have their seat in the Young City. They organize exhibitions, workshops and performances (Fig.8). In August this year Jean Michael Jarre held a concert devoted to the 25-th anniversary of Solidarity (Fig.9).14 All these activities reveals still livable spirit in Gdansk Shipyard. ‘Genius loci’ of this place is really strong, manly because of historical events, which are still in memory of Pools. That is why regeneration of this area should be carried out carefully and subtlety but in which way this transformation can be successful?

Already mentioned Roberts & Sykes distinguish a vertical and horizontal integration in urban regeneration. According to them, vertical integration links different levels of public stakeholders: national, regional and local in terms of one goal. This type of cooperation can be possible on the level of spatial planning and policy activities, where each action is important in the process but only together stakeholders can achieve a set goal.16 In the shipyard case vertical integration can be read in the process of establishing a land use plan for that area which linked all levels to achieve on goal.

As mentioned above, according to Roberts & Sykes, horizontal integration has two aspects; the first is linkage of different departments in the central and local government in different sectors; the second is to encourage appropriate private stakeholders in partnership in complex process of regeneration.17 At this stage it is important to identify proper key actors across all interested sectors and provide them free access to all needed information. This integration requires an exceptional ability to manage a system in which every “small part” works.

There is no direct information about bringing together different political departments in the regeneration process of the shipyard in Gdansk, but a cooperation between interested stakeholders under leadership of Synergy99, can be seen. Integrated approach in urban regeneration Urban regeneration of the site requires an integral approach taking actions. This means that only with successful cooperation between different actors this complex process, which focuses on so many different economic, social and environmental problems, may be successful. Integration in regeneration indicates the strategic character of this process, in other words managing decisions through the use of strategic choices.15 Integration in urban regeneration concerns not only the necessity of dealing with complex and multi-layered problems of an area which is subject to change.

To make it possible to consider all those matters it is also necessary to cooperate and exchange information on every possible level. In my opinion this is one of the most important prerequisites of sustainable urban regeneration.

interests, ambitions and understanding. In this case Synergy99 has the leading role.

All these different aspects of an integrated approach make urban regeneration even more complicated.

Now it not only concerns many different cross–sectored problems, but in order to solve those problems, it also involves many different institutions, organizations, representatives, governments and other parties (who very often have contradictory interests and views). In this case is it still possible to achieve a consensus? Is this wide integration not dangerous for stability? How can an aim be reached with so many parties and institution under one vision? Is this process sustainable?

As far as I’m concerned integration in urban plan-

Synergy99 on their official website declare a partnership approach for the regeneration of the “Young City”. It introduces its partners who are divided into cooperators and leaseholders. Cooperators are architectural offices, public organizations; leaseholders are mainly industrial companies which lease areas or buildings from Synergy99.18 It can be conclude that Synergy99, as an owner, has a leading position in this collaboration and its only interest is to increase the value of the land in order to sell it later for a higher price. This means that only Synergy99 will benefit directly. Other cooperators will benefit indirectly at the time that the development of Mlode Miasto will influence the economic situation in Gdansk. That is why we can say that Synergy99 has an initiative character, but is this partnership based upon collaboration? From the handbook of Roberts & Sykes it can be concluded that a strategic framework can help to foster collaboration and encourage partnership. In case of former shipyard the owner Synergy99 invites organizations to cooperate in development of future vision for Mlode Miasto. Since 1998 Synergy99 realized a full inventory of the designed site, a concept for the land use plan (together with Sasaki Associates), organized a workshop during which a concept for development of this area was created (together with Studio Loegler and team from Gdansk University of Technology), applied claims for a land use plan prepared in municipality and made cubature study for this area.19 Now when the land use plan is established, Synergy99 has to possess investors and later administrate the process of development. In my opinion it is not a clear partnership, because the partners are not equal in terms of shared ownership,

ning and design is a beautiful ideology. It makes to believe that this enterprise will only be successful if it is reached by integration of all interested parties. I agree that a common vision developed by a group is usually closer to ideal than a concept from one subject. Integration in planning suggests that more aspects will be taken into account; more pros and cons considered and by that better vision will be developed. However, in my opinion integration in urban planning also brings some threats. Multiorganizational collaboration suggests never-ending discussions and negotiations instead of the desired fast reactions. The other danger of integration in regeneration is the possibility that all the parties involved in the cooperation will try to enforce their own interest, which may lead to forgetting about the main purpose of regeneration. This is especially undesirable in Poland, where society is still easily corruptive and directed towards own profits instead of common good. Therefore the process of transformation of the Gdansk Shipyard is unprecedented.

Nevertheless an integrated approach makes regeneration of an area possible, but a good management of partnerships and a strong strategic frameworks is needed as a basis for collaboration.

Conclusions The most obvious conclusion drown from this research is that urban regeneration is important in the development of a city, where the process of change is inevitable. Society is transforming and by that the surrounding urban space is rearranging. Some areas are increasing their attractiveness all the time and are flexible enough to adjust to new conditions. Some sites are not functioning well and are deteriorating gradually. At some point they are not useful anymore.

Simultaneously there is an increased demand for

other functions. This is when regeneration comes in and makes it possible to re-use areas and by that prevent uncontrolled urban sprawl. For example regenerated waterfronts or ports are usually located close to the city centers. While economy is shifting from production towards service old city ports are dying. Regeneration gives an opportunity to increase the attractiveness and improve the image of the city. However it is important to realize the possible consequences of the actions taken. Considering different approaches to regeneration or even different understandings of this process, it is wise to describe concrete aims and means directing towards the goal.

Vagueness of the term can be dangerous especially in Poland where almost no regeneration projects were implemented.

The process of regeneration is really complex because of all the possible different approaches, the multitude of considered problems and a multiplicity of involved actors, who deal with those views and issues. According to that it takes time to “bring life back in dead space”. That is why the process of regeneration of Mlode Miasto will probably take decades. Nevertheless it is worth the effort to enliven the space, which hides many interesting values that are very important for the Polish people. They should be protected and exhibited for future generations.

The memory of past events that took place in the Gdansk Shipyard should be commemorated in an appropriate way. Therefore regeneration requires cautious actions leading towards introducing new and attractive program which is of great importance for city development. Proposed functions should respect existing cultural values of the area, so that regeneration will be successful. Integration in this process allows avoiding abortive decisions, which can irreversibly destroy the identity of this place. All involved parties should take into consideration the future consequences of the transformation programs not only for the area itself, but for the whole city, also considering social and economical aspects. It is difficult to predict undesirable effects of implemented decisions, therefore it is wise to analyze and conclude form successful and debacle projects.

Nevertheless regeneration of downgraded areas can be an answer for abandoned sites in the future in bringing back their attractiveness.

Sydney is the state capital of New South Wales, located on the east coast of Australia. With a metropolitan population of over 4 million people, it is the most populous city in the country. The city of Sydney has been called the “Harbour City”, it is Australia’s main financial centre and an international tourist destination, notable for its climate, beaches, and architectural landmarks like the Sydney Opera House and the Sydney Harbour Bridge.

It was at Sydney Cove, where the ferries run form Circular Quay today, that the first European settlement was established on the rocky spur of land in 1788, by Arthur Phillip. The city is built on land once occupied by Eora tribe, whose presence lingers in the place names of some suburbs and whose artistic legacy can be seen at many Aboriginal engraving sites around the city. It was a squalid, raucous and notoriously dangerous place full of convicts, whalers, prostitutes and street gangs, though in the 1820s the nouveaux riches built three storey houses on the riches overlooking the slums.

The Rocks today has turned into a historical tourist precinct, full of narrow cobbled lanes and colonial buildings.

The Harbour divides Sydney into the northern and southern halves, with the Harbour Bridge and the Harbour tunnel joining the two shores. The city centre and most places of interest are south of the Harbour. The central area is long and narrow, stretching over 2 km from the Rocks and Circular Quay in the north to the central station in the south, bounded by Darling Harbour to the west.

This huge waterfront leisure park, once a thriving dockland area, was reinvigorated in the 1980s by a combination of vision, politicking and big money.

Densely concentrated skyscrapers and other buildings, such as the Sydney Town Hall and Queen Victoria Building, interspersed by several parks such as Wynyard and Hyde Park, dominate the city centre. The postcars-perfect Syndey Opera House is dramatically situated on the eastern headland of Circular Quay. Construction began in 1959 after Danish architect John Utzon won an international design competition. It’s construction was an operatic blend of personal vision, long delays, bitter feuding, budget blowouts ans pusillanimous politicking. But finally completed in 1973. it was with its shoaring shell-like, 1.056.00 Swedish tiles, roof become a must-see sight in the world.

Remarkable are the many exceptionally natural areas and open spaces situated within the city. Much of the natural heritage that remains in Sydney has a colourful past dating back to the first settlers. Other gardens and open spaces are more recent additions to the cityscape providing sanctuary from the day to day city traffic and hustle and bustle. Notable parks include the Chinese Garden of Friendship, the Royal Botanical Gardens and Hyde Park.

East of the city centre are the inner city suburbs of Darlinghurst, Kings Cross and Paddington. Further east and south-east are exclusive ocean-beach suburbs of Bondi and Coogee. Suburb sprawl stretch a good 20km north and south of the centre, their extent limited by national parks.

De binnenstad van Rotterdam is nog jong. Na het bombardement in 1940 heeft de binnenstad zich ontwikkeld tot een modern knooppunt met ruimte voor experiment en innovatie. In de Europese context blijkt echter dat een goed ontwikkelde binnenstad niet in zestig jaar gestalte kan krijgen. Ook al lijkt het centrum voor veel mensen redelijk ‘af’, in feite begint nu pas de ontwikkeling naar verdichting, kwaliteitsverbetering, adequaat beheer en volwassenheid. Na meer dan zestig jaar wederopbouw vertoont de binnenstad nu de eerste trekken van een echt stadscentrum, met een culturele dynamiek die niet langer het resultaat is van alleen planning en projectontwikkeling.

Attitude De “Atlas van de culturele ecologie van Rotterdam” is gemaakt in opdracht van het Hoogbouwteam en is tot stand gekomen in samenwerking met Arnold

Reijndorp, bureau NEXT en dS+V. Het hoogbouwteam is in 2001 door de gemeente Rotterdam ingesteld om de ruimtelijke en programmatische kwaliteit van de geplande hoogbouw en andere grote ontwikkelingen in het centrum te bevorderen. In het hoogbouwteam werd bij de presentatie van stedenbouwkundige plannen door leden van het hoogbouwteam vaak de vraag gesteld: What is the sense of this place? Ofwel, wat is de betekenis van deze plek op dit moment en op welke wijze verandert die betekenis door het geambieerde project?

Het doel van de “Atlas van de culturele ecologie van Rotterdam” (het sense of place-onderzoek) is om inzicht te krijgen in de verhouding tussen de geplande en de ongeplande dynamiek van de stad, tussen de spontaan ontstane sferen en de nieuwe stedelijke milieus die gewenst zijn. Deze bepalen gezamenlijk het karakter en de aantrekkelijkheid van Rotterdam.

Zij kunnen elkaar versterken, maar ze kunnen elkaar ook negeren en zelfs tegenwerken. Hier en daar raken de twee sferen elkaar net niet, terwijl de kracht en de attractiviteit van de stad zit in de overlapping. Dan ontmoeten stedelingen en bezoekers elkaar, insiders en passanten, culturen en subculturen.

Tot voor kort overheerste in het denken over de binnenstad het idee dat het centrum moest worden gecreëerd; een logisch gevolg van het bombardement en een bijna in de genen van de stad verankerde attitude. Men was vooral druk bezig met stadscentrum maken, alsof er nog nauwelijks te genieten viel van wat er al was. De laatste jaren wordt duidelijk dat ook Rotterdam een centrum hééft, met een eigen dynamiek die zich in toenemende mate ontwikkelt naast planning en beleid en zich daar soms zelfs aan onttrekt. Dit besef noopt tot een andere houding ten opzichte van de opgaven waar de stad voor staat.

De atlas is een poging om dat te beschrijven en te laten zien als input voor onszelf als ontwerpende dienst maar ook voor anderen die aan de stad werken.

Met als doel beleidsmakers, stedenbouwkundigen en ontwikkelaars gevoelig te maken voor het feit, dat er zich op tal van plaatsen in het centrum zaken voordoen die wellicht een positieve rol kunnen vervullen bij het (verder) tot ontwikkeling brengen van deze gebieden. Meer kennis over betekenis én gebruik van de stad is noodzakelijk en kan de stedenbouwkundige ambities van de stad preciseren en ondersteunen.

Het is een nieuwe vorm van planologie die de condities in kaart brengt die van belang kunnen zijn voor interventies.

De “Atlas van de culturele ecologie van Rotterdam” is een eerste proeve van een andere manier van kijken naar de stad. Tegelijkertijd wordt getracht te verklaren waarom bepaalde ontwikkelingen zich op bepaalde plekken in die stad voordoen en wat dit ons vertelt over het gebruik van de stad en het stedelijk leven. De atlas moet dan ook niet enkel worden gezien als een resultaat, als een beeld van hoe de stad functioneert, maar veel meer als een pleidooi voor een methode. Het is een pleidooi om soortgelijk onderzoek te doen bij elke plek (van enig formaat) waaraan ontworpen of ontwikkeld wordt.

Daarbij kunnen er andere indicatoren zijn, die veel meer over het karakter van die specifieke plek vertellen dan die welke voor deze atlas zijn gebruikt. Het idee achter deze atlas is niet zozeer om het gevoel ván bepaalde plekken op te roepen, maar om ontwikkelaars en ontwerpers te stimuleren met gevoel vóór de plek aan het werk te gaan.

Kaarten In de atlas zijn drie reeksen kaarten te vinden die weliswaar hetzelfde gebied beschrijven en dezelfde schaal hebben, maar in illustratieve vorm volledig verschillen; basiskaarten, inventarisatiekaarten en perspectiefkaarten.

De eerste twee passen in een topografisch traditie van exacte weergave van de werkelijkheid, een schaalgetrouwe weergave van mate van toegankelijkheid en ruimtegebruik door functies en activiteiten en van de korrelgrootte van de stadsplattegrond.

De perspectiefkaarten zijn eerder onder te brengen onder de noemer illustratieve kaartbeelden, ze vormen vrije interpretaties van moeilijker weer te geven aspecten zoals patronen en dynamiek. Het verschil tussen de reeksen komt duidelijk tot uitdrukking in de verschijningsvorm. Voor de basiskaarten en inventarisatiekaarten is gekozen voor een eenduidig beeld, de kaarten zijn gelijk in vormgeving en zijn als zodanig makkelijk met elkaar te vergelijken. op te roepen. Ze vormen verschillende weergaven van uiteenlopende elementen van de stad en zijn ook zo vorm gegeven.

Basiskaarten De basiskaarten vormen de ondergronden voor de andere twee typen, ze geven de structuur van de stad weer. Er is niet gekozen voor de gebruikelijke tweedeling van bebouwd en onbebouwd maar voor een onderscheid in mate van publiekelijke toegankelijkheid in drie vormen: openbaar, semi-openbaar en privaat. Met slechts een enkele kleur variërend in intensiteit wordt de structuur van openbaarheid weerspiegeld.

De openbare ruimte – die plekken die altijd en overal voor iedereen toegankelijk zijn, zoals straten, pleinen, parken – zijn op de ondergrond het lichtst afgebeeld. De ‘private’ openbare ruimte – die ruimte die voor een ieder toegankelijk is mits aan bepaalde voorwaarden wordt voldaan (openingstijden, betaling), zoals winkels, restaurants, musea, stadhuis – is op de kaarten iets donkerder van kleur. Tot slot zijn de private ruimten – de ontoegankelijke delen van de stad, zoals woningen, kantoren, bedrijven, binnenhoven – op de ondergrond het donkerst.

De structuur van de stad verandert, niet alleen door de geschiedenis maar ook door de dag. Met name de toegankelijkheid van private of semi-openbare gebieden kunnen in de loop van een etmaal sterk veranderen. Om dit verschil weer te kunnen geven zijn er drie verschillende basiskaarten op verschillende tijdstippen, één overdag, één na sluitingstijd van winkels en kantoren en één ‘s nachts. Tenslotte is er nog een kaart die de inverse van het privaat gebied weergeeft, alle buitenruimte. Het geeft de vrije ruimte van de stad weer, ongeacht het eigendom, de plek die gebruikt kan worden voor alle publieke functies, zoals verkeer, festivals en evenementen.

Inventarisatiekaarten In de postindustriële stad die Rotterdam na het verplaatsen van de haven geleidelijk aan is geworden is het onderscheid tussen woon, werk en recreatiegebieden niet meer relevant. Voormalige havengebieden worden ingenomen door zeer gevarieerde functies en oude woonwijken transformeren naar bloeiende winkelgebieden. Om de verweven werelden van kenniseconomie en consumptiemaatschappij bloot te leggen worden er twee categorieën onderscheiden: productie en consumptie.

–domeinen zien in relatie tot de openbare ruimte.

De functies zijn zo weergegeven op de kaarten dat ze iets zeggen over het gebruik van de stad. Winkels en horeca worden normaliter onderscheiden naar branches, resp. naar vergunning. In dit geval is een indeling gezocht die meer vertelt over het bezoekdoel en de manier van tijdsbesteding van de consument en daarmee gaat over het gebruik van de stad.

Bij de productiekaarten gaat het om de plaatsen waar culturele en artistieke productie plaatsvindt. Dat zijn dus niet alleen de podia, maar ook de repetitieruimten; of niet alleen de musea en de galeries, maar ook de winkels voor kunstenaarsbenodigdheden; en niet de architectonische producten i.c. gebouwen, maar de architectuurinstituten. De kaarten tonen spreiding dan wel clustering van functies die niet zozeer toegankelijk zijn voor publiek, maar mogelijk wel elkaars nabijheid of een bepaald milieu opzoeken en wellicht een spin-off veroorzaken in publieksfuncties.

Ze zijn van betekenis voor de vitaliteit van de stad.

Daarnaast is een kaart gemaakt van de ‘lerende stad’, die de universitaire en (post)hbo instellingen omvat, naast bibliotheken, boekhandels, copyshops, studentenhuizen en –verenigingen en podia. Hier is het centrale thema ‘face to face’ informatieoverdracht; de plekken waar kennisuitwisseling plaatsvindt.

Perspectiefkaarten De stad is in een constant proces van verandering, elke representatie van de werkelijkheid is daarom per definitie verouderd. De stad kan echter op heel veel verschillende manieren gelezen worden, als een resultante van zijn geschiedenis, als een evenwicht in een spel van krachten of als een spelbord van steeds veranderende groepen bewoners. De stad bevindt zich altijd in een wankele positie die onder invloed van vele factoren verschoven wordt. Om de factoren die op de stad in werken bloot te leggen is een serie kaarten gemaakt die als het ware het perspectief op verandering weergeven. De kaarten zijn onderscheiden in drie typen: tijd - bewegingen op een dag en bewegingen door de tijd; krachten - de onzichtbare invloeden van geld en beleid; domeinen - wie gebruikt en claimt welk gebied, waar ontstaan de nieuwe culturen.

Combinaties van kaarten De interpretatie van de stad als een gelaagd systeem van structuren wordt inmiddels wijd gedragen. Elk van deze kaarten kan geïnterpreteerd worden als één van de lagen van de stad. De positionering op een andere laag kan een stukje stad blootleggen en

een nieuwe lezing teweegbrengen. Met name het samenvoegen van inventarisatiekaarten en perspectiefkaarten kan een nieuw inzicht opleveren. De perspectiefkaarten vormen als het ware de verklaring voor inventarisatiekaarten, de achterliggende invloed op de huidige situatie.

Naast de al genoemde kaarten kan nog een hele serie varianten worden bedacht en zelfs dan blijft de vraag of de stad als geheel kan worden bestreken. Ook het gebied kan verder worden uitgebreid tot een groter deel van Rotterdam. De keuze voor het stadscentrum is echter een bewuste keuze geweest, omdat de oude stad en de wederopbouwstad elkaar hier ontmoeten.

Tegelijkertijd is het bij uitstek een gebied waar veel verschillende functies met elkaar verweven zijn en waar het stedelijk leven zich presenteert.

De atlas is een aanzet voor een nieuwe manier van denken over de stad. Het tracht een systematische manier van kijken en interpreteren te ontwikkelen, die in haar benadering dekkend is maar in haar uitwerking nog niet. De atlas dient ter inspiratie van beleidsmakers, plannenmakers en projectontwikkelaars om met een andere blik en houding kennis te nemen van de stad. • Drs. Thursday: Getting up early when you go to Prague is not that difficult; especially when it starts raining on the way to the train station the feeling of going away increases. A short journey with the train brought us to Schiphol, where the plane to Prague left Dutch ground at the exact planned time. And yes, going through the clouds means sunshine all the way with a foam pillow under us. Holiday feelings so suddenly makes breathing an activity: relaxing in a plane chair with the ears under pressure.

Just one hour to Praha Ruzyně; We did not see any city before landing, only the backside of our eyes.

Everything was wonderful we thought but after a few minutes the suitcase of the chairman of Polis was missing. A problem at the start, but only happy faces in the group. That does not affect us at all; we’ll take the bus to the city and are going to have a wonderful week!

And so we did, after leaving some notes where to bring the luggage when it is found. Everybody got a public transport card for one week; “you can use it in the bus, metro and some trains, so don’t loose it!” After arriving in Prague, we did not directly check-in to the hostel. Instead we visited the Czech Technology University in Zikova Ulice (Praha 6). It is located between the inner city (the location of our hostel) and the airport. Only old buildings – historical monuments – everything looked old – classical, a bit dirty, never cleaned, just like all the metro stations in the city; they are working but not modernized; the Dutch word for describing it would be ‘ranzig’ or do we prefer the German language –schmutzig?

Yes, a lot of different nationalities in our group.

Just look at the overkill of pictures and guess who comes from where.

The dean of the faculty was expecting us; Polis had a small conversation with the man, while we are taking money out of the machine outside the faculty building; no euros (yet) but still Czech Crones the coming three years. We guessed for the reason but nobody came with a plausible reason to convince everybody. Time for a first experience with the Czech eating and drinking specialties in the cafeteria of the faculty; it did not make us very happy especi-

ally the coffee. Yes, we are very particular with our coffee. But no meal in the plane, some waiting at the airport, the bus trip and walking around made us thirsty and hungry.

A small tour through the architecture building showed us that they are well equipped and did some nice projects on urbanism as well. Some explanation from a student taught us that the Czech architecture student is still trained in a kind of artisan way: making sculptures and hand drawings are filling some hours a day in their study. It seems to be interestingly different with our computerized way of presentation.

On the top floor of the building they have a nice view on the Prague castle; at the other side in the hills only huge housing blocks with all kind of colors – relicts of the communist time and topic on the excursion program the next day!

After bringing the luggage to the youth hostel – a former prison where Vaclav Havel was kept as prisoner during communist time- we went back to school to listen to two lectures; the first one was done by Professor Rezac from CTU who told us about the historical development of the city of Prague. A very interesting lecture but most of us were too tired to listen carefully. Our Dutch teacher, Dr. ir. Remon Rooij gave the second lecture after coffee break – Mobile City, which was focused on his interests about mobility, network, sports and strategically projects. Interesting was the theoretical background information you can use for putting your own design on the map. Afterwards, dinner together is an easy thing to do in the inner city; places enough to have some food; somehow it looks like the whole inner city of Prague is created for tourist. After visiting the hostel for a fresh up we found a nice restaurant: ½ liters of beer, plenty of food, soft music, and a wooden interior completed the first day.

Friday: The metro and bus brought us to the design site for the workshop on the sixth day. Cerveny Vrch is a neighborhood along the road from the airport to the inner city, situated on a hilly terrain. Just a small visit before taking the bus which took us the whole day around to the outskirts of Prague; normally you will not visit those places as a tourist.

The one day trip showed us that Prague is not only a historical city with a lot of monuments, but also has some huge living areas which you can compare with the Dutch Bijlmer. Although the size of the building blocks are much more impressive and they do not show any color; grayness, parking spaces, dirty metro stops and undifferentiated green are the main keywords to describe it. Some explanation made clear to us that there are no specific problem areas. Some more detailed investigation is needed.

We also visited some nice villa areas in the 1930s, designed by nineteen architects including the very well-known Czech architects: Pavel Janak, Josef Gocar, Frantisek Zelenka, Ladislav Zak, Evzen Linhart, Ladislav Machonin and Dutch architect, Mart Stam. We ended the afternoon in the area which was flooded a few years ago. Looking around – a mark shows us the water level at that time – gives a horror image of the area. In some houses you still see the evident of the natural disaster; some floors are under construction (for detailed information: Atlantis April 2006- Karlin, Urban Regeneration and Floods in the Central Part of Prague). A small group ended the evening in the orchestra hall to listen to classical music by Czech composer in a nice and elegant atmosphere. For some participants, it was their first visit to the philharmonic concert hall. Some of us were impressed by the music and some were even more drifted until they fell asleep.

Saturday: Day three was divided into a free choice guided tour starting at the Prague castle and villa Muller made by Adolf Loos. Both were successful.

For most of us the guided tour was not a necessity.

Taking half a day free to visit the things you want to see was an option. The villa of Adolf Loos is nowadays a monument; a guided tour with a small group brings you everywhere in the house. The rooms are richly decorated, the Raumplan is shown by walking through and you end with a small exhibition in the top floor of the house. An amazing design but we noticed that the level of admiration depends on where students come from. Still you can say in general that the total design of the house is well thought over and well documented. For those who want to do a research on the house or other buildings by Adolf Loos the library and the small archive in the villa Muller offers you all the possibilities. We did not want to miss this architectural masterpiece on this first sunny day in Prague. Not only architecture masterpiece, we also wanted to taste the legendary Czech party at one of the hip club nearby Charles Bridge. It was a perfect evening together with almost all of the participants, our teacher and Pilsner Urquell and Budweiser.

Sunday: As it was scheduled, on Sunday Easter day is the free day. Most of us took this opportunity to visit some places and take photos on this particular sunny day. Some participants even took this chance to experience religious ceremonial in the church, which of course conducted in Czech. In small groups we visited both the old cultural monuments and the new modern architectures and spent some time to do small shopping. A lot of us wanted to bring back some very delicious Czech wafers and Becherovka. Later at night, Jaromir surprised us with some home made traditional Czech snacks and home made alcohol drinks. We could not feel more local than this.

Monday: On this particular sunny day, we left Prague to visit a nearby historical city: Kutna Hora, a city once was the most important silver mines in Bohemia.

Avoiding the ‘tourist’ typical journey, Polis decided to go to this beautiful city by normal public transport: the national train. It felt almost the same as the Dutch national train, except that the view during the train journey has more relief. Two hours journey later, we arrived at Kutna Hora. While waiting for the museum of silver reservation, we decided to make group photo in front of the Plague Column, the Baroque jewel of Kutna Hora. Here we experienced a funny but typical Czech Easter tradition. According to their culture, the men are welcomed to ‘hit’ the women until 12 pm in the day after Easter, and the women will have to give them some Easter eggs in returns. However, we never thought that we will experience it first hand until we met some young Czech men in the street. It was not pleasant but it is cultural, so we just laughed. Few hours later we almost became a real silver miner, complete with the safety helmet and white robe. Most of us, especially the Dutch, did not feel very comfortable to go inside the very narrow 35cm x 120cm tunnel, but it was worth to see. Following the day schedule, we also visited the St. Barbara’s Cathedral and the Cemetery Chapel in Sedlec, a chapel which interior is decorated with skeletal. The day was closed with Czech dinner and some preparation for the workshop on the next day. All of the chair (wo)men for each design team were briefed with the task and product expected.

Tuesday: On the sixth day of the excursion, an architecture - urbanism workshop was organized by both universities: TU Delft and Czech Technology University. A combination of participants from different nationalities and different professional education background had added to the diverse results of workshop presented at Czech Technology University. Entitled ‘Strategies and Possibilities for Housing Estate’ , the workshop was accompanied by an investigation of Cerverny Vrch, an area where complex urban issue such as public space, dwellings, architectural differentiation and infrastructure were questioned. The spontaneous argumentation was the intention to be derived for design task. The participants gained this knowledge through several inputs from reader preparation to on-site investigations.

Before the workshop started, basic knowledge about housing system in Prague and its recent changes was presented to the teams by Professor Karel Maier from CTU. The issue presented on the ownership changes, improvement on new facilities and infrastructure, financing strategy and perspective view of different professionals towards the area had triggered the awareness and sensitive thinking on the structural change within the city fabric.

Guided by dr. ir. Remon M. Rooij, six teams were formed to produce concepts of how to pimp up this area. All teams believed that the problematic neighbourhood Cerverny Vrch is not a ‘no go’ area. There were some similarities in every team in defining problems. Monotonous in function and architecture was immediately realized by all teams as the weakness point. Most teams also agreed on the conclusion that the road Evropska is seen as a barrier that segregates neighbourhoods. Apart from that, the issue of lack of identity seems to be regarded as critical point in most of the design concepts.

The result of team one (It’s Legal to Integrate), three (Zipper) and four (Superurbs) surprisingly arrived at similar design vocabulary. They emphasized the revitalization on public space in design as a starting point of urban transformation to create an attractive city image. Identity is used to pimp up the economy of the neighbourhood. Different methodologies were

applied by each team in the form of iconic building, commercial center and mixture of functions. The design proposal from the ‘Zipper’ team was very well defined based on the SWOT analysis and critical argumentation, focusing on lower scale and more feasible design. The strategy of placing the icon by the team ‘Superurbs’ proposed a more ambitious urban program. The design shows different spatial quality for the neighbourhood. It also stirred up argumentation from one of participants, Peter van den Tol, on how to make the icon recognizable within tall residential buildings and how does it give impact on the skyline of Prague. The team ‘It’s Legal to Integrate’ also perceived the location of Cerverny Vrch as an influence of European scale network. Therefore they used public space as the starting point in urban transformation to organize the local community.

The approach of the design team six (Mind the Gap) was rather different as it focuses on the bottom up approach to tackle social segregation in a larger scale. The title ‘Mind the Gap’ which is defined loosely, meant to sensitively treat the social gap, physical gap, infrastructure gap. In analyzing the ‘gap’, they also used the method of space syntax.

The bridging structure proposed in the network was seen as part of the global strategy. In contradiction, the design approach presented by team five (3 Steps Away) was closely focusing on the smaller scale which makes the total result of workshop more interesting.

The proposal focused on internal problems to create the image of decent neighbourhood. The intervention included strategies that are feasible in short period: treating the excess space between buildings, revitalization of public space, provide architecture diversities and creating new centrality. Violette Baudet referred the new centrality as in small neighbourhood scale. She argued, “Why would people want to make a big centrality just distances away from the

Cerverny Vrch only, but also adaptable to be used for other areas with similar problems. It becomes their methodology in treating problematic residential areas while questioning the quality of public space.

The tools were then associated with the available investment: low budget, medium budget and real economic reboost. Here they also considered the urban policy for outskirt regeneration.

During the presentation, the interest of public-private investment was often questioned. Who will be interested in the project? Does it involve the participation of community? Apart from urban policy, the debate questioning centrality was also often stimulated by some participants. Jun Ying from the team ‘It’s Legal to integrate’ expressed centrality as one thing that deals with scale that it should not be regarded as mono-center. To her, sub-center is a supportive element in the whole system. The workshop was closed at about 7 pm with a short presentation about the whole process reflected by dr. ir. Remon M. Rooij.

After one whole day of workshop, everyone was tired and went back to hotel to refresh. But our excursion trip did not end there. The big group had a very nice dinner together at a typical Czech bar, followed by walking around the Charles Bridge to get a picturesque of night view in Prague before return to Delft the next early morning. Only impressive memories and wonderful friendships were left with us. After all, this trip would not be as complete as this without the good organization by Polis excursion committee, students and professors from Czech Technical University, dr. ir. Remon M. Rooij, the sponsors from the urban companies and of course, a helpful guide from one of participants, Jaromir Hainc.

Design evaluation criteria Taking a look at all the design suggestions, makes me again wonder how to assess and judge all of this. Defining evaluation criteria seems to me the best way to compare all the different contributions. According to me, a first important criterion that should be met, is whether the design groups explicitly defined -based on any kind of urban analysis and/or argumentation- an aim or objective for their design intervention/proposal. A good aim or objective is SMART, i.e. specific, measurable, acceptable, realistic, and time bound. It could focus on spatial or functional aspects, it could be quality or quantity oriented. Very often, it’s a combination of the four.

Urban design and planning practice shows that is not very easy for a lot of urbanists to define ‘smart’ design aims. According to me, the ‘Zipper’ group succeeds best in defining their design aims based on good (SWOT) analysis and argumentation.

The second criterion for a ‘good’ design is whether the intended spatial-functional organization (i.e. urban programme) and spatial qualities are clearly represented and visualized. Although you might disagree with their design choices, the ‘It’s legal’ design and the ‘Superurbs’ design show best and most clearly the intended intervention in their visual representation.

The third criterion that a ‘good’ design should meet is the fact that a good design does not only show the intended spatial qualities, but also incorporates an evaluation (ex-ante) of the effects of the proposed spatial-functional intervention; socially (politics included), ecologically, and/or economically. Indeed, discussing the effects of the spatial-functional intervention for people, planet and prosperity (society, ecology, and economy) refers explicitly to a possibly more sustainable future. The ‘Mind the gap’ group presented orally in Prague their vision on the Prague housing estates from a historical, social and economical point of view and by doing that not only (re)defined, but also -in a way- evaluated their design task for Cerveny Vrch. Unfortunately, the ‘Mind the gap’ group does not discuss these issues any more in their report contribution.

My fourth criterion deals with the strategic aspects of the design suggestions. For design tasks such as here at hand, it is not only the ‘picture’ that is needed, but also a well thought plan of action, how to, step by step, improve things. Fortunately, a lot of groups have thought about a number strategic aspects of their design proposal. Some groups choose for quite radical steps (‘Superurbs’ with their spatial icon, ‘It is legal’ with their large green fly-overs), others choose for smaller (and probably more feasible) steps, such as the ‘Zipper’ group and the ‘3 Steps away’ group.

However, the group that in fact designed a strategy is the ‘Urban catalogue’ group, taking into account different economic scenario’s for possible spatial interventions.

The fifth and final criterion focuses on if the groups were able to work and think ‘through the scales’, i.e. both top down and bottom up at the same time. It is a core feature of an urbanist to be able to assess the consequences -both effects and conditions- of design interventions on a certain spatial level, for other spatial levels -both higher scale and lower scale. The good thing is that all groups, in one way or another, refer to different spatial levels in explaining their design suggestions. The ‘It’s legal’, ‘Zipper’, ‘Superurbs’ and ‘3 Small steps’ groups do this most explicitly.

Finally, I would like to stress the value of the contribution of the ‘Urban catalogue’ group. With their more general approach, i.e. designing a strategy also useful for other Prague housing estates, the ‘Urban catalogue’ group developed not only a set of design suggestions, but also a design instrument which can be discussed with other plan actors. And communication is one of the key notions for the spatial planning discipline, and thus the field of urbanism.

(RE)VALUATION OF INNER CITIES

This graduation project of Annemarie Hatzman describes a way to make it possible to look at the city without hierarchy. This graduation project takes for granted that hierarchy within the city should be subordinate to the design of public space, because of ever changing user’s perspectives and ever changing usage through time. A design for the inner city of Rotterdam has been made as an example of this vision.

Annemarie Hatzman Every city has a story. Every element of the city has a story. From a city’s perspective, you want people to remember this story. You want people to stay in the city. An ideal situation would be were you see most of a city without having to constantly make use of a map or sign, to be led through a city naturally while experiencing al the beautiful sights it has to offer.

People have to be seduced to look further than what they already know, to make the unknown known, to make use of missed opportunities. The advantages are that on the one hand a city can promote itself by guiding people along its strong points, and on the other hand that people are stimulated to immerse themselves in the city, In order to gain more feeling for the city.

The seduction can take place only when someone feels at home in a city, if one knows how it works and can find their way. Understanding a city becomes possible when someone can get their bearings without needing a map or signs. As Johan Cruijff said about soccer: “You’ll get it, when you understand it” (2004). This goes double for cities.

A city’s public spaces play a major part here.

People want to feel at home in a city.

Cities are often associated with someone’s own neighborhood, but mostly with the inner city. Of all the qualities an inner city has, none should be missed. To guarantee the same or better inner city for the future, developing a vision centered on the quality of public spaces and a city’s strong points, is crucial. The simple fact is that public space design can “steer” i.e. seduce people.

This masters thesis centers on the inner city. The outcome will definitely be interesting for urban outdoor space designers, but it also offers opportunities for other parties such as city councils looking to revaluate their inner city.

At this moment interest for the design of public spaces is growing. The importance of public spaces with a strong quality is deemed larger. Not only because of the involvement of large scale investments, but also because of the great value public space has for a city. “In the professional magazines the designs are mostly rated by their addition to the designing disciplines, but hardly based on their use and relevance. Holland lacks objective research into factors that determine success and failure. There are no research projects regarding the design and the use of public spaces at universities. This means there is no standard method that can be improved with every new project” (Lever, K. e.a. 2002)1 . Because of the increased interest for public spaces, several research projects have been started and publications have appeared regarding the problems concerning public space. Existing research though, only focuses on one side of the problems; it covers the design of public spaces related with routing and wayfinding, i.e. the usage of public spaces related with living climate.

Public space The public space belongs to everyone and is meant for everyone. The social impact of public spaces, with the inner city as a focal point, is large. The inner city must emphasize openness; everyone must be able to feel “at home” in the city, now and in the future. The public space must be public enough to be interesting for multiple users. automobile is a fitting example here: do you adapt your city or not? During the course of the 20th century the different functions of public spaces have been increasingly separated. This has resulted in a sum of parts with little or no coherence. This has left less opportunities for coincidental meetings and for changing user groups. Especially the inner city has suffered form this because the public spaces there have traditionally been specially focused on these characteristics.

The purpose of this study is to guarantee the (quality of the) inner city for the future by stimulating optimal usage. Missed chances, which are now created by the fragmentation of the public space, must be able to be discovered and grabbed by possible users in the future. Within this research, the fact that a city wants people to stay in their inner cities has been taken for granted. The central question therefore is; how can public spaces be designed to give inner cities the qualities to seduce people?

The problem of the fragmentation within public spaces applies to many inner cities. That’s why, in the future use should be made of a design instrument consisting of several design suggestions when design public spaces. This design instrument has been developed following an analysis of The Hague, Groningen, Nijmegen and Antwerp. All these cities use deliberate planning to create a readable inner city. These design instruments can be categorized in conceptual ingredients and genuine spatial means.

Conceptual ingredients emphasize the possibilities of using certain underlying thoughts in the users perceptions and genuine spatial means emphasize the seductive possibilities of spatial design decisions.

This way of categorizing can be applied to different

situations, depending on the users perspective and the type of public space. The design instrument is a translation from social interaction to the physical environment. The design instrument must be usable and suitable for every designer of every (urban) inner city (with a Dutch climate).

Users The core of this master’s thesis is that public space should be a quality available to all. This study uses the following definition: public spaces are the areas that are not built up and/or freely accessible that are not part of the buildings themselves.

This is only possible if all (different groups) of users receive “attention” in the design of the public space. Not only functionally (such as leisure activities), but mostly by developing an appealing use (and perception) of public spaces.

Everybody uses the city in a different way.

The main groups herein are residents, visitors and passersby. These definitions are by no means final, but are meant to inspire. They are based on the differences in usage of the public space and the knowledge of its system. The passerby only makes use of the public space as a way through. The visitor makes full use of the public space but has no knowledge of an area while the residents also make full use but do have the accompanying knowledge.

These definitions can be represented by a triangle with a group of users at each point. The position of a single user shifts within this triangle. For example, a visitor will move toward the position of a resident with each subsequent visit, owing to increased knowledge of the area.

For the user, the city is different each time.

The hierarchy present in a city must come second

to the design of the public space. The hierarchy will remain in the form of primary and secondary roads and so on, but for the user a residential street can have the same meaning for a resident as a shopping street for a visitor or a major road for a passerby.

Concerning seduction, there are two main points.

The ďŹ rst concerns the movement of users through the city (from a square to a street) and the second concerns the changing between groups of users (the visitor deciding to become a resident or the passerby deciding to stop for drinks).

Every group of users looks at the same inner city in a different way. There is an underlying system, nonetheless. For me, a city consists of a system of joints. A joint is a point, line, area or combination of these elements. An important addition here is that a point is used for orientation, a line for connecting and an area a place to stay. The same space can be a point, a line or an area, depending on what your own goal is at that moment, to orientate yourself, to move somewhere else or to stay somewhere. This vision of changing perceptions of the city shows that the same physical elements can form a different perception, according to the user. For Rotterdam, this leads to a certain perception, which can be seen in the ďŹ gure below.

Rotterdam’s history makes the city to an interesting one, in comparison to other inner cities, especially regarding public space. The bombardment in the Second World War destroyed a major part of the city.

Due to that a lot of ideas about the city and her public space have been (partly) carried out in Rotterdam.

Changing policy and changing, sometimes necessary choices have encouraged the constant transforming position of the inner city. As a result Rotterdam now has problems to create a readable, useful (lively) inner city. In recent years the city has tried to revive and make the city readable by different projects and impulses. The center should become relevant again.

A qualitative public space design is indispensable for this. This graduation project has the city as the object of research to recover the multiple meanings of public space.

Design study It is important to create a qualitative public space; the public space should be resistant to the passing of time. This means the public space should be interesting at all times. Further more, the structure should be understandable or readable too.

(RE)VALUATION OF INNER CITIES

Composition and design of the public space define the quality of the structure of the city.

The historical research shows the changing positions of the heart of the city. Concentration and use of public space changes places. The city should be time resistant through the years and throughout a year. Shown here is one example of this series of historical research. The white areas are public spaces. For example, opening hours of shops have a great influence on public space and its use.

The readability asks for a perspective at the scale of the inner city. There is a missing link in the system, namely the surroundings of the Westblaak.

It is a part of the city that isn’t or isn’t hardly ever used in relation to other joints in the city, as the Lijnbaan and the Witte de Withstraat. For now this is the most crucial joint in the system. That is why this joint should be redesigned in the system, and why the possibility to have a recognizable the waterfront should be created.

The Westblaak is a joint where three different worlds meet; the commercial world up north, the cultural world to the southwest and the Rotterdam (water) world to the southeast. In the future this joint will become more important. Different statistics show trends of at least equal traffic, an increase in the amount of yups (young urban professionals) living there, an increase in events and an increase in shopping use. That’s why it is all the more important to design this part as a joint in the system. History gives us a great insight as to why the surroundings are as they are. The 1940 bombardment led to different plans for rebuilding the inner city.

However before one plan was finished, the next was already made. This has led to the buildings around the Westblaak consisting of elements of more time periods in the current situation. Exactly this is what makes the structure unclear. This situation can only be improved by demolishing three buildings, so that it becomes possible to recover the logic behind this (future) joint.

The analysis leads to some important starting points for the design. First, the plan is time resistant. Second, a joint is created, in this case consisting of a line, a point and an area: a line to connect to the surroundings, a point for identity and an area to combine the different directions of this part and to create living space. Further more, each user perspective (resident, visitor and passerby) is present at this point in the city. This fact follows from the different worlds in the surroundings. This combined has lead to the design on the previous page.

The total plan shows the existing buildings as the dark areas. The new composition of the buildings links and recovers the structure of the inner city. Lengthening the Lijnbaan (in the same style) attracts visitors to the south. The northwest direction connects to Leuvehaven (water) and vice versa. The building to the northwest has shops on the ground floor and above that, apartments. The building in the northeastern corner has apartments above ground level and shops and restaurants at ground level, through which the court yard is accessible. The building in the southwest is a public building with a theater for small groups, a movie theater and a restaurant with a good view. Under this building lies parking space, directly reachable from the ‘tunnel’.

The underground world goes on to the building in the southeastern corner. Below this building is a shopping mall of four floors. There is also room for ateliers and other small business. On top of this building there are some terraced houses and patio houses, to provide housing for the higher income in the inner city.

Rotterdam will become more balanced by making this joint; it is time resistant and readable. It is always uncertain how a plan will evolve in reality, but all preconditions for a qualitative joint are present.

The plan is a new type within the monofunctional use of the public space in Rotterdam. The plan is a combination of different use and users. This makes it most likely to incorporate this place into people’s ‘mental maps’. All directions come together and the system of the city is completed once again.

For the future it will be important to design from different user’s perspectives, so that I will be possible to design without hierarchy. The city can then be more a whole and less fragmented. This therefore, is a way of looking at the city that should be used in all cities in the future, so that inner cities can be preserved, but not locked down. Seduction is used to switch between user perspectives and to move from joint to joint through the city. Missed opportunities are nonexistent. The inner city is (re)valuated. Knowing that, it is only for the best that everybody is different. For it is exactly this that makes the city so interesting!

Tussenruimtes Inge Bobbink & Saskia de Wit

Pleinen, parken, straten, lanen, singels, boulevards…

Het netwerk van openbare ruimte is, waar dan ook ter wereld, samengesteld uit herkenbare, formele typen.

Aan de marges van deze openbare ruimtes bestaat er een ‘drempelwereld’ van informele ruimtes, waar de private wereld van woningen, winkels en andere functies gekoppeld wordt aan de openbare ruimte: de stoepen en bordessen, voortuinen en woonerven.

Maar ook in de openbare ruimte bestaat er een laag van informele ruimtes, die geen deel uitmaakt van de formele structuur van pleinen, parken en straten. Dit zijn de ‘tussenruimtes’, toevallig ontstane plekken die opduiken in de scheuren en kieren van de stad.

Ze zijn klein, vaak niet groter dan een bouwkavel, en nauw verbonden met het voetgangersnetwerk.

Deze gewone, vergeten en alledaagse plekken zijn tegelijkertijd bevoorrechte plaatsen voor de poëtische ervaring en het sociale leven.

In elke stad ontstaat, onbedoeld en onverwacht, deze andere, informele laag van tussenruimtes. In een stad als Sint Petersburg kan een voetganger via een heel stelsel van binnenhoven van de ene kant van een wijk naar de andere lopen zonder ook maar ergens langs de straat te lopen. Hun waarde zit niet in de individuele plekken, maar in de rol die ze spelen als netwerk. Maar waar hun betekenis niet in de stedebouwkundige structuur is ingebakken blijven ze onzichtbaar. Hoe maak je het onzichtbare zichtbaar? De opgave is om van deze wezenloze plekken een wezenlijk onderdeel van de openbare ruimte te maken, goed toegankelijk en met een duidelijk eigen identiteit. Plekken waar mensen zich op hun gemak voelen. In Barcelona is in 1982 in het kader van de Olympische Spelen een groot aantal kleinschalige restruimtes getransformeerd in verfijnde pocket parks, om als een soort stedelijke accupunctuur stedelijke vernieuwing in hun directe omgeving te initiëren.

Tussenruimtes zijn er in allerlei varianten. De bekendste en meest uitgesprokene zijn de ‘pocket parks’, een naam die een een verfijnde, groene inrichting impliceert (park) maar ook een kleine maat en een grote beslotenheid (pocket, broekzak). Pocket refe-

reert ook aan het pocket book, dat met zijn slappe kaft een mooie metafoor is van het informele en alledaagse karakter van de pocket parks, maar ook van de andere tussenruimten: de middenbermen, overhoeken, speelplekken.

Over het algemeen ontsnappen deze plekken in Nederland aan de aandacht van de ontwerper en de politiek. De meeste tussenruimtes zijn ongebruikte speelplaatsen, of bevatten zinloze banken en schrale grasveldjes. De ontwikkeling van de afgelopen jaren om de openbare ruimte ‘schoon, heel en veilig’ te maken, heeft geleid tot een verschraling in het ontwerp. En om zo min mogelijk onderhoud te hoeven plegen wordt het groen steeds meer uit deze plekken gehaald en blijven er troosteloze versteende vlaktes over.

Amsterdam Amsterdam heeft een lange traditie als het gaat om tuinen, hofjes, pleintjes. In de Middeleeuwen was de stad veel dichter bevolkt dan nu, waardoor de beschikbare ruimte efficiënt gebruikt moest worden.

Een bredere straat diende al snel als marktpleintje en de kloosters in de stad hadden op hun binnenterreinen tuinen die we tot op de dag van vandaag terugvinden op de binnenplaatsen van het Begijnhof en het Historisch Museum. Ook de hofjes in de 17e eeuwse stad speelden een rol in het stedelijk leven.

TUSSENRUIMTES

Een bijzondere ontwikkeling in de aandacht voor de tussenruimtes vond plaats na de Tweede Wereldoorlog, in de luwte van de Wederopbouw. Tegelijk met de ontwikkeling van het AUP, gebaseerd op het CIAM-gedachtengoed van grootschalige, tijdloze, ruimtelijke en functionele stedenbouw, vond er een verschuiving plaats naar juist een van beneden (de burger) naar boven (het stadsbestuur) gerichte aanpak, gebaseerd op toeval, plaats en tijd, aangepast aan de omgeving.

Deze semi-anarchistische aanpak resulteerde in de aanleg van 700 à 800 speelplekken, aangelegd tussen 1947 en 1974. “Hiermee bezat Amsterdam niet alleen een uitzonderlijk net van publieke voorzieningen voor kinderen, maar tevens een hoogwaardig patrimonium aan eigentijdse stedelijke plekken, een unieke openbare collectie authentieke omgevingskunst.” 1 Wat begonnen was als de ad-hoc reactie van de jonge Aldo van Eyck, die in 1947 de behoefte aan speelplaatsen waarnam in de door de oorlog getekende stad, werd officieel gemeentebeleid, gedragen door dezelfde Cornelis van Eesteren die het AUP had bedacht. Van Eesteren koppelde de speelplaatsen direct aan de kwestie van de bevolkingsdichtheid van de stad, in zijn ogen noodzakelijk voor de kwaliteit van leven.

“Wat deze speelplaatsen van Amsterdam nu zo uniek maakt in vergelijking met de speelplaatsen in alle andere steden, is dat ze interstitieel zijn, het zijn tussenruimtes, ingevoegd in het levende weefsel van de stad. Dit heeft tot gevolg dat elke speelplaats zijn eigen unieke configuratie heeft, waar uitsluitend de beperkingen van de lokatie zelf een rol spelen.”

2 Ook voor vandaag valt lering te trekken uit deze aanpak, als we niet willen dat de burgers (vooral die met kinderen) uit de stad vertrekken.

De meeste speelplekken zijn door gemeenteambtenaren in elkaar gezet, gebaseerd op de oorspronkelijke ontwerpelementen, maar de ongeveer 200 die Aldo

van Eyck zelf heeft ontworpen waren stuk voor stuk plekken met een eigen karakter, een eigen gezicht, een plaats waar de afgebakende ruimte even belangrijk is als de dingen zelf. Dit werd bereikt met vaste ontwerpprincipes. De plattegrond had een dynamische compositie: diagonaal, centrifugaal of meanderend, een organisatieprincipe dat tegen de dominante stedenbouwkundige structuur inging waardoor de plek zich losmaakte van de omgeving.

Daarbinnen diende een asymmetrisch brandpunt, meestal gemarkeerd door een zandbak, weer als verankering. De speelplaatsen zijn autonome, in zichzelf consistente, formele composities, maar tegelijkertijd zijn ze ontworpen vanuit ruimtelijke waarneming en beleving.

Door hun grote aantal vormden de ingerichte plekken een informeel netwerk door de stad, wat helaas vanaf de jaren ’70 in snel tempo begon af te brokkelen. Veel speelplaatsen werden verwaarloosd, vielen ten prooi aan vandalisme, werden willekeurig getransformeerd of gesloopt. Van de ruim 700 plekken zijn er 370 verdwenen en 237 onherkenbaar gewijzigd.3 Een nieuwe impuls voor de tussenruimten kwam in 2001, met het project ‘postzegelparken’.4 Een inventarisatie van bijna 300 potentiële lokaties opende opnieuw een zicht op een netwerkachtige constellatie, een sterrenhemel zoals de speelplekken van van Eyck, op hun hoogtepunt in de jaren ’60. Daarna zijn een aantal ‘proefprojekten’ gestart maar de realisatie daarvan verliep moeizaam. Een aantal jaren later vroeg de Amsterdamse Raad voor de Stadsontwikkeling opnieuw aandacht voor het onderwerp met de bedoeling de stadsdelen te stimuleren deze lokaties alsnog te transformeren in postzegelparken. Maar de initiatieven werden in de kiem gesmoord door de langdurige en ingewikkelde ontwerpprocessen, een logisch gevolg van de grote betrokkenheid van buurtbewoners en een gebrek aan samenwerking, afstemming, een eenduidige organisatie en politieke wil.5 In vijf jaar tijd zijn slechts 3 plekken gerealiseerd!

De ballast van een dergelijk ontwerpproces met politieke besluitvormingsprocedures en inspraakprocedures is te groot voor deze kleine, kwetsbare plekken, waarbij de prioriteit en de budgetten laag zijn. Om de realisatie haalbaar te maken is het zinvol om dergelijke plekken niet meer als individuele opgaven te zien. Dit kan enerzijds door ze te laten meeliften met de herinrichting van een straat of buurt. Maar ook zou het netwerk aan tussenruimtes als totaal ontwikkeld moeten worden, als één ontwerpopgave, waarvoor een gemeenschappelijke taal ontwikkeld kan worden.

Deze gemeenschappelijke taal kan gezocht worden in een toolkit (zoals is gesuggereerd door DRO Amsterdam) met vaste toe te passen ‘puzzelstukjes’, bouwmaterialen, zoals de steeds terugkerende zandbakken en klimrekken van Aldo van Eyck.

Maar ook daar was al zichtbaar dat deze vaste elementen, toegepast door een ongeïnspireerde gemeenteambtenaar, niet meer opleverde dan een verzameling objecten. Immers, de door de dingen afgebakende ruimte is even belangrijk als de dingen zelf. Belangrijker dan de ontwerpelementen nog zijn de ontwerpprincipes die van Eyck toepaste bij zijn speelplekken, en die hij vervolgens heel zorgvuldig liet reageren op de specifieke kenmerken van de lokatie. Deze maakten van zijn speelplekken unieke plekken. stadstheater De eerste aanzet om te komen tot dergelijke ontwerpprincipes is het ontwikkelen van een typologie van tussenruimtes. Een bestaande indeling gebaseerd op het gebruik van de plek, op de doelgroepen, maakt onderscheid tussen ‘huiskamer’ en ‘hobbykamer’.6 De huiskamer is een ruimte die voor meerdere doelgroepen geschikt is, uitnodigend, met veel zitgelegenheid. Hierbij gaat het om pleintjes en parkjes. De hobbykamer is voor één doelgroep of functie ontworpen, zoals een kinderspeelplaats, een visstek, een geluidloze bioscoop. Om te komen

tot ontwerpuitgangspunten is ook een ruimtelijke typologie nodig die uitgaat van de positie in het stedelijk weefsel, van de mate van omslotenheid, van de ruimtelijke samenhang en van de relatie openbaar-privé.

In maart 2006 is in een studentenworkshop aan de TU Delft een dergelijke typologie ontwikkeld.7 Hiervoor zijn 20 ‘potentiële lokaties’ onderzocht in het oostelijk deel van de binnenstad van Amsterdam.

De typologie is in eerste instantie een typologie van lokatiekenmerken. Een tweede stap is om hieraan ontwerpprincipes te verbinden, zodat de typologie van lokaties uiteindelijk ook een typologie van tussenruimtes wordt. Voor vijf van deze lokaties is een ontwerpexperiment gedaan, die een aanzet geven voor het vastleggen van ontwerpprincipes.

Wanneer de lokaties worden beschouwd vanuit de ruimtelijke kenmerken is er een reeks aan te geven van rustig, intiem en besloten, naar druk, dynamisch en nauw verbonden met de verkeersstromen. Aan het ene eind van de reeks worden de kaders van de lokatie bepaald door de bebouwingswanden, aan het andere eind door de verkeersstromen. Om de relatie aan te geven die de bezoeker aangaat met de ruimte worden de typen omschreven met termen die verwijzen naar het theater.

De meest besloten en intieme plek, de meest uitgesproken pocket park, is het podium, een verblijfsplek, die zowel hobbykamer als huiskamer kan zijn. De bezoeker is acteur, hij kan zich onttrekken aan het stadsleven en zijn eigen gang gaan. De tribune is ook een verblijfsplek, maar meer verbonden met het stedelijk weefsel. De bezoeker is toeschouwer, het schouwspel is het stedelijk leven zelf, de verkeersstromen, een singel, een plein. De foyer is nog sterker verbonden met de stad, het is de entreeruimte, het intermediair tussen openbaar en privé, tussen stad en gebouw. De meest extraverte ruimte is het totaaltheater, waar de bezoeker acteur en toeschouwer tegelijkertijd is. De plek is ruimtelijk nauwelijks begrensd en wordt gevormd door de verkeersstromen De hier besproken ontwerpexperimenten laten mogelijke inrichtingen voor de verschillende typen tussenruimtes zien. De analyse van de experimenten maakt het mogelijk om ontwerpprincipes per type te herleiden.

straat: type podium. De Lepelstraat wordt betreden via een duistere onderdoorgang. In het ontwerp ‘Origami’ is het ontwerp van deze entree niet meegenomen, waarmee de kans is blijven liggen om de plek toe te voegen aan het areaal van de openbare ruimte. Bij de Kerkstraat is de entree juist zwaar aangezet, niet alleen als toegangspoort, maar als zintuigelijke ervaring op zichzelf. Hieruit zou je kunnen concluderen dat een duidelijk aanwezige entree een belangrijk ontwerpprincipe is voor ‘het podium’. Andere principes die uit deze twee ontwerpen naar voren komen zijn een zachte materialisering en een sterke natuurverwijzing: letterlijk natuurlijke elementen zoals gras en bamboe, of juist een verbeelding daarvan zoals kunstgras en kunstmatig riet.

Een derde principe is de aanwezigheid van zitelementen, niet een paar banken die zijn toegevoegd, als drager van het ontwerp.

Bij de voorbeelden van de tribune wordt het belangrijkste ontwerpprincipe ontleend aan de omgeving: het uitzicht is de drager van de hoofdrichting van het ontwerp. Zo kijkt het Dijkstraplein uit over het IJ en het Kadijksplein in het ontwerpexperiment over het Entrepotdok. Hoofdelement bij beide is een nadrukkelijk en overgedimensioneerd zitelement gericht op het uitzicht.

Doordat de foyer in het ontwerpexperiment de entree van één van de gebouwen van de UVA is, speelt fietsenstalling een grote rol. Maar dit geldt ook voor andere entreegebieden. Deze lokatie is in vrij korte tijd al twee keer heringericht omdat het wildparkeren botste met het ideaal van een verblijfsplek.

Door dit parkeren juist de drager van het ontwerp te maken krijgt de ruimte juist een extra kwaliteit, een dynamiek in tijd en ruimte. Daarnaast is deze ruimte verkeersruimte en verblijfsruimte tegelijkertijd. Dit is vormgegeven door beschermde verblijfsplekken af te bakenen binnen de ruimte. Zitelement en ruimtelijke afbakening vallen hierbij samen.

Laat de voorstelling beginnen Zoals blijkt uit de moeizame realisatie van de postzegelparken in Amsterdam is het noodzakelijk om de procedure te vergemakkelijken. Dit is ook wat Aldo van Eyck deed door zowel de speeltoestellen als de ontwerpprincipes te standaardiseren. Het was de wisselwerking tussen de standaardprincipes en –elementen enerzijds en de situatieve kenmerken anderzijds die uitenidelijk het unieke karakter van elke plek bepaalde. Dit zouden we opnieuw moeten kunnen bereiken, hoewel duidelijk is dat de huidige opgave complexer is. Waar bij de speelplekken sprake was van één eenduidig programma en van één ontwerper, is dat hier niet het geval. Vandaar dat de tussenstap van een typologie noodzakelijk is.

De typologie zoals die hier geschetst is, is zeker nog niet voldoende doorgewerkt om een sluitend instrument te zijn, maar de aanzet is gegeven. De bruikbaarheid moet nog blijken door meerdere ontwerpexperimenten uit te voeren. Daaruit kunnen dan meer concrete ontwerpuitgangspunten per type geformuleerd worden. Naast het aanscherpen van ontwerpuitgangspunten zou een volgende stap kunnen zijn om van hieruit een toolkit van bouwstenen te destilleren. Onderzocht zou moeten worden of elementen zoals het palenwoud voor het totaaltheater of de zitkuilen en fietsenstalligen bij de foyer als standaardelement waarde kunnen hebben en of ze vereenvoudigd en gestandaardiseerd kunnen worden.8 Hoewel Amsterdam een vrij unieke geschiedenis heeft op het gebied van tussenruimtes, is dit thema een vraagstuk dat in alle steden speelt.

Het verblijfsklimaat in de steden zou aanzienlijk verbeterd worden wanneer er meer aandacht wordt besteed aan de openbare ruimte. Het transformeren van vergeten restruimten in aantrekkelijke verblijfsplekken, en ze een betekenis geven voor de stedeling als rustpunt op het stedelijk parcours of als ontmoetingsplaats, zou een eerste stap zijn.

De laatste in de reeks is in eerste instantie een verkeersruimte. Dit is ook het enige ontwerpexperiment waar geen zitplekken zijn gemaakt. Verblijven is altijd kortstondig, wachten op de tram of de metro, of bijvoorbeeld bij een ingerichte middenberm, een moment van kinderspel op weg naar school. Doordat de omgeving zo nadrukkelijk aanwezig is, en de fysieke wanden nauwelijks een rol spelen, is het belangrijkste ontwerpprincipe hier om geen ruimte te scheppen maar volte, zowel ruimtelijk als zintuigelijk. Hier zijn het de objecten die de bezoeker een moment vertragen.

In deze nis ontstaat een intieme bank, waarbij je de stelletjes al ziet zitten, een echte huiskamer. De lokatie grenst direct aan een smalle straat, de Kerkstraat, en door de ingang met kunstmatig riet te ‘beplanten’ waar men zich doorheen moet persen wordt de plek nog geheimzinniger, exclusiever gemaakt.

- Kadijksplein (foyer) INTEGRATION (G. CrusetQuintana, C.Nunes, P. MunozRoca) Het Kadijksplein ligt aan het water, maar in de huidige situatie is dit nauwelijks voelbaar. Door de nieuwe inrichting heeft deze plek naast de doorstroomfunctie een verblijfsfunctie gekregen. De compositie is opgebouwd uit twee richtingen, waarmee beide functies hun eigen uitdrukking krijgen en het uitzicht op het water en de stad aan de overkant als in een theater binnen de ruimte is gebracht. De omliggende gebouwen worden in het ontwerp geïntegreerd, doordat er op de plint gezeten kan worden spelen ze een actieve rol. Opeens ontstaat er een zicht naar het water, de relatie met de landschappelijke onderlegger van de stad wordt zichtbaar gemaakt. Het plein wordt tribune en laat de mensen van de stad samenkomen alsof ze elkaar in de huiskamer ontmoeten.

- UVA (totaaltheater) DO IT AROUND (M. Assisi, C. GarciaFernandez, E. Perroton) Deze ruimte wordt overhoeks ingekaderd door diverse universiteitgebouwen. Het plein functioneert als foyer voor de universiteit. Toegevoegde functies, zoals de koffiehoek, de info, de muziekpaal en de zitelementen met verwarming spelen daarop in. Een

woud van palen structureert de ruimte, hier kunnen fietsen aan vastgezet worden, zodat ze onderdeel van het ontwerp uit gaan maken. Hun flexibele positie geeft het plein telkens weer een ander beeld en ruimtevorm. In de zitkuilen komt het publiek tot rust en communicatie, als in een huiskamer, maar voor één doelgroep.

- Weesperstraat INSTANT MOMENT (A. Beard, M. Haase, R. Jarrett) Op één van de drukste verkeersknooppunten van de Amsterdamse binnenstad, waar tram, metro, auto, fietsers en voetgangers samenkomen, wordt een moment van rust gecrëerd, een adempauze.

Tegenover de hectiek van de infrastructuur wordt een bombardement van zintuiglijke ervaringen gezet: stoom, de geur van koffie, een douche van klanken.

Deze functies zijn verstopt in een woud van kolommen en verrassen de passanten telkens weer.

Verborgen steden

Het collectieve domein als strategie Like Bijlsma & Eireen Schreurs

De inwoners van Rotterdam kozen onlangs de Mevlana moskee als het mooiste gebouw van Rotterdam1.

Het gebouw, dat in 2001 aan de rand van de wijk het Nieuwe Westen verrees, wordt ervaren als een tijdloos gebouw dat volgens de kiezers warmte en gastvrijheid symboliseert. Om meerdere redenen kan dit een opvallend bericht worden genoemd.

Interessant zijn bijvoorbeeld de verliezers in deze competitie. Op nummer twee, drie en vier staan respectievelijk de Erasmusbrug, het Witte Huis en het Stadhuis, algemeen beschouwd als de officiële stads- en statussymbolen van Rotterdam. Verder worden eigenschappen als ‘warm en gastvrij’ normaal gesproken niet aan belangrijke openbare gebouwen toegekend, maar refereren eerder aan de kleine schaal, huiselijke sfeer en intimiteit. Hoe komt het dat dit gebouw in korte tijd zo een belangrijke betekenis heeft gekregen in het stedelijke collectieve geheugen?

De Mevlana moskee bevindt zich in een stadswijk waarvan de bevolking een zeer gevarieerde culturele en etnische sociale samenstelling kent. Dit type wijken is de afgelopen jaren inzet geworden van een sterk politiek gekleurde discussie. Het debat speelt zich af rond de vraag: hoe geven we richting aan het samenwonen in de multiculturele samenleving? Deze opgave lijkt nog aan relevantie te winnen door de stedelijke vernieuwing die in voorbereiding is voor een aantal van deze wijken. De plannen moeten oplossingen aandragen voor zowel fysieke als sociale vraagstukken als bijvoorbeeld knelpunten in de woningvoorraad, criminaliteit, kwaliteit van de openbare ruimte en bevolkingssamenstelling.

Hoe verbeteren we de kwaliteit van leven in deze stadswijken?

De leefbaarheid van de stadswijk wordt in de discussie op verschillende manieren beschouwd. De stedenbouwkundige discipline benadert haar vanuit de kwaliteit van de openbare ruimte, terwijl de woningproducenten juist de kwaliteiten van het private domein ter discussie stellen. De sociale sector tenslotte richt zich op het welzijn en de behoeftes van de wijkbewoners. Alle benaderingen zoeken naar oplossingen voor de geschetste problemen binnen de eigen vormgevings- en beleidskaders. Een deel van de sociale en fysieke dynamiek van stadswijken onttrekt zich zo aan de aandacht2 omdat ze zich afspeelt op plekken waar genoemde partijen geen duidelijke ambities hebben. Het gaat hierbij om een zeer gevarieerde verzameling van culturele en religieuze gemeenschappen en hun ruimtebeslag. Deze netwerken zijn uitgegroeid tot belangrijke plekken van samenkomst in de stadswijk. Het ontbreken van kennis en aandacht hiervoor wordt mede veroorzaakt door de onzichtbaarheid ervan. Hoe beïnvloedt dit collectieve domein de leefbaarheid van de stad?

Welke betekenis heeft zij, hoe en in welke sociale verbanden wordt ze gebruikt? Dit artikel beschrijft de eerste resultaten van een onderzoek naar het belang van de collectieve ruimte als verbinder van fysieke ruimte en sociale processen in verschillende stadswijken in Rotterdam, waarvan de studie naar het Nieuwe Westen de pilot vormt.

Het stedelijk leven tussen publiek en privaat De dichotomie tussen het publieke en private domein is een kernelement in het denken over ruimte in de afgelopen eeuw. Vanuit verschillende disciplines wordt deze tweedeling de laatste jaren ondervraagd.

De definitie van openbaarheid als plaats van ontmoeting en conflict is ontwikkeld op basis van de

betekenis en gebruik van de klassieke grootstedelijke openbare ruimtes. Het zijn deze plekken die de afgelopen decennia steeds minder eenvoudig te duiden zijn omdat hun functie en betekenis door de opkomst van nieuwe ruimtesoorten, zoals winkelcentra, vliegvelden en transferia en nieuw ruimtegebruik, zoals festivals en manifestaties ingrijpend is veranderd.

De openbaarheid van het dagelijkse leven baseert zich op gebruik en dynamiek. De betekenis van het publieke wordt in de praktijk telkens opnieuw gedefinieerd door verschillende interacties, die de stedelijke ruimte voortdurend herstructureren3.

De polariteit van het openbare versus het private domein waarbij het collectief langzaam verdwijnt lijkt in deze discussie geen vruchtbaar uitgangspunt.

Eerder ontstaat er juist een brede tussencategorie van collectiviteit, die meerduidig is en die in staat is de dynamiek in programma en sociale structuur op te vangen.

Dit collectieve domein kan vanuit verschillende disciplines worden beschouwd. De term collectief als sociologisch begrip heeft betrekking op sociale structuren. Collectieven worden hierbij gedefinieerd als groepen individuen die bepaalde kenmerken gemeenschappelijk hebben. In de stedenbouwkundige praktijk lijkt het begrip collectieve ruimte problematisch. Oorzaak hiervan is het opvatten van openbare en private ruimtes als juridische categorieën met bijbehorende verantwoordelijkheden, financiering en beheer. In dit systeem lijkt de term collectieve ruimte geen bestaansrecht te hebben.

Interessant is ook de definitie van stadssociologen als Reijndorp en Haijer. Zij bestuderen de dynamiek en toe-eigening van het stedelijke domein door verschillende gemeenschappen en noemen dit het ‘parochiale domein4‘, maar de blik is nog altijd op het gebruik en de gebruikers gericht. Bij onderzoekers als Dieter de Clercq verschuift de aandacht naar de fysieke verschijningsvorm en het conflictueuze gebruik en van het openbare domein, de ‘alternatieve logica van het publieke in de dagelijkse ruimte’5.

Ook de Spaanse architect De Sola Morales6 constateert dat openbaar en privé als categorieën niet meer voldoen. Hij beschouwt alle ruimtes die door verschillende particuliere activiteiten zijn toegeëigend en daarmee een collectieve betekenis krijgen collectieve ruimtes, ongeacht hun eigendomssituatie.

Samen met de ‘officiële stad’ vormt dit een systeem dat de hoofdlijnen bepaalt waarlangs het stedelijke leven zich ontrolt. Hij ziet deze plekken als ‘ruimtes die niet openbaar of privé zijn, maar beide tegelijkertijd: openbare ruimtes die voor privé activiteiten worden gebruikt of privé ruimtes die een collectief gebruik toestaan’. Het is deze definitie die gehanteerd is als vertrekpunt voor onze studie.

Het Nieuwe Westen In de studie naar stadswijken is de wijk het Nieuwe Westen in Rotterdam als pilot project onderzocht. Het is een buurt met een karakteristieke stedenbouwkundige opzet, ontwikkeld rond de vorige eeuwwisseling.

Het plan vormde een reactie op de twintig jaar eerder door particuliere initiatieven ontstane arbeiderswijk het Oude Westen. Deze oudere stadsuitleg kende een fijnmazig stratenpatroon, opgespannen tussen twee

Het Nieuwe Westen en de naastgelegen wijk Middelland kenden een stedenbouwkundig meer geraffineerde opzet. Tussen de twee oost-west verbindingen naar Delfshaven en Schiedam werd een stratenpatroon ontworpen dat met diagonalen opzettelijk de richting van de verkavelingondergrond doorbrak. Zo ontstonden, behalve een interessante formele opzet van gebogen woonstraten ook bouwblokken die andersvormig waren en in hun binnenterreinen bebouwing toelieten, die vaak bestemd werd voor bijzondere programma’s.

Interessant zijn de plekken en verbindingen die ontstonden in deze stedenbouwkundige structuur.

Er werd een grote diversiteit aan straten ontworpen met eigen profielen, blok- en woningtypologieën. De oorspronkelijke verbindingswegen werden winkelstraten met bovenwoningen voor de middenstand.

De ‘ambachtsstraten’ combineerden bovenwoningen met werkplaatsen en over chique groene woonstraten zoals de Mathenesserlaan en de Heemraadsingel flaneerden de stadsbewoners. Hiertussen ingeklemd lagen de ‘gewone’ woonstraten, die clusterden tot kleine buurtjes. De verschillende straten werden op een ingenieuze manier met elkaar verweven en aan de stad verknoopt.

De openbare gebouwen of collectieve plekken waren ondergeschikt aan deze karakteristieke verkeersstructuur. Openbare gebouwen werden min of meer ‘onzichtbaar’ in het bouwblok opgenomen, zonder deze architectonisch te verzelfstandigen. Scholen en speeltuinen werden in de grote binnenterreinen geplaatst. Pleinen met een bepaalde mate van beslotenheid en verblijfskwaliteit waren afwezig: bijna

Het ontwerp van deze wijk is invloedrijk geweest in de verdere ontwikkeling van de stad Rotterdam. Het opnemen van voorzieningen en openbare functies in het stedelijke bouwblok is verder uitgewerkt in het ontwerp van de wijk Blijdorp, die in de jaren dertig werd ontwikkeld. Het betreft hier onder andere een tennisbaan, een zwembad, gymzaal, scholen en een tuincentrum. Ook hier is een onderscheid te zien tussen de wat chiquere bebouwing langs de singel (de Statensingel, die de Heemraadsingel met de Spoorsingel verbindt), een winkelstraat en de woonstraten.

De nuances en de levendigheid zijn echter uitgevlakt doordat de werkplaatsen en bedrijvigheid verplaatst zijn naar de doorgaande straten. Bovendien is het gehele gebied volgebouwd met Rotterdamse portiekwoningen. Dit maakt Blijdorp een minder geslaagde wijk. Blijstra merkte op over de wijk: ‘Het gehele plan is saai, zodat de wijk iets eentonigs heeft’7.

karakter van het collectieve domein/case study De grootstedelijke plekken van openbaarheid zijn in het Nieuwe Westen, zoals in veel gebieden in Rotterdam, vooral temporeel van aard: de belangrijkste daarvan zijn het zomercarnaval en koninginnedag op de Binnenweg. De alledaagse openbaarheid speelt zich af in een zeer heterogeen en versnipperd systeem van veelal kleinschalige collectieve interieurs en exterieurs met zeer uiteenlopende functies en doelgroepen. In de pilot is een verkennend sociologisch onderzoek uitgevoerd naar de netwerken in de wijk Het Nieuwe Westen. Uit de gehouden interviews komt een beeld naar voren van de verschillende gebruiksgroepen die elk een eigen gang door de wijk hebben die elkaar incidenteel kruisen.

In deze wijk met ongeveer 12.000 inwoners bestaan netwerken van verschillende reikwijdte en schaalniveau, die zich bewegen in collectieve ruimtes met verschillende ruimtelijke typologieën. De gebruiks-

Daar is een consequente scheiding doorgevoerd van winkel-, verkeers-, gemengde en expeditiestraten.

Deze differentiatie vond echter niet plaats op de schaal van de wijk, zoals in het Nieuwe Westen, maar op de schaal van het bouwblok. Het bouwblok werd opengebroken, doorsneden door een expeditiestraat en het voorheen private of collectieve binnenhof werd openbaar gemaakt. Het wonen werd letterlijk losgemaakt van het maaiveld en de straat door de woningen te ontsluiten via galerijen. Dit maakt de relatie tussen de verbindingen en de plekken

en interessegemeenschappen, die deels etnische lijnen volgen ontmoeten hier elkaar en bestendigen hun sociale netwerken. De programma’s volgen uit de interesses en belangen van de netwerken en kunnen zo divers zijn als vrije tijd (bijv. sportschool), de eigen cultuur, scholing (bijv. taalonderwijs) en religie. Ook commerciële programma’s als belwinkels en de informele economische circuits vervullen een belangrijke rol in deze structuren. De studie van Diego Barajas naar de ruimtelijke aspecten van Kaap Verdiaanse belwinkels toont dit aan8. Door het verbinden van verschillende locale gemeenschappen en het zichtbaar maken van verschillende steden in de stad maakt hij een dergelijke collectieve structuur zichtbaar.

met landgenoten die elders wonen en is het netwerk wereldwijd. In sommige gevallen werken organisaties samen en ontstaan er fysieke verbindingen. De Marokkaanse jongerenorganisatie Abu Rakrak bijvoorbeeld is gehuisvest in een oude winkel naast de moskee voor de Marokkaanse gemeenschap.

Er zijn grote verschillen in de professionaliteit van de gemeenschappen en in hun ruimtelijke beslag. Verschillende collectieve functies, bijvoorbeeld etnisch getinte commerciële voorzieningen, vormen een onderdeel van een netwerk op hoger schaalniveau, soms zelf internationaal, bijvoorbeeld de Antilliaanse muziekindustrie. Ook in eerder genoemde belhuizen worden intensieve contacten onderhouden

De gemeenschappen kennen grote verschillen in dynamiek. De ‘Zandtuin’, een speeltuin met een crèche, is al sinds de oorlog op een binnenterrein gevestigd.

Een aantal schoolgebouwen in de wijk zijn eveneens van oudsher gelegen binnen de bouwblokken, in meerdere gevallen gekoppeld aan kerkgebouwen die onderdeel vormen van het bouwblok. Aan het andere eind van het spectrum liggen de dynamische en flexibele gemeenschappen zoals de bezoekers van provisorisch ingericht illegale eethuizen of virtuele gemeenschappen als de Meineszhood9.

Sommige collectieve ruimtes zijn exclusief voor een groep, anderen hebben een meer open karakter. Er is een aantal ruimtes waar vrijwel alle groepen gebruik van maken: deze plekken, de plekken van samenkomst, zijn de meest strategische. In de pilotstudy worden deze in beeld gebracht en gecategoriseerd naar functie.

De collectieve ruimtes hergebruiken de oude stedenbouwkundige structuur en bouwbloktypologie met de karakteristieke menging van wonen, werken en winkels. Het verborgen karakter is dan ook niet alleen te verklaren door de ‘selfmade’ activiteiten maar is voor een deel ook terug te voeren op de specifieke opzet van het Nieuwe Westen.. In het Nieuwe Westen zijn drie collectieve ruimtetypes te onderscheiden.

Allereerst zijn er ruimtes die zijn opgenomen in de blokbebouwing. Dit zijn vaak oude winkels, cafés en werkplaatsen maar ook pakhuizen en oude scholen bieden plek. Het tweede type bevindt zich op het bin-

nenterrein van bouwblokken met dikwijls slechts een onopvallende toegangspoort. Het derde ruimtetype komt in het Nieuwe Westen maar sporadisch voor en dat is het solitaire type. De muziektent op het Heemraadsplein is een historisch voorbeeld dat de slopershamer niet heeft weten te ontwijken en ook het vroegere paviljoen op de kruising Mathenesserlaan-Mathenesserplein bestaat niet meer. Geslaagde hedendaagse solitairen zijn de Mevlana moskee en de ‘duimdrop’ containers met speelgoed op een aantal kleine pleinen in de wijk.

Deze drie typologieën hebben met elkaar gemeen dat er geen enkele koppeling is met het publieke domein van deze wijk. De interieurs representeren zich dan ook meestal nauwelijks of maar terloops naar de openbare ruimte. Tegelijkertijd heeft door het Rotterdams ruimtelijk beleid van de afgelopen jaren onder het credo ‘schoon, heel, veilig’ de openbare ruimte aan programma en daarmee betekenis voor de wijk ingeboet. Hier liggen kansen. Er zijn veel organisaties die een betere aantakking op het stedelijke veld kunnen inzetten om een verbetering van hun faciliteiten te kunnen bewerkstelligen en als verrijking voor de eigen gemeenschap. Het creëren van nieuwe verbindingen met het publieke domein schept ook kansen op dit terrein. Nieuwe en verrassende programma’s kunnen worden toegevoegd aan de openbare structuur van de wijk en verschillende gradaties van toe-eigening door collectieven verbeteren het gebruik en de beheersbaarheid.

Naar een architectuur van het collectieve domein Het inventariseren en bekend maken van collectieve structuren biedt strategische kansen voor stadswijken. Op basis van de analyse in de studie zijn voor de drie typen collectieve ruimtes eerste voorstellen geformuleerd om positie en verbindingen met de publieke ruimte te versterken. In deze plannen is gevarieerd met programma combinaties, de ingrij-

gemeenschappen? Welke belangen hebben overheid en ontwikkelende partijen om dergelijke structuren te ontsluiten en te faciliteren? Het streven zou zijn om zoals met De Sola Morales te spreken:’ het particuliere op (te) nemen in de invloedssfeer van het openbare’. De Mevlana moskee zou hierbij als voorloper kunnen worden beschouwd. Dat de Rotterdamse bevolking haar waardeert is niet toevallig. Het is van de weinige plekken waar het collectief domein in de openbaarheid treedt.

Hun bureau houdt zich momenteel bezig met kleine bouwprojecten en onderzoek op het snijvlak van sociologie, ruimtelijke ordening en architectuur. De studie ‘Rotterdam Atlas’ die aan dit artikel ten grondslag ligt wordt ondersteund door het Stimuleringsfonds voor Architectuur. Het sociologische onderdeel van het onderzoek is uitgevoerd door Sanna de Groot.

Naast hun bureauwerkzaamheden zijn zij respectievelijk werkzaam als onderzoeker bij het Ruimtelijk Plan Bureau en als coördinator Interieur, Bouwkunde TU Delft.

International Forum on Urbanism

Location: Blokkenhal POLIS is preparing for the annual Urbanism Week. The main goal of this week is to inform bachelor students about the field of urban design. Furthermore, this week provides a chance for students to give their input in the discussion between students and city planners. On the 12th of October, together with Forum, we will hold a debate and lectures about shrinking cities.

A modern China seems to be on the ascendant. Advertising and propaganda promise every citizen a rich life, a private apartment, a car and one child in a modern metropolis. After decades of living under stringently imposed rules, people are now sensing the chance to work together to build a modern, economically vibrant China, one that offers scope for individualistic lifestyles and personal ambition.

This transformation is being shaped entirely to a Western model. Now a number of Chinese artists and designers are raising critical questions about the course of change. The Netherlands Architecture Institute, Museum Boijmans Van Beuningen and the Nederlands fotomuseum have joined forces to stage a penetrating interdisciplinary overview of contemporary Chinese art, architecture, urban design and visual culture, which will offer space for this critical dissent.

Through their bizarre styles, forms and stories, they act as masonry mirrors of the soul; without a response from the passer-by, they do not exist. Artist Lowieke Duran organizes an international ‘folly contest’ in the Heijplaat district in Rotterdam. The NAI will exhibit the fifty nominated folly designs.

“A leitmotif [lit. leading motif] is a recurring musical theme, associated within a particular piece of music with a particular person, place or idea. The word has also been used—by extension—to mean any sort of recurring theme, whether in music, literature, or the life of a fictional character or a real person. Although usually a short melody, it can also be a chord progression or even a simple rhythm.

Leitmotifs can help to bind a work together into a coherent whole, and also enable the composer to relate a story without the use of words, or to add an extra level to an already present story. The word is usually used when talking about dramatic works, especially operas, although leitmotifs are also used in other musical genres. The word itself has a mixed etymology as the German word Motiv is borrowed from the French motif, meaning motive or theme.

Prefixing it with Leit- (coming from German leiten, to lead), produces Leitmotiv (German plural Leitmotive), meaning “leading motif”.1 In this context the question rises if future Urbanism needs such a “leading motif”. On a presentation of the Dutch RPB our planning system was compared with a crystal sphere in which the middle was empty. Decentralization and centralization have led to confusion. Shouldn’t it be interesting to have one “leitmotif”, one target for the coming years to bind all the visions together? Water management and investing in infrastructure is one. But we need creativity to find others.
