Principles of High-Quality Urban Design

INTRODUCTION

The master plan for the development of aspern Seestadt was unanimously approved by Vienna City Council in 2007. This urban development concept subsequently served as the basis for a number of in-depth thematic concepts and detailed quality specifications. The development of aspern Seestadt will take over two decades. This long development horizon allows a phased development in which all processes can be continually adjusted to reflect changes in the technical, social or economic parameters. The project and its actors thus become a “learning system” in which lessons learnt in previous phases of development can be applied in subsequent phases. A master plan, then, is not a rigid spatial vision of a future urban

district, but much rather an evolving working document. It defines the essential design principles of the project while simultaneously providing a robust framework for necessary adjustments at various levels. Since the master plan was adopted, the spatial design concept for Seestadt has been adjusted to various degrees: While drawing up the environmental impact statement for the southern section of Seestadt in 2008, some adjustments were made to the geomet rics of the building plots and roads in the zone east of Hannah Arendt Park. In 2009, a development concept to connect Seestadt with the historic centre of Aspern village changed the configuration of some building plots in

the south-western section of the site. A property sale procedure launched in 2011 resulted in a comprehensive new urban design concept for the Lakeside Park Quarter in the centre of Seestadt, which was submitted at the end of 2013. In the meantime, the master plan for Seestadt North underwent major revision in 2012. On this basis, 2014 saw the start of the detailed urban planning process for the Lakeside Crescent Quarter, the results being included in the preparations for the environmental impact assessment for the northern section of Seestadt. These plans and the resulting quality specifications in turn formed the basis for the design brief, planning and realisation of

buildings and public outdoor spaces in the first neighbourhood to be built in the southern section of Seestadt, around Maria-Tusch-Straße. The past decade has thus supplied clear evidence of the vitality of the planning and urbanization process at Seestadt. Published to coincide with the tenth anniversary of the master plan, this brochure aims to provide a concise overview of its dynamic evolution as well as outlining the current status of planning.

The urban design concept for Seestadt is rooted in the idea of the whole. And what I mean by “whole” is partly contingent upon the size of the development, and partly on its location. Constraints such as the protected natural landscape corridors to the east and west, the regional infrastructure axis to the north and the Opel Vienna site to the south call for very precise links to the surrounding area, but on the other hand they also require Seestadt to have a robust identity.

A fragmented approach would have been too risky for this huge site, and would have shifted the focus away from the actual issue of creating urban quality. All urban structural elements at Seestadt – such as the radial road network, the lake and the circular boulevard – can be seen as a direct consequence of this conviction. These elements all support the whole; they unite, pull together and provide an ordered framework within which individual contributions can evolve and flourish. I never intended these basic urban building blocks as a means of limiting Seestadt‘s growth and development. Indeed, I think the first phase of development at Seestadt amply illustrates the effects of

the approach: individual building plots, varied architecture and quirky interpretations of public space have generated a multifaceted urban entity that will hopefully stand the test of time. To put it simply, the urban space of Seestadt is composed of two contrasting elements: grand gestures combined with unexpected spatial surprises. These contrasting elements create a framework for the freedom of the individual actors and a platform for planning, organisation and networking. The grand gestures can be seen in the basic underlying structure: in the lake, the circular boulevard and the green open spaces that span the entire site. The spatial surprises – corners where one can get lost – can be found in some of the elements that are now becoming visible in the first phase of development: secondary roads that segue into meandering paths and outdoor spaces; city blocks that are turned inside out; buildings that emphasise their own importance and showcase what is inside while simultaneously inviting one in; parks that create shortcuts from one area to another. The rigidity discernible in the master plan of 2007 is now dissolving in the real-life city, which celebrates urban diversity – traditional in its demarcations (a street is a street), yet at the same time contemporary in its transparency and its substance. It goes without saying that the lake is one of Seestadt‘s major assets. The entire structure of Seestadt is centred upon the lake and the open spaces surrounding it. For me, it is fundamentally important that this central focus of Seestadt symbolises public space, equality and openness. I think that the need for multifaceted, democratic, well-designed spaces will only grow in the near future, not least because the public space is becoming increasingly commercialized. The Lakeside Park and the open spaces surrounding it are a melting pot designed to satisfy the fundamental human need for ambiguous openness and the natural world. Once the northern sections are completed, the centre of Seestadt will feature a rich sequence of public spaces linking north to south and east to west.

Covering an area of approx. 240 hectares, aspern Seestadt is one of Europe‘s biggest urban development projects.

The history of the site

less the same distance between the existing settlement areas to the east and west. Walking at an average pace, it takes around 20 minutes to cross the site on foot.

A vibrant, multi-purpose development in north-eastern Vienna, Seestadt will act as an urban centre for Donaustadt, Vienna‘s 22nd district. About half of the total site area is set aside for public open spaces in the form of parks and gardens, recreation areas, streets and squares. The plans foresee housing for over 20,000 people and the creation of thousands of jobs. Today, more than 6,000 people already live in some 2,900 flats at Seestadt and more than 1,500 people work here in a range of different sectors. With a school campus run by the city of Vienna and a federal secondary school that opened in autumn 2017, the southern section of Seestadt is well equipped with educational facilities.

The Seestadt urban development zone is a typical brownfield project. It was the site of the former Aspern airfield, opened in 1912, which in the 1920s ranked among Europe‘s most modern airports. After World War Two the airfield‘s importance declined, and it was closed for good in 1977 following the opening of the second runway at Vienna International Airport in Schwechat. While the former runway continued to be used for motor racing, General Motors (now Opel Vienna) built a production facility on the site of the former airport terminal. Two swathes of local-authority green belt border the urban development zone to the west and east. The Memorial Forest, part of the green area to the east, commemorates over 65,000 Austrian Jews who fell victim to the National Socialist regime. A tree was planted for each of the 65,000 victims, and one year later a memorial stone was unveiled in a clearing amidst the 10-hectare forest.

Links to the surrounding area The extension of the U2 underground line went into operation in October 2013, before the first residents even moved in, and serves Seestadt with two stations: “Aspern Nord” to the north, and “Seestadt” in the centre of the development zone. The underground journey from Seestadt to Vienna city centre takes less than half an hour. As development progresses, “Aspern Nord” station will become a (supra-) regional public transport hub. Medium-term plans will see two tram links extended to terminate on the station forecourt, as well as the addition of a new local rail station; the regional rail link will also be upgraded – first from Vienna to Marchegg and subsequently through to Bratislava.

Size and site area Compared to other neighbourhoods of the City of Vienna, Seestadt‘s site area is roughly equivalent to that of Vienna‘s 7th and 8th municipal districts combined. The southnorth extent of the site from the Opel Vienna premises to the northern transport axis averages approx. 1.5 kilometres, with more or

In the early 1990s, a substantial demand for housing prompted the first urban planning activities for the site of today‘s Seestadt. In a procedure overseen by a panel of international experts, a draft design by architect Rüdiger Lainer was recommended for further development. These initial plans were based on a much smaller site area without an underground line or an additional road link across the Danube. Given this lack of an infrastructural framework, however, the project was ultimately aborted. Amalgamating the numerous different planning strands in this fast-growing area

in the north-east of the city, the so-called SUPerNOW (Strategic Environmental Assessment for the North-East of Vienna) was carried out from 2001 to 2003 to provide a cohesive evaluation of the area‘s development potential and infrastructural framework. Vienna‘s Transport Master Plan 2003 identified extension of the U2 underground line, upgrading of the eastern rail link to Marchegg, construction of the north-eastern section of the Vienna Orbital Motorway (S1) and extension of the A23 motorway as feasible measures. Based on these new parameters, the decision was taken to commission a master plan for the urban development of the former Aspern airfield. A project team consisting of representatives from Vienna‘s urban planning department, the Vienna Business Promotion Fund (now the Vienna Business Agency), the Vienna Housing Fund and the Austrian federal property administration (Bundesimmobiliengesellschaft, BIG) was put together to coordinate the preparatory work and elaborate the design brief for the site. This project team remained in place until the adoption of the master plan by the City Council in 2007. Since then its work has been continued by Wien 3420 aspern Development AG, a development agency specially established for the core business of sale and letting of building plots, location marketing activities and bringing new partners on board. Working closely with the City of Vienna‘s aspern Seestadt project management unit and over 20 other municipal departments, its mission is to ensure that the Seestadt development fulfils the highest quality standards.

Public participation from the outset Prior to the launch of the master plan drafting and selection process in 2005, the project team distributed questionnaires and held a

series of public consultations to gather suggestions and feedback from residents of the neighbouring communities. Three “on-site experts” were nominated to represent the interests of the local people in the selection of the planning team and provide active input throughout the planning process.

From planning competition to master plan A two-stage process was launched for the drafting of the master plan. The first stage comprised an EU-wide call for applications in which planning teams submitted reference projects. On this basis ten teams were selected to elaborate urban design concepts for the second stage of the competition. Finally, the jury of international experts recommended that the Swedish firm Tovatt Architects & Planners in collaboration with project development consultancy N+ Objektmanagement be commissioned to draw up the master plan.

As soon as the basic principles of the design concept had been clarified and decisions on various options had to be taken, the planners and the City of Vienna again engaged in a broader dialogue with people living and working nearby. It was thus possible to achieve broad consensus on the concept that was subsequently developed into a comprehensive master plan. A separate study was conducted to evaluate the spatial concept from a gender mainstreaming perspective. Based on the findings, quality components were defined for the planning and realisation process going forward, and again incorporated into the master plan.

First phase of development and evaluation Building on Johannes Tovatt‘s master plan, a number of in-depth thematic concepts were drawn up, e.g. for the planning of the public space, and further detailed quality specifications were elaborated. The completion of the environmental impact assessment and the land use and zoning plan for the southern section of Seestadt heralded the start of development phase one. Since the development horizon at Seestadt extends over several decades, the master plan performs the dual function of providing a framework of stable quality specifications while simultaneously remaining open enough to respond flexibly to changes in the social and economic environment. In 2012, the urban design concept underwent a first round of evaluation and revision to tailor it for the northern section of the urban development zone. and the underground line already under construction, and the urban design concept underwent small-scale adjustments to accommodate these. Another thematic focus was on reinforcing the spatial and functional qualities of the centre of Seestadt, especially the axis between the two underground stations. In view of the ever-growing demand for housing in Vienna, the planners also explored the potential for incorporating additional residential space while maintaining largely the same built density. In line with the Vienna school campus model the education facilities were concentrated on two campus sites in northern Seestadt and the green and open spaces were rearranged. In November 2012 the Vienna Commission for Urban Development acknowledged and approved the revised version of the master plan, which forms the basis for the land use and zoning plan and EIA for northern Seestadt.

In the context of its immediate surroundings, it becomes evident that in its structure, geometry and architectural morphology, as well as in terms of its building typology and function, Seestadt is a very distinct and self-contained urban entity. This selfcontained quality is amplified by the delimiting infrastructural elements, buildings and spaces, which prevented an immediate “continuation” of the established settlement areas.

Unlike the road/rail route to the north, however, the latter do not act as barriers per se, but rather function as autonomous buffer spaces that can be appropriated for different uses. On the northern edge of Seestadt, technical infrastructure (ramps, bridges) along the railway line and motorway will be integrated as organically as possible into the layout and topography of the adjacent settlement areas and countryside. Connecting axes will be deliberately positioned to bridge the barrier created by the transport infrastructure. In particular, the Mayreder Bridge immediately adjacent to the station building will be upgraded from a purely functional civil engineering structure into a topographically dominant urban design element.

Interleaving on the western edge The meandering western edge of Seestadt and the wedges of countryside that penetrate deep into the body of the new settlement typify the interplay of built-up and undeveloped space that is so characteristic of Donaustadt. At the same time, this spatial arrangement vitalises the thoroughfares that link in from the neighbouring settlement areas and makes them more attractive to users.

function as green belt areas of city-wide importance with an intrinsic logic of longitudinal movement, forming a large-scale link that intersects with small-scale transverse movements across the green belt. While the green belt on the eastern edge of Seestadt has rather pronounced “autonomous characteristics” – due to the presence of an industrial rail track, but also because of its high-ranking ecological function – the (long-term) potential of the western green belt is a different matter: the fringes of settlement on either side and their inhabitants strongly define this space and make it a “green island” within the settlement structure of Donaustadt, Vienna‘s 22nd district.

The Lakeside Park and Lakeside Promenade On the southern side, a near-natural shoreline gives way to the more groomed landscape of the Lakeside Park – a leisure space with an informal character. In contrast, the northern side with paved promenades and a “solid lakefront” embodies a more formal and urban approach to the element water. Seeplatz (Lakeside Square) The enlargement of the lake and the addition of Lakeside Square in the revised version of the master plan gave a larger number of building plots a lakeshore address. The underground line The integration of the elevated U2 line into the new urban space played a prominent role from the very start of the planning process. With the revision of the master plan, the distinctive curve of the elevated section between the stations “Aspern Nord” and “Seestadt” became the defining element of a cohesive urban landscape.

The lake The lake gives the development its name and shapes its identity. The entire structure of Seestadt is centred upon the lake and the public spaces surrounding it – a centre that celebrates open space in all its many shapes and forms.

Outdoor space is a key element at aspern Seestadt and a signature feature of the development. At the same time, the green and open spaces in the new city-within-acity have special characteristics that make it important to achieve the right balance between near-natural landscape, urban parkland and thoughtfully designed streets and squares.

Green and Open Spaces Relation to local-authority green belt areas

Design of open spaces in the northern section of Seestadt North of the lake, avenues, play streets and smaller local parks create pedestrian-friendly interconnections through the streetscape, their notable abundance of trees visually dominating the urban structure. Another dominant spatial feature is the north-south chain of parkland that follows the course of the underground line. This offers scope for numerous recreational activities and is

an important green belt for the residential districts. By contrast, the shopping parade that runs from Aspern Nord to the central Lakeside Square is an appealing, well designed outdoor urban space. South of the lake, this zone of urban character is continued by a series of squares in the Lakeside Park Quarter and Maria-Tusch-Straße. Together they create a central commercial and cultural axis of pedestrian zones and pedestrianfriendly thoroughfares.

A network of public and semi-public spaces A key consideration in the positioning of streets and visual perspectives was to strengthen the connections between the lake and Lakeside Park and the interior of the quarter. (Public) throughways to centrally located building plots underline these functional relationships and interlink them into a coordinated whole. Transparency and links between inner courtyards and parks foster neighbourhood relationships and social interaction. The public and semi-public spaces at Seestadt thus merge into one another, forming a coherent, balanced network.

Situated at the intersection between the Marchfeld plain and the Danube region, the two major areas of green belt that border Seestadt to the west and east play an important role in the City of Vienna‘s higher-level thematic concept “Green and Open Spaces”, linking the Norbert-Scheed-Wald to the north with the Lobau wetlands to the south. Internally, Seestadt is criss-crossed by a dense network of green and open spaces, with Yella-Hertzka-Park, Lakeside Park and the as yet undeveloped Eastern Park forming an important east-west landscaped green link for the entire neighbourhood.

Clustering of motorised traffic From the environmental point of view, reducing the amount of motorised individual traffic is a vital prerequisite for sustainable neighbourhood development. Enhanced quality of life and increased safety due to the reduction in traffic result in a “reappropriation” of the streets and their natural integration into the network of outdoor spaces. Furthermore, the hierarchical road network – combined with the policy of housing parked cars in communal neighbourhood car parks, among other measures – is designed to cluster flows of motorised traffic.

The road network at Seestadt consists of major roads, neighbourhood roads andE15a E16 supplementary dense network of minor thoroughfares for local circulation. The E17 E18 major road network comprises the links to the surrounding area (access roads to the D6 two junctions on the S1 Seestadt Spur and link roads to the surrounding settlement D7 areas), the circular boulevard “Sonnenallee” as the internal distributor road, and the D22 D11 E19 access roads in the industrial zone. Branching off from the major road network, the D23 neighbourhood road loops cluster motorised neighbourhood traffic and access to the communal car parks.

The plan reflects the need for motorised links from the neighbourhood level to individual building plots and likewise the objective of treating roads as part of the overall neighbourhood network of open spaces. Thus, roads are not seen merely as elements of the technical infrastructure and as spaces for motorised traffic, but also as places to linger and movement axes for various user groups and types of mobility.

Tram routes Two tram routes are planned. The no. 25 tram service will cross Seestadt from the southwest – coming from Siegesplatz in Aspern – passing through the shopping parade to “Aspern Nord“ U2 station. A second tram route will enter Seestadt from the north via the Mayreder Bridge. These two tram routes thus tangentially connect the underground lines.

Underground line The precise route of the U2 line was mapped out right in the very earliest stages of the process to draw up the master plan. The underground first stops at Aspern Nord, then curves round to the right to reach the Seestadt terminus. In future, the zone between the two transport hubs will contain densely built-up, heavily used central neighbourhoods as well as green corridors. The U2 underground extension between Seestadt and Karlsplatz already opened on 5 October 2013, so the new city-within-a-city was connected to Vienna‘s high-capacity public transport network right from the very earliest stages of development. The journey to Vienna city centre takes about 30 minutes.

The 2007 master plan already emphasised Seestadt‘s favourable location on the axis between the Twin Cities of Vienna and Bratislava. The public transport links connecting Seestadt to the local and regional networks are already partially in place and will be expanded further with the upgrade of the rail route between Vienna Hauptbahnhof and Bratislava. Attractive thoroughfares interlink major arrival and departure points such as the two underground stations, the shopping parade, the lake and the two school campuses. The basic principles of barrier-free access, appropriate street furniture, an attractive streetscape and avoidance of frightening spaces are key quality criteria at the detailed planning level.

Distict-wide network of cycle paths Seestadt is linked to the neighbouring settlement areas via the two areas of green belt to the east and west, which are designed as communication zones and provide opportunities for active leisure pursuits. No matter which mode of transport is chosen to cover greater distances – most journeys still start on foot. The length of these initial and final walks decisively influences the attractiveness of the respective modes of transport and hence the decision as to which mode of transport is chosen. Management of parking space is thus an important factor – perhaps indeed the most important – in achieving the targeted modal split of 80% eco-friendly modes of transport.

High-rises to mark key points On this basis the design brief also defines the sites for high-rise buildings with various site-specific heights. The 2007 master plan already provided for “landmark” high-rises on a few sites: primarily in the northern section along the transport axes and around the station forecourt, and additionally in the southern section around the underground station and on the north shore of the lake. While the three southern towers thematise the bridging function of Seestadt station D7 and are characterized by their dialogue D22 D11 E19 with the water, the deliberately asymmetric trio at “Aspern Nord” station create a very specific spatial framework for NelsonD23 Mandela-Platz. In addition, their position alongside major transport arteries lends them an identity-building signal effect. The proverbial exception to the rule of clustering high-rises in groups is the tower at the northern corner of plot H1: its special status is justified by its position 2.5 on to 12 m 9 to 16 m Lakeside Square and as the end point of a 12 to 21 m 16 to 26 m prominent visual and movement axis from 2.5 to 12 m 26 to 35 m the south-west. 9 to 16 m 36 to 45 m

Each plot should feature a mix of higher and lower buildings to create vertical rhythm. Other key design features include the juxtaposition of horizontal and vertical masses and freestanding solitary forms in dialogue with block-like structures. The aim is to produce visually diverse urban spaces with varying eaves heights, picking out and accentuating prominent points in the urban space and creating interesting plays of light and shade and varied vistas and sight lines.

When the master plan was drawn up in 2007, two characteristic features of the regional landscape inspired the envisaged topographical changes: the centrally located groundwater lake and the “Danube terrace” to the north. The surface of the lake was around three metres below the original ground level, which meant that the terrain + 160 had to be gradually lowered down towards the lake to make the latter accessible and 159 + visible.

PRINCIPLES OF HIGH-QUALITY URBAN DESIGN

The City of Vienna, the development agency Wien 3420 aspern Development AG and the site owners are committed to upholding the following principles and objectives of high-quality urban design.

Well-designed public space

Lively ground-floor zones

Functional mix and innovation

Range of mobility options

The basic principle and starting point here is a dense network of public streets and squares in which the arrangement of buildings and open spaces reflects the human scale.

All projects are required to pay special attention to the treatment of the ground-floor zone, ensuring it is of high quality to enhance the attractiveness of the adjacent public space.

Seestadt‘s continuous growth will be underpinned by the timely establishment of schools and childcare facilities.

The design of public spaces is primarily geared to people moving at walking pace and aims to provide a setting that is pleasant to linger in. This calls for interdisciplinary planning right from the very outset.

Specific spatial and functional guidelines have also been defined for the ground-floor zones of buildings in the centre of Seestadt.

Measures to promote mobility options appropriate for the urban setting range from a dense network of tram and bus services to complement the U2 underground line to welldesigned links to the cycle route network, plus supplementary services such as bike hire and car-sharing.

All the project stakeholders support the development of an urban neighbourhood with a central place function by working to bring flagship projects and public institutions to Seestadt. Seestadt positions itself as a hub for innovation, research and progress, as a place for pioneers and a space for temporary interventions.

Streets, squares and parks should be designed to facilitate appropriation, for flexibility of use, and to provide options for further development.

Preventing and adjusting to climate change

The built environment at Seestadt should be designed by various groups of stakeholders, the aim being to generate a broad spectrum of projects for different lifestyles and forms of work.

Preference is given to projects that promote the integration of housing and workspace, both spatially and typologically.

All projects are required to incorporate measures combining use of outdoor spaces and facade design to improve the urban microclimate. In the public space these measures include rainwater management, targeted planting of trees to create shade, and well-designed green roofs.

The parcelling of building plots is designed to create architectural and functional diversity. The intention is to evolve and build upon existing planning and allocation procedures and promote new, innovative processes.

Multipurpose spaces and buildings ensure diversity of use, future reusability, and hence neighbourhoods with long-term quality of life.

All above-ground building projects and those in the public space are required to provide for careful use of resources right from the planning stage.

The concentration of vehicle parking in communal car parks and the restricted availability of parking in public spaces and on the individual plots relieves neighbourhoods at Seestadt of motorised traffic.

As well as connecting Seestadt to the district heating network, the use of local renewable energy sources and commercial waste heat will also be promoted. Improving the energy efficiency of building shells and building technology and conducting research into combined energy production and storage systems are further components of smart urban development.

The current text is based on the principles of high-quality urban design which were jointly elaborated during the revision of the master plan in 2012 and acknowledged by the Commission for Urban Development.
