THE United States Embassy in Manila on Tuesday, July 25, vowed to work on a solution to address the issue concerning the bells of Balangiga church in Samar, which were seized by U.S. soldiers as spoils of war in 1900s. “We are aware that the bells of Balangiga have deep significance for a number of people, both in the United States and in the Philippines. We will continue to work with our Filipino partners to find a resolution,” U.S. Embassy press attache Molly Koscina said. The embassy issued the statement after Philippine President Rodrigo Duterte demanded the U.S. to return the century-old bells back to the Filipino people during his second State of the Nation Address (SONA) on Monday, July 24. A PALACE spokesperson on Thursday, July 27, said President Rodrigo Duterte was just “expressing his frustrations” when he said the Commission on Human Rights (CHR) should be abolished. In a press briefing, Presidential Spokesperson Ernesto Abella said the president is simply “expressing his frustration” on the “apparent biases” of the Commission. “He’s merely…not merely, he’s actually stating

his frustration regarding the CHR,” Abella said. “However, it is a Constitutional commission and it cannot be abolished by a mere legislation. The chairperson and its members serve at the pleasure of the president,” he strssed. When asked if the president might fire CHR Chair Chito Gascon, Abella said: “Technically, he can be replaced at his [Duterte’s] pleasure.” Abella, however, quickly clarified that his In this Aug. 15, 2016 file photo, human rights activists light candles for the statement was not an “empty threat.” victims of extra-judicial killings around the country in the wake of “War on “We do not talk about empty threats, we talk about Drugs” campaign by Philippine President Rodrigo Duterte in Quezon City. Qualified Filipinos While Abroad (QFWA) can send balikbayan boxes to their families and relatives without having to pay for duties and taxes up to three times and not exceeding P150,000 in a calendar year, under the Republic Act No. 10836 or the Customs Modernization and Tarrif Act (CMTA). However, Faeldon said that as of July 2017, the program has no takers yet. “P75 billion annually, this is the amount the government has given to the OFWs (in this project) instead of the govern-

ment collecting tax from the OFWs,” Faeldon said. Packages sent under this program is limited to packages sent to the OFWs’ family or relatives up to the fourth civil degree of consanguinity. The program does not include items in commercial quantity or intended for barter. It should only contain personal and household items, Faeldon said.
