DATELINE Calif. governor signs health for all kids bill FROM THE AJPRESS NEWS TEAM ACROSS AMERICA
IN May 2016, California will become the fifth state to allow undocumented children from low-income families to enroll in comprehensive health care. Gov. Brown signed legislation on Friday, Oct. 9, that will allow 170,000 undocumented children to smoothly transition from restricted scope Emergency Medi-Cal (the state’s name for Medicaid) to full-scope coverage, by removing barriers to re-applying or re-enrolling. It will also let children with severe and chronic illnesses stay in specialty care. Once undocumented children enroll in comprehensive Medi-Cal, they will be able to take advantage of preventive services and not have to wait until a medical emergency to seek care. Earlier this year, the governor allocated $40 million for health care coverage for undocumented children through the Health for All Kids program initiated by Sen. Ricardo Lara, D-Bell Gardens, while committing an allocation of $132 million for each subse-

Automatic voter registration in California approved Set of bills to change voting processes, improve turnout
WITH record-low turnouts in one of the most populous states in the nation, California is making it even easier for people to become active registered voters. Governor Jerry Brown signed a measure on Saturday, Oct. 10 that would eventually allow Californians to be automatically registered to vote when they go to the DMV to obtain or renew their driver’s license. Assembly Bill 1461, which also includes an option to opt out of registering, was introduced in response to the dismal 42 percent voter turnout in last year’s statewide election in November, according to the Los Angeles Times. The bill, along with 13 others the governor signed, will “help improve elections and expand voter rights and access in California, Brown’s office said in a statement. According to California Secretary of State

THE EARLIEST birds came in various forms and sizes, with diverse interests, credentials and sometimes outrageous promises. But they shared a common aspiration: to become President of the Philippines. One of the presidential aspirants
described himself as a “crime buster who had P26.12 trillion in reward for recovery of the Marcoses’ ill-gotten wealth, deposited in trust in the national treasury—enough to wipe out the Philippines’ debts and send the children of all Filipinos to school for free. MANILA – Makati Mayor Junjun Binay is seeking reelection despite the ruling of the Office of the Ombudsman dismissing him from government service and perpetually disqualifying him from holding public office. Binay said there is no reason for him not to file his certificate of candidacy (COC). “Experts on election laws are saying there is no reason for me not to file. I will definitely file my COC this week, he told reporters when he accompanied his father, Vice President Jejomar Binay, in filing his COC for president with his running mate Sen. Gregorio Honasan Monday, Oct. 12.

The three beat Vice President Je-

And there was a 73-year-old aspirant who flaunted his age and wisdom and four doctor’s and two master’s degrees as some of his qualifications for the top government post. Australia looking to send refugees to PH by AGNES

WITH asylum seekers from remote Pacific islands attempting to reach Australia illegally by boat, the country has engaged in talks with the Philippines for their possible relocation, Australia’s immigration minister said Friday, Oct. 9. Australian Foreign Minister Julie Bishop and Immigration Minister Peter Dutton declined to release details of the deal, but a report from The Australian stated it could cost more than 150 million Australian dollars ($108 million). Furthermore, multiple reports have stated there has been verbal confirmation between officials from both countries that the deal would move forward. The Australian reported that Bishop met with Philippine Secretary of Foreign Affairs Albert del Rosario on the sidelines of the 70th session of the UN General Assembly in New York, and received verbal assurance that the refugee agreement would materialize. Similarly, a report from The Daily Telegraph quoted Australian Immigration Minister Peter Dutton saying: “We have had bilateral discussions with other countries including the Philippines at an official level, at a

Comelec, DFA urged to extend overseas PH backs US plan absentee voting registration deadline to sail Navy ship by JADEN

MANILA – A Filipino migrant group has called on the Commission on Elections (Comelec) and the Department of Foreign AffairsOverseas Absentee Voting Secretariat (DFA-OAVS) to extend the registration of overseas absentee voters (OAV), which ends on Oct. 31, 2015. “We understand that the OAV registration will be ending on October 31. However, there are more
overseas Filipinos who have manifested their willingness to register so that they can vote for the incoming national elections, John Leonard Monterona, Migrante-Middle East regional coordinator, said. Monterona said since OAV registration requires personal appearance, many overseas Filipinos in the Middle East and other regions have difficulty in reaching the Philippine diplomatic post due to work and financial constraints Though there are scheduled field mobile registrations, Mon-
terona said that they should also be conducted outside the major cities to reach more Filipinos. Last week, the Comelec and DFA-OAVS announced the extension of the reactivation of overseas voters who have failed to vote during the two previous succeeding elections, until December 31. “We welcome the Comelec and DFA-OAVS decision to extend the reactivation period until December 31. But many OFWs will be more than happy if the overseas

The ombudsman ruling was issued last week in connection with the alleged overpriced construction of the Makati City Hall Building II. The mayor said he has yet to receive a copy of the ruling. He has 10 days from receipt to file a motion for reconsideration. “What we are worrying now is that there is an evil design here. Before, suspension; now, removal from office. It is very obvious that there is a plan to keep our family out of government service, he said.
