REPORTS about the U.S. returning the Balangiga bells to the Philippines were welcomed by the Malacañang on Wednesday, November 13. But officials have yet to comment until the actual arrival of the bells that were seized by American troops during the PhilippineAmerican war in 1901. THE Bureau of Customs (BoC) has eased the guidelines for qualified Filipinos availing themselves of the duty- and tax-free privilege of consolidated balikbayan boxes. Customs Memorandum Order (CMO) No. 18-2018, issued on Oct. 11, 2018, reduced the documentary requirements needed to obtain the duty- and tax-free privilege for balikbayan boxes. It supersedes CMO 042017. Under the new directive, the submission of a copy of one’s Philippine passport as proof of Filipino citizenship will no longer be mandatory and other IDs will be accepted, including: permanent resident ID or equivalent document in other countries; Overseas Employment Certificate/OWWA Card; work permit; Unified Government ID issued by the Department of Labor and Employment

FORMER first lady Imelda Marcos, widow of dictator Ferdinand Marcos, is not exempt from being arrested and jailed despite her advanced age, various lawmakers said on Tuesday, November 13. According to them, the police should enforce any order from the court to take her into custody after she was sentenced by the Sandiganbayan to up to 77 years in prison for graft last week. Senator Francis Escudero, in a television interview, expressed his thoughts about the matter, saying he disliked the comments
made by Philippine National Police Director General Oscar Albayalde who appeared ready to provide special treatment to the 89-year-old former first lady because of her age. “I dislike the comment of Albayalde,” Escudero said. “He has no business actually commenting on those things because as a member of the police force, he’s just supposed to just either implement the law or to obey the order of the court,” he added. Escudero also said that if the court orders the arrest of Marcos, Albayalde’s opinion on her “age
and other things are completely immaterial.” “And I find it, to say the least, out of place to be commenting on such a thing when everything is in the hands of the court — whether she will be arrested or not and whether she will be allowed to be out on bail or not,” he concluded. Marcos was found guilty by the Sandiganbayan on Friday, November 9, in seven graft cases filed against her from 1991 to 1995 in connection with Swiss foundations she and her husband established and used to stash

Antonio Trillanes IV by former President Benigno “Noynoy” Aquino III is legal. DOJ’s acting prosecutor-general Richard Anthony Fadullon is adamant on stating that the president’s decision to revoke Trillanes’ amnesty is a “valid exercise” of executive powers. “He (the president) made an executive determination that the conditions set forth in Proclamation No. 75, were not complied with by accused Trillanes. THE Department of Environment and Natural Resources (DENR) on Tuesday, November 13, is set out to remove business establishments that violate environmental rules and guidelines in El Nido by the end of 2018. DENR for Region IV-B Mimaropa (Mindoro, Marinduque, Romblon and Palawan) Regional Executive Director Henry Adornado said that such move is done to protect the area and to keep it from becoming Boracay. “We are eyeing to clear errant establishments off Bacuit Bay, hopefully by the end of the year,” Adornado said as reported by Rappler. In February, DENR Mimaropa formed Task Force El Nido and
issued 407 eviction notices to structures built on declared easement zones and forestlands. “There were times demolition activities were put on hold due to high tide or because dump trucks and heavy equipment units used to knock down structures were used for more urgent reasons, like the cleanup of typhoon debris,” Adornado said. The regional executive director also shared that 253 out of 289 establishments were found in violation of environmental laws in the said tourist spot. Such violations involve the failure to secure discharge permit, permit to operate and hazardous waste generator’s identification, and to designate a pollution
