Nail salons allowed to reopen in California, but final decision up to counties NAIL salons in California will be allowed to open, regardless of the tier the county is in on the state’s reopening roadmap, according to State Health Secretary Dr. Mark Ghaly. During the press briefing on Tuesday, September 22, the secretary said even with the state’s permission, it would be up to individual counties to have final say over the reopening of the nail salons. “Looking at the operations of nail salons, understanding the number of steps that they can take to make a lower-risk environment for both staff and customers, with some new additions to that sector guidance and how to set up operations in a way that is lower risk, we believe that we’re able to add that to the number of sectors within the purple tier, or that widespread tier,’’ Ghaly said. House passes resolution denouncing all forms of anti-Asian sentiment THE U.S. House of Representatives on Thursday, September 17, passed a resolution to denounce anti-Asian rhetoric and discrimination fueled by the COVID-19 pandemic. Introduced by Rep. Grace Meng (D-N.Y.), the measure calls on all public officials to condemn all forms of anti-Asian sentiment and “all manifestations of expression of racism, xenophobia, discrimination, anti-Asian sentiment, scapegoating, and ethnic or religious intolerance.” It also asks federal law enforcement officials to work with state and local officials in investigating and documenting credible reports of hate crimes and incidents against the Asian American and Pacific Islander (AAPI) community, and in holding perpetrators accountable. The votes were 243 to 163, with the majority “yes” votes coming from 229 Democratic lawmakers and 14 Republican lawmakers. THE closure of school campuses due to the pandemic has complicated the lives of students across California, but that doesn’t mean learning and inspiration have to stop. As such, on Tuesday, Sept. 22, a new elementary school in Stockton, California named after Flora Arca Mata, a pioneering Filipina American teacher of the 20th century, was opened in a move to honor California’s diverse history in education. Mata was the first Filipino American and first person of color to serve as a public

school teacher in the state of California, as previously reported in the Asian Journal. On Tuesday, Stockton Unified School District (SUSD) officials and the family of Mata — who passed away in 2013 at the age of 95 — held a social distancing-friendly ribbon-cutting ceremony at the new K-8 school located along Alexandria Place. The event was also live-streamed by the school district. “This is going to be a great learning institution,” Flora Arca Mata Elementary School principal Henry Phillips said at the ceremony inside the school’s multipurpose room. u PAGE A2

THE International Air Transport Association (IATA) on Tuesday, September 22, said global airlines are pushing for airport COVID-19 tests for all departing international passengers to replace the quarantines that are allegedly exacerbating the travel slump. According to the head of IATA, rapid and affordable antigen tests that can be administered by non-medical staff are expected to become available in the “coming weeks” and should be rolled out under globally agreed standards. “We don’t see any alternative solution that would be less challenging or more effective,” IATA Director General Alexandre de

Juniac said during an online media briefing. He noted that airlines will push for the rapid antigen tests to be endorsed by the International Civil Aviation Organization, the United Nations agency that oversees global aviation rules, as they become available for as little as $7 each. De Juniac added that the IATA believes the production could be quickly increased to millions per day, and the tests phased in between late October and December would help “save a part of the winter season.” However, a global agreement is needed to ensure test results on departure are accepted on arrival. “It will also boost passenger confidence that everybody on
