Philippines enjoying economic rights Trump reaffirms possible gained from arbitration — Cayetano government shutdown, DATELINE USA FROM THE AJPRESS NEWS TEAM ACROSS AMERICA

calling it ‘small price to pay’ for border security

PRESIDENT Donald Trump made clear on Tuesday, July 31, that he’s serious about shutting down the government if Congress fails to pass new immigration and border security measures like border wall funding. Trump sounded off the likelihood of a government shutdown at least twice since the weekend, starting with a tweet on Sunday, July 29, saying that he was “willing to ‘shut down’ government if Democrats do not give us the votes for Border Security, which includes the Wall!” He doubled down on the threat on Monday, July 30, during a joint news conference with Italian Prime Minister Giuseppe Conte, saying, “If we don’t get border security after many, many years of talk within the United States, I would have no problem doing a shutdown.” He added that the U.S. was the “laughing stock of the world,” and had the “worst immigration laws anywhere in the world.” While the initial shutdown remarks did alarm some Republican lawmakers, others also seemed confident that Trump wouldn’t shut the government down as the political risk seemed too great in light of the upcom-

MANILA — Amid criticisms from the previous administration, Foreign Affairs Secretary Alan Peter Cayetano insisted that the Philippines is implementing the sovereign rights it has gained from the arbitration award on the South China Sea. The Philippines’ top diplomat, however, admitted that the Philippines is “co-controlling” with China on the dis-

puted waterway. “I can argue that we’re now under cocontrol or at least co-coordination with China and three out of four of our sovereign rights in the arbitration award are implemented now,” Cayetano told reporters on Tuesday, July 31. Hitting back at critics who have been suggesting to pursue the Aquino administration’s policy toward Beijing, Cayetano insisted that their strategy did not produce results.

The Philippines, under Aquino leadership, pursued the arbitration against China, which later on resulted to a victory for the country. The arbitral tribunal ruled that Beijing violated its commitment under the United Nations Convention on the Law of the Sea when it constructed artificial islands within Manila’s exclusive economic zone. “What did the award say? Awards says first: fisheries. Before, we were

THE Department of Foreign Affairs (DFA) is closely monitoring the fast-spreading wildfire in Northern California that has already destroyed hundreds of structures and forced thousands to evacuate. The Philippine Consulate General in San Francisco is also checking the situation of Filipinos in Redding and surrounding areas to determine if the so-called Carr Fire has affected any Filipino in the area. Consul General Henry Bensurto reported however that they have not received any request for assistance so far from any Filipino in Redding and areas nearby. Bensurto said there are about 227 Filipinos in the city of Redding, which is being threatened by the fire that has already burned more than 344 square kilometers or 85,000 acres and destroyed 500 structures. The fire has forced the evacuation of some 38,000 people in neighborhoods on the west side of Redding, Bensurto added.

WITH the Bangsamoro Organic Law (BOL) ratified by Congress and signed into law, President Rodrigo Duterte turned his attention to the Abu Sayyaf Group, urging it to talk peace with the government. The president also appealed to Moros to give the Bangsamoro law a chance. He asked terror groups not to spark conflict or mount acts of violence while the BOL is being implemented. “Huwag natin pasukan ‘yan. Hindi panahon natin ‘yan. Hindi ‘yung away na pwede tayong makipagsapalaran na ubusan. Mag-

usap na lang. Iyong Abu Sayyaf, mag-usap na lang tayo (Let’s not go to war. It is not for us. Not the kind of fight that will finish all of us. Let’s just talk. THE Bangsamoro Organic Law (BOL) is not perfect but its passage was not rushed, Malacañang said Tuesday, July 31. Presidential spokesman Harry Roque could not say which provisions of the BOL would be reviewed, but expressed readiness to reach out to groups that have concerns over the measure. ing their province in the new Bangsamoro region. “You know, nothing is perfect and of course the BOL as signed into law is a result of compromise. So all that the President was saying was, if you have specific complaints, we are open to discuss these complaints with the view of possibly amending further the law,” Roque said in a press briefing. “It wasn’t really rushed. It’s been there. It has been pending. It took us almost a year to discuss the BOL; there’s been substantial consultations… the

President even called members of the Congress and Senate – if I’m not mistaken – at least three times to the Palace,” he added. Last week, Duterte said he was open to modifying the BOL to respond to the concerns of some groups who are not satisfied with the measure. The BOL, which will create a new Bangsamoro region with enhanced autonomy, was signed into law last Thursday, July 26. Roque said Duterte made the statement to assure the people in Mindanao that he wants ev-
