A NEW program focused on thwarting efforts by Muslim extremists to recruit and mobilize followers in the south of the Philippines were discussed by U.S. and Philippine officials this week. According to U.S. Assistant Secretary Denise Natali of the State Department’s Bureau of Conflict & Stabilization Operations on Tuesday, June 4, the three-year program involves helping local officials identify issues that foster extremism and find ways to address them. Filipino troops were aided by American and Australian surveillance aircraft to quell the disastrous 2017 siege by hundreds of mostly local militants in southern Marawi City, where the commercial and residential center remains in ruins and off-limits to the public. Philippine officials say surviving militants have maintained their efforts to recruit new followers and plot new attacks despite the militants’ defeat. u PAGE A3

New count finds homelessness up 16 percent in LA Despite city and county housing initiatives, influx of people becoming homeless has stunted progress HOMELESSNESS in Los Angeles has been a Sisyphean issue for the last several years, and despite keen efforts from lawmakers, a new staggering report on the homeless county shows unyielding immovability. The Los Angeles Homeless Services Authority (LAHSA) released a report on Tuesday, June 4 that found a 16% citywide increase in homelessness (36,300 people) and a 12% increase across LA County (59,000 people), a stunning discovery given the city, county and state’s costly efforts to mitigate the problem within the last few years. Over the last decade, tent encampments have percolated throughout the city, moving further and further away from Skid Row, which still has the highest concentration of the city’s homeless population as well as the center of services for the homeless. One of the county’s most ardent efforts to quell the homeless numbers came in the form of Measure H, a sales tax that raises $355 million annually for homelessness services. THE United States Citizenship and Immigration Services (USCIS) office in Manila will shut down as part of the Trump administration’s decision to cease operations of the agency’s 23 international locations. The Manila office will permanently close on July 5, and has stopped ac-

cepting new applications and petitions since May 31. “The U.S. Embassy in Manila will assume responsibility for certain limited services previously provided by USCIS to individuals residing in the Philippines,” the agency posted on its website this week. Following this announcement, the U.S. Embassy in Manila said the office

will close due to “insufficient workload.” However, it assured that this change will not affect visa processing. “USCIS is working better to leverage funds to address backlogs in the United States while also leveraging existing Department of State resources at post,” U.S. Embassy deputy press attaché Trude Raizen told reporters. The USCIS operates under the

U.S. Department of Homeland Security (DHS) and has 23 offices spread across Latin America, Europe and Asia. The agency’s location in Mexico is slated to close on June 30. LINGAYEN-Dagupan Archbishop Socrates Villegas on Thursday, June 6 denied being in a meeting with people plotting to overthrow the government of President Rodrigo Duterte. The archbishop’s defense comes after Peter Joemel Advincula, the man who introduced himself as “Bikoy” in the “Ang Totoong Narcolist” video, spread those claims. According to Villegas’ statement released on Thursday, he was delivering a homily during the time specified in Advincula’s affidavit. “On the day and time, Dec. 12, 2018 in the evening that I allegedly met with some plotters to overthrow the government, I was in the parish church of Orani in Bataan to deliver the homily at the first mass of a friend, a newly ordained priest,” the statement read. PHILIPPINE President Rodrigo Duterte on Friday, June 7, ordered the authorities of the Philippine Health Insurance Corporation (PhilHealth) to hold officials accountable for allowing fraudulent payments that led to a P154-billion loss. “The president directs the management of the PhilHealth to institute criminal actions against those officials and employees who wittingly or unwittingly allowed such

misuse of funds to take place for years,” Presidential spokesperson Salvador Panelo told reporters on Friday. Unnamed officials reportedly disclosed that the prevailing allcase rates (ACR) payment mechanism was one of the ways the health insurance company had lost a total of P154 billion since 2013.
