Public considers revised CIP projects By Jim Ridolphi for Ashland-Hanover Local

SHLAND -- After three work sessions regarding the Town of Ashland’s proposed 2020-2024 Capital Improvement Plan, the public had its first opportunity to weigh in on the list of options and projects for the next five years at Tuesday’s regular meeting. When Assistant Town Manager Matt Reynal first introduced the list of priorities in early January, there were differences in the three versions, one from the Planning Commission, one from staff, and one representing the board’s wish list for upcoming projects.
After discussion, council approved an amended list in its last meeting of the month and finalized the list for a public airing at Tuesday’s meeting. Reynal said the revised list included few changes from the ones noted in previous discussions. “The top priority level ones are still the same projects you identified as priorities the last go-round,” Reynal told council. “The main difference is those first three projects -- fiber network, downtown sidewalks, and comprehensive storm water management -- are all tied with the same score.” The drainage improvement plan moved above strategic property acquisition on the top five priority list, and overhead utilities fell out of the level two priority list after the adjustments.

Also included in the priority two list were: downtown parking; trails and parkways; overhead utilities; railroad crossing upgrades; and townwide drainage improvements. “I certainly see the value in adding more VDOTfunded (Virginia Department of Transportation) projects in our priorities. I’m a little dismayed that we did lose overhead utilities because when we are moving forward with England Street that is the time to deal with it,” council member Kathy Abbott said. She said some of the VDOT-funded projects would go forward without the top level priorsee CIP, pg. 9

The dedication my office shares with the Hanover County Sheriff ’s Office, the Ashland Police Department, and the Virginia State Police to prevent and successfully prosecute crime will continue. The low crime rate in our county is a direct result of the dedication of those agencies and my staff. Likewise, I remain committed to pursuing sentences that deter criminal activity, despite sentencing guidelines that are, in many instances, too lenient.” “It has been my honor to serve the citizens of my county as their Commonwealth’s Attorney and I humbly ask for their continued support.” see CHALKLEY, pg. 12
