Bid to attract Chinese students BY DAISY HUDSON

Staff from Ashburton schools have embarked on an international trip to encourage Chinese students to study in Mid Canterbury, potentially bringing hundreds of thousands of dollars into local schools. Ashburton College’s International Department director Michelle Hosking and Mt Hutt College deputy principal Kris Canham have travelled to China to promote the area and build stronger links with Ashburton’s

Sister City, Puyang. The trip included attending a fair that was expected to attract over 500 students, a visit to Sichuan Normal University Foreign Languages School, and meetings with education providers in Guangzhou. Ashburton College principal Grant McMillan said the school was hoping to attract between 25 and 35 international students, and with an estimated $5000-6000 net profit per student, they could potentially bank over $200,000.

Mr McMillan said the college charged international students $11,500 in school fees per year. He believed encouraging foreign students to study in Canterbury was important, as numbers fell post-earthquake. “It’s great for people from different cultures to interact, it gives us a great appreciation of who and where we are,” he said. Mr McMillan said the school was careful to ensure the introduction of foreign students had a minimal effect on other students.

Mt Hutt College principal John Schreurs was more cautious about the trip, as he believed it was still “early days”. Mr Schreurs said the school couldn’t sustain the same number of international students that Ashburton College was hoping for, and while international students could bring a small profit, he believed the cultural experience would be the main focus. “Profit shouldn’t be a driving force in education, it’s disingenuous,” he said.

Mr Schreurs said encouraging international students was “a long-term thing”, and he wasn’t expecting any students from China in 2015. The schools had been working with Christchurch Educated, a group of schools that worked together to attract international students to Canterbury. A small gift and photos of Mid Canterbury would be presented to the principal of Sichuan Normal University Foreign Languages School.

‘Cultural insult’

An Auckland academic says a fashion magazine’s use of a Maori facial tattoo on a non-Maori model is a “cultural insult”.The Australian edition of Marie Claire features Australian model Gemma Ward with a moko on her chin in a fashion spread in its October issue. The picture is part of “the golden touch” tribute to fashion designer Jean Paul Gaultier, who was himself heavily criticised in 2007 for using a moko on the faces of his male models. “The way in which Marie Claire magazine is using these designs on their model is offensive,” said Ngarino Ellis, a senior art history lecturer at the University of Auckland. “(Gaultier) was criticised then, which is why it is so surprising that Marie Claire want to repeat this obvious cultural insult.” Dr Ellis said only Maori could wear the moko, especially on the face. It identified the wearer’s whakapapa, or genealogy, and role in their community and it was not a generic design that could be put on just anyone.

Fan sues over Rod Stewart soccer ball A soccer ball kicked into the crowd is bouncing back to Rod Stewart in the form of a lawsuit by a Southern California man who says his nose was broken at a Las Vegas concert in October 2012. Ashburton’s Child Youth and Family staff are back at work in Ashburton, more than three weeks after their Cass Street office was closed when two staff at Work and Income were shot and killed and another was injured. Since the September 1 killings, the Ministry of Social

Development has been looking for temporary accommodation for both Child Youth and Family and Work and Income staff. Child Youth and Family is now using Ashburton College as a work base, but the school is not used for client meetings, a Ministry of Social Development spokesperson said. The ministry is still searching for a temporary site for Work and Income and the spokesper-

son said this was being done as quickly as possible. Minister David Brown has confirmed that the Sinclair Centre at St Andrew’s Church is one of the venues under consideration as its temporary base. He had been in discussions with the MSD but said while a tenancy had looked likely the deal was now on hold. In the interim bookings for the centre have also been put on

hold until the MSD’s intentions were known, he said. “It’s one of those things that keeps changing; we thought they were coming, then they weren’t and now we don’t know.” Mr Brown said the church had been approached by the MSD as part of its review of site options and he was happy to help. “It does mean we’ve had to reorganise bookings. At the moment they’re working through

all the sites and we’re just waiting to hear back,” he said. Russell John Tully has been charged with killing Peggy Noble and Leigh Cleveland and attempting to kill Lindy Curtis and Kim Adams. Mrs Curtis was seriously injured in the shooting. He has also been charged with setting a man trap with intent to injure.

Methamphetamine ‘rampant’ By eriN TaSker

Methamphetamine is rampant, rife and easier to come by than cannabis. It’s also behind most of Mid Canterbury’s volume crime like burglaries and thefts from cars. That was the word from police who spoke as part of a public presentation in Ashburton yesterday, on the affects methamphetamine has on its users, users’ families and the community. Hosted by the Ashburton Community Alcohol and Drug Service at the Seniors’ Centre, the presentation attracted around 50 people who listened, asked questions, and raised concerns about the affect the drug was having in the community. Annabelle Harris and Katie Dainter from the Meth Help team, a nationwide telephone service working with both users and their families, spoke on what methamphetamine was, the signs to watch out for and how to help, before police spoke about the drug scene in Canterbury.

Detective Craig Clare, of the Canterbury drug squad, said methamphetamine was prolific in Christchurch, due largely to the rebuild following the earthquakes. There was a lot of cash around which meant there was money to buy drugs, and the drugs allowed people to work long hours, which meant they made even more money to support the habit. It was a vicious c ycle. “Methamphetamine at the moment, anecdotally, is rampant, rife and easier to get than cannabis and people are selling cannabis to feed their meth habits,” Mr Clare said. Ashburton was not immune, as illustrated by a recent major police operation in the town which resulted in a number of alleged suppliers being arrested. “If you’ve got a gang presence you’ll have a meth, or a drug, presence and Ashburton is no different,” Mr Clare said. Ashburton police senior sergeant Scott Banfield said in Ashburton, most volume crime was drug related. People were

stealing to fund their habits, and although police had made progress in recent times the problem would be ongoing. “Four or five people have been targeted over the last few months and they are in Paparoa so we are getting a rest, but they will get out,” Mr Banfield said. Christchurch might have the rebuild, but Mid Canterbury had a booming dairy industry, Mr Clare said. However, the drop in the forecast dairy payout meant the local drug scene would probably slow down as there wouldn’t be as much disposable income around. He estimated that in large companies, 40 per cent of staff could be on drugs, so he urged employers to enforce their drug free policies and test staff members. Members of the public played a big role in keeping drugs out of communities, Mr Clare said. “The public have always been, and always will be, our eyes and ears and almost every major crime we solve is from information from you.”

Ashburton’s two secondary school principals have dismissed the prospect of national testing for Year 9 and 10 students, after the idea was suggested yesterday. Minister of Education Hekia Parata yesterday said she had spoken to the profession about a need for new assessment tools for Year 9 and 10 students, and said while any change would need to be fully discussed, the profession agreed changes were needed. However, Ashburton Col-

lege principal Grant McMillan believed there were enough assessment tools available already. “We already have really good tools for assessment, we don’t need even more,” he said. Mr McMillan also criticised the possibility of increasing national standards to cover Year 9 and 10 students. “Anything that pushes national standards onto secondary schools won’t be welcomed,” he said. Mt Hutt College principal John Schreurs said there had been “some talk for some time”

that national standards would increase to cover older students, but he believed the earlier rollout of the programme “left a lot to be desired”. New Zealand Post Primary Teachers’ Association president Angela Roberts criticised the education minister, saying there had been “no appetite” for national testing at that level. “We don’t think national standards at Year 9 and 10 is a good idea for anybody.” Ms Roberts said increased testing of 13 and 14-year-olds would be a “huge waste of time”, and she would be sur-

prised if the ministry had consulted with the teaching profession. She believed the ministry needed to trust teachers to engage with the job they were hired to do. “Teachers are more than capable of assessing their kids with the tools they have,” she said. Ms Roberts said it could be argued New Zealand students were “over assessed” as the NCEA system assessed three year levels, compared to systems in other countries that covered one or two.

Cars were gleaming and suds were flying yesterday as staff from Cory’s Electrical held a car wash to raise money for prostate cancer. The event also served as a pit stop for a 1975 Mini Austin, which was travelling from Kerikeri to Invercargill to fundraise for the cause. The car was up for sale on Trade Me, with bids reaching nearly $7000 by yesterday afternoon. The Cory’s team had been busy all month raising money for the Blue September campaign to raise awareness of prostate cancer in New Zealand. As well as the car wash, they also sold raffles, held a sausage sizzle and had a scrap metal drop. Cory’s Electrical Ashburton branch manager BJ McCloy said

they raised $30,000 for the charity last year, and they were hoping to “up the ante” to $50,000 this year. “We work in a male dominated industry, 99 per cent of our customers are male. We do what we can to support our customers,” she said. Prostate Cancer Foundation volunteer Gordon Gerken said he had been in remission from prostate cancer for eight years. “I’m one of the lucky ones,” he said. He believed the staff at Cory’s Electrical deserved a lot of credit for their fundraising efforts. “They’re doing a wonderful job, it’s quite terrific,” he said. Cory’s Electrical had raised nearly $38,000 for the charity and had yet to bank all donations, including the proceeds from the auction for the Mini Austin, which would end today.

Māori Strategy Set to Achieve Goal All things Maori will get more of a visible presence at Aoraki Polytechnic, thanks to the implementation of the institute’s Maori Development Strategy. One of the goals identified in the strategy is to ensure the polytechnic operates under a “bi-cultural framework’’, and Kaitakawaeka (Maori Liaison Officer) Ruth Garvin said the institute was well on the way to achieving that goal. Ruth said development and implementation of a Māori Language policy and a Tikanga Māori policy was important for the polytechnic. “Incorporating Māori language and culture in Aoraki Polytechnic’s marketing and branding promotes and supports Te Reo Māori and tikaka Māori within the polytechnic and the community it serves.’’ Ruth, who also wears the hat of Kaiwhakaako (Maori Studies tutor), said one of the more visible changes would be new signs around the polytechnic which would advertise the polytechnic as a bi-cultural institution. The Māori Development Strategy was created after extensive consultation between Aoraki Polytechnic and Papatipu Rūnaka. Maori education leaders were also consulted. The strategy was presented to polytechnic staff for discussion last year.

The document aims to provide a cohesive approach to things Maori across the polytechnic and all its campuses, and to provide a greater sense of clarity and responsibility among both staff and students for the support and progression of aspirations Maori at the polytechnic. It focuses on “normalising’’ these things and giving them a degree of authority within the polytechnic. The strategy has six strategic goals for the polytechnic to focus on in order to better meet its obligations and responsibilities under the Treaty of Waitangi. These goals are; Whanaungatanga (partnership), Tohungatanga (excellence), Rangatiratanga (professionalism), Pukengatanga (innovation), Kotahitanga (teamwork), and Kaitiakitanga (sustainability). The document was introduced last year and already much has been implemented. Ruth said in its first year 50 per cent of the strategy was implemented. This year’s target is to implement 75 per cent, and Ruth said the polytechnic was well on its way to achieving that goal.

Many Mid Canterbury businesses will face challenging times over the coming year, as the backlash of forecast low farm gate milk prices hits home. On Tuesday Fonterra announced its net profit for the year ending July 31 was $179 million – down 76 per cent from the previous year, when it recorded $736m. The dairy giant also dropped its forecast milk price for this season from $6 per kilogram of milk solids to $5.30kg/MS, which looks set to skim more than $350m from the district’s economy. Grow Mid Canterbury CEO Rob Brawley said farmers will be tightening their belts. “There will be a reduction in spending because there will be less money available to dairy farmers. “They will be looking closely at their cost structures and reduce discretionary expenditure

where they can.” He said the milk price plummeting from last season’s record high payout of $8.40 was only one in a number of factors likely to impact on the economy in the short term. “The dairy payout isn’t the only head wind – with a rain affected harvest, higher interest rates, uncertainty over the impact new environmental legislation may have on farm production and farm balance sheets, and a challenging ski season. “These challenges mean there is likely to be less money flowing through our economy and our supporting businesses should plan for this.” However, he said, the economic outlook was not all bad; the Mid Canterbury economy was in good shape on the back of several good years for dairying. Incomes from sheep and beef farming were improving, and construction activity, driven by the Christchurch rebuild would help weather the storm ahead.

Voter turnout low in Mid Canterbury

Mid Canterbury voters may well have contributed to landslide wins for their two electorate MPs at the weekend, but overall voting turnout was not high. At the district’s 26 polling booths, located in both the Rangitata and Selwyn electorates, 11,046 people voted. This compares to 12,617 on election day in 2011. The 2014 figure represents a drop of 1571, or 12.5 per cent, compared to the 2011 figure. This is despite a growing population in Mid Canterbury. The number of people living in the district as of the 2013 census was 31,041, an increase of 3669 residents since the last census in 2006.

The decline in voter turnout bucks a national trend, where an estimated 77.04 per cent of enrolled voters took part in the election, slightly higher than the 74.2 per cent turnout in 2011. Voter turnout has been declining nationwide since the 1960s, when it consistently reached 90 per cent. Voter turnout for the Rangitata electorate in 2011, in which all Mid Canterbury’s polling booths were located prior to electoral boundary changes, was 75.8 per cent. No electorate breakdowns are yet available for 2014. Advanced voting numbers were higher than the 2011 level in the Rangitata and Selwyn electorates, so perhaps many of those who did not vote on elec-

tion day voted earlier. However, this was a trend also observed nationwide, and in fact there was a much larger increase in advanced voting numbers nationwide compared to the two electorates of Selwyn and Rangitata. Nationwide there were 717,579 advanced votes in 2014, compared to less than half of this, 334,558, in 2011. Party vote details for the Rangitata electorate for 2011 show there were 4815 advanced votes, preliminary results for 2014 show less than twice this, 7101, for the same electorate. Advanced party vote numbers cast in Selwyn were 7101, compared to 3227 in 2011. The official election results will be announced on October 4.

Teen disc jockeys Harry, Max and Marcus will belt out the tunes to hundreds of Mid Canterbury youth expected at the Black Light Party tonight at the Tinwald Memorial Hall. The party will feature an ultraviolet lighting system for added effect and for best results people were encouraged to wear white or neon clothing. Ashburton District Youth Council projects officer Aileen Campbell said the event had been organised by youth council members. It was for youth aged 13 to 24 years old. It was an alcohol and drug free event and anyone in the age group was able to attend, however numbers in the door would be capped at 350 people. Miss Campbell said entry cost a gold coin. Food, drinks and Glowsticks were available for

cash purchase. There was also transport available during the night for those who needed to be dropped off within the town boundary. However, as transport was limited parents were also encouraged to pick up their children. The Hakatere Marae Wardens and Safer Ashburton Ambassadors were among those to help with security and police had also been notified of the event, she said. “We have been really well supported,” she said. Youth council members had recently raised money with a community bake sale and sausage sizzles to keep costs down at the event. The Black Light Party was organised in response to youth wanting events specifically for them in the district. It will run from 7pm until 11.30pm, when the music stops.

Free parking spot to go Shoppers and all-day parkers in central Ashburton are about to lose another free parking spot. When several buildings on Cass, Burnett and Tancred streets were demolished, the vacant lots became a defacto parking area, but that’s about to end, with the Ashburton District Council opting to introduce parking permit and pay and display restrictions in the area. The land is owned by Eastfield Investments Ltd, with the council one of the shareholders, and is tagged for a retail and commercial development. With a large area of free parking available in the centre of town, the council

has lost income from kerbside parking machines. By imposing a pay to park regime on the Eastfield block, it hopes to recover some of this. At a council meeting last week it decided to lease the land from Eastfield for a minimal fee and to enter into a shared parking revenue arrangement with the company. To accommodate both casual and allday parkers, the council is looking at a control system that combines parking permits with a pay and display machine for short-term parking. A pay and display machine is likely to cost $12,000.

Accommodation growth the big winner for trust Growth in the accommodation sector continues to be the big winner for the Ashburton Trust. In what is traditionally one of its quietest months of the year, income from accommodation was up 9 per cent on last August and up 16 per cent for the first five months of this financial year. Trust chief executive Giles Beal said forward bookings were strong, but competition was expected to increase as more providers in Christchurch reopened after earthquake repairs. Both on-premise and off-premise sales were steady in August, but there was no growth in turnover from the previous year. For the year to date, however, on-premise sales are up 5 per cent. Total sales for August were $1.25 million, up 1 per cent on the same month last year. The trust was still working through challenges in the late night market with increased competition impacting on turnover at The Shed, Mr Beal said. It was also focussing on Braided Rivers restaurant and bar, with a new manager appointed last month. A refurbishment and possible extension is planned for Speights Ale House, with an increase in seating planned. As well as reinvesting in the ale house, the trust plans further upgrades of accommodation at Hotel Ashburton in the current financial year.

In brief Death investigated The coroner is investigating the sudden death of a senior Canterbury Work and Income official just six days after the fatal shooting of two workers at the organisation’s Ashburton office. Radio New Zealand reported yesterday that the death of Carol Orsbourn, executive assistant to the department’s regional director was under investigation. Russell John Tully has been charged with murdering Peggy Noble and Leigh Cleveland and the attempted murders of Lindy Curtis and Kim Adams in Ashburton on September 1. The Ministry of Social Development released a statement yesterday saying staff who had dealings with Tully were given access to the support they needed.

Truck driver stable A truck driver injured after a large irrigation pipe fell on him on Wednesday morning is in a stable condition in Christchurch Hospital’s intensive care unit. The man, aged in his 40s, was airlifted to Christchurch Hospital by the Westpac Rescue Helicopter following the accident at a Urral Road property, Lauriston, at around 7am. Irrigation pipes were being taken off a truck and one of them landed on him, causing leg injuries which required surgery. WorkSafe NZ is investigating the accident.

Domestic incident Police were called to a domestic incident at 12.15am yesterday morning and arrested a 31-year-old man for male assaults female.

Ashburton people are wearing rose tinted glasses if they think there is no poverty in Ashburton, says Fruit Fund founder Deirdre Moses. Every time she delivers baskets of fresh fruit to schools or to Ashburton’s Budget Advice service for its clients, Mrs Moses said she sees a depth of need that would surprise many people. “It’s a bit of a joke that people can say there is no poverty in Ashburton; I’m seeing more and more. The more I deliver fruit the more I see,” she said. The Fruit Fund has relied on donations to fill its baskets, but recently became a registered charity and that will take its ability to help people in need to a new level, Mrs Moses said. As a registered charity, the fund can now apply for grants and can tap into a range of funding sources. “This means donations given to us are now tax deductible and it means we’ll be able to attract donations from businesses as well as individuals.” When money was short, fresh fruit was usually the first thing to be cut from a shopping list because it was considered too expensive, she said.

“For some families, if they look at two scoops of chips versus a head of broccoli, it’s sometimes the same price and they choose chips.” She delivers baskets of fruit to several schools but has had some decline the offer, saying either there was no need or that it was too much trouble for staff to peel fruit for children. One of her bigger customers now is Ashburton Budget Advice. “They’re dealing with people who are really in need and they’re people who are trying to help themselves.” Through budget advice, children still accessed the fruit, but it was directed to those who were really in need, Mrs Moses said. While two Ashburton schools were eligible for the breakfast in schools scheme, she believes none are using it although schools were informally providing food for some children. A fruit in schools progamme that involved teaching about healthy lifestyles was available to schools, but this appeared to have either been cut or reduced, Mrs Moses said. “That means it’s up to people like myself, doing it off our own backs to get fruit back into schools again.”

Writing your way into history Sue Newman

ove him or hate him, Mother of Ten became something of a legend through the columns of the Ashburton Guardian. For more than 20 years he regularly penned his thoughts, comments and ideas in letters to the Editor that were often long, frequently complex. On many occasions, couched within those words, was a pointed stick that tapped many in the community. He was a man who was not afraid to pen his thoughts and make those thoughts public. And he was a man who was not deterred by office or title. He told it as he saw it. If your were in public office, then you were fair game for Matt Richards aka Mother of Ten. While Guardian readers became familiar with Matt’s distinctive writing style and his sharp dissection of public institutions, organisations and issues, in many ways no-one knew him well. In spite of writing himself into the Guardian’s history as its most regular and prolific letter writer, he was a man of few words, a man who kept a wall between himself and the world. He was a private man, but clearly a man with a fine mind. Over an association that spanned the decades of Matt’s correspondence, we developed a healthy respect for one another. Our meetings were rare and short. If our paths crossed, he doffed his hat, nodded his head and walked on. For many years, when the Guardian allowed noms de plume on letters, uncovering the identity of Mother of Ten was the best guessing game in town. Many were put off course by the gender specific name – that was the ultimate red herring. When noms de plume were no longer allowed, Mother of Ten emerged as Matt Richards. And as this very private man’s death notice reveals, he was simply a dad of two.

YOUR VIEW Gallery parking I read with frustration the comments made regarding the neighbours and the costs that have been incurred with the gallery and museum. I applaud the courage and convictions with which these people have. From the very start they voiced their opinions, and bore the brunt of criticism, for wanting a few guarantees as neighbours. They were given an agreement for parking, of which the council seems hell-bent on bowing out of now the building is all but up and running. It is an abuse. I think this should make us very wary of future community builds, as neighbours to be consulted [and] then seemly ignored. A deal is a deal and if by signing this agreement knowing it could not be implemented, then costs should be personal, not ratepayers’ folly. Good on the neighbours for standing up for themselves, just a pity they have to.

Question: Do they regularly park their vehicles on the roadside or do they do what the rest of us do – namely, park in their garage or on their driveway? We live on Middle Road near the netball courts and on Saturdays both sides of the road are lined with cars most of the day. Cause for concern? Not at all. Come on guys, get practical, be reasonable. Cemetery theft To the person or persons who removed a rhododendron from the small garden just inside the gates of the Waterton cemetery recently I can but ask why. This shrub, along with some others, was planted by the family of the late Margaret Wills with the hope it could be a living memory as she loved gardens. The loss was discovered by her husband when he visited at the weekend to remember their wedding anniversary. It was its first flowering there. Obvious new spade marks and some blossoms were evident. The family have been caused more grief and anger by this unfeeling act, we can but hope maybe one day you may rest in such a peaceful place – and perhaps can rest in peace. A. Patterson

Distortion of MMP In 2008 Peter Dunne called for the abolition of the Maori seats

on the basis that the Maori party had won more seats than they had received in terms of the party vote. He called it a distortion of MMP, a perversion of the will of voters, undemocratic and unacceptable. Now for the second election running it is Peter Dunne’s United party that has not made the cut in terms of party vote. This time around a miniscule 4533 people gave him their party vote, which is about a quarter of the amount needed to justify his seat, based on his very own criteria. Will Peter Dunne now be calling for the abolition of the Ohariu seat, based on his view that holding such a position is undemocratic and a perversion of the will of voters? Alternatively will he reverse his statements to that effect? Or will he do what he did in 2011 and just pretend that once again, he has not been hung by his own petard? hat does a flowrider have to do with the Art Gallery budget

blow-out? One of the hottest “Talky Bit’s” ever on my Hoops on Hokonui Facebook page on the budget blow-out led to the suggestion of a flowrider for the new EA Networks Stadium and Pool complex. Let me fill some gaps for you here. Several people linked the art gallery blow-out to a blow-off of the hydroslides in the near future for the pool complex. “That money that could of gone on the much-wanted hydro slide and it should of been a full-size pool which would of been much better and brought much more money into the town.” This led to a chat on the feasibility of the hydroslides and apparently they are not good money-spinners, in fact they are money down the drain (see what I did there?). Cue Lee from Skydiving Kiwis suggestion: “If you want something cool at a pool complex that will bring money and guarantee return clientele, you all need to be asking for a flowrider ... just sayin’.”

So what exactly is a flowrider? Flowriding is an alternative boardsport incorporating elements of surfing, bodyboarding, skateboarding, skimboarding, snowboarding and wakeboarding. Flowriders ride on artificial waves that are technically called “sheet waves”. Powerful pumps project a three-inch layer of water at speeds ranging from 30km/h to 50km/h. The water flows up and over surfaces engineered to replicate the shape of ocean waves. Sheet waves are stationary waves, in that the wave does not move forward, and the movement is derived from water flowing over a stationary surface. Flowriders get their speed from the energy of the water flowing at them and can perform basic to sophisticated

turns and tricks within a relatively small area. Two main divisions of the sport is divided by the type of board the rider chooses; the flowboard or bodyboard. Worried about safety? Yeah, I have seen those wipeouts, BUT, the flowrider surface is similar to a trampoline and designed to absorb the energy of impacts. Flowboarders may wipe out, but they’ll get back up again and again and again. So with Timaru having a hydroslide already, maybe it’s time we thought out of the box? I love the idea! It will get our kids a heck of a lot more active than a lazy river! Longevity! I have heard hydroslides only last around a decade, an installer of flowriders in the United States installed their first one in 1991 and it’s still going strong and have installed nearly two hun-

dred worldwide since then. Not only will it attract those keen for a crack at riding the thing, but you’ll also get spectators, unlike a hydroslide. To the best of my knowledge and the help of Google, there isn’t another one in the South Island and surely that would bring people to town. The bigger picture to me suggests those people may do some shopping or go out for dinner while they are here. That’s got to be good for all of us! A million quarantined By Rod Mac Johnson Sierra Leone has ordered the quarantine “with immediate effect” of three districts and 12 tribal chiefdoms - affecting more than one million people - in the largest lockdown in West Africa’s deadly Ebola outbreak. President Ernest Bai Koroma, in a televised address late on Wednesday, announced the northern districts of Port Loko and Bombali were to be closed off along with the southern district of Moyamba - in effect, sealing off about 1.2 million people. With the eastern districts of Kenema and Kailahun already under quarantine, more than one-third of the population of six million, in five of the nation’s 14 districts, now finds itself unable to move about freely. “The isolation of districts and chiefdoms will definitely pose great difficulty but the lives of everyone and the survival of our country takes precedence over these difficulties,” Koroma said. “These are trying moments for everyone in the country.” The deadliest Ebola epidemic on record has infected almost 6000 people in West Africa and killed nearly half of them, according to the World Health Organisation (WHO). The virus can fell its victims within days, causing rampant fever, severe muscle pain, vomiting, diarrhoea and, in some cases, unstoppable internal and external bleeding. In Sierra Leone, Ebola has infected 1813 people, killing 593, by the WHO count. Koroma said 12 of the county’s 149 tribal chiefdoms - much smaller administrative areas than districts - were also to be placed in quarantine.

British Prime Minister David Cameron will apologise to Queen Elizabeth in person after describing how she “purred” down the phone when he told her Scotland had rejected independence, media report. Cameron was caught on camera making the remarks to former New York mayor Michael Bloomberg at the UN General Assembly. “The definition of relief is being the prime minister of the United Kingdom and ringing the Queen and saying: ‘It’s alright, it’s OK.’ That was something,” Cameron said. “She purred down the line.” - AFP

Photos from Mars India’s spacecraft has beamed back its first photos of Mars, showing its crater-marked surface, as the country glowed with pride after winning Asia’s race to the Red Planet. The Indian Space Research Organisation (ISRO) uploaded one of the photos on to its Facebook page yesterday, showing an orange surface and dark holes, taken from a height of 7300 kilometres. ISRO also posted the photo on Twitter, with the caption “The view is nice up here”. - AFP

The president said that corridors for travel to and from non-quarantined areas had been established, but would operate only between 9am and 5pm. Sierra Leone announced late on Wednesday that about 100 bodies and 200 patients had been collected from homes during a nationwide three-day lockdown and house-to-house information campaign, which ended on Sunday. The World Health Organisation said this week that 5864 people had been infected since the virus emerged in southern Guinea in December, and 2811 had died.

In Liberia, which has been hit the hardest by the outbreak, 3022 people have been infected and 1578 have died while in Guinea, Ebola has infected 1008 people, killing a total of 632. Nigeria has recorded 20 cases, including eight deaths, since the virus arrived in the country with a Liberian finance ministry official, who died in Lagos on July 25. Guinea’s President, Alpha Conde, and cabinet ministers from Liberia and Sierra Leone were due to attend a meeting in New York on Ebola convened by United Nations SecretaryGeneral Ban Ki-moon later yesterday.

Nigerian President Goodluck Jonathan appeared to be jumping the gun on medical advice at home on Wednesday to tell an applauding UN that Nigeria was free of Ebola. “We can confidently say that today Nigeria is Ebola free,” Jonathan told the largest diplomatic gathering in the world to a ripple of applause in New York. Doctors said earlier they would have to wait to declare the outbreak over, despite the Nigerian federal health ministry saying all patients being monitored for the virus had been cleared. - AFP

Kiwi man ‘threatened to kill’ Bali tourist A New Zealand man is in custody in Bali accused of threatening to kill a woman or “damage her face” as well as stealing from her. Eppang says he faces up to five years in jail

for threatening and stealing from US tourist Mary Joe Olejniczak, whose Canggu villa he stayed in in June. Ms Olejniczak, 43, told police in August that Wackrow threatened to kill and “damage her face” in an SMS. “At that time, the victim reported that she lost her surfboard, mobile phone, two of her watches and money from

her villa in the Canggu area,” he said. Police allege that when they arrested Wackrow on Saturday, he was carrying the stolen surfboard. He will be charged with theft and making a threat. Police say he does not have a lawyer and is refusing to be questioned. His brother Ben Wackrow

told New Zealand’s 3News the family was raising funds for a lawyer. “It wouldn’t be unlike him to not be in some sort of, I wouldn’t say trouble, but getting up to some sort of mischief,” he said. The New Zealand Herald reported the Wellington man lived in Burleigh Heads, Queensland. - AAP

The Victorian police officer whose shot killed a teenage terrorist suspect has told the premier he was doing his job. The leading senior constable and an Australian Federal Police officer were stabbed by 18-year-old Numan Haider on Tuesday night. Premier Denis Napthine said he visited the officer in hospital yesterday. “The police officer certainly said he appreciated the enormous messages of support he’s got from the diverse multicultural, multifaith communities in Victoria,” Dr Napthine said. “And he described the fact that he was doing his job. And it is a reminder to us all that our police officers do, each and every day, put their lives on the line to make our community safe.”- AAP

Train surfing fatal A man has died while train surfing in Brisbane’s south. Police say the incident occurred about 1.30pm yesterday at Runcorn on the Beenleigh line. “We understand there’s CCTV footage showing a man train surfing and graffitiing a train,” a police spokesman told AAP. “The man fell off the train and died.” The spokesman said emergency crews were on the scene and investigations were continuing. - AAP

MH17 ‘out of bounds’ Shelling around the crash site of Malaysia Airlines flight MH17 in eastern Ukraine means an international team of investigators still can’t enter the area, Malaysian Prime Minister Najib Razak has been quoted as saying. Najib said Ukraine Prime Minister Arseniy Yatsenyuk told him the crash site remains a dangerous area due to shelling by pro-Russian rebels, despite a ceasefire agreement in place since September 5. An investigating team from Malaysia, Australia and the Netherlands has been wanting to re-enter the crash site to recover more remains of the victims and to gather more evidence about the crash. - DPA

Methven Resort changes hands again

lobal markets are down for the week as concerns mount for the Euro bloc’s stalling economy and war mounts in the Middle East. The New Zealand market has bucked the trend and has risen for the week following the election. On Saturday John Key’s National Party won this year’s election with 61 seats, enough to govern alone although it is expected that the party will stick to the status quo and form a coalition with the Maori Party, ACT and United Future. This was looked upon favourably by the business community and alleviated the risk of the unknown that could have come with a change in government. The electricity sector in particular has seen significant upside following the election result. The sector was under threat of major regulatory changes had there been a change of government and now this risk has been removed. Meridian Energy finished Monday’s session up almost 5 per cent and was the top gainer for the sector and the index overall. The New Zealand dollar rallied slightly after the election, however, this was short-lived as falling global commodity prices saw our dollar weaken against the US dollar. The dollar fell further midweek as Fonterra announced that they would be cutting the 20142015 forecast payout further to $5.30 per kilo of milk solids. This was not unexpected and is reflective of the continuing volatility in the global dairy price,

influenced by strong production and impacted by Russia’s importation ban on dairy products. The drop in dairy prices represents a $5.4 billion drop in GDP for New Zealand with the Canterbury region hardest hit. Spending within the region is anticipated to drop by close to a billion dollars. Helping the US dollar climb this week against all major trading partners were accommodative comments from Federal Reserve speakers. Chicago Federal Reserve Bank President, Charles Evans, who is to rotate into a voting seat next year commented that the Fed should be exceptionally patient in removing its monetary policy stimulus and that he favours delaying rate rises until they are certain there is sufficient momentum in place to reach policy goals. The market reacted favourably to the dovish comments and made small gains in the following session. Data released this week has confirmed that the Eurozone recovery has stagnated and some fear is beginning to recede. Measures taken by the European Central Bank, in order to give the currency bloc’s economy a much-needed boost, do not seem to have taken hold yet with deflation still a very real risk. Preliminary results for busi-

ness activity in September showed a further slow down, dipping to a nine-month low. The Purchasing Managers Index (PMI), which is seen as a good indicator of growth, stayed above 50 at 52.3. This indicates that there is still expansion in the Eurozone. Germany, Europe’s largest economy, slumped to 50.3; its lowest reading in over a year. Adding to the negativity, Germany’s consumer sentiment survey was also well down. Dovish comments from ECB President Mario Draghi earlier in the week stemmed the slide of European stocks. Mr Draghi stated monetary policy would remain accommodative for a long period and that quantitative easing, seen in the US and Japan, has not been ruled out. The ECB stand ready to use additional unconventional instruments within their mandate should that be necessary. China also released its preliminary PMI, which was better than expected showing a pick-up in pace for manufacturing activity. The index reading was 50.5 for September, up from 50.2 in the previous month. However, this data was overshadowed by Chinese factory employment data slumping to a five-and-a-halfyear low, as well as continued concerns for China’s construction sector. Methven’s largest hotel, Methven Resort, has been bought by a young Christchurch couple just eight months after it last sold. Max Yuan and Joy Zhang, originally from China, took over the four-storey upmarket complex from previous owners,

North Canterbury couple Michael and Margaret D’Oliveira, last month. The D’Oliveira’s daughter, Megan D’Oliveira, remains as the hotel’s manager after beginning in the role in February. Ms D’Oliveira said yesterday she was loving working with the husband and wife team, who have a baby daughter.

■ Preheat the oven to 150°C. ■ Heat a dash of oil in a large frying pan over a high heat. Season the lamb with a little salt and pepper and brown on both sides (this is best done in batches). Set the chops aside. Reduce the heat to medium and add the butter or clarified butter and another dash of oil to the same pan. Add the onion, garlic and ginger and cook, stirring, for about 5 minutes until the onion is soft. Add the spices and cayenne pepper and cook for another few minutes, stirring all the time so the spices don’t stick and burn. ■ Add the stock to the pan, bring to the boil then immediately turn off the heat. Stir in the tomatoes, chickpeas, lemon juice, yoghurt and the lamb and its juices. Taste and season as required. If your pan is ovenproof, cover tightly and cook in the

South Korea’s Samsung yesterday moved up the release date for it hotly anticipated Galaxy Note 4 big-screen smartphone, hitting the key Chinese market ahead of arch-rival Apple. Samsung’s head start in the sizzling “phablet” race came as Apple stumbled, abruptly pulling back an update for the iOS software powering the iPhone after users complained of bugs, including one that disabled cellular service. In a statement to the news website TechCrunch, Apple said: “We have received reports of an issue with the iOS 8.0.1 update. Talking texts? Longtime technology guru Ray Ozzie wants to bring back the emotions of the human voice to phones. Ozzie, 58, Microsoft’s former chief software architect, hopes to orchestrate voice’s comeback through Talko, a mobile application released yesterday for the iPhone. A version for Android phones is expected in a few months. Talko sends the equivalent of text messages in the form of a spoken word. In brief Braden’s Big Day Two-time Coast To Coast champion Braden Currie will headline the 2014 Big Day at the Office multisport race on November 22. Currie spent three months in Europe training and competing on the Xterra circuit and squeezed in a win at the Wulong Mountain Quest in China with Team NZ adventure before setting his sights on the Red Bull Defiance race in Wanaka next month. Talent Cup ‘huge opportunity’ By Jonathan Leask

Ashburton’s superbike racer Bailie Perriton will try out for the 2015 Asia Talent Cup at the official Selection Event held at Sepang in Malaysia on October 27-28. Perriton is one of 174 young hopefuls aged between 13 and 20 from around Asia and Australasia that have been invited to take part in the selection process for the second staging of the cup next year. The New Zealand 250 production champion is currently contesting the Australian FX 300 Ninja Cup and also doing his preliminary testing on a 600cc machine as he has been contracted by Suzuki NZ to ride one of their bikes next

season in the 600cc Supersport class. He could also make a big step in his burgeoning career if he can book a spot in the Asia Talent Cup. More than 700 applications were received from aspiring young riders during the application period. The selection committee chose 174 candidates who will be asked to demonstrate their riding skills on Honda machinery over two days of testing at the Sepang circuit later this year. Following the Selection Event, the committee will meet again to finalise the list of the 22 riders who will take part in the 2015 edition of the Asia Talent Cup.

First ride of season

Personal bests in their sights

The Tinwald Cycling Club kicks off their summer season of road racing with a graded scratch race around the Christies Road block in Wakanui on Sunday. The event will see riders seeded and placed into four divisions with A and B grade competing over 36km and C and D over 27km. The juniors and division 2 will also have the opportunity to warm into their work with races over 9km and 18km. Sunday will see the cobwebs blown off the bikes and starts the long road to the club championships, which will be held in March. The season’s programme is

structured to give riders of all abilities the opportunity to shine, with the majority of races being handicap events held on varying and interesting courses in all corners of the district. The club puts a strong emphasis on development and enjoyment with the added value of challenging individuals, and invites any knew riders to come along to try the experience and give it a go. Registration for junior and division two events cuts off at 12.30pm for a 12.45pm start and seniors need to be signed up by 1.30pm for a 2pm start.

By andrew king Ashburton swimmers will be looking for some personal bests at this year’s South Island swimming champs in Timaru this weekend. Eight members of the Jennian Homes Ashburton Swim Team will take on the best in the South Island looking for some podium finishes in the three-day competition consisting of two sessions per day, one in the morning and one in the afternoon. “We want to swim fast in the morning then faster still in the afternoon,” said coach Shane Jones. Jones has been in charge of the team for over a year now with this his second time taking

the team to this event. “We had a bigger team last year but we will be looking to swim some personal bests and grab a few placings. It’s a good way to cap off the season and look forward to moving into our summer season.” Jones is taking a team headed by Matt Harford (14), Aimee Elliott (14), Caitlin Johnstone (16), who all recently competed at the national age group championships in Wellington, with Hartford getting gold in the 200m butterfly and Johnstone getting bronze in the 50m breaststroke. The small contingent is completed by Baily Tait (13), Mitchell Wolf (15), Katelyn Hogg (15), Zac Martin (14) and Jay Martin (13).

Mid Canterbury’s Heartland Rugby Championship season hinges on returning from Ruatoria with five points in the bag against the East Coast tomorrow. Captain Jon Dampney will play his 100th match for the Hammers, but celebrating that achievement will have to wait until the job is done. Last week’s loss to competition front-runners Buller has left the defending Meads Cup champions in seventh and needing to win their remaining three matches to be a chance to defend their title. The East Coast are without win after five rounds to be anchored to the bottom of the table conceding a whopping 221 points, 44.5 points per game, while only scoring 43 of their own. That makes it imperative that the Hammers take the maximum points this weekend, but as this year’s championship has highlighted, any team is capable of getting the result on their day. Mid Canterbury’s last trip to East Coast had them fall to

a 15-13 defeat in 2011, and the last meeting in 2012 also had East Coast take a 13-20 win in Ashburton, meaning the Hammers won’t be heading north taking them lightly. Mid Canterbury have made four changes to the starting line-up that lost to Buller.

Matt Groom will start at loosehead prop with Dominic Visessio coming onto the bench in the absence of Tukulua Tolu. Matt Duff swaps with Logan Bonnington at lock while hooker Tyler Jones is set to debut off the bench.

Gary Redmond returns at openside flanker with Sam Watt retained on the bench as Seta Koroitamana, and assistant coach Grant Keenan, will be in Taupo with the Heartland Under 19s. The backline has another reshuffle with Nete Caucau starting at 12, pushing Peni Manumanuniwila to centre and Brenton Connell back the wing with Matt Thatcher moving back to the bench. The Hammers are five points off fourth placed Poverty Bay, and 11 behind competition frontrunners Buller so banking five points against the East Coast tomorrow is a premium, with matches against fellow finals contenders and Hanan Shield rivals North Otago and South Canterbury to complete the round robin. Aiding or ailing their top four hopes, the six teams above Mid Canterbury all meet each other this weekend. Buller are at home to third place Horowhenua Kapiti, Poverty Bay play King Country and North Otago ‘host’ second place South Canterbury at Forsyth Barr Stadium in Dunedin.

Whitelock and Kaino back in black Sam Whitelock and Jerome Kaino will provide a boost to the re-shuffled All Blacks team against Argentina at La Plata on Sunday after recovering from their injuries. Whitelock is back from a rib injury he suffered against the Pumas in Napier which kept him out of the victory over the Springboks in Wellington, and Kaino is back from an elbow problem he suffered against Australia in the Sydney stalemate. Both are key components of a forward pack which will be tested by the big Argentines ahead of the return test against the Boks in Johannesburg, and both will help add composure to a team hindered by injury and absence. U14s the main event The Mid Canterbury under 14s were the curtainraiser last week, but have the honour of being the main game at the Ashburton Showgrounds tomorrow. The under 14s had a strong 56-18 win over Ellesmere last week and will need to carry that form into a tough clash with Canterbury Metro at 1pm. The Mid Canterbury under 18s and under 16s are both up against Otago Country in Waikouaiti tomorrow. The under 18s were outclassed by Southland 54-0 in Dunedin last week while the under 16s were also beaten 1254 by Southland.

Quade targets Bledisloe While Wallabies coach Ewen McKenzie might not be laughing, Quade Cooper can see the funny side of team-mates giving his recovering shoulder an early “test” before his official return from injury on Sunday. Tough road trip This week marks the start of seven tests in seven countries for the All Blacks, a potentially arduous schedule which the team take great care to make as fun as possible. The All Blacks arrived in Buenos Aires by way of Santiago in Chile after a little over 12 hours in the air with more legroom and comfort than most international travellers are blessed with. Once Sunday’s test against Argentina at La Plata is over, the All Black roadshow departs for Johannesburg and a test against the Springboks at Ellis Park, before returning to New Zealand. The first national Heartland Under 19 squad to compete in the inaugural Jock Hobbs Memorial National U19 Tournament features four Mid Canterbury faces. On the field flanker Seta Koroitamana and Adam Williamson will play alongside rep-

resentatives from each of the 12 Heartland Championship provinces, while coaches Grant Keenan and Craig Dunlea have the job of getting the team to function on a tight schedule. The team will assemble in Taupo today and have two days to come together before their first game on Sunday, while the other teams have been together

for weeks completing seeding matches prior to the tournament. Koroitamana is one of 13 players in the team to already feature in the Heartland Championship while Williamson, who played for the Mid Canterbury development team, is looking forward to the step up. The Heartland side play Tasman on the opening day on Sun-

day in one of the two televised matches at 4.05pm in Rotorua. The Heartland team will compete in the championship division of the tournament for the Michael Jones Trophy against Tasman, Manawatu, Auckland B, Counties Manukau, Southland, Northland and Hawke’s Bay. Canterbury, Auckland A, Wel-

lington, Waikato, Taranaki, Bay of Plenty, North Harbour and Otago make up the Premiership division for the Graham Mourie Cup. The 16 will play on three tournament days – Sunday, Wednesday and next Saturday - with players taking part in development programmes on non-game days.
