Farming development has soared in Mid Canterbury north of the Ashburton River, but now it is time to think about the environment, says Environment Canterbury. Land management advisor

Dave Ashby presented data on the area to Ashburton Zone Committee members at their monthly meeting yesterday. The area is scheduled to go through a sub-regional process, such as Hinds has been through, in 2018/2019. His study of the area showed

dairy livestock had undergone a “massive increase” of 241 per cent since 2001 to 230,000 cows, compared to sheep having dropped 50 per cent to 400,000, beef dropped by nine per cent to 36,500 and deer dropped by 47 per cent to 25,000. He said there was not wall to

wall dairying in the area, rather water quality issues had been caused by intensive farming over time, which had been sped up by irrigation and dairy development. The area was at risk of having nitrates in its groundwater, and most of the area east of State

Highway One was at high risk. The area was a red zone, meaning its water quality outcomes were not being met and there was no capacity for it to absorb more nitrogen.

Miss Lambie, 24, who was born and raised in Dunedin, beat 18 other contestants. “I still can’t really believe it,” she said Monday night. The competition included a sports day, speeches, interviews, and a talent event, and culminated in Auckland on Saturday night. Miss Lambie won the sports day by completing challenges including the most press-ups, sit-ups and burpees in a given time. The competition also included her doing a rhythmic gymnastics routine and answering a question about how to combat Islamic State. She is in her final year of study and will graduate as a doctor in December.

Dinosaur with taste for vegetarian It’s no Jurassic jest – meet the Velociraptor’s vegetarian cousin. While it may look every bit as bloodthirsty as the beasts from Jurassic Park, Argentine scientists say this newly-discovered dinosaur liked to keep meat off the menu. The prehistoric creature, named Chilesaurus diegosuarezi, was discovered in the Toqui Formation in southern Chile and is identified as a primitive kind of theropod that, unusually, was a herbivore. Theropods were the dominant predators in most terrestrial ecosystems during the Mesozoic era between 66 and 252 million years ago, and their most famous members, the Tyrannosaurus Rex and Velociraptor, are often depicted ripping hunks of meat off their prey. Theropods were generally bipedal – bounding across the land on two hind limbs – and almost always carnivores. Some theropods, however, became specialised as herbivores – something which tended to happen in highly derived groups. In a newly published study in the journal Nature, the authors said a fully-grown Chilesaurus would have been about 3m long when it roamed the Earth about 150 million years ago.

Jenner sued over daughter’s party Kris Jenner is being sued over an alleged wild party she hosted for her daughter model Kendall Jenner’s 19th birthday. Gabriel Fedida agreed to lend his Hollywood Hills home for $NZ13,090 so Jenner could host a small dinner party for 15 people to celebrate her daughter’s big day last November. Rare “golden Koran” in NZ A 200-year-old “golden Koran”, which contains pages layered in gold, will be displayed at Auckland’s central library next month after some Arabic manuscripts that came with it were translated for the first time. The handwritten Koran was one of the items donated to the library early in the 20th century by Auckland bibliophile Henry Shaw, who died in 1928. After decades of not knowing what, where or under what circumstances the manuscripts were compiled, the head of Islamic studies at the University of Auckland, Zain Ali, was asked to translate them as part of the Sir George Grey special collections researcher in residence scheme. The earliest Muslims mentioned in the census were two “Mussulmans” in 1855 and four “Muhammadans” listed in 1861. The main source of Muslims in New Zealand before 1950 was India, which is where the rare Koran is believed to have originated.

Local man’s Nepal relatives safe Fundraising efforts kick into gear

As news of Nepal’s devastating earthquake reached Ashburton man Suman Poudel, his first thought was of the family and friends he left behind in Kathmandu more than a decade ago. The death toll following Friday’s 7.9 magnitude quake continues to climb, with aftershocks rattling the country and triggering avalanches. As of yesterday afternoon more than 4200 people were confirmed dead and thousands more injured following the disaster. For Mr Poudel, contacting family was his first priority after hearing the shocking news. With phone lines, power, and internet all down, it took him over an hour to make contact with someone in his home country. When he finally got in touch with someone he breathed a sigh of relief – the news was good, and all of his close family and friends were okay. However the situation in Nepal is still dire as the effects of strong aftershocks continue to be felt across the country. Mr Poudel said family had told him people were very panicky, and they believed the death toll would far exceed 10,000. “Some villages may have been flattened, I’ve heard, so people are panicking,” he said. He said his family had enough food and water to last about a week, but they were worried they would run out after that. His family were staying outside in a tent due to fears of further aftershocks, he said. Mr Poudel, who is an engineer for EA Networks, moved to New Zealand about 15 years ago. He said it was tough being so far from home after the disas-

Mid Cantabrians are rallying to support Nepal following Friday’s earthquake. Local schools and businesses have joined together to set up a series of fundraising ventures for the earthquake relief effort. Friday will see both schools and businesses holding mufti days, with all funds raised going to the Red Cross. The fundraising has also taken on a competitive edge, with local celebrities hitting the kitchen and baking cakes for a celebrity cake auction. Local figures preparing to show off their baking prowess for the Cake Stall for Nepal include Mayor Angus McKay, Ashburton College principal Grant McMillan, and Allenton School principal Graeme Smith. A challenge has also been issued to the rest of the community to bake a cake for the event or find their own ways to raise funds for the relief effort. The Cake Stall for Nepal will also feature a sausage sizzle, and will be held on the East Street Chessboard from noon to 2pm on Friday. A car boot and garage sale will also be held at the St Andrew’s Hall in Tinwald this Saturday, with all proceeds going to relief efforts in Nepal and Vanuatu. New Zealand’s growing obesity rate may see Ashburton rest homes struggling to accommodate larger residents. New Zealand has the third highest obesity rate in the OECD, with almost one in three adults classed as obese and a further 34 per cent classed as overweight. Rosebank Private Hospital and Rest Home general manager Sue Prowse said she believed that assisting larger patients was going to be a challenge of

the future. “I think it is something that has been building over time,” she said. Mrs Prowse said there were a number of pieces of different equipment designed to assist with caring for larger patients, which came in useful at Rosebank due to its no lift policy for staff. She said Rosebank was currently equipped with larger beds, lifting equipment and extra roomy seats. District general manager of Princes Court and Coldstream rest homes Andrea Mitchell

agreed that a move towards better equipment for larger residents was something that needed to be looked at. Mrs Mitchell said Coldstream used hoists and other aids to help with the mobility of its larger residents. “Our hoists are weighted up to 150kg but that is really pushing it,” she said. While places like Burwood Hospital had hoists that came through the ceiling and bariatric beds and shower commodes, Coldstream did not yet have those facilities but would look

at upgrading in the future, she said. “It will be a cost to us in the end I imagine.” Mrs Mitchell said no such specialised equipment was used at Princes Court at this stage, as it was not needed. If there was a situation in which the current equipment did not suffice, the fire brigade would be called to assist but that had not happened yet. Deputy chief officer Graham Baker said the fire service can help with lifts, and do assist St John now and again.

Preparations for Mid Canterbury’s World Red Cross Day celebrations are well under way. The event set to be held next Friday will not only celebrate World Red Cross Day, it will also commemorate Red Cross’ centenary. Tinwald Red Cross member and past national president Pat O’Brien said the event was a big one, and of great significance. Celebrations will be held at the Tinwald Memorial Hall and begin with a minute’s silence for the deceased members, as well as volunteers, staff and Red Cross nurses, Mrs O’Brien said. Other proceedings, including the lighting of seven candles to represent the Red Cross principles and the cutting of the centennial cake will then take place. Members of all four Mid Canterbury Red Cross branches will be in attendance as well as dignitaries including Rangitata MP Jo Goodhew, Mayor Angus McKay and representa-

Document a no-show Another meeting to discuss Ashburton District Council spending is on the cards after some ratepayers missed out on a copy of the council’s long term plan consultation document. Copies were supposed to be delivered with a community newspaper last Thursday but none were inserted in newspapers delivered to many properties in the Western Ward’s RD1 and RD2 postal zones. The ward community was invited to discuss the plan at a meeting at the Mount Somers War Memorial Hall tonight. The consultation document, meanwhile, would be delivered from tomorrow. Confirming the details, council community relations manager Vincie Billante said the council would offer another meeting for affected residents if the community felt the need for one. Extra copies were available at the Udder Dairy in Mayfield and the Mt Somers General Store. They could also be requested from the council or viewed on the council’s website.

Ambulance calls Ashburton’s St John ambulance travelled 3191 kilometres last week, attending 78 calls. Of those, 22 were deemed urgent and 66 were to medical events. The remaining 12 were to accidents.

She saw huge opportunity for people working in primary industries, especially for those working in roles that reward hard work and initiative.

“I am doing the agricultural programme to get a qualification that recognises the existing skills I have from running our share milking business, and that hopefully teaches me some new tricks as well.

“People who put in the effort will have success, whether it is on the farm, in the office, in the agribusiness sector, selling to or supplying farms, or working in a lab.

“I have only just started the programme, but so far have been able to build on my existing knowledge really well.”

“There is a huge number or people who make agriculture a success in New Zealand. A lot of primary sector roles also offer flexibility, which is an asset especially if you are working around looking after children.’’

ME sufferer improves recovery chance By SuSan SandyS

Mid Canterbury myalgic encephalomyelitis (ME) sufferer Nikki Tyrrell is off to Nelson to improve her chances of recovery. The 34-year-old has been a long-time sufferer of the illness, and last year received a second diagnosis, for lyme disease. Ms Tyrrell was shocked to have lyme confirmed, but it has at least given her another explanation for the symptoms she has suffered for years. The former veterinarian student and keen classical crossover singer is housebound, generally leaving only for doctors’ appointments. With no energy, cooking and showering is sometimes too much effort. She suffers seizures and spends much of her day in bed. Ms Tyrrell grew up in Ashburton and has lived in Methven for the past few years, and moved back to her parents in Ashburton before making her trip to Nelson this week. Her Methven GP had been in contact with a Nelson doctor who works with overseas lyme and ME specialists. And now by moving to the area, the doctor would be able to provide a number of new treatments, including hyperbaric therapy.

Already new treatments had helped, including intravenous high-dose vitamin C and intramuscular antibiotics. She began the latter after the lyme diagnosis, due to the disease being bacterial in origin, unlike ME which is viral. “It was a huge difference from the very first dose, my energy improved,” Ms Tyrrell said of the injections. She believes she may have contracted lyme, which was diagnosed after she sent off blood samples to overseas specialist laboratories, from a tick

or flea bite in either Australia or New Zealand. She is however frustrated by the medical profession’s lack of acceptance that the bacteria exists in either of the countries. Ms Tyrrell has friends fundraising, via Give A Little and One Dollar Warriors, to help pay for her treatment, which can cost up to $20,000 per year. She said often doctors and Work and Income did not see the need for such treatments. “But when you can’t hold a conversation, can’t have visitors, and you are basically dy-

ing, what are you supposed to do when nobody will give you any answers and you just don’t get any treatment. I just don’t think they comprehend what it’s like to be that sick,” Ms Tyrrell said. Her goal is to get better so she can help others who have been struck down by the illnesses. “It was hard for me to get my head around the fundraising idea. But I have to let others help me so that, in turn, when I am well enough, I will be able to pay it forward,” she said.

From P1 Farmers will require resource consent after January 2017 if leaching is more than 20 kilograms per hectare per year. A Farmer Environment Plan must be provided at the time the consent application is lodged, otherwise the activity becomes non-complying. The plans will need to align with Zone Implementation Plans and Ashburton Zone Committee five-year outcomes. The predominant risk was ongoing intensive agriculture in the area, coupled with the movement of dairy cows to the foothills and dryland properties for wintering on crops. There was more which could be done in terms of irrigation efficiency and management, and there would be the development of zone implementation teams across Canterbury to assist farmers. Farmers could save money by introducing efficiencies such as irrigation calibration. “Development is happening that fast, and now it’s time to say hey you have got to think about the environment, you have to think about what you are leaching and you can actually save money,” Mr Ashby said. “It’s about the community buying into it, and everybody taking ownership.” Committee members discussed the presentation, talking about concepts such as irrigation calibration, soil moisture measuring, and DCD which can contaminate milk. Member Sheryl Stivens said nitrates was just one indicator that “things are out of balance, and who knows what else we will find”.

Alcohol at root of man’s offending of Allenton, has also seen the light. Holcroft appeared on charges of drink driving (EBA 765mcg/l) and assault. It was her third conviction for drink driving. However, after considering Holcroft’s circumstances, Judge Maze opted for a rehabilative sentence, which will result in residential treatment as part of a 12 month intensive supervision sentence, also to include judicial monitoring. She was disqualified from driving indefinitely. The following people appeard before Judge Joanna Maze in the Ashburton District Court yesterday: Driving matters: A night out drinking led to big trouble for Justin Hamana. The 19-year-old from Wakanui appeared for sentencing yesterday on charges of unlawfully taking a motor vehicle, dangerous driving, burglary, escaping custody and drink driving with an excess breath alcohol level of 810 micrograms of

alcohol per litre of breath. The court was told an intoxicated Hamana took a car, drove it at speed before losing control and tearing a tyre off. He then drove on the rim, leaving a 3km gouge on the road surface, before the vehicle ground to a halt. When police arrived Hamana attempted to run away. Judge Maze referred to the successful outcome of a restorative justice conference, and the hefty reparations Hamana had already paid, before sentencing him to 12 months intensive supervision – to include alcohol and drug counselling, and judicial monitoring. He was disqualified from driving for eight months. Wiari Mokai Peterson, 19, of Fairton, appeared on charges of drink driving, (EBA 782mcg/l). He was convicted, disqualified from driving for six months, fined $850 and ordered to pay court costs of $130 on the drink driving matter, and convicted and discharged on the other charge.

The court was told, in the early hours of March 8, Peterson lost control of the vehicle, drove through a give way sign and a shelter hedge before coming to rest in a ditch. Gary Ford Gerbes, 27, admitted a charge of driving while disqualified. He was convicted, sentenced to 80 hours of community work and disqualified from driving for 12 months, starting on August 4 when the current term of disqualification expires. Judge Maze remitted fines totalling $1400 in return for an additional 40 hours of community work, to be served cumulatively. Kurt John Patterson, 23, of Allenton, was sentenced to 90 hours of community work and disqualified from driving for 12 months on a charge of driving while disqualified. The court was told Patterson has multiple previous convictions for similar offending. Dylan James Kirk, admitted charges of sustained loss of

traction and driving contrary to the terms of his learner’s licence. He will return to court for sentencing on June 22, following a restorative justice conference. The court was told, on the evening of March 19, Kirk drove to Lake Hood with associates as passengers. Charles Bruce Zander, of Ashburton, was convicted and disqualified from driving for six months on two charges relating to the careless use of a motor vehicle causing injury. Zander collided with the back of a school bus which had slowed down to pass a roadside mower.

Joseph William Posini, has at last recognised alcohol is at the root of his offending, the Ashburton District Court was told yesterday. Posini, 39, appeared before Judge Joanna Maze for sentencing on charges of assault, threatening grievous bodily harm and possessing an offensive weapon. The court was told Posini and one of the victims had been drinking and arguing before she struck him. He retaliated by punching her in the head. When a third person intervened, Posini reacted by pushing him into the kitchen and fetching a knife, with which he threatened the man. Posini had engaged in alcohol treatment of his own volition, and was determined to leave alcohol behind him, his lawyer Paul Bradford said. Judge Maze took account of Posini’s proactive approach, and handed down a sentence of 12 months intensive supervision and imposed judicial monitoring. Kylee Marie Holcroft, 39,

Detention for sex offences with youngster A Mid Canterbury man has been sentenced to home detention for sexual offending against a young person. Mark Leslie Watson appeared before Judge Joanna Maze in the Ashburton District Court yesterday for sentencing on charges of sexual connection with a young person and performing an indecent act with a girl aged between 12 and 16 years. At the time of the offending he was aged 50 years. The offending involved kissing and touching over clothing. When other people became concerned about the nature of his relationship with the girl, Watson purchased a second cellphone to contact her, and to arrange meetings.

Judge Maze said the offending was aggravated by the age difference between Watson and his victim, and deception. She said the court had a responsibility to protect naïve young people from such offending at an age when they did not always appreciate the consequences of their decisions. She accepted Watson was extremely remorseful and appreciated the extent of his wrongdoing. He had since left the district, and had voluntarily engaged with counsellors. Judge Maze handed down a home detention sentence of five months, delivered with a three strikes warning. Watson was also ordered to make an emotional harm payment of $1000 to his victim.

Hinds man had a sophisticated cannabis growing operation Darryl Robert Fraser, 50, of Hinds, admitted a charge of cultivating cannabis. Police uncovered a sophisticated indoor growing operation containing 17 mature plants, and a large number of seedlings when they raided Fraser’s address in February. About 10g of cannabis material was also discovered. Judge Maze ordered sentencing reports to include options for electronically monitoring, to be ready when Fraser returns to court on May 25. Rangi Wiari Tahapehi, 34, of Ashburton, admitted charges of driving while disqualified and breaching an existing community work sentence. He was convicted and remanded on bail for sentencing on May 25. Mathew Ranson, 19, of Netherby, admitted charges relating to unlawfully entering vehicles, unlawfully taking vehicles and driving while forbidden. He was remanded on bail con-

ditions which include curfews and non-association orders, for sentencing on June 16. Samuel David McKenzie, 25, of Hampstead, was convicted on his eighth charge of driving while disqualified. He was remanded at large to reappear for sentencing on June 15. Levi Tyrone Beedles, 17, of Ealing, admitted a charge of driving while disqualified. He was convicted, disqualified from driving for six months, fined $250 and ordered to pay court costs of $130. Breane Alexis Chase, of Ashburton was sentenced to 75 hours of community work and disqualified from driving for six months on charges of drink driving (EBA 884mcg/l) and driving while forbidden. Thomas Christopher Dolling, 29, of Ashburton appeared for sentencing on his third count of drink driving (EBA 757mcg/l).

He received 90 hours of community work, was disqualified from driving for 15 months and ordered to obtain and use a zero alcohol licence for three years when his licence is returned. Other matters Opua Dean, of Ashburton, was sentenced to six months supervision on an assault charge – he must undertake relationship counselling, and make an emotional harm payment of $300. Kerry Yvonne Peters, 56, of Ashburton admitted a charge of theft. She was convicted, fined $250 and ordered to pay court cost of $130. Jayden Shane Alexander was returned to custody, following a failed bail application in the Ashburton District Court yesterday. Judge Maze suppressed all details of Alexander’s offending in the interests of him obtaining a fair trial. He has yet to plea to the charges.

Dairy report cops huge flak BY JAMIE MORTON A peer-reviewed study authored by Massey University scientists has claimed that worst-case scenario costs to society from environmental harm caused by farming could equal the economic benefits of the dairy industry, creating a “zero-sum” situation for the country. However, the paper, titled NZ Dairy Farming – Milking Our Environment for All Its Worth, has come under heavy criticism by economics academics approached by the New Zealand Herald yesterday. The authors of the paper, published over the weekend in the United States journal Environmental Management, argue a virtually uncontrolled intensification in dairying has led to exponential increases in pollution and costs to the community in the form of lost recreation opportunities and clean-up costs. “These costs, known as ex-

ternalities, are largely not borne by the industry but rather by society at large and these costs have, in the main, not been addressed and are accruing,” said ecologist Dr Mike Joy, who wrote the paper alongside Professor Russel Death and Kyleisha Foote of the university’s Institute of Agriculture and Environment. “This paper describes the initial analysis of the externalities from dairy farming for which data was available” Their analysis stated that in a worst case scenario the costs to society were approximately equal to the export revenue and GDP. “In other words, the industry is a zero-sum gain for New Zealand if the costs are included,” Dr Joy said. The authors reported that the estimated cost of some environmental externalities surpasses the 2012 dairy export revenue of $11.6 billion. - NZME

The preschool pupils and their classmates made their way down to the Cenotaph where they met with two representatives from the New Zealand Defence Force to chat about soldiers, and what it meant to protect New Zealand. Teacher Jazzlyn Leonard said the idea spawned from the children’s fascination with the topic of superheroes and the preschool decided to bring the idea closer to home by talking about Anzac Day and what it meant. Execution ‘won’t help’ Former prime minister Kevin Rudd says the execution of two Australians won’t help the people of Indonesia. Australians Myuran Sukumaran and Andrew Chan and seven others were due to be executed in Indonesia around midnight. “Indonesia, like Australia, often relies on acts of clemency for its nationals from other (governments),” Mr Rudd tweeted yesterday. “This won’t help the good people of Indonesia.” He said capital punishment achieved nothing but the “further destruction of life”. - AAP

US-Japan defence ties The United States and Japan have unveiled new rules for defence cooperation in a historic move that will give Japanese forces a wider global role amid concerns over China’s rising sway. Under the revised guidelines, Japan could come to the aid of US forces threatened by a third country or, for example, deploy minesweeper ships to a mission in the Middle East. Although officials said the new doctrine is not aimed at China, there has been increasing concern over moves by Beijing to try to scoop up disputed areas of the South China and East China Seas. - AFP

One man staying in a makeshift tent with about 20 people said his home village Sindhukot in Sindhupalchowk district was completely devastated. Three days after the quake hit, rescue teams have still not reached some of the worstaffected areas of Lamjung, the site of the quake’s epicentre, around 140 kilometres west of the capital. “The situation here is not good. So many have lost their homes. “They don’t have enough water or food,” said Udav Prasad Timilsina, the head official in the district of Gorkha where Lamjung is located. “We haven’t even been able to treat the injured. We are in urgent need of essentials like food, water ... and medicines and tents.

“Rescuers are coming in, but we need help.” The quake triggered an avalanche on Mount Everest which buried part of base camp in a cascade of snow and rock, killing at least 18 people Saturday on the world’s highest mountain. The US State Department confirmed yesterday that two of its citizens were among those killed on the mountain, adding that they were aware of reports that two further Americans had died. Australian Foreign Minister Julie Bishop confirmed that an Australian woman also perished on Everest. Rescue helicopters airlifted climbers from higher altitudes on the mountain where they were stranded above crevasses and icefalls, after evacuating

scores of seriously injured from base camp the day before. Pledging $US10 million in relief to help the victims, US Secretary of State John Kerry said he had been shocked by the “gut-wrenching” images of the death and destruction. Australia said yesterday it was raising its aid to $US4.7 million and sending a military plane to bring relief supplies and evacuate its stranded citizens. But the lack of space at the country’s only international airport was hampering efforts to bring in relief by air. Japan’s International Co-operation Agency said a disaster relief team was making a third attempt on yesterday to enter Kathmandu, after being twice turned away from a crowded airport. - DPA

Nepal’s government has declared three days of mourning for the more than 4000 people who died in a massive earthquake at the weekend. The government raised the death toll to 4353, with a further 7953 known to have been injured, as volunteers searched for dead and missing from Saturday’s quake. Another 73 people died in India. The toll in China’s far western region of Tibet, which neighbours Nepal, rose to 25, the official Xinhua news agency said. The Nepal government also said that it was going through “a difficult time in dealing with the crisis, in terms of its limited resources”. “We were not prepared for a disaster of this scale,” Interior Minister Bam Dev Gautam said. “We do not have enough resources and will need more time to reach out to everyone.” Prime Minister Sushil Koirala told an emergency all-party meeting the government was sending desperately needed tents, water and food supplies to those in need. Pregnant women who switch to “healthier” organic milk may be putting the brain development of their unborn babies at risk, experts have claimed. Milk certified as organic contains about a third less iodine than conventionallyproduced milk, according to a new study. The same was found to be true for “ultra-high temperature” (UHT)-processed long-life milk. Since milk is the primary source of iodine in the UK diet, the discovery is said to have potentially serious health implications. - PA

Troops in Baltimore Thousands of police and National Guard troopers have been ordered to back up beleaguered officers in the US city of Baltimore after riots were triggered by anger over alleged police brutality. Stone-throwing mobs clashed with police and attacked local businesses yesterday after the funeral of a black man who died of spinal injuries apparently suffered during his arrest earlier this month. Despite appeals for calm from 25-year-old Freddie Gray’s family, gangs of mainly African American youths fought street battles with police that left 15 officers hurt. Skipper gets life A South Korean appeals court has found the captain of the Sewol ferry that sank a year ago guilty of murder and upped his sentence to life imprisonment, a court official says. The ruling yesterday, in the southern city of Gwangju, overturned a lower court decision which had acquitted Lee Jun-seok of homicide charges in November, convicting him instead of gross negligence and sentencing him to 36 years. Relatives of the more than 300 people - mostly schoolchildren - who perished on the Sewol when it sank in April last year had been outraged by the homicide acquittal. - AFP

Any help to Nepal is worthy Stu Oldham

ur many Mid Canterbury communities have responded to the Nepal earthquake with the compassion and selflessness they showed in the wake of quakes much closer to home. Yesterday, readers contacted the Guardian asking whether any community organisations had plans to raise funds for the relief of the horribly stricken country. Many said they had already donated what they could to the many relief funds started over the weekend, but that they wanted to contribute to something in their own district. Coincidentally, Ashburton College yesterday took a lead to stage its own fundraising efforts to offer whatever immediate relief it could to help Nepal’s devastated communities. The college has had a long and close association with the people of Nepal. It has educated Nepalese children and former students have gone on to forge relationships there. The school has checked on current and past families and staff members with links to Nepal, offering whatever help it could. It has opened a support book and has plans for a muftiday and a downtown cake stall on Friday. Elsewhere, everything from street collections to workplace morning teas are planned to contribute to what is now a massive humanitarian effort. It is easy to say whatever efforts Mid Cantabrians make to raise money will be a drop in the bucket in response to such a calamitous, costly catastrophe. But to dismiss the effect of our community response overlooks the important, intangible impact of so many Mid Cantabrians doing what they can to show they care. Such effort shows the local and national Nepalese communities that they are not alone as they fear for family and friends, and as they come to terms with an event of absolute disaster and devastation. It shows the experience of the Canterbury earthquakes is far from forgotten and that many of those who experienced the unfathomable, empathise with those who must do so, now.

Rates 58% of income

I

n order to pay for the services and activities local councils carry out, New Zealand’s 78 councils raised $8.4 billion in total last year. That was 4.42 per cent more than the previous year’s revenue figure. About $4.9 billion or 58 per cent of the $8.4 billion came from rates. That is well over half of the money raised. Investment income, fees and charges and government subsidies are other main sources of council income. Ashburton District Council’s share of the $8.4 billion revenue figure was $66.9 million. Our rates amounted to $26.8 million. That’s only 40 per cent of our revenue. Well under half of the income we gathered in. The local government sector owned assets worth $117 billion in total (a 4.72 per cent increase on the year before). Total gross debt was $10.8 billion. If you exclude the recently formed Auckland council the debt figure reduces by half to $5.4 billion. In general terms, debt levels across the local government

sector were below forecast, while revenue was in line with what was forecast. Here in Ashburton, the council’s assets were valued at $710 million. Our gross debt was $42.6 million. Less than 6.1 per cent of our assets. When we factor in our current assets (the things we could quickly convert into cash) our net debt reduced to $23.8 million. Councils build community and infrastructural assets that last many years into the future. We frequently fund these capital items by leveraging our balance sheets and borrowing over a long period of time. Borrowing allows us to take into account the concept of inter-generation equity, so that future users of the assets also pay something toward the building of these assets.

Periodically the Ashburton District Council tenders for its day-to-day banking transaction services. Westpac NZ Ltd has been our bank since December 2011. However, like anyone who borrows money, councils can and do look around for good deals. We want to obtain the lowest interest rates possible and we don’t have to align ourselves with one bank. At any one time the council’s debt is made up of a variety of different loans. As these loans come up to maturity we shop around and see who is offering the best deal. In 2011 a new lending institution was created especially for councils. It’s called the Local Government Funding Agency (LGFA). Its shareholders consist of the Government (20 per cent) and 30 councils (80 per cent). Given its links with the Government and the strong underlying asset quality of the local government sector, it is no surprise that the LGFA is rated at AA+ by international credit agencies Standard and Poor’s and Fitch Ratings.

The LGFA’s main purpose is to help councils obtain lower interest rates for borrowing, secure borrowings and enhance our certainty of access to debt markets. The Ashburton District Council is not one of the shareholding LGFA councils, but it is one of 45 councils now borrowing money from them. We have borrowed $15m to date. The LGFA now covers 95 per cent of New Zealand’s councils’ debt. Since it has been up and running, the LGFA has provided cost savings of $14 million to councils. That is expected to increase to $30 million a year going forward. Resignation affects share price BY SUZE METHERELL Shares of Xero have dropped to the lowest level since the cloudbased accounting software firm announced its $147.2 million capital raising in February, as investors digest its full year result and the sudden departure of another US-based executive. On Friday, the Wellingtonbased company said its annual loss widened to $69.5 million, in the year ended March 31, from $35.5 million a year earlier, as its increased spending on product development, sales and marketing for future growth, offset a rise in sales. Revenue increased 78 per cent to $127.2 million while operating expenses jumped 96 per cent to $167 million. It also announced its USbased chief financial officer Douglas Jeffries has left the company after only two months in the role.

“Topline revenue was probably where people expected it to be but profit margins were down because costs went up more quickly than people expected,” said Mark Lister, head of private wealth research at Craigs Investment Partners. “When you lose a CFO and they’ve only been there for a pretty short space of time the market was never going to take an announcement like that well.” The software developer is forgoing profit as it chases a million global customers and is targeting growth in the US market where it sees the potential to take market share of an estimated 29 million small-tomedium sized business owners. The company’s share price has been on a rollercoaster ride, climbing as high as $45.99 in March last year, before dropping to a low of $15 in October, as investors weighed Xero’s

Worker awarded $5000 A

former meatworks employee who had previously complained of feeling bullied was awarded $5000 following his dismissal for serious misconduct for aggressive and threatening behaviour. Curtis Webber, who was employed by meatworks AFFCO at its Rangiura Plant for 25 years, was found to have been unjustifiably dismissed by the Employment Relations Authority. Mr Webber claimed he was bullied by a production manager on two occasions in August 2012. He said that Ike Tapsell had watched him working on the guts table, patted his shoulder as he walked past and had then moved down the table and cut off some hearts without sterilising his knife. Mr Webber said he felt “extremely intimidated” by Mr Tapsell’s actions of watching his work and patting his shoulder. Mr Webber felt Mr Tapsell was setting out to get rid of him. Authority Member Robin Arthur said Mr Tapsell’s behaviour could not be described as “unreasonable treatment or

bullying” and the complaint was dismissed. However significant flaws in a subsequent disciplinary investigation were noted by Mr Arthur. On 16 January 2013 an

AFFCO authorised search by sniffer dogs of workers’ vehicles as they left the plant car park, led to an altercation between Mr Webber and senior staff. Mr Webber became aggressive and a “heated conversation” ensued. Mr Webber admitted making the comment “how do we

know you c**** didn’t plant stuff in it?” Around this time the manager covertly signalled for one of the dog handlers to take his dog as he thought the heated conversation might become “hands on”. A disciplinary meeting was called following Mr Webber’s alleged threatening behaviour and he was dismissed for serious misconduct February 18. Mr Webber later claimed he was unjustifiably dismissed. The Authority Member agreed a proper investigation was not carried out following the incident. AFFCO was ordered to pay Mr Webber three weeks’ lost wages and $5000 in compensation. Ten per cent of these remedies were deducted, due to Mr Webber’s contribution to the situation giving rise to his grievance. This case highlights the importance of following a fair process.

If you have pasta, you have a meal T

he old saying, if there’s an egg in the house, there’s a meal in the house could be equally well applied to a packet of pasta. Most home pantries will have at least one variety of pasta stored away and that means with a bit of imagination, there’s a quick meal lurking there too.

Chicken and asparagus pasta 400g dried penne pasta 2T olive oil 375g skinless, boneless chicken breast fillets - cut into bite-sized pieces 4 cloves garlic, crushed 375g asparagus, trimmed and cut into 2.5cm pieces 1t dried crushed chilli flakes salt and pepper to taste 60g freshly grated parmesan ■ Cook penne according to packet instructions. Drain, and transfer to a large bowl. ■ Heat 1T of the olive oil in a large frying pan over medium heat. ■ Cook chicken until firm and lightly browned; remove from pan. Add the remaining tablespoon of olive oil to the frying pan. ■ Gently cook garlic, asparagus and crushed chillies in oil until asparagus is tender. ■ Stir in chicken, and cook for two minutes to blend the flavours.

■ Season with salt and pepper. ■ Toss pasta with chicken and asparagus mixture. Sprinkle with parmesan.

Roasted vege pasta 2T olive oil 1 large red onion, cut into thin wedges 1 medium yellow pepper, seeded and chopped 1 small butternut pumpkin (600g), peeled, seeded and cut into 2cm chunks 1/4 t salt 1/4 C finely chopped basil 5 cloves garlic, crushed 150g cherry tomatoes, each cut in half 150g baby spinach leaves, tough stems removed 4C (1 litre) salt-reduced chicken stock 250g pasta spirals ■ Heat 1T oil in a large non-stick frying pan over medium heat. ■ Add onion and capsicum. Sauté until softened, about five minutes. ■ Add pumpkin, half the salt, the basil and half the garlic. ■ Cover; cook, stirring occasionally, eight minutes. Increase heat to high. ■ Cook, uncovered, stirring occasionally, until the vegetables brown slightly and pumpkin is just tender, about seven minutes. ■ Transfer mixture to a large bowl. Add tomato. ■ Heat remaining oil in the pan over medium heat. ■ Add the remaining garlic and salt and all of the spinach. ■ Cook, stirring occasionally, until spinach wilts, about two minutes. ■ Add spinach to the mixture in the bowl. ■ Meanwhile, bring the stock and 2C water to the boil in a large saucepan. ■ Add pasta. Cook until al dente,

following packet instructions. ■ Reserve 1/2 C (125ml) of the cooking liquid. ■ Drain pasta and combine with vegetable mixture and reserved cooking liquid.

Linguine and Italian sausage 250g linguine 250g any Italian-style sausage, sliced 2 red peppers, chopped 1 onion, chopped 1 clove garlic, crushed 250ml (1C) dry white wine 1/2 C finely grated Parmesan cheese ■ Cook pasta according to packet instructions. Drain and set aside. ■ While the pasta is cooking, prepare the sauce. ■ Fry sausages in a heavy frying pan over medium high heat until light brown. Add peppers, onion and garlic. Continue to cook further five minutes. ■ Add the wine and simmer until liquid is slightly reduced and vegetables are tender, about six minutes. ■ Drain pasta and add to the pan. ■ Toss together using two spoons until heated through. ■ Add the cheese and serve.

Spaghetti with tuna and capers 500g spaghetti 1T olive oil 1 small brown onion, finely chopped 2 cloves garlic, crushed 1T capers, chopped 400g can diced tomatoes 1T lemon juice 1/2 C chopped fresh flat-leaf parsley 1/4 t dried chilli flakes 2 x 185g cans tuna, drained

directions until al dente then drain. Meanwhile, heat oil in a large frying pan over low heat. Add onion and garlic and cook until onion is tender. Add capers, tomatoes, lemon juice, parsley and chilli. Simmer gently for three minutes to thicken sauce. Stir in tuna, and heat through. Toss pasta with sauce, and serve.

Pasta with peas and sundried tomatoes 250g farfalle (bow-tie pasta) 1T olive oil 1T butter or margarine 1C finely chopped onion 3 cloves garlic, crushed 1/2 t dried oregano 1/4 t dried marjoram 1 1/2 T plain flour 1C (250ml) salt-reduced chicken or vegetable stock 1C (150g) fresh or frozen baby green peas 65g sun-dried tomato halves, thinly sliced 30g grated Parmesan cheese ■ Cook pasta in a large saucepan of lightly salted boiling water until al dente. ■ Heat the oil and butter in a large non-stick frying pan over medium heat. Add onion, garlic, oregano and marjoram. ■ Sauté until the onion is softened, about five minutes. ■ Stir in flour until thoroughly combined. Whisk in the stock. ■ Heat, stirring, until thickened, two to three minutes. ■ Stir in peas and sun-dried tomato. Cook just until peas are tender, about five minutes. ■ Remove from heat and stir in 3T Parmesan. ■ Drain pasta, reserving 1/2 C (125ml) of the cooking water. ■ Toss pasta with vegetable mixture and reserved water. Sprinkle with the remaining Parmesan.

Time to dress up for choir Mid Canterbury Choir manager Carol Gunn is dressed and ready for the choir’s concert on May 10. “We are keen for concertgoers to dress up in style,” Mrs Gunn said, as choir members prepare for The Big Band Theory featuring songs from the 1930s and 1940s.

She said choir members themselves will be dressed as soldiers, nurses and land girls, and she expected some audience members will do the same. The choir will take the audience on a trip down memory lane with favourites such as Blue Smoke, Rose of No Man’s Land, When Johnny Comes

Marching Home, Boogie Woogie Bugle Boy, Chatanooga Choo Choo, In Flanders Fields and The Irish Blessing. Soprano and upcoming soloist, Courtney Carter, will sing She is Far from the Land and Over the Rainbow. The choir will have an impressive backing in the form of

the Big Band, to be led by Fiona Maginness, with members from the MSA and Silver bands combined. The musical director is Lois Johnston and accompanist Deb Sloper. The concert has been planned for Mother’s Day and will stage at the Sinclair Centre on Park Street.

Betty’s life story the perfect gift When Betty Young turned 100 her family struggled to come up with the perfect gift. The answer was simple – a book about her life and daughter-in-law Karen volunteered for the job of sourcing photos and information and compiling the book that would tell Betty’s story. But the book has now become more than just a piece of family memorabilia, with a copy presented to the Ashburton Museum where it will be part of the collection of material that tells the stories of the people of Ashburton’s present and past. While the book was intended for her mother-in-law it was also for her family, particularly her grandchildren and great grandchildren, Karen said. “Betty was very good at sharing information and the rest of the family were involved in the project too,” she said.

McCaw out of Canes clash All Blacks skipper Richie McCaw will miss the Crusaders’ battle with Super Rugby leaders the Hurricanes on Saturday after being knocked out in the win over the Blues. Crusaders doctor Deb Robinson says McCaw has made good progress since the incident in Christchurch on Saturday, when the loose forward got his head in the wrong place as he tackled fullback Lolagi Visinia. But the decision was made to rule him out against the Hurricanes because of the time frame. “He had a bit of a mild headache yesterday morning and by yesterday evening he was feeling really well,” Robinson said yesterday. “But we made the decision that, if was still symptomatic on Monday, he wouldn’t play this weekend.” Robinson said the reason was because McCaw had to go through a graduated set of protocols.

If he wasn’t fit to start that on Monday, it would mean he would have to do contact work during the captain’s run on Friday, which she felt wasn’t appropriate. “I think the best time to do contact is on Thursday at training, so he runs out of days,” she said. “So we made the decision that he would not be available this weekend.” Asked if McCaw’s history of head knocks came into play, Robinson said McCaw last suffered concussion in 2011 and “and that’s a long time ago”. She said McCaw had been at Crusaders headquarters yesterday and taken part in team meetings. “If he feels well tomorrow, he will get on a bike and that will start his graduated return to play.” Coach Todd Blackadder said signs were all positive that McCaw would be available against the Reds next weekend. - AAP

‘Certain starter’ In bizarre scenes, unavailable winger Dallin Watene-Zelezniak took part in New Zealand training yesterday after his replacement Jason Nightingale turned up in a moon boot. Watene-Zelezniak had been ruled out of Friday night’s trans-Tasman clash in Brisbane due to an NRL ban, denying him a Test debut for the second time in six months. But the Penrith winger was still needed to make up numbers at training after his replacement, Dragons veteran Nightingale, sat out yesterday’s session resting a foot injury. However, Nightingale said the moon boot was just “precautionary” and claimed he was a certain starter for the Kiwis. Nightingale played his first game in a month for the Dragons last weekend and must wear a moon boot for two days after a game as part of his recovery. New Zealand have a day off today, ensuring Nightingale will have just one training session with his Kiwi teammates before tackling Australia at Suncorp Stadium. “Obviously you’d like a full week of preparation and that’s not the way it’s going to be but I’ve prepared like this before,” Nightingale told reporters. “But I’m very excited to be here in camp and it feels like it was only yesterday that we were all here for the Four Nations.” Nightingale’s thoughts were with Watene-Zelezniak, who was rubbed

Detours will be available on adjacent streets and these will be sign posted. Winning start for College basketballers Ashburton College senior boys’ basketball team got their McDonalds Thompson Trophy campaign off to a good start with a solid 99-58 win over Linwood College last night. The inaugural competition run by Canterbury Basketball involves 16 secondary school teams. In its opening game at the Oxford Street stadium last night, Ashburton had the visitors under pressure early on, leading 23-11 at the first quarter and then 47-39 at half time. Jayden Reid (above) and Mitchell Prendergast top scored for the hosts with 17 points, while captain Kody Stuthridge scored 16 and was also the top rebounder. Ashburton is away to St Bede’s next week.

Momentum on the water By DaviD Leggat Where Lisa Carrington leads, New Zealand’s kayak bosses hope a young women’s quartet can follow this year. Olympic and multiple world champion Carrington spearheads a New Zealand squad of seven heading for Europe this weekend, but there is special interest in how a K4 500m crew performs over the first two of three World Cup regattas in Portugal and Germany. The quartet of Jaimee Lovett (Bay of Plenty), Caitlin Ryan (Auckland), Aimee Fisher (Hawkes Bay) and Kayla Imrie (Wellington) have been together just two months. New Zealand finished 14th overall at last year’s worlds in Moscow. Early signs are encouraging as they head towards Olympic

qualifying, which comes at the world champs in Milan in August. The crew is changed in one seat from last year, with world K1 1000m champion Teneale Hatton opting out of the international programme this year, and Imrie taking her place. “The result last year wasn’t a true reflection of what we could achieve,” Lovett said yesterday. The crew found they were battling to stay on the pace through the middle stages last season, despite starting and finishing well. So more emphasis has gone on strength in training under former Danish international paddler Rene Olsen. Lovett says what could be termed the Carrington effect has had an impact on, particularly, up-and-coming female paddling numbers.

“It’s grown tenfold, especially in females across all age groups, and it’s been awesome to see under-23 girls coming through in the last couple of years.” Canoe Racing New Zealand investment in the quartet had helped motivate the women, Lovett added. Olsen likes what he’s seeing but insists this is no quick fix for the four.

“We are tracking pretty well,” Olsen said. “My philosophy is we are building bricks for the house and we are not so much looking for the finished house at these World Cups.” So as long as he sees the group heading in the right direction in Europe he’ll be happy. “The biggest step we have been making is in strength, so we have the power. “We just need more training at race pace, but we are building our confidence out of the power we have to deliver.” The women, and K1 200m sprinter Scott Bicknell head to Portugal and the first World Cup this weekend while Carrington and K1 1000m paddler Marty McDowell fly to Munich for a week’s training en route to Portugal. 2015 KAYAK TEAM New Zealand’s kayak team will contest three World Cup regattas, including Montemoro-Velho, Portugal (May 15-17), Duisburg, Germany (May 22-24) and Copenhagen (May 29-31). The New Zealand team comprises Olympic and world champion Lisa Carrington (K1 200m and K1 500m), Jaimee Lovett, Caitlin Ryan, Aimee Fisher and Kayla Imrie (K4 500m), Marty McDowell (K1 1000m) and Scott Bicknell (K1 200m). The world championships, which are this year’s qualifying event for the Rio Olympics next year, are being held in Milan on August 19-23.
