A significant number of Mid Canterbury farmers breached the conditions of their water consents during last year’s drought, according to fresh figures released by Environment Canterbury (ECan). The compliance monitoring annual report for the 2014-15 year shows nearly one in five of those with consents to take water either exceeded their allocation or took water while restrictions were in place. Those with groundwater consents had the highest rates of non-compliance, with surface water consents a close second. Faulty water meters or failing to sub-
mit measurement data also resulted in a number of non-compliance notifications. Ashburton, along with Hurunui and parts of South Canterbury, were highlighted as problem areas for irrigation non-compliance. In the Ashburton water management zone 900 of almost 4000 consents were monitored in the year to June 30, 2015 and 462 site visits were made. In total 305 complaints were investigated, with complaints about water usage up 260 per cent on the previous year. Stock in waterways along with over application and poor effluent management were also well up on the 2013-14 summary. Over the 2014-15 year ECan issued 24
written warnings, eight abatement notices and nine infringement notices in Mid Canterbury. Other non-compliances have been resolved by increased site visits, education and advice. Across Canterbury, ECan issued 81 abatement notices and 36 infringement notices, resulting in fines totalling $50,000. ECan compliance and monitoring manager Marty Mortiaux said water extraction consents would remain under the spotlight this season. “Our aim is to achieve a high level of voluntary compliance by working with individuals and the community, but if that is unsuccessful we have tools to make sure rules are complied with,” Mr Mortiaux said.
