Farmers with water takes connected to the Ashburton River will receive formal notice this week that their irrigation consents are to be reviewed. It is the start of a process that will raise minimum flows in the river but many are worried about more days on restriction and the economic impact on their businesses. The formal notice of review, to be sent by post, will be accompanied by draft conditions for farmers to consider. Environment Canterbury says detailed information about how the 93 consents under review will be affected will be available online by the end of next week. It will include how the proposed changes will affect days on restriction

and how river flows will improve. Special consent holder meetings will begin on July 30 and review decisions are expected from October onwards. New conditions will take effect on July 1, 2023. ECan said consent-holders had until September 12 to propose alternative conditions, so there was time for dairy farmers in the middle of calving to consider their options. Farmers at a meeting of about 200 people at the Hotel Ashburton yesterday were told they could also seek an extension to the September date to prepare more information, like the economic effect of water loss. The consent review is aimed at raising the minimum flow in the river to 6 cumecs by 2023 and 10 cumecs by 2030.

The reviews will be treated like a new consent application with a decision by an internal staffer or independent commissioner; the decision can be appealed. Farmers were told they should consider options like accessing piped water from an irrigation scheme or investing in a deep groundwater bore, individual on-farm storage or larger storage with neighbours. ECan chief executive Bill Bayfield said the regional council had to consider the social, cultural and economic implications of each decision.
