New charges targeted at giving police more scope for dealing with family harm have resulted in more than 30 court proceedings in the Ashburton District in their first year. The new charges of assault in a family relationship and strangulation/suffocation were introduced at the end of 2018 to give police more scope when dealing with family harm incidents. Information released to the Ashburton Guardian under the Official Information Act shows that 27 court proceedings were brought against people for at least one charge of assault in a family relationship, while five were brought for at least one charge of stran-

gulation/suffocation charges. Family harm incidents are unfortunately common for local police, attending between 10 and 20 in any given week says Mid Canterbury Sub-Area Supervisor Senior Sergeant Leigh Jenkins. “Some can be resolved at the time of attendance, others require a greater time commitment if they are to be resolved by way of prosecution,” he said. “Mid Canterbury Police have two staff dedicated to the issue of family harm. Those staff work collaboratively with multiple agencies to prevent harm and to improve the outcome for families affected by family harm incidents.” Jenkins said the new charges offer greater clarity when considering prose-

cution, and that strangulation was just previously included under an assault charge depending on what the outcome was for the victim. The strangulation offence is defined “...who intentionally or recklessly impedes another person’s normal breathing, blood circulation, or both, by doing (manually, or using any aid) all or any of the following: (a) blocking that other person’s nose, mouth, or both; (b) applying pressure on, or to, that other person’s throat, neck, or both.”
