Three Ashburton College students were stood down after they covered a student’s head and invoked the name of terror group ISIS as part of a larger bullying incident, principal Grant McMillan said. An investigation into Friday’s incident concluded on Monday and police, Child, Youth and Family, and mental health services were all informed, Mr McMillan told the Guardian yesterday.

Three students were stood down and another three “hangers on” were being dealt with by the school. The school wanted to send a clear message that bullying was not a game and that it would be treated seriously, he said. In an interview with the Stuff news website, Mr McMillan reportedly said the boys began shoving the boy in class at about 1.30pm. One of the boys then “thought they would be clever” and put his manual technology bag over

his head, the website reported. They then mimicked ISIS, saying “this is like ISIS”, he said. Students in the same class reported the incident within five minutes of it happening, it was reported. Mr McMillan told the Guardian the school had communicated closely with all seven families involved including the victim’s. He said the families involved were mortified. A woman claiming to be the mother of one of the students involved contacted the Guardian

late last night to say the incident was blown out of proportion and that it was a joke that went too far. Mr McMillan said the students involved invoked ISIS as a word they did not properly understand. He was aware that the incident had been elevated to a national news item when a community member contacted a national media outlet to complain about the college’s handling of the matter. “It appears that a story was

given to TV One by a community member, along the lines of an ISIS gang terrorising students with an ISIS game they were playing,” he said. Mr McMillan said that couldn’t be further from the truth. “Bullying is not a game,” he said. “I always prefer people to come through the front door, because an honest question will provide an honest answer.”

Transportation Security Administration officers say a woman’s seven-year-old chihuahua sneaked into her suitcase and triggered a luggage screening alert at New York’s LaGuardia Airport last week. TSA spokeswoman Lisa Farbstein says the black, hard-sided suitcase was in a checked-baggage area when an unknown-contents alarm indicated an officer should inspect the case. Those unknown contents proved to be her beige and tan chihuahua. TSA says the owner had no idea that her little dog had crawled in and curled up while she was packing for a flight to Los Angeles.

Dragons’ Den multi-millionaire Peter Jones has said that his children will not get a penny if they decide not to work. But he told Radio Times magazine that the amount of pocket money – about $50 a month – he gives his five children, aged from eight to 21, caused arguments. “My pocket money is based on incentive. Walking Dead spin-off For those TV fans who can’t get enough of Rick Grimes and his not-so-merry band of zombie apocalypse survivors, The Walking Dead is getting a spin off. Two seasons of a companion series for the top-rating show have been ordered by US cable channel AMC. The new show will be set during the same zombie outbreak of The Walking Dead, but in Los Angeles rather than Atlanta and will feature new characters. “From the beginning of The Walking Dead on AMC, we’ve been asked questions about what was going on in other parts of the zombie apocalypse,” AMC president Charlie Collier said in a statement. “Through this new series, we’re going to find out.” A title is yet to be announced. Like the original, the spin-off is being produced by AMC Studios, with executive producers Robert Kirkman and Dave Erickson on board with their The Walking Dead writing team.

Mid/South Canterbury’s top cop is warning people who name and shame alleged criminals on social media to make sure they have their facts straight. The name of a convicted offender was posted on an Ashburton-based Facebook group on Monday night. The man was convicted of indecent assault in the Timaru District Court in 2010. The Facebook post also alleged that the person was living in Ashburton, and it included a

link to a previous media report about the man’s court appearance. Alongside the link, the post also stated that “it is known this woman is not his only victim”. Mid/South Canterbury area commander Inspector Dave Gaskin said those who named and shamed alleged offenders on social media needed to be “very, very careful”. “If you defame someone, you are liable,” he said. “If you are going to name someone on Facebook, be very, very careful that you have your

facts 100 per cent correct, otherwise it could cost you a significant amount of money.” Mr Gaskin said posting on social media was an easy way to get information out, as it was a faceless approach. “I have very little time for people who name and shame, and I hope like hell they are wrong, and the person concerned sues them.” However, Mr Gaskin said he was not concerned about people taking the law into their own hands. “I think the people of Ashbur-

ton are much too intelligent for that sort of behaviour to happen,” he said. White Fox and Jones Lawyers senior associate Greg Martin told the Guardian yesterday that as long as someone’s name was not legally suppressed, there was nothing criminally wrong with naming them online. However Mr Martin said making claims about a person on social media could constitute either defamation or harassment. “He’s entitled not to be harassed, and potentially doing

As the 90th annual Mayfield A&P Show approaches, produce shed supervisor, Jackie Ryan, has been run off her feet. She’s been taking part in working bees and yesterday took time out to talk to students at Mayfield and Mt Somers schools, showing them the finer points of making sand saucers, aqua jars, floating bowls and other flower arrangements. She admits she has a love of flowers and grows her own, many of which she enters in national competitions. “I love flowers and I have been a supervisor in the shed all these years and I wanted the shed to look pretty,” she said. Mrs Ryan has been involved with the show ever since she moved to the district 25 years ago. Not only is she the supervisor of the Produce Shed, she is a fierce competitor when it

Mr Martin also said bringing up past criminal cases online could be distressing for victims. “Victims have an exceptionally tough time dealing with what’s happened to them at the best of times,” he said. “So anything that revives the memory of the offending or the subsequent trial, which is usually as traumatic as anything else, is not nice.”

Stood down on ISIS claim From P1 “I’m surprised that this is what occurred, but right now the word ISIS is a hot emotional phrase and some people like getting their moment in the sun.” Mr McMillan said the victim was back at school, and the primary concern was ensuring he was properly supported. “We also want the students who have behaved so badly on this occasion to learn from this as quickly as possible, including the appropriate consequences, and then we move on so they too can continue to learn,” he said. The school would look at how it addressed the issue, but Mr McMillan did not want to put too much emphasis on the ISIS terror group. “What we don’t want to do is over emphasise or over glamourise something that doesn’t deserve it,” he said. “It’s just being measured and careful. “I’m confident that we’re doing the right things here.”

An ‘act of eco-terrorism’ BY JOHN WEEKES The Government has assured parents New Zealand-made baby formula is safe despite a blackmail threat to contaminate formula. In an apparent protest over the use of 1080 poison, Federated Farmers and Fonterra received anonymous letters in November. Packages of milk powder, later testing positive for a concentrated form of 1080, accompanied the letters. The letters contained a lethal dose of 1080 and carried a threat to contaminate infant formula milk unless New Zealand stopped using 1080 for pest control by the end of March. The Prime Minister

John Key and the Minister for Primary Industries Nathan Guy called the threats acts of “eco-terrorism”. Police said the letters were likely a hoax, and carrying out the threat would be impractical. The letter writer or writers threatened to make the threat public if the Government did not meet their demand. Police said a threat to carry out “a publicity campaign promoting the actions of the threat-maker” was also received. It’s not known why a March 31 deadline was chosen. A criminal investigation began in November, with an Auckland-based team, Operation Concord, involving up to

36 police staff. Police urged the person or people who made the threats to reveal themselves, and asked the public to help. “You might be aware of someone who has strong views [about] 1080 and has made threats,” said Mike Clement, deputy commissioner of national operations. “The letter writer may not have really considered the implications of their actions when this communication was drafted,” he added. Police were treating the threats as a “crime of blackmail” rather than terrorism. No particular brand or company’s formula was targeted. Minister for Primary Indus-

tries (MPI) deputy directorgeneral Scott Gallagher said New Zealand’s trading partners were told in recent weeks of the threat, and responded calmly and with gratitude for an “up-front” Kiwi approach. Fonterra chief executive Theo Spierings called the threat “a despicable act against New Zealand”. Nathan Guy learned of the letters in November, as did associate minister Jo Goodhew. Mr Guy said some 40,000 tests were carried out on infant formula and other formula in recent weeks and 20 manufacturers contacted. No traces of 1080 were found in any of the tested products, Mr Guy said. - NZME

Laptops returned An Ashburton business has discovered just how powerful social media and the dollar can be when it comes to recovering stolen property. When staff at Grieve Construction arrived at work on Monday they discovered thieves had broken into their offices, making off with 24 dozen bottles of beer, a television set, a bike and three laptop computers containing dozens of building plans. Knowing the hours of work that would be needed to redraw the plans, office manager Michelle Grieve decided to offer a reward for the return of the laptops, complete with files, she posted it on Facebook and sat back to wait. Within a few hours Mrs Grieve said she was contacted by an individual who had the computers and later that day they were returned with all files intact.

Rebuild health checks Worksafe New Zealand has announced that about 400 rebuild workers will get free health checks. The initiative is designed to help raise awareness about on-site health risks. As well as health checks over the next fortnight, the workers will also be able to obtain free health advice.

Grace Thomson, Ashleigh Leonard, and Simon O’Reilly donned old school uniforms from the college and its predecessor schools, giving them a small taste of their school’s past. Preparations are continuing for the college’s 50th jubilee, which is set to take place this weekend. Jubilee co-ordinator Sheena Tyrrell said at least 400 attendees were expected at the various events taking place as part of the jubilee celebrations. The Ministry of Primary Industries is urging droughtstricken farmers to ensure they meet animal welfare obligations. Months of hot and dry conditions in Mid Canterbury led to drought being declared on February 13. With water for stock running low and pastures looking increasingly parched, the ministry is encouraging farmers to seek support to ensure their animals are in good condition. Ministry of Primary Industries (MPI) compliance director Dean Baigent told the Guardian that while no drought-related animal welfare issues had been reported, MPI had been closely monitoring the ongoing dry conditions throughout the country. “Animal welfare remains a top priority, and we encourage farmers to seek advice and support from Federated Farmers, vets, and stock and feed agents to ensure they meet their animals’ needs during these dry conditions,” he said. “We are continuing to work closely with Rural Support

Farmers are being urged to take care of their stock during the drought. This means providing them with water and adequate feed.

Trusts and industry bodies in the local communities affected by drought, such as Federated Farmers and DairyNZ, to prevent any animal welfare issues occurring and ensure farmers have the support they need.” Environment Canterbury resource management director Kim Drummond said it was crucial for farmers to have access to water for their stock. environmental impacts and the rules that mitigated them must also had to be acknowledged. ”Access to stockwater is top priority,” he said. “If access to the water stock need to drink is subject to resource consent conditions, Environment Canterbury will consider those conditions and the farmer’s circumstances with the present situation in mind.” Mr Drummond said Environ-

ment Canterbury was unable to authorise intensively farmed stock getting direct access to natural waterways. An Ashburton farmer appeared in the Ashburton District Court on Monday, charged with failing to provide adequate food and water for 122 dairy cows. Paul Samuel Bailey, 51, was fined $4500 and ordered to pay vet costs.

More locals working in Christchurch More than one-third of people living in the South Island now work in Christchurch, among them a growing number from the Ashburton District. Data from the 2013 Census shows that commuting patterns have changed significantly since the 2006 Census with growing numbers giving their home address outside Christchurch but their work address in the city. In 2001, 231 people who lived in Ashburton gave Christchurch as their place of work. By 2006 this had risen to 297 and by the 2013 Census 528 people were travelling to the city to work, a 77 per cent increase in seven years. Ashburton showed the greatest percentage increase in commuters to Christchurch for any community in Canterbury. About 65 per cent of people travelling to Christchurch for work did so by private car, truck, van or motorcycle, about 25 per cent drove a company vehicle and the remainder were passengers in a vehicle. More than 15 per cent of Ashburton’s workforce (one in six) gave their place of work as their home.

Early morning joyride earns teen convictions A Hampstead man’s early morning joyride earned him a conviction when he appeared in the Ashburton Ashburton District Court on Monday. Justin Hamana, 19, appeared before Judge Noel Walsh charged with stealing a car, driving in a dangerous manner, and escaping police custody. Police prosecutor Sergeant Mike Wingfield told the court

that at about 6am on February 6 2013, a heavily intoxicated Hamana stole a V8 Holden Commodore from a property on Wakanui Road. Hamana allegedly drove the vehicle at speed through Ashburton where he lost control and hit a kerb, causing significant damage to the vehicle. He then drove the vehicle out of Ashburton and towards

Bremners Road where he lost control of the vehicle again, this time colliding with a fence. Hamana drove the vehicle back to Ashburton. The vehicle had sustained major damage and was missing a front tyre, causing an exposed metal rim to cut into the road. Realising the vehicle was no longer operable, Hamana walked back to Wakanui Road

and hid, where he was later found and arrested by police. As police were walking Hamana to a patrol car, he broke free and ran off. Police pursued on foot for a short distance before taking him back into custody. A breath test was administered to Hamana, who recorded a breath alcohol level of 810mcg of alcohol per litre of breath –

more than twice the legal limit. Judge Walsh said he had to take into account the safety of the community, and the impact of the event on the victim. He told Hamana that he had a “propensity to act impulsively”, which put the community at risk. Hamana was convicted on the charges and remanded for sentencing.

Methven Community Board members support a proposed LED lighting project for the ski town, so much so they want Mid Canterbury ratepayers to pay for the power the lights will use. Board members also had a preference for the colour of the lights – they want them to be white. Cinema Paradiso co-owner Richard Sheppard and real estate agent Martin (OJ) Dodson presented a case for the project at the board’s six-weekly meeting on Monday. LED lights would be strung on strong wire between street light poles along one side of Methven’s Main Street, for about 550 metres, from the Methven i-SITE to The Dubliner then from the Methven Medical Centre to the South Belt intersection. the town in the dark evenings of winter, for what will initially be a three-year project. Mr Sheppard said the cinema and the town’s two pubs – the Blue and the Brown would pay power costs. However, Mayor Angus McKay, who was at the meeting, suggested the small cost of power could instead come into the council’s bulk bill

for street lighting throughout the district. Board members agreed, and their motion to the Ashburton District Council’s service delivery committee in support of the project included the suggestion of council covering the cost of power supply. About 30 Methven businesses have already donated $1600

for purchasing the lights, and the board supported about $400 in a decorative lighting fund it oversees also going towards the project. Chairperson Liz McMillan answered a query from Mr Sheppard as to what colour the lights should be. She said she had seen white lights in Canadian and American ski resorts and they looked good. Methven already had bright coloured lights on a number of venues in the town. “I think if we go for another colour it’s going to get a bit crazy,” she said. Mr Sheppard said yesterday he was pleased with the board’s support, and he hoped the many Methven businesses supporting the project went even further and put lights on their shop frontages. He was also thinking of adding to the project next year by putting more lights, depicting shapes such as skiers, on the street poles themselves.

Roadworks ongoing The New Zealand Transport Agency’s summer road sealing programme might be close to completion but motorists are likely to experience delays on State Highway One near Rakaia for several more weeks. A 2.5 kilometre stretch of road south of Rakaia is undergoing a repair and reseal and work is also under way on strengthening the rail overbridge at Rakaia. The bridge is being strengthened to enable higher productivity motor vehicles to travel this route. Work has also started on passing lanes, six kilometres north of Ashburton as shoulders are widened. This work is expected to take five weeks to complete with the passing lanes closed for most of this time. It is part of a larger safety project along 10 kilometres of highway north of Ashburton. Organisation marks 50th jubilee BY SUSAN SANDYS

Fifty years of playcentre in Methven was recalled with fondness at the weekend. About 90 people, stretching back to the organisation’s earliest years, attended a jubilee dinner on Saturday night at the Mt Hutt Memorial Hall and Heritage Centre, while up to 50 attended an open day at the playcentre on Sunday. The jubilee was MC’ed by Malcolm Cairns, a former pupil of the playcentre and son of a longtime supervisor Laura Cairns. President Melanie Marr welcomed everyone and talked about the achievements of the organisation, being Mid Canterbury’s first playcentre. The playcentre operated out of the Anglican Church hall before its purpose-built building opened in 1970. Sue Green talked about the 1970s, when the fees were 75 cents per session, while

Lisa Ponweiser talked about mid to late 1990s when the centre was upgraded and extended, while current supervisor Liz McMillan talked about the centre today, when it continues to thrive. One of the founding parents Nelori Husband cut the cake on the night. On Sunday a tree was planted in the playcentre grounds to commemorate the 50 years of the centre, while playcentre pupils got to enjoy a specially made jubilee birthday cake. Mrs Marr said the weekend could not have been any better. Everyone had so many memories to share, and when everyone gathered on the Saturday night the hall was loud with laughter and chatter. “It was just wonderful,” Mrs Marr said of the jubilee. Two new life memberships were awarded, to Stephanie Gorman and Dianna Callaghan.

$312k taken for bills, wedding By Natalie akoorie A woman described as a trusted employee spent $312,000 of company money on her wedding, home renovations, school fees and debt. Jennifer Ann Taylor, former general manager at the New Zealand Jersey Cattle Breeders Association, pleaded guilty in the Hamilton District Court on Monday to false accounting, seven charges of theft by a person in a special relationship and 14 charges of dishonestly using a document. Police said the Cambridge 43-year-old’s misappropriation of funds went back to when the not-for-profit association first began keeping bank records seven years ago. Her offending included writing cheques from the association’s account for her wedding catering and home renovations, and racking up thousands of dollars on the organisation’s credit card. Taylor also paid dental bills and school and sporting fees.

Jennifer Ann Taylor, whose salary was $91,000, was misappropriating company money for seven years.

She was dismissed from her job last year. At the time, Taylor – who had worked there since 1993 – was earning $91,000 a year and had a company car. According to police, the former administration manager, promoted to general manager in 2008, was a trusted employee who had virtual autonomy in running the business. However, in March last year, gaps in Taylor’s cover began to emerge. Her refusal to provide account informa-

tion resulted in the resignation of the organisation’s auditors and sparked an investigation. Police discovered Taylor had been direct crediting her personal bank account with association funds, payments she disguised as being for suppliers or other companies. It also emerged Taylor had been depositing funds into her personal bank account from the association’s cheques, which she had signed for. The cheques were sup-

posed to have two signatures. Police also found Taylor paid for several thousands dollars of catering for her wedding in April last year, as well as a builder for renovation work. The company credit card bill showed Taylor had spent almost $14,500 on personal expenses over eight months in 2008. The association initiated disciplinary proceedings under the Employment Act against Taylor where she admitted “borrowing” $44,000, of which she had paid back $11,000 through a fortnightly automatic payment. In total she directed $204,000 of her employer’s money on 232 occasions into her own accounts, and wrote $41,700 worth of company cheques for personal expenses. Police said Taylor had enough equity in two residential properties to make a substantial reparation to the association. Taylor will be sentenced in June after a restorative justice process. - NZME

Lucky escape Two people in a yellow Tiger Moth escaped the plane without injury at Tauranga Airport yesterday afternoon. Witnesses described a near-miss between two vintage planes. Tauranga local Tom Ross saw the whole event unfold in front of him while sitting outside the airport. “The yellow one was trying to avoid the red one that was already on the ground. There was a squeal of tyres, smoke came off, the yellow plane tipped on its portside wing, just about slipped over, then came back again. Then the propeller hit the ground and broke a piece off, which made the engine roar.” Mr Ross said the plane came to a stop balanced on its nose, then both of the people inside the plane “hopped out”. - NZME

Fire suspect in custody A 30-year-old man wanted in relation to a suspicious fire in Waihi overnight Monday was chased several hundred metres and tackled before being taken into police custody yesterday. Detective sergeant Martyn Hughes said the man was identified as a person of interest in relation to a 1am fire on The Crescent. “Volunteer fire brigades from Waihi, Waihi Beach and Athenree fought the fire which was in a block of three units, however despite their efforts the building suffered considerable damage,” Mr Hughes said. “The fire was believed to be suspicious and police and fire service investigators commenced a scene examination. A 30-year-old man is being interviewed in relation to the fire,” he said. - NZME

Armed robbery A New Plymouth man who drove to Hamilton to buy a motorcycle had his cash stolen at gunpoint after the phoney seller took him to a local farm. Police said the “distraught” man flagged down a police patrol car at Otorohanga at 4pm on Monday, after three men fled with his money. Detective Russell Crawford of the Ngaruawahia CIB said the victim travelled to Hamilton to purchase a motorbike he saw for sale on a Facebook site. “He had arranged to meet the seller at the Five Crossroads shops but when he arrived the “seller” advised him to go to a Gordonton property. “When the victim arrived a Caucasian male opened a farm gate to let the victim’s car and trailer in and suddenly he found himself confronted by a second male brandishing a firearm. The pair have taken the victim’s money he intended purchasing the motorbike with and fled in a getaway vehicle driven by a third offender. - NZME

Tenant dead for some time A council flat tenant is believed to have been dead in his Wellington home for some time before a neighbour reported a “putrid” smell which led to the discovery of his body. It comes after another tenant’s body body remained undiscovered for some time in exactly the same flat – the third such discovery at Wellington City Council-owned flats to be reported in recent years. The council confirmed yesterday that one of its tenants was found dead in his home at the Granville Flats in Berhampore on January 27. Dean Richard Stewart, 63, was discovered after someone noticed a “fish” smelling odour coming from flat 45 where he lived. - NZME

Lotto win in dispute A Lotto winner in dispute with his estranged partner over the prize money has lost his third attempt to have an appeal heard in the Supreme Court. Malcolm Edward Rabson has been battling with his former partner Linda Gallagher through the courts for several years. The High Court and Court of Appeal have both upheld decisions that Ms Gallagher is entitled to part of the $1.3 million winnings, and capital gains on houses they bought with the prize money. - NZME

Teacher banned A Hamilton high school teacher who gave pass grades to students whose work had been assessed as “not achieved” has been banned from the classroom. It was the second time Maria Joan Bernadette Leyden had come before the Teachers’ Council disciplinary tribunal on a similar charge. Ms Leyden, a textiles teacher, was charged with serious misconduct during her time at Hamilton’s Fairfield College in 2013. - NZME

Liz Carrick of Ashburton sits in the same armchair for four hours every night. She reads books, watches television, checks emails, and talks to her two daughters on Skype. They are enjoyable activities, but Ms Carrick is no lady of luxury. Her reason for having to stay put for such a long time every evening is that she is hooked up to her home dialysis machine. The full-time Ashburton College teacher has polycystic kidney disease, which caused her kidneys to fail about two years ago at the age of 49. The disease, which causes cysts to develop in the kidneys, is hereditary and has a 50 per cent chance of being passed on to children in the next generation. Ms Carrick inherited it, along with one of her brothers, from their father, while their other two siblings were unaffected. Liz was initially tested for the disease when she was 12, and the result was negative; however a positive test resulted after her blood pressure gave warning signs following the birth of her first child at 26. Heartbreakingly for Ms Carrick, she has recently discovered her two adult daughters have both inherited the disease. They found out when they, secretly without Ms Carrick’s knowledge, investigated whether or not they could be potential kidney donors for their mum, who is on the organ donor waiting list. “I would have had quite a dilemma about taking kidneys from two young women going to have children one day. I had it in my head if one of them had it, the other one could be a donor for them.” For the ancestors in Ms Carrick’s family who have had the disease, it usually results in kid-

ney failure around the late 40s to early 50s. Ms Carrick had a grandparent who died from the disease, during an era before dialysis was available. Ms Carrick said medical science developments held hope for herself, her daughters and future sufferers. Even the improvements in her lifetime had been fantastic. While her father had had to spend hours dismantling and cleaning his dialysis machine after each session, for Ms Carrick it was simply a push of a button and 30 minutes later it was clean. “The machines are remarkable,” Ms Carrick said. Her hope for the future, by the time her daughters are affected, is that artificial kidneys will have been created. She said it had not been too distressing to have the diagnosis of kidney failure when it did happen for herself, as she

had already seen her father go through it. Ms Carrick has recently joined the Ashburton branch of the New Zealand Kidney Foundation, after returning from 16 years overseas. Ms Carrick has largely not let the disease affect her life. She has been teaching in international schools in Bangladesh, China, Singapore and Indonesia. But when in the latter country her kidney function declined to eight per cent, and she was paying US$100 for three to four sessions of dialysis per week. Returning to New Zealand had been a natural decision based on family also being back in the country, and her desire to increase her chances of receiving a kidney transplant. “Everybody has something in their life they have to live with, it just so happens our family has this. Sometimes it can be very lonely because you live this life

Charged after man infected with HIV An Auckland man has been charged after allegedly infecting another man with HIV. The defendant, aged in his 40s, appeared in Auckland District Court yesterday facing one count of causing grievous bodily harm with reckless disregard and one of committing a criminal nuisance by doing an unlawful act. Court documents say between December and January he “failed to take reasonable precaution of a dangerous thing, namely HIV, knowing such an act would endanger the life of [the complainant]”. The man was not given name suppression but police said they would consider an injunction to stop any names being published. Police believed naming him would draw attention to the victim. The defendant is understood to be one of only a handful of people to be prosecuted over such offending. In 2005 the first case of its type came before the court when Lower Hutt man Justin Dalley was charged with two counts of criminal nuisance. But they were dismissed because he used a condom during intercourse. Defendants face the more serious charge of causing GBH with reckless disregard if HIV is transmitted and it cannot be shown there was some concern taken for the safety of the partner, for example by wearing a condom. In 2009, Glenn Richard Albert Mills was facing 28 charges against 14 complainants when he was found dead while on remand in custody. The charges included wounding and attempting to wound with reckless disregard as well as infecting and attempting to infect with a disease. - NZME

eetings are taking place in Ashburton as we grapple with the growing problem of violence on our streets. It’s a national problem, but one that’s hitting home, with most weekends seeing more arguments, more fights. The tragedy of those fights is that rather than the perpetrators ending up bashed and battered, it’s the innocent bystanders, or the individuals who choose to walk home from a bar rather than risk driving who ends up in hospital. Ashburton Mayor Angus McKay has decided it’s time to take a stand, time to clean up our streets. He’s pulled together a group of people most affected by or able to influence what happens in town after dark and he’s looking for answers. Effective ones are hard to find. No matter what time pubs and clubs shut up for the night, the result is the same, hundreds of patrons pour on to the street at the same time, all looking for either another party or a ride home. With that in mind, one wonders what will change when the district’s local alcohol policy comes into force with an earlier closing time of 2am. Different time, same outcome. Likewise the one-way door policy after 1am. That will do nothing to stop the kids who’re tanked to the eyeballs before they come into town. The only effective solution is behavioural change, but that’s a long, slow process. The young people who enjoy fighting on the street and attacking strangers didn’t develop that behavioural abnormality overnight. It was a long time growing. They may never change. It’s with the next wave of young party people that the community can hold any hope of attitudinal change. It’s all about respect and respect develops at home, grows at school and flourishes in the community. Without it we’ll just get more of what we’ve got.

or the 2015/16 financial year (from July 1, 2015) the Ashburton District Council is proposing to increase rates by an average of 6.5 per cent. Rates are one source the council uses to help fund services to our community. Other revenue sources include investment revenue, fees and charges, and subsidies. Local authorities are accountable for every dollar and cent in their numerous budgets which requires meticulous planning and sound financial management to get the balance right. As a council, we are charged with meeting the current and future needs of our community and ensuring that good quality local infrastructure, public services and regulatory functions are provided in a cost-effective way. With the council’s long-term plan out for consultation next month – rates and the associated average increase in rates being proposed – will be a topic that some in the community will be talking about and rightly so. Under the proposed average rates increase of 6.5 per cent, owners of a $250,000 property in Ashburton will see their rates go up an extra $100 from the $1707 they are presently paying. However, not all property owners’ rates will increase by the same amount. Rates on individual properties will vary according to a number of different factors such as location, services received and the primary use of the property. For example, a Mt Somers property owner with a $200,000 property will pay an extra $182 in the next financial year compared to what they are currently paying. However, $115 of this relates to the cost of upgrading their water scheme. In Methven the rates on a $250,000 property will increase by $82 and in Hinds, the rates on a $200,000 value property will increase by $78 in

2015/16. One of the ways your rates are levied is through a uniform annual general charge (UAGC). This rate is the same fixed dollar amount for each property, irrespective of property value. The UAGC provides the council with revenue to spend in the following areas – the library, community grants, public conveniences, arts, culture and heritage, community safety and wellbeing, recreation facilities and services and Civil Defence. Under the proposed 10-year budget plan the UAGC per property for 2015/16 increases

to $430 per property, up from $357. The two main reasons for this shift are the EA Networks Centre’s operational costs and the Ashburton Art Gallery and Heritage Centre project. Of the proposed $430 UAGC, $324 is the rating requirement of these two facilities. The EA Networks Centre is currently rated at $169 per individual property. From 2015/16 this will increase by $37 to $206. The Ashburton Art Gallery and Heritage Centre project goes up $16 from $102 per property to $118 in 2015/16. Any future increases

on these two amounts will be inflation adjustments. The district’s overall rates requirement is expected to be about $31 million in 2015/16, $32 million in 2016/17 and $35 million in 2017/18. The impact of the increases will be reduced by our growing population and the increasing number of rateable properties. For example, in the past two years, 469 building consents have been issued by the council for new dwellings, a positive sign we are heading in the right direction. Crash kills sports stars A group of French sports stars are among 10 people killed in a helicopter collision during the filming of a TV reality show in northwestern Argentina. Champion sailor Florence Arthaud, Olympic gold medallist swimmer Camille Muffat and Olympic boxer Alexis Vastine were among those killed when two helicopters filming the survival series Dropped crashed into each other in rugged mountains in La Rioja province on Monday. “Apparently, the two helicopters collided as they were filming. There are no survivors,” said provincial spokesman Horacio Alarcon. He said weather conditions were good and the cause of the crash was unknown. Eight French passengers and two Argentine pilots died in the crash, a police source said. Provincial officials later said they included Arthaud, 57, Muffat, 25, and Vastine, 28. The series, which was to air on French television channel TF1, involved eight sports stars being dropped into inhospitable environments for an adventure- and survival-themed reality show. Disgraced trainer Tom Noble has been slapped with seven counts of serious animal cruelty by a taskforce investigating live baiting in Queensland’s greyhound racing industry. He was granted bail when he appeared before the Ipswich Magistrates Court yesterday. Outside the court, his lawyer Daniel Hannay said the 68-year-old intended to challenge the charges. The award was made up of $38,350 in Hammond’s lost income, just over $15,500 for legal expenses, $16,177 for the difference in wages from the job she was forced to resign from and her new job, and $98,000 damages for humiliation, loss of dignity and injury to feelings. The tribunal described the breach as at the serious end of the spectrum, with the company’s responses at the hearing as contributing, and hence justifying the large damages award.

he Human Rights Tribunal’s decision that NZCU Bayside breached the privacy of their previous employee Karen Hammond was not a surprise. The level of compensation however was staggering. The awarding of $168k compensation, surpassed the previous highest award by an astonishing $128k. The company admitted to the breach, but their actions were extraordinary. Hammond had posted on her Facebook page a photo of a cake she had baked, iced with the words ‘NZCU F*** YOU’. Only people she had accepted as ‘Facebook friends’ could access the page. NZCU Bayside obtained through coercion, a screen shot of the photo and emailed it to four local recruitment agencies, along with contemporaneous phone calls warning against employing Hammond. Additionally, the Chief Executive sent an email to staff disclosing information about Hammond. The company also placed severe pressure on Hammond’s new employer to terminate her employment, including stating that continuing to employ her would result in significant

What can’t you do with tomatoes?

omatoes are at their red, luscious best at the moment and while many home gardeners will be facing an endless supply of produce, fortunately tomatoes are equally at home raw, in cooked dishes, pickled or preserved. Sauces, chutneys, pastes, purees, they’re all perfect ways to preserve a little bit of summer for use midwinter when the next tomato season seems light years away.

4cm piece ginger, peeled and chopped 250g brown sugar 150ml red wine vinegar 5 cardamom seeds 1/2 t paprika ■ Tip all the ingredients into a large heavy-based pan. ■ Bring to a gentle simmer, stirring frequently. ■ Simmer for 1hr, then bring to a gentle boil so that the mixture turns dark, jammy and shiny. ■ Place into sterilised jars and allow to cool before covering.

Simple tomato relish 1.5kg tomatoes, skinned and chopped 750g onions, finely chopped 1T salt 1 litre vinegar 500g sugar 1/2 t ground cayenne pepper 1t mustard powder 1T curry powder ■ Place the tomatoes and onions in a bowl and sprinkle over the salt. ■ Allow to stand for 12 hours then drain off and discard the liquid. ■ Place the tomato and onion in a large saucepan with enough of the vinegar to cover the pulp. ■ Bring to a boil. ■ Turn off the heat then stir in the sugar, cayenne, mustard and curry powder. ■ Boil until mixture thickens (about 45 minutes to 1 hour), stirring occasionally with a wooden spoon. ■ Then bottle in sterilised jars and cover well. The relish will keep for several months.

Tomato sauce 6kg ripe red tomatoes 4 apples 2 onions 2T allspice 2 cloves garlic, crushed 1 1/2 kg sugar ground black pepper 1 litre malt vinegar ■ Wash and chop tomatoes and apples, skins included. ■ Chop onions. Tie allspice and garlic in a muslin bag. ■ Boil all ingredients together slowly for two hours, stirring frequently. ■ When cool, discard muslin bag and put sauce through a sieve, or use a food processor. ■ Bottle in

warm, sterilised bottles when cool.

Roasted tomato soup 1kg roma tomatoes, halved 2T olive oil 3 sprigs fresh thyme 1 medium brown onion, chopped 2 garlic cloves, crushed 200g potatoes, peeled and cubed 2T tomato paste 2t brown sugar 2C vegetable stock ■ Preheat oven to 220°C/200°C fan-forced. ■ Place tomatoes on a baking tray. ■ Drizzle tomatoes with half the oil and top with thyme. ■ Season with salt and pepper. ■ Roast for 15 to 20 minutes or until tender. ■ Heat oil in a saucepan. Add onion, garlic and potato. ■ Cook, stirring occasionally, for 5 minutes. ■ Add tomato paste and sugar.

■ Stir in stock and 1C cold water. ■ Cover. Bring to the boil. Reduce heat to low. ■ Simmer, for 15 minutes or until potato is just tender. ■ Add tomato to stock mixture. ■ Blend soup until smooth. ■ Sprinkle with thyme. Serve soup with crusty bread.

Semi-dried tomatoes Any quantity of tomatoes Olive oil for brushing and covering Basil or oregano for topping ■ Heat oven to 140°C. ■ Halve tomatoes and arrange over a baking sheet, cut sides up. ■ Brush lightly with olive oil and put a small piece of shredded basil or oregano on each. ■ Sprinkle with seasoning and bake for 2-3 hrs, depending on size, until semi-dried. ■ Pack into jars and pour over olive oil. ■ Use for salads, sauces, pizza and pasta. ■ Store in the fridge for up to a week.

Tomato paste ■ Place all the tomatoes on a big baking tray. ■ Add some garlic cloves and a few chopped onions. You could add red peppers. ■ Add a bit of rosemary, thyme or a bay leaf. ■ Liberally dress with olive oil. ■ Roast in a medium oven, stirring occasionally. ■ When soft and collapsing, allow to cool and blitz to a smooth paste in a blender. ■ Force the paste through a sieve, using a wooden spoon to extract all the goodness and remove any twiggy bits. ■ Freeze this concentrated tomato in small portions and use to add to sauces, stews or soups.

Pasta or pizza sauce 2T olive oil 1 onion, finely diced 2 cloves garlic, chopped 6 large ripe tomatoes, peeled and coarsely chopped 2T tomato paste 1T chopped fresh oregano or basil Salt and freshly ground black pepper 1t sugar ■ Heat a saucepan, add oil and onion. Cook over a medium heat for 10 minutes until onion is softened but not coloured. ■ Add garlic and cook for 1 minute more. ■ Add tomatoes and any juice, and the tomato paste. ■ Cook over a medium heat for 10 to 15 minutes until liquid is reduced and sauce thickened. ■ Stir in oregano or basil and season with salt and pepper to taste. ■ Freshly-made tomato sauce can be frozen for up to six months.

Silver spoons made into jewellery

The structure and quality of commemorative silver spoons grabbed the attention of artist Pam Burdett about two years ago. The Ashburton Society of Arts patron and primary school relief teacher has a lifetime of creative work behind her. It has included sewing, macramé, cane work, papier mache, collage and print-making, and she attends the society’s mixed media classes on Mondays. Two years ago she decided to make jewellery, being particularly inspired by the distinctive look of commemorative and souvenir silver spoons. She gathers these from op shops and friends who give them to her, and then sets about removing the souvenir tab and cutting and filing the spoon, so that either the spoon or handle end becomes the framework for a piece of jewellery. She then fills up the piece left by the tab with beads and other items. It is an amazing transformation which sees a former decorative item of cutlery turned into an attractive pendant. Miss Burdett also makes brooches and will use wooden discs as a base, attaching all manner of items from beads, charms, coins, found objects and bits of chain. She said some of her work had a steam-punk feel, while other pieces were more traditional. She sells her work, priced up to $21 per piece, at cash and carry exhibitions, and has sold some at the society’s summer exhibition at the Short Street Studio. “It’s a point of difference and it makes it more distinctive than a bought ready-made frame,” she said of her work with commemorative spoons. In addition to being an artist herself, Miss Burdett is a collector of prints and keen visitor of art galleries.

Bangladesh celebrates Cricket-mad Bangladesh has erupted in joyous celebration at the national team’s dumping England out of the World Cup, with fans hailing the dramatic victory as the country’s greatest sporting triumph. Impromptu victory processions broke out across the country, with some of the loudest celebrations taking place at Dhaka University where around 5000 people had been watching the match in Adelaide on a big screen. The Tigers have been international cricket’s whipping boys for much of the last two decades and few experts expected them to get out of a group that included joint hosts New Zealand and Australia, as well as Sri Lanka. - AFP

Starc ‘unnerving’ Australia’s World Cup pace talisman Mitchell Starc is more feared than South African strike duo Dale Steyne and Morne Morkel according to George Bailey. The former Australian shortform captain has largely had to view Starc from the sidelines this World Cup, playing in just the opening clash with England before Michael Clarke came back into the side. But Bailey very much likes what he sees. “I would say he’s more feared,” Bailey responded when asked whether Starc was starting to be considered in the same league as Steyne and Morkel. “He’s got some really specific skills at the death that very few guys in the world are able to produce. NZ cool, calm, confident If you take the senior New Zealand cricket figures at their word, they have barely a care in the world right now. In a sense that’s fine. After all, they’ve played five World Cup games, won them all - and all bar one by a distance and the highest score put up by opponents is 233. Life is good as they charge towards the quarter-final in Wellington on March 21. Witness coach Mike Hesson’s remark on Monday, when asked if a small part of him would like to see his bowlers extended as preparation for the knockout stages, and the toughest games of the cup: “I’m quite happy chasing 150.” Or Daniel Vettori’s gentle chiding that the idea of boxes needing a tick ahead of the Afghanistan game on Sunday existed only in media minds. Just keep winning seems to be the mantra. Maybe things can get overcomplicated at times. Forget the idea that certain batsmen aren’t in the pink of form, or others could benefit from a decent length of time at the crease. Keep doing the business and everything will take care of itself. If New Zealand rattle along with their admirably positive philosophy and lift the World Cup in Melbourne on March 29, they might fancy giving a “yah boo sucks” to those who ponder issues as mundane as form and opportunity. players yesterday clears up expect the same approach to be taken. And if that means the middle order get precious little time at the crease, or the support bowlers aren’t required, so be it. But it’s worth remembering

that among the middle-lower order, Ross Taylor has faced just 90 balls in five matches, scoring 53 runs; Grant Elliott 94 for 77 runs; wicketkeeper Luke Ronchi only six overs for 47. Dan Vettori has faced seven balls, Adam Milne five, Trent Boult two - albeit very important balls, against Australia and Tim Southee one. The bowlers have done their job too well, and you can scarcely ask them to ease off. Nor can it be suggested to Kane Williamson, young greedy guts with 182 balls faced, or Brendon McCullum with 239, to allow the others a turn. That makes no sense. The four leading bowlers, Southee, Boult, Vettori and Adam Milne, have delivered 172.4 overs collectively, and taken 42 of the 50 wickets New Zealand have picked up in their five games. Golden arm allrounder Corey Anderson has taken the other eight from only 17.1 overs. Support bowlers Elliott and Williamson have barely been required, with four overs between them. Afghanistan’s innings of 186 lasted 47.4 overs, the longest time New Zealand have been kept in the field in the cup. The game will step up a gear after Friday. As Vettori said: “Get through to the quarter-final stage and that’s where it really starts.” New Zealand’s firm message is that they’re fine, all is well, and they will simply keep rolling along. - NZH

England ‘an embarrassment’ at World Cup By Dylan Cleaver So England became the first punchline of the World Cup. A team not lacking in talent, England proved admirably that planning and purpose have as big a role to play, than being able to play a cover drive or bowl a nip-backer on a good length. It is difficult to conceive that a team with that many resources, in every respect, could botch a campaign so badly … but they did. In scenes reminiscent of plane loads of Kiwis turning up to Paris for the semi-final of the 2007 Rugby World Cup only to learn upon landing of the Cardiff Calamity, hundreds of English will today be landing in Sydney all dressed up but with nowhere to go. This World Cup was designed

so that the big teams couldn’t possibly miss the quarter-finals, so to do is one heck of an effort. Speaking to a prominent cricketer last week, they were of the opinion that England had turned up with a game plan that could be explained as thus: “The batsmen should score runs and let’s hope the bowlers take wickets.” They were clearly gobsmacked not at how badly England were playing, but how they were playing. It is incredible, with all the data and analysis available to even the less wealthy nations (read, New Zealand), that England could turn up and think a top-order that contained Ian Bell, Moeen Ali, Gary Ballance, Joe Root, Eoin Morgan and James Taylor, was going to be capable of posting the sort of

totals that are competitive in modern one-day cricket defies belief. All the other big teams - India, Australia, South Africa, Sri Lanka and, yes, New Zealand are thinking 320-340; England were still thinking 260-280. Finally England got proactive on Sunday night, bringing in the big-hitting Alex Hales

for balance, but they didn’t open with him, where he could have set the tone. Instead England got perfectly pleasant batting from Ali and Bell. Jos Buttler, a man capable of lighting up attacks, remained under camouflage at No 7 for the tournament. No, England’s star bowlers didn’t perform. It was a horror tournament for Stuart Broad and James Anderson, but they could have been bowling somewhere close to their peak and they would have struggled to defend England’s ultra-conservative batting approach. So England and their mostly wonderful fans will have to content themselves with a final Pool A hit-out against Afghanistan, a match that should be a decent, even contest. And that’s no joke. - NZME

Applications are now open for the Creative Communities New Zealand Ashburton District Scheme for funding towards arts and cultural projects in the Ashburton District. ‘Open to offers’ says Barker BY DANA JOHANNSEN Dean Barker is not ruling out a shift to another America’s Cup syndicate after parting ways with Team New Zealand. Team NZ confirmed yesterday the long-serving skipper rejected a new coaching position, effectively ending his 20-year career with the Kiwi syndicate. A disappointed Barker said he believes he still has a lot of value to offer in an on-board role and would be open to offers from other Cup teams. “I’ve made it very clear from the very beginning that I want sail, that’s what I do.

“I’m a sailor and I want to compete. “Unfortunately I can’t do that any more with Team New Zealand. If the opportunity to race with another team arose I would certainly look at it,” he said. “Right now I just need to take some time to think about my future and what’s next.” Barker said he did not expect other members of Team NZ to follow him out the door as a result of what has happened. “I’ve only ever been one part of the team. “I’m not asking or expecting any members of the team to leave as a result of what has

happened, I sincerely hope that is not the case,” he said. “All I can do is wish Team NZ all the best and move on.” Following the team’s heartbreaking 9-8 loss to Oracle Team USA in the 2013 America’s Cup, Barker re-signed with Team NZ in a sailing director role. But the news the 35th America’s Cup will be held in Bermuda forced Team NZ to undergo an extensive restructure late last year to slash some $20 million from their budget. As a result of the restructure Australian multihull specialist Glenn Ashby, the team’s wing

trimmer in San Francisco, was given the sailing director role and will serve as back-up helmsman to young sailing star Peter Burling. Having been squeezed out of a position on the boat, Barker was offered a back office role as performance manager/coach - a job he made clear he had no interest in doing. “We are disappointed that we have lost Dean from the team and hold him in the highest regard, but he has made it clear throughout this restructure process that he saw he was best suited to a role on the water as skipper or sailing director,” said
