Property owners in the Ashburton District whose earthquake repairs were managed by Fletchers are about to get a nasty surprise in the mail. EQC has signalled to the 69,000 owners who were part of the Canterbury Home Repair Programme (CHRP) that they still have to pay an insurance excess for that work of between $200 and $600. The calculations are being done and the bills will be in the mail over the next month. Customers who were cash settled had their excess deducted from original payments and it was an issue of fairness that CHRP customers also paid an excess, EQC acting general manager customer claims, Michael Price said. Several home owners have contacted the Guardian saying they were un-

aware EQC would be seeking to claw back excess payments, but Mr Price said that had always been the deal. All CHRP customers were advised about excess as part of the Welcome to CHRP pack and Fletcher EQR communicated the need to pay an excess with all customers, he said. “But we are conscious that with excess payments being invoiced some time after home repairs were completed, some people may have forgotten this requirement.” Affected home owners have been sent advance warning that a bill is on the way. This spells out very clearly that even if you have sold the home on which the repairs were carried out, the bill will still come to you and you will be responsible for ensuring it is paid. The delay in claiming the excess came because EQC was focused on repairing homes rather than claiming insurance excess, Mr Price said. “It was important to get on and do the work and not wait for homeowners to pay the excess before starting work as this would have led to further significant delays in getting repairs completed.” With 98 per cent of CHRP home repairs finished or under way, Mr Price said recovering the excess from homeowners was part of completing the work programme. The excess included cash payments made for damage to land and contents as well as buildings. Clients who do not have an excess to pay will also receive a letter confirming this.
