Mid Canterbury farmers are feeling vulnerable and nervous over Government plans to restrict irrigation and farming expansion in favour of faster environmental gains, says Mid Canterbury Federated Farmers president David Clark. He said many farmers were already farming with water and nitrate leaching limits aimed at improving water quality and quantity but some of the restrictions contained in the Essential Freshwater Action Plan, released last week, would be hard to achieve. Environment Canterbury rules have already effectively halted dairy conver-
sions on the Hinds Plains and Clark says proposed new blanket rules around nitrate leaching would mean arable farmers would be unable to supply enough nitrogen to growing crops, like wheat. “The wheat that is grown to make toast requires nitrogen to drive plant growth, whether it is nitrogen fixed in the soil or applied. With those blanket restrictions I don’t yet see a pathway for me as an arable farmer to comply with some of the restrictions in the plan.” He said farmers were sick of being painted as environmental villains for political gain. The Mid Canterbury district would also suffer if farmers had to reduce stock

numbers, he warned. Fewer stock meant less income for the farmer, with a knock-on effect to those people who supplied winter grazing or supplementary feed. There would also be less to spend in town. In turn, land values would drop, which would be worrying for those with high debt, he said. “I have a view that the policies we are seeing coming out of government at the moment are going to cause an ’80s style collapse in confidence in agriculture.
