As we finished up the fiscal year there were truly unprecedented, first-in-a-generation efforts underway to support the new administration's goals around aging infrastructure with an eye on the environment, dams and dam safety. ASDSO was at the table in these efforts, supporting partners and providing leadership and technical knowledge. I could not be prouder to have witnessed the boundless energy displayed by my ASDSO team members in these efforts. As of the writing of this letter to the ASDSO and dam safety communities there is full blown optimism for the impacts nearly a years’ worth of efforts have made toward positive transformation of the practice of dam safety in the US. There are opportunities before us like most of us have never known. I am confident that ASDSO leadership, staff, volunteers, and members of the dam safety community are up to challenges ahead. We are well positioned to seize the opportunities and overcome the challenges on the road toward building a dam safety community of practice for the 21st century.

As I reflect on FY 2021, I first want to acknowledge the patience and hard work required as we continued to adjust to changes brought on by the COVID-19 pandemic. It was a challenging time for many, and I want to express my sympathies for our members who suffered personal losses due to the virus. For most of us, the importance of our professional and personal communities has come quickly into focus.

Building these connections and finding new opportunities and methods to communicate have been at the forefront of many ASDSO activities this year. ASDSO leadership and staff used new and existing tools to foster a collaborative community of professionals. Most visibly, we pivoted to develop a full agenda of online and virtual training and execute seamlessly our first fully “virtual” annual conference. In addition, the Board of Directors, staff, and volunteers joined multiple partners and collaborative efforts around many and varied topics, including climate change, aging infrastructure, river health, the dam safety community of practice, the ASCE report card on dams, the FEMA HHPD rehab funding program, improving states programs, information sharing and Uncommon Dialogues. My take-away for the 2020 fiscal year was a year of firsts. This most recent fiscal year, As Dory said in Finding Nemo, “Just Keep Swimming!” There were so many goals still on our plate, and the issues and support needed were still important, regardless of the roadblocks that the pandemic put in our way. I’m happy to present this Fiscal Year 2021 Annual Report to you. As I cannot emphasize enough, I acknowledge and thank our dedicated leadership, staff and membership for keeping us on-mission. Thank you to everyone who contributed to a successful year. I want to specifically acknowledge and thank President Bill McCormick for his tireless work this past year. Bill never said no to a request for an interview, presentation or speech. In March, as part of the release of the 2021 Infrastructure Report Card, ASCE convened a program of elected officials, decision-makers, and thought leaders to discuss solutions for raising our infrastructure GPA. Bill was invited to speak on behalf of ASDSO at the event as part of one of the live, virtual sessions entitled, Revisiting Risk for Aging Dams and Levees. Bill represented ASDSO at several other virtual events and had time to assist with several legislative advocacy issues, primarily with ASDSO’s efforts to push for introduction and passage of the PRECIP act, which could inject federal leadership and funding back into updating federal precipitation forecasts and mapping. In looking back at FY21, we were able to improve our financial position due to successful virtual conference and training income, the generosity of our donors, and support from one-time COVID relief programs. This enabled us to look at our wish list of projects and add funding for those projects into both the FY21 and FY22 action planning cycles. Please take a moment to review our work together and thank you for providing us with your membership dues, volunteer time and overall support for the mission. OFFICIALS

Here are some highlights of committee work this past year:

Any member can contribute and make a difference. More than 400 volunteers served on 24 standing committees and 6 task groups and interest groups last year. Many members serve on the DHS Dams Sector Coordinating Council, the National Dam Safety Review Board, and the US Levee Safety Coalition.

In May 2021, the Dam Failures and Incidents Committee released an update to the Dam Failure and Incident Investigation Guide.

A big thank you to all of our board, committee, task group and interest group volunteers; and, to those serving on the national advisory boards.

THE VALUE OF VOLUNTEERISM

The Technical Journal Editorial Committee produced four issues of the Journal of Dam Safety in FY21, each with three technical articles. There were more than 40 authors who contributed to the journal this year and many more who volunteers as article reviewers. This year the Quarterly Book Review was introduced as a part of each issue to share reading recommendations and promote lifelong learning in the dam safety industry.

The guide shares lessons from previous dam incident and failure experiences and is designed to assist State dam safety agencies and dam owners in making good decisions during the chaotic and high stress period during and following a dam failure or major incident. The guideline can be found at Damsafety.org/2021-DF-Guide.

JOURNAL OF DAM SAFETY

NEW MEMBERS ON THE ADVISORY COMMITTEE

Thanks to the work of the Public Safety Around Dams Committee, ASDSO was able to support the American Society of Civil Engineers Environmental & Water Resources Institute in declaring April 2021 as Low Head Dam Public Safety Awareness Month. The designation was meant to draw awareness to the safety hazard posed by low head dams to swimmers, kayakers, or other river goers, who may not recognize these structures and the turbulent currents they may cause.

John Moyle and Technical Specialist Mark Ogden heavily contributed their time and expertise to the creation of the report card on dams. In addition, as part of the report’s release, President Bill McCormick joined a live panel and discussed topics include planning for and communicating the risks of our dam and levee systems, and solutions to make our communities more resilient. Thank you Bill, John and Mark for volunteering their time and knowledge towards this effort. ASDSO MEMBERS SUPPORT THE ASCE INFRASTRUCTURE REPORT CARD

TECHNICAL KNOWLEDGE BASE (TKB) TASK GROUP

The mission of the TKB Task Force was to assist in identifying the scope, challenges, and level of effort needed to develop a TKB for dam safety officials. The TKB is envisioned to be a living technical resource to provide dam safety engineers access to sound technical knowledge, current design standards, and best practices in a well-organized, vetted, widely available, and easily searchable source. In January 2021, the task force completed its mission and provided a report to the ASDSO Board of Directors recommending the development of a website. The board followed the recommendation and a request for proposals was issued. Development of the project will begin in FY22. The task group will now operate as a subcommittee under the Dam Design and Construction Committee.

Over the coming years, we hope to continue supporting the efforts and create a robust public outreach campaign. In January 2021, the ASDSO Advisory Committee (AdCom) added Eric Halpin (formerly with the USACE), John Ritchey (French & Parrello Associates, formerly with New Jersey Dam Safety), Dusty Myers (Eagle Creek Renewable Energy, formerly with Mississippi Dam Safety), Steve Jamieson (W.W. Wheeler & Associates), and David Gutierrez (GEI Consultants, formerly with California Dam Safety) to its already impressive roster. We look forward to working with each of them for years to come. Thank you, also, to Steve Verigin (GEI Consultants, formerly with California Dam Safety) who stepped off the AdCom this past year.

The American Society of Civil Engineers (ASCE) released its 2021 Report Card for America’s Infrastructure in March 2021. ASCE releases a report card every four years and assigns grades for 17 infrastructure sectors, including dams and levees. LEGISLATIVE ADVOCACY

FY21 Goals: In December 2020, Congress passed the Water Resources Development Act of 2020 (WRDA 2020), which included needed improvements to the National High Hazard Potential Dam (HHPD) Rehabilitation Act. ASDSO worked with our partners at ASCE and ASFPM in coordination with staff from Senator Feinstein's (CA) office on these changes, which will streamline and improve the implementation process for the grant program. Provisions were added requiring FEMA to provide more guidance to recipients on how to create hazard mitigation and floodplain management plans. And new provisions will allow small hydropower producing dams –minor waterpower projects as defined by the FERC – to be eligible for these grants.

As the FY21 year closed, an unprecedented amount of federal legislative focus was on dams and dam safety. The soon-to-benamed bipartisan Infrastructure Investment and Jobs Act was moving through Congress and included approximately $800 million to upgrade the work of the National Dam Safety Program at FEMA. The 21st Century Dams Act had been introduced in both Houses of Congress. And legislation was introduced to bring the federal government back into the business of providing PMP data based on current science. The PRECIP Act, if passed, would give engineers and dam owners modern tools for better decisionmaking and budgeting.

31ASSOCIATION OF STATE DAM SAFETY OFFICIALS COLL ABORATI ON MOVES THE ASDSO MISSION FORWARD: THE UNCOMMON DIALOGUE COALITION

The success of the ASDSO legislative advocacy efforts took a big step forward in FY21 when we joined what became to be known as the Uncommon Dialogue Coalition. This group of non-profits, organizations and companies organized by the Stanford University Woods Institute, the Stanford Steyer-Taylor Center for Energy Policy and Finance and the Energy Futures Initiative began working together to, among other goals, make recommendations on and advocate for spending in a federal infrastructure package and related legislation to advance dam safety, the clean energy and electricity storage benefits of hydropower and the environmental, safety, and economic benefits of healthy rivers. In October 2020, ASDSO joined the following members of the Coalition in signing a joint statement of collaboration to focus on improving dam safety, renewable energy and river conservation and to address climate change as it affects these issues. This collaboration launched the most ambitious effort that ASDSO has ever challenged itself to take on to push for more federal funding into dam safety at the federal level.

ASDSO worked with local and national partners again this year in Georgia to oppose a Senate Bill that could have decreased public safety. The bill, like one introduced in 2020, sought to address Hazard Creep for Category II dams in Georgia by implementing a remedy to harden potential downstream structures so upgrade or removal of the Category II dam is not necessary. The bill would have likely decreased public safety and had the unintended consequence of attracting people into areas downstream of dams. ASDSO sent letters to members of the Georgia Senate Committee on Natural Resources and the Environment expressing our opposition to the bill. The bill did not proceed after failing to receive a vote in the committee. We want to thank our partners at ASCE, ASFPM, TNC, Chattahoochee River Keepers, and others for their assistance in opposing the bill.

ASDSO WORKS WITH PARTNERS TO DEFEAT GEORGIA LEGISLATION AND PASS LEGISLATION IN MAINE provide our view of the national issues and potential solutions in a new and detailed format, the website now offers a Roadmap to Success. We encourage our members to read this and think about ways that you can also provide support. first step is simply to contact your lawmakers, both federal and state, and talk to them about the importance of strong dam safety programs. ASDSO worked with local partners in Maine to support a bill to study the state's dam safety effort and provide a path forward to help assure that the citizens of Maine, their property and the environment are protected from catastrophic dam failure. Among other things, the bill required an ASDSO Peer Review for the Maine program. ASDSO provided assistance to partners and the bill’s sponsor in crafting the bill and consulted with the Maine Emergency Management Agency to gain support for the study. The bill received strong support in the Maine legislature and was passed into law in June 2020. We want to thank Representative Art Bell for his vision for this study bill and our partners at Maine Rivers, The Nature Conservancy, Maine ASCE and others for their support.

The ASDSO Peer Review of the Michigan dam safety program was different than most. Due to social distancing guidelines. the review was virtual. The team came together at ASDSO headquarters and did the full review virtually with the Michigan staff and leadership. This was a high-profile review following the Michigan Department of Environment, Great Lakes and Energy’s (EGLE) announcement that this peer review was required as part of its efforts to bolster the dam safety program following the Edenville and Sanford dam failures in May of 2020. In addition to the review itself, the team volunteered their time to provide the Michigan legislature with a summary of the report as part of a 2020 committee hearing.

DAM SAFETY RESOURCE DATABASE

ASDSO continued to update and improve the Dam Safety Resource Database. It currently contains more than 13,000 references to works related to dam safety from the late 1800s to the present. These works cover a wide variety of dam safety topics including technical

DAM FAILURE CASE STUDIES AND LESSONS LEARNED ASDSO’s Dam Failures Website includes links to individual case studies as well as lessons learned pages that summarize historical dam incidents and failures and the valuable information gleaned from them. Each page contains a background and description, photographs, videos, best practices, and other resources related to the case study or lessons learned being addressed. This year, ten new dam failure case studies and lessons learned were added to the website. Thanks go to the National Dam Safety Program for funding support. DamFailures.org

NEW AND UPDATED ONLINE RESOURCES

ASDSO continued to maintain the Dam Safety Incident Database, a searchable, online collection of more than 1000 records of failure and nonfailure incidents. Each record has basic information on the dam safety incident such as incident date, type, driver and mechanism. There is also information on downstream consequences such as evacuations, deaths, damages, etc. The majority of the incident records have been collected from state programs following the year in which they occurred. Some states have been able to provide historic incident information and ASDSO will continue to obtain as much information, both current and historic, as possible. The database is not considered comprehensive of all dam safety incidents, both historic and current, and reflects only the data that ASDSO has been able to collect. Much of the identifying information on specific dams is obtained from the National Inventory of Dams. DamSafety.com/Incidents

TRAINING CENTER In addition to the live broadcasts, ASDSO has more than 100 On-Demand webinars available. The robust webinar program provides dam and levee safety professionals with the opportunity to expand their professional knowledge through a wide range of training geared for all levels of experience. The Training Center also includes the ASDSO Program of Study, a road map developed by a committee of dam and levee safety professionals for educating those working in the dam safety engineering community. PUBLIC SAFETY AT DAMS RESOURCES Each year, dozens of lives are lost at dams on America’s waterways. People are often unaware of the dangers, or they underestimate their risk of falling victim to them. It may be a case of a simple lack of knowledge, reckless behaviors, lack of warning, or just being in the wrong place at the wrong time. Regardless of the cause or intention, outings on waterways can end in tragedy.
