A Look Inside the ASBA Board of Directors

I

was elected by my fellow Maricopa County school board members to serve a two-year term as their ASBA County Director beginning in 2010, and by virtue of that designation I became a member of the ASBA Board of Directors. At the end of my first year as county director I was elected by delegates from member districts throughout the state to the executive committee of the board, first as secretary, then president-elect. And it’s been my honor and privilege to serve as president of the ASBA Board of Directors this year. Over the years, I’ve been asked one particular question numerous times: “What do you do as an ASBA board member?”

I admit I had the same question when someone suggested I run for Maricopa County Director. Was it like serving on my local school board, only at the state level? The legal answer, I discovered, is no. Unlike a public school district, which is a political subdivision of the state, ASBA is a private, non-profit organization. For that significant reason alone, it’s easy to understand why the role of the governance body is different. We do not represent the public, but rather we make decisions to ensure the health and vitality of this private, non-profit organization, so that its members – who do represent the public as locally elected school board members – can be effective in their efforts to continuously improve student achievement. Some similarities do exist, however, between service on the ASBA board and your local governing board as you’ll see as you read on.

The primary responsibilities of the ASBA county directors and executive officers who serve on the ASBA Board of Directors are these:

To act as a trustee of ASBA’s assets, including approval of annual budgets, and ensure the associ­ ation remains fiscally sound. (Great news: It is!)

To ensure legal compliance and that statutory re­ quire­­ ments are met, especially those related to the association’s tax-exempt IRS status, which is 501(c)(3).

To hire and evaluate the executive director and establish internal policies.

To define the organization, set its strategic direction and evaluate its success in carrying out that mission. (If you were at the Summer Leadership Institute, you know that I would define this as “leadership-ing.”)

To be an ambassador and generate good will for ASBA. (This has been a personal priority for me, as is ref lected in the theme I have embraced during my year as president: “ASBA and You: Working Together for Success.”)

To ref lect the community served – locally elected governing boards and the students who attend the schools in their oversight. (It was a real privilege to meet with board members from Apache County at the Summer Leadership Institute and hear from them about opportunities and challenges they’re encountering in their area.)

Who Serves on ASBA’s Board of Directors?

The ASBA Board of Directors is composed of five executive officers and 17 County Directors— one for each county in Arizona, with two for Pima and Maricopa counties due to their higher populations. Officers are elected to one-year terms by the full membership at the ASBA Annual Meeting. County Directors are elected by membership within each county to two-year terms at the County Workshops. (Occasionally, in the case of a mid-year appointment, an election may be held for a one-year term.) All members of the ASBA Board of Directors must be current school board members.

The chairs of the ASBA Hispanic-Native American Indian Caucus and the ASBA Black Caucus also serve on the board of directors, as does any Arizona school board member who serves on the board of directors of the National School Boards Association.

Last, but not least, members of the ASBA Board of Directors must do this all with “due care,” by preparing for and attending meetings and actively participating in decision-making, examining financial statements, and avoiding personal and professional conf licts of interest.

(Sound familiar?)

In late September, ASBA will hit the road as we do each fall, traveling from county-to-county over a five week period to meet with association members in their home counties. The annual ASBA County Meetings provide an excellent opportunity for local school board members to network with one another. They also provide opportunities for staff and members of the ASBA Board of Directors to inform members of the work the association is doing on their behalf and to learn how we can serve you even better.

In addition, board members’ training accomplishments are celebrated and elections for ASBA County Directors are held. ASBA County Directors host the meetings and at least one executive officer of the board attends. We hope to see you there! Together, we will build ASBA into an even stronger organization and elevate our public schools into world-class hubs of learning and achievement.

Building a Solid Foundation for All Our Children

I

n this edition of the ASBA Journal, we take a close look at the need for early childhood education as an essential component of our school reform efforts. We also look at how essential boosting literacy, especially early literacy, is to sustained student success.

As you likely realize, Arizona eliminated all revenue support for full-day kindergarten in 2010. All-day kindergarten had a bumpy phased-in start that began in 2005. Funding for full-day kindergarten was prodded into place by Democratic Gov. Janet Napolitano for the state's poorest schools in 2005 and for all schools by 2007.

Its demise came quickly when lawmakers cut the $218 million in program funding. While this was done in the face of massive budget cuts by our state government, the impetus to return this valuable resource to the children and families of our state has not risen to the level of concern commensurate with the need.

New studies tell us that achievement disparities between disadvantaged children and their peers can be documented as early as nine months of age. Research also tells us how to design high-quality early childhood programs to enable all children to build a solid foundation for school success and lifelong learning. For years we have known that kindergarten is too late to begin efforts to equalize education opportunity. Now the evidence is indisputable: We can save money, reduce school failure, and enhance children’s lifelong success and productivity by improving learning opportunities for infants, toddlers and preschoolers.

“Consider that a child from a high-income family will hear 30 million more words within the first four years of life than a child from a low-income family. The word gap continues to widen as children start elementary school, when it becomes a literacy gap. The content of conversation children hear from birth to school attendance directly affects their academic success,” says Dr. T. Berry Brazelton, professor of pediatrics at Harvard Medical School.

The Council of Chief State School Officers (CCSSO), which is comprised of the 50 state superintendents or secretaries of education, knows of the need. In their policy statement, titled “A Quiet Crisis,” they write: “A quiet crisis is threatening the future of America.

Deeply rooted achievement gaps and shortfalls, and a lack of high-quality early learning opportunities compromise the potential of too many children.

America vows to be the country of hope and opportunity for all, but it fails to fulfill this promise to our youngest citizens. We celebrate their birth, but then wait to see if they succeed in school before we pay attention to their strengths and needs.

Unlike many other countries, we fail to make the most of the opportunities to foster children’s lifelong motivation and engagement in learning through exploration, discovery, and discussion in the early learning years.”

The ASBA 2014 proposed Political Agenda reinforces these thoughts with a position statement to support the funding of voluntary, full-day kindergarten, lining up our political agenda with current thought in educational research while also honoring the heartfelt needs of our members.

The CCSSO established the following policy positions as advice to the education community and policymakers:

Building coherent, integrated state early childhood systems instead of a collection of categorical programs.

Defining policies and advocating for funding to provide the highest of quality in all early childhood classrooms and settings.

Aligning the early childhood system with K-3 schooling and beyond.

Crafting a new state-federal fiscal and policy partnership to advance high-quality early child­ hood learning opportunities for all children, with a concentration on those most at risk.

Clearly these leaders know what is at stake and what is necessary to provide for a brighter future for all of our children. We as leaders in the state of Arizona must heed this call to action to elevate the discussion of school reform and, indeed, leave our state, families, and children with a brighter future.

NEWS ASBA County Meeting schedule set Each fall ASBA holds meeting for its members in all 15 Arizona counties. This year’s County Meetings begin Sept. 23 in Maricopa County (hosted by Washington ESD) and round up on Oct. 24 in Yuma County (hosted

by Yuma UHSD). The meetings provide an opportunity for ASBA and its elected County Directors to share issues and solutions to local challenges with members of other boards in their areas. Board member training accomplishments are celebrated with awards. (Board presidents and superintendents have been emailed a list of those who will be receiving awards. Please do all you can to ensure that they attend to receive this recognition.)

In addition, elections will be held for ASBA County Director seats (see page 8).

Administrative professionals who support the board now connected through moderated listserv Nearly 50 administrative professionals who support the governing board and superintendent in their school districts are now connected to each other through an ASBA-moderated listserv. The purpose of the listserv is to enable members of the group to share best practices and ask questions of each other and ASBA staff related to their duties and the work of the board. The listserv was launched in June at ASBA’s first-ever workshop for these essential staff members. Additional learning opportunities will take place in the year ahead. To join the listserv, administrative professionals should email ASBA membership services coordinator Shirley Simpson at ssimpson@azsba.org.

Cochise, Red Mesa recognized by ASBA Safety Committee for outstanding records The ASBA Safety Committee and SCF Arizona have proudly recognized two Arizona school districts for their outstanding safety records. For more than two decades, ASBA has recognized specific districts that have made strong commitments and taken an active role in reducing employee accidents and injuries.

The 2013 winners of ASBA Safety Awards are: Category 1: Premium less than $50,000 and a maximum loss ratio of less than 1 percent – Cochise Elementary School District Category 2: Premium range of $50,000 - $100,000 and a maximum loss ratio of 4.5 percent – Red Mesa Unified School District The award was presented to Red Mesa USD at the ASBA Summer Leadership Institute in July. Representatives from Cochise ESD were unable to attend the event.

Elections for 12 ASBA County Director seats to be held Elections for ASBA County Directors, who serve on the ASBA Board of Directors, will be held this fall for the following 12 counties: Apache, Cochise, Graham, Greenlee, Maricopa (one of two seats), Mohave, Navajo, Pima (one of two seats), Pinal, Santa Cruz, Yavapai and Yuma. The elections will be held at these respective ASBA County Meetings. (See page 10 for dates and host districts for all 15 county meetings.) Those elected will serve two-year terms with the exception of the Mohave, Santa Cruz and Yavapai county directors, who each will serve a one-year term as a result of the mid-term appointment of that county’s currently serving director.

Those interested in running or nominating someone to run for an ASBA County Director position should complete and submit the online nomination form at www.azsba.org/director-nomination by noon on the Friday before the election/meeting date so that names can be printed on an official ballot. Nominees must be present at the meeting. Nominations may also be made from the f loor. Recognizing Excellence

ASBA annual awards program gets underway It is time once again to recognize excellence in the people and programs in Arizona’s public schools through ASBA’s annual awards program. Honors are bestowed upon board members, students, and at the district level, and are presented at the ASBA-ASA Annual Conference. This year’s annual conference is scheduled for Dec. 11-13 and once again will be held at the Biltmore Conference Center in Phoenix. Full details about this year’s annual awards program will be mailed to ASBA members in early September. In addition, full details and all nomination/entry forms are available at www.azsba.org/annual-awards. Submissions must be received no later than Friday, Oct. 25, 2013.

Groups create fund to assist families of Yarnell 19 through school-age years Arizona’s leading education organizations, including ASBA, have launched a long-term, statewide, communitygiving effort aimed at providing the financial assistance necessary to meet the full-range of education needs of the children and families of the 19 hotshot crew members who died in June fighting the Yarnell Hill wildfire.

The Prescott Granite Mountain Hotshots Memorial Education Fund will provide the children, spouses and fiancées of the crew members all reasonable assistance with education-related expenses throughout the children’s school-age years.

In addition to ASBA, which is serving pro bono as fiscal agent, the groups pledging their assistance to help build the fund and support the families over time through regional, state and national efforts are the Arizona Association of School Business Officials, Arizona School Administrators, Arizona Education Association, Arizona Association of County School Superintendents, Arizona Business and Education Coalition and Yavapai College Foundation.

“Nothing can replace what these families have lost, but we can build awareness for their needs, and leverage our state and national networks to support them as they move forward – growing, learning, and pursuing successful and fulfilling futures in the ways education makes possible,” said Dr. Tim Ogle, ASBA executive director.

‘Majority Minority’ conference a success

Dr. Alberto Siquieros, superintendent of Baboquivari USD in Sells, was a presenter for “Our Journey to Success,” one of the conference sessions focused on sharing successful strategies for boosting student engagement and achievement.

Nearly 150 school board members from around Arizona attended the June 22 “Majority Minority: Supporting Success for All Students” Conference, which was hosted by ASBA’s Hispanic-Native American Indian Caucus. A line-up of expert presenters shared information with school board members and district admin­ istrators in attendance on topics ranging from how the demographic shift is ref lected in achievement, graduation and post-secondary attain­ment, programs that are successfully rais­ ing the achievement of minority students and decreasing the achievement gap, and models for parent and community engagement that are boosting student achievement.

What/who inspires you?

My wonderful husband and three beautiful children. They are the reason that I have spent the majority of my life involved in education. My husband taught for many years and is now an administrator at Kofa High School in Yuma. I have seen how hard he has worked to support his family on an educator’s salary. He loves what he does, and is very good at it. I loved being involved with my children's education.

I often feel they have taught me more then I have taught them. Each was educated in our district, and I am very proud of their success.

What is your motto as a board member?

I love the motto that I heard many years ago, which continues to stay with me: “A hundred years from now, it will not matter what my bank account was, the type of house I lived in, or the kind of car I drove… but the world may be different because I was important in the life of a CHILD.” What is your pie-in-the-sky vision for education?

With continued dedication, commitment, a great staff and teamwork, all our students are capable of success. And, of course, I can’t leave out salary increases for our teachers and the hope that our great state of Arizona will make education a priority and we will start climbing in the ranks when it comes to per pupil spending. For as long as I have been a board member we continue to rank near or at the bottom nationwide.

What is your advice to new board members?

Find a good dose of patience! There is a lot to learn and it does not happen quickly. Take advantage of ASBA workshops, training sessions, conferences and the knowledge of fellow board members. Don’t hesitate talking with leadership within your district to help familiarize yourself with the daily happenings. Do your research; be prepared when voting on agenda items during your meetings. You have chosen and have been elected to be a board member in order to be a voice for your students – enjoy every minute of it!

What do you consider your greatest accomplishment as a board member?

As a 14-year board member, I have experienced the highs and the lows – the times when we were able to provide raises in salaries for our staff and, of course, the unfortunate times when we had to freeze our salaries. There have been many changes over the years, but the one thing I am most proud of is the focus we continue to have on student achievement. In our area, student population changes often.

With our wonderful staff we continue to make changes in how we teach the curriculum based on the needs of our students. We have found that by making these changes our students continue to move forward and make the average yearly progress that we strive for.

What is your primary pet peeve as a board member?

The requirements handed down from our state and federal government with little or no funding to implement these new programs and the changes that we are being asked to make.

What is the reason you like being an ASBA member?

I love being a part of an organization that leads the way in seeing that our children receive a top-notch education.

What would you like your epitaph to say?

She filled every second of her life with laughter, love, happiness and her volunteer work!

READINESS GAP Districts look to early childhood programs to boost long-term achievement

A

n ounce of prevention is worth a pound of cure. It may be an old saw, but it well summarizes what many education leaders across Arizona and the nation believe to be true about the relationship between college and career readiness and early education – the learning and experiences that happen between birth and age 8.

Current research about brain development and early learning backs those beliefs, according to Karen Woodhouse, chief program officer at First Things First, a voter-created, statewide organization that funds early education and health programs to help children be successful once they enter kindergarten. For example: »» 90 percent of a child’s brain develops before they enter kindergarten, and the quality of a child’s interactions with adult caregivers – from parents to childcare providers and preschool teachers – lays the foundation for a lifetime. »» Differences in children’s vocabulary first start to appear at 18 months. »» A child’s vocabulary, attention and general know­ ledge at 3 and 4 years old correlates to their reading comprehension levels at ages 9 and 10.

With the implementation of new, more rigorous academic standards in Arizona and the Move On When Reading law, which requires students to be reading at a sufficient level before they can be promoted from third to fourth grade, the stakes have been raised for preparing children for K-12 success.

Dr. Debbie Pischke, director of the Peoria Unified School District’s preschool program for the past 19 years, and a regional partnership council chair for First Things First, says early childhood education is more important today 16 ASBA Journal I Summer 2013

than ever before. Peoria USD serves approximately 1,000 preschool students through 40 programs on 15 campuses.

Scholarships are available for more than one-fourth of those children through a grant from First Things First.

“In education we talk about the achievement gap a lot, but there was a readiness gap before there was an achievement gap,” she says. “We know that the brain a child brings to kindergarten started way before they got there. The pathways for learning were established by age three.”

Pischke and others say that achievement gap may widen if early education isn’t more fully addressed.

While preschool attendance is not the only indicator of readiness, it is one. According to the Annie E. Casey Foundation’s 2013 Kids Count report, 46 percent of all U.S. children attend preschool. In Arizona, only 33 percent do.

That could become a bigger problem. “Kindergarten is no longer about reciting the ABCs,” Pischke says. “Today when children come into kindergarten, they need to know how to work with other children, listen to an adult other than mom or dad, pay attention, demonstrate persistence, be able to control their emotions and body appropriately for their age.”

They also need pre-math and pre-literacy skills.

She repeats a saying she once heard at an early childhood conference to drive home her point: “The speaker said, ‘You can’t climb the ladder of success if the first rung is broken.’”

Coconino County Superintendent of Schools Dr. Robert Kelty also is concerned that without more aggres­­ sive early preparation and greater access to early childhood programs, the achievement gap will grow. “We see too many children starting behind, and that gap is rarely closed,” says

Kelty. “We’re so used to blaming the K-12 system (for this), instead of asking how we can provide more access to quality early education options for children and their parents.”

A community survey conducted this year in Coconino County revealed that 53 percent of children in the county enter kindergarten unprepared to learn what is now expected of them. “Our county data and our statewide data are ref lecting that (lack of preparedness) in our students’ academic performance,” he says.

Woodhouse, Pischke and Kelty all note that the academic and social costs to children can be high if they enter kindergarten unprepared. School districts incur financial costs, specifically those associated with remediation and retention.

These education experts contend that rich early childhood experiences, whether at home, or through preschool or quality childcare settings, can reduce those costs.

A growing cadre of advocates from business, economic development, government and the social service sectors say the positive effects of investment in early childhood education are even more far reaching. Rob Grunewald is one of those advocates. An economist with the Federal Reserve Bank of Minneapolis, he will speak before a group of Arizona citizens that will gather this fall for the annual Arizona Town Hall, where the topic of early childhood education in Arizona will be explored in-depth.

“Research shows that investments in early childhood education can return up to $16 for every $1 invested through reduced need for welfare assistance, increased income tax revenue, less burden on the criminal justice system and fewer children needing remedial education services,” says Grunewald. “Children and their families benefit from these investments, but the majority of financial benefits accrue to society and taxpayers.”

According to research cited by First Things First, children exposed to rich experiences in early childhood are 80 percent more likely to graduate high school, 70 percent less likely to commit a violent crime by age 18 and 40 percent less likely to be held back a grade.

That message about broad societal benefits is reverberating in many parts of Arizona. As part of its economic development strategy and in light of the results of the county’s recent community education survey, Coconino County has invested nearly $350,000 in a parent education program focused on the early years. Parenting College, developed and implemented by the Coconino County Superintendent of Schools Office as part of its Transformative Learning Center, focuses on nine topics, including brain development, safety, discipline and nurturing pre-academic skills through reading and vocabulary. The classes are delivered to teen parents attending Ponderosa High School, the county’s accommodation school, through a partner­ ship with a high school in the Flagstaff Unified School District, and most recently through community sessions

offered on Saturdays.

For these reasons and others, school district leaders increasingly are looking for ways to engage and inf luence parents and provide foundational learning and socialization experiences to children before kindergarten. “The model many people think of is to begin thinking about children as learners when they start kindergarten, but more and more school districts are taking advantage of opportunities to connect with families of young children before that point,” says Woodhouse. “It’s really important for the leaders on a school board to be familiar with the variety of ways that can be done.”

She emphasizes that meeting needs of children and families in ways that make sense for the local community is essential. One strategy does not fit all.

In addition to offering preschool programs that serve students with developmental delays, which is required by law, many school districts are extending the opportunity to other local children by braiding state and federal funds with grants from organizations like First Things First that provide scholarships to students whose families would not otherwise be able to afford preschool. First Things First currently provides 51 Arizona school districts – from small and rural, to large and urban – with grants for preschool scholarships.

seen kindergarten readiness jump. The 20-student preschool is offered free to 3- and 4-year-olds through a grant from First Things First. “It has become the great equalizer,” says John Warren, superintendent of the district that serves 140 students overall. “That pipeline of success stemming from the preschool is evident.” (See page 19 for an in-depth look at Topock’s program and the results it is producing.)

The Mesa Unified School District repurposed an elementary school this year as a preschool center. The school board voted last year to convert the campus because of declining enrollment. The Jordan Center for Early Education will house special education preschool, state-sponsored programs and the district’s tuition-based program, along with a "wrap-around care" option for working parents.

The Sunnyside Unified School District in Tucson also has a preschool and early education campus, created after the district closed one of its elementary schools two years ago. All its preschool programs, which serve 400 children, are housed there.

Some districts and JTEDs offer fee-based, licensed preschool programs on their campuses that do double duty by providing high school students opportunities to earn career and technical education credits and valuable skills by working in the preschool programs.

The Pima County JTED is one of them. “We’re training the next generation of preschool teachers,” says Greg D’Anna, director of public relations.

West-MEC, a JTED that serves students in Maricopa County, funds early childhood education/education professions programs at 23 high schools in the West Valley.

One of those schools, Apollo High School in the Glendale Union High School District, offers COOP – the Child Oriented Occupational Program. The program gives the older students hands-on experience by working one hour a day in the preschool along with an additional hour for classroom instruction and lesson planning. It gives the preschoolers a leg up on kindergarten.

Similarly, the East Valley Institute of Technology offers its early childhood/education professions students the opportunity to learn and work in a childcare center, but it has done so by partnering with a private preschool operating a center on its campus.

Other districts have created family resource centers on school campuses that offer parents of pre-K children access to information and materials to help prepare their children for school success.

Some districts blend a variety of approaches. Co-located on Sunnyside USD’s preschool campus is the district’s award-winning, research-based, free and voluntary Parents as Teachers – or PAT – program. PAT serves expectant parents and parents of children birth to 5 years old residing in the Sunnyside district. It provides them with information on the latest research in neuroscience and child development, support and strategies during the crucial early years to strengthen families and prepare children for lifelong achievement. According to district spokeswoman Mary Veres, PAT has increased children’s school readiness and success. It also improves parenting practices and provides early detection of developmental delays.

And other models exist as well.

“Having varied approaches is important,” notes Woodhouse. “We need to meet parents where they are.

Preschool is not for every child or every family, but every child does need rich early childhood experiences, and it’s in the interest of school districts to be a part of that.”

In addition to improved student achievement, ancillary benefits are being experienced by districts engaged in early childhood programs. Preschools and parent programs draw young families to the district.

“The early years are a great time for districts to begin building relationships with the family, to become a great resource, to make them comfortable in the school community and to help them understand what will happen when their child starts kindergarten,” Woodhouse explains.

Pischke agrees and says Peoria has experienced that benefit. An elementary school that opened four preschool programs on its campus one year had 25 variances for kindergarten the following year. “We’re their first exposure to school,” she says. “So if we’re making a good impression, they’re going to want to stay.”

Topock’s Preschool Delivers ‘Profound’ Change in Readiness

ne of the biggest fans of Topock Elementary’s preschool program is not a parent or a student – it’s the teachers and the district superintendent.

Four years ago, kids were coming into kindergarten not knowing their letters. Now, the preschool program has doubled the number of students entering kindergarten who are meeting literacy benchmarks.

“That speaks volumes,” Superintendent John Warren said.

“Those kids are prepared when they get to kindergarten.”

Quality early learning programs prepare children for success in kindergarten by exposing children to foundational information and skills – such as letter and shape recognition, sharing and decision-making. Research shows that children who have quality early education score higher on school readiness assessments and are more likely to graduate and go to college.

The First Things First La Paz/Mohave Regional Partnership Council began funding the Topock preschool program four years ago. Increasing early learning oppor­ tunities is one of the council’s top priorities; in fact, the council recently funded two more preschool programs in the region, for a total of nine for 2013-2014 school year.

Warren said that without funding from First Things First, Topock’s preschool program wouldn’t exist. The district of 150 students has seen a decrease of 28 percent in state funding, and before FTF, a preschool program just wasn’t in the budget, he said.

wWarren said the preschool is one of the shining successes of a school that is 11 points away from an “A” rating on a scale developed by the Department of Education. The program provides free early learning to 20 preschool students in a community where no other early learning program exists.

The preschool program’s success was so profound early on that after the first group of preschoolers graduated to kindergarten, their new teacher found herself having to redo her lesson plans.

“She came to me at 10:20 a.m. on that first day of school and had already run through her lesson plan,” Warren said.

“The children knew it all.”

An average spring day at the Topock preschool begins with the children and their teachers working on prereading skills such as recognizing the relationship between letters and the sounds they make.

Preschool teacher April Thornton keeps track of the children’s pre-literacy skills via a sticker chart on the cabinets. When reading practice time is over, the books go back into the cubby holes with the rest of the students’ personal items so that they can be taken home for parents to read with their children.

“We rely on parents to read at home,” Thornton said.

“Parents are a huge tool for us.”

The preschoolers are developing a lasting love for books that will stay with them into the upper grades.

“When you start at a young age, reading becomes a habit,” said Rae Massey, who heads Topock’s preschool program. “Now students are begging for reading time.”

Early language and literacy skills help children meet the growing expectations placed on them in school. Arizona law requires that students be able to read well enough by the third grade or risk being held back.

More than a quarter of Arizona’s fourth-graders are not reading at a fourth-grade level. First Things First is helping reverse that trend by helping expose more children to language and literacy in the critical years between birth and 5 years old. The approach appears to be working in Topock.

“There’s no falling through the cracks here,” Warren said.

This year’s Town Hall event, scheduled for Nov. 3-6, will focus on early childhood education with the premise that children need a strong start to ensure a strong finish. Participants will address the needs of Arizona's early learners (age 0-8) and determine what actions can be taken that will have the greatest positive impact on our state's future citizens and leaders. Q Besides development of academic knowledge, what personal characteristics do early childhood programs need to nurture in order for the investment in them to provide the desired return in human capital?

Successful early childhood education programs nurture executive functions—the ability to selfregulate, work with others and stay focused. These are the same skills that employers look for and they are shaped during the first few years of life.

Q What do you anticipate will be especially unique or challenging about the conversation at the Arizona Town Hall in November?

A It’s challenging to convince policymakers of the importance of investing in early childhood. Young

children don’t vote, and advocates for young children compete against lobbyists representing a host of other initiatives. That is why the cost-benefit research in early childhood education is so crucial to sound policy making. Arizona will pay for children who are at risk for entering school behind their peers. If preventative dollars are invested up front, Arizona will pay less. If early invest­ ments are passed over, Arizona will continue to pay many multiples more.

Finally, the answer isn’t just more government funding. Public-private partnerships at the state and local level can leverage resources in both sectors to support the early childhood system.

For example, leadership of Arizona’s First Things First program includes both public and private representatives; FTF supports education and health initiatives from birth to age five. At the Arizona Town Hall we will discuss how the public and private sectors can leverage their resources to help move investments in young children forward.

Move On When Reading Arizona’s Push for Early Literacy Coordinated efforts aim to reduce number of third-graders facing retention

eginning this school year, some children entering third grade might be there for more than one year under a state law passed in 2010. Move On When Reading (A.R.S. 15-701) requires district and charter schools to retain students in third grade who are given a “falling far below” their grade level designation – the lowest category – on the AIMS reading test. Exemptions are carved out for English language learners and special education students.

The law poses challenges for governing board members throughout Arizona. These include allocating sufficient funds to programs designed to ensure students are proficient readers by the end of third grade and helping families and the community understand the required remedy if students are not.

However, it also ref lects a priority of many community, civic and business groups. “Hopefully the law elevates early literacy as a priority even more for school boards – and that’s good. The earlier students are back on track, the more successful they will be,” says Pearl Chang Esau, president and CEO of Expect More Arizona.

Experts have estimated that as many as 20,000 Arizona

third-graders are at risk of failing to read at grade level. That’s 20 percent of the state’s third-grade student body. However, those staggering numbers include students who are approaching the “falling far below” threshold and would not be subject to retention. State Superintendent of Public Instruction John Huppenthal says schools have been preparing for Move On When Reading for three years and as a result the at-risk pool is shrinking.

Results of the latest AIMS test released Aug. 1 by Huppenthal show 3,059 third graders are in the “falling far below” category and would be considered candidates for retention if they received that grade at the end of the 20132014 school year. And, when English language learners and special education students are pulled out of that group, an analysis by the State Board of Education shows the number drops to roughly 1,300 students. Many educators believe that’s still too many.

Third grade was designated as the cutoff for reading proficiency because reading is heavily emphasized in the K-3 years. That’s when kids are learning to read. Starting in fourth grade the curriculum is structured differently and Summer 2013 I ASBA Journal 21

Regardless of how many – or how few – youngsters remain in third-grade for a second year, educators are hoping to enlist the support of the business community in a variety of ways to continue shrinking the number of retained or at-risk students. These include providing volunteer readers or donating books and other material. The private sector stepped up in June 2012 in a major way when the Virginia G. Piper Charitable Trust appointed Terri Clark as literacy director for Arizona. Working in partnership with the 22 ASBA Journal I Summer 2013

Arizona Department of Education, Arizona Head Start Collaboration Office, First Things First, and other local philanthropic partners, Piper Trust established this full-time consulting position to lead statewide efforts in early literacy or through third grade.

Clark, who previously served as executive director of a statewide children’s early literacy organization based in California, is hoping implementation goes smoothly. “We can’t stress enough how important a comprehensive approach to helping a child develop their reading proficiency is to becoming a successful reader. The literacy plans that schools and districts put together are a critical piece of that.”

Literacy plans are among the requirements contained in the Move On When Reading legislation. Key components of the plans include a screening and assessment process, how to communicate with families, and professional development strategies, Clark says. “All of those things have to be happening to really move the needle to help every child develop to their full potential,” she explains. “If you just have strong instructional strategies and you don’t have proper support and screening assessment or professional development, you won’t see as much progress.”

Clark says every governing board must have an under­ standing of the kind of collaboration it is going to take for the school and district to “really work with community partners and approach this in a more comprehensive way than ever before.”

For students who don’t make the grade, four possible venues of intervention are recommended: summer school reading instruction, online reading instruction, pairing the student with a special reading teacher, or an intensive reading program before, during or after regular school hours.

“The purpose of a retention year is to give a student with reading challenges more time for the intensive reading instruction they need to catch up,” Clark says.

Research shows it takes about four years – kindergarten through third grade – to help a child master reading proficiency, she says. For those students who are retained, the hope is that with proper intensive instruction they will be able to catch up to their peers. For some, it may take less than a full year. For example, if it can be shown that a student has made enough progress – even one month into repeating third grade – that student could be moved ahead to fourth grade, rather than spending an entire second year in third grade.

But what happens if after a repeat of third grade a student still is unable to pass the state reading test? Cynthia Daniels, director of Move On When Reading at the Arizona State Board of Education, says she would recommend a student study team to provide instructional support for the struggling third grader, in addition to one of the four intervention mechanisms contained in the law. While the law does not limit the number of times a student could be retained, Daniels says it would not be in the best interest of the student to be held back more than once.

Monitoring of struggling students to track their progress will depend on the screening and assessment policy in the literacy plan each district and charter submitted to the state and on how much help a student needs. “If students need targeted intervention, it should happen every two to four weeks,” Clark says. “For students who need even more intensive intervention, it should be every one to two weeks.”

Such an aggressive program doesn’t come without additional costs. The Legislature has appropriated funding amounting to about $130 per student to help defray expenses for instructional support, literacy specialists and coaches, new reading curriculum and upgraded technology. If retention is required, districts and charters may apply to the State Board of Education for additional funding to cover that cost.

Daniels says there is great f lexibility in how dollars earmarked for early literacy may be spent. “There are no guidelines, as long as it pertains to the plan they submitted to me,” she says. “It could be for iPads or some technologybased reading program. And the school board has to make sure school districts are doing what they should do with

their money.”

As decisions about retention are made this year, concerns and challenges are expected to arise. Research is somewhat divided on whether retention in third grade is the way to go, says Clark, who strongly favors early intervention. “There is a concern that retention will have a negative impact on a student’s self esteem,” she says.

In addition, there is a perception that more students will be held back in low-income areas. Statistics bear out that perception. Nationally, a greater number of students from poorer families are retained for any number of reasons, not necessarily for reading deficiency. “Low income families have less access to resources and support services,” Clark says.

Daniels says school boards need to be cognizant of the importance of improving the reading proficiency of all students, even those who excel, and make sure schools follow the letter of the law. “At the end of the day, none of us here at the State Board of Education wants to have any children retained,” she says. “Research shows children start learning to read the minute they get into pre-school. If we do our jobs, students will not be falling far below. School boards need to make sure no child falls through the cracks.”

Conducting a Successful Superintendent Search

S

tuff happens… and now your governing board needs to begin a search for a new superintendent. While it is a critically important and time consuming process, it begins to feel more manageable when we think of these 10 steps:

1. Identify and secure specialized search consultant support, if needed.

2. Brainstorm and agree upon your district's needs and parameters.

3. Post opening and collect applicant responses.

4. Review applicant materials based on requirements.

5. Select candidate pool and begin phone screen and/or interviews.

6. Create finalist pool and complete interviews.

7. Reach agreement on preferred hire.

8. Extend offer and complete contract negotiations.

9. Notify unsuccessful candidates.

10. Onboard new superintendent with staff and governing board.

My experience in conducting executive searches leads me to mention a few frequent stumbling blocks boards and other hiring managers encounter through the process.

Bandwidth The issue here is simply not recognizing the constraints of the hiring group. Bandwidth issues most often are tied

to lack of time, money or resources. Not being realistic in identifying your unique governing board’s constraints up-front can come back to haunt you later in the process.

Knowledge, Skills and Abilities When a governing board intentionally looks to the future to determine the required knowledge, skills and abilities that are needed for the district – which may not necessarily be those the previous leader possessed – they will more than likely interview candidates with that intention, and subsequently hire a leader who can get them there.

Rushing Inherently, I think we all realize that trying to rush through the process could cause problems. At each of the 10 steps above, the opportunity arises to take short cuts or not involve all stakeholders in the process. Doing it the right way is also the safest way and surest road to a successful outcome.

Exposure Not pushing out the opening to a wide enough audience can certainly cause some problems if your local pool of candidates isn't adequate to meet the future needs of your district. Since ASBA is part of the National Affiliation of Superintendent Searchers (NASS), we can certainly execute a

national campaign to find your district's next superintendent.

That said, my recommendation to an organization’s leadership is to always have developmental action plans for each staff leader in the organization. Doing so will expand your leadership bench strength and increase employee engagement. It may also grow an excellent future candidate right in your midst.

Interviewing Snafus Keeping in mind the legal ramifications when conducting a job search, one of my strongest suggestions is to craft the right behavioral interview questions off the Essential Duties of the (revised!) job description.

Since time is so precious during the interview, you must strategically ask the most important questions that will get at the candidate’s past experience in doing the required components of the role.

Here are a few sample behavioral questions:

Tell me about a time when you developed an effective board-superintendent team.

What methods have you used to attract and retain high quality staff?

How have you gone about creating an effective finan– cial accountability system?

How have you been involved in using technology in administration and instructional programs?

Onboarding Perhaps the most important process occurs after the new hire is in place and that is the induction, or “onboarding” of that person into the organization. Voting: Your Questions Answered

T

his edition of the ASBA Journal contains an important record of the votes of your legislators on issues of importance to ASBA member districts.

Taking off on this theme, I wanted to use this opportunity to cover some of the legal questions that I have received relating to voting on governing boards.

Q. How many members have to vote for an item for it to pass?

A. First things first: In order for a board to take official action like voting, a quorum must be present. Once that is established, the simple answer to this question is that if a majority of board members that are eligible to participate vote in favor, then the item passes. But we all know the work of the board is layered with nuances and complexities.

Here’s a situation that occurred recently: A five-member board with one vacant seat had two members vote for an item and two members abstain, though they participated in the discussion. Did the item pass? Yes, it did, by a vote of two aye’s, zero no’s and two not voting.

In this instance, the number required for a quorum was three (a majority of four current board members). Four board members participated in the discussion and deliberation so the quorum requirement is met. Subsequently, all that is needed for a motion to pass is the approval of a majority of those eligible to vote. Two board members chose not to vote (but participated in the discussion) and are counted as neutral in the vote; therefore, the number voting is two and obviously if both of those vote in the affirmative, a majority vote on the motion is accomplished.

This matter was dealt with by the Arizona Attorney General in 1978, whereby the Attorney General agreed with the conclusion of the Yavapai County Attorney that in a vote of the governing board of Prescott USD in which two members voted yes, two members abstained and one member voted no, the motion did pass. Of special note in the opinion is the mention of power and authority of the vote of governing board members, notably that the power to vote is a duty and that there is a strong public policy forbidding non-action or abstention as a means of impeding board action.

Q. Our board president refuses to vote on matters coming before our board unless it is to break a tie vote of the other members. Is this OK? A. No. The board president is like any other board member.

They have a responsibility to vote like any other board member.

Part of the confusion about this topic comes from the parliamentary procedure manual Robert’s Rules of Order. First, please know that ASBA does not recommend adoption of Robert’s as your rules of procedure. Strict adherence to Robert’s can lead to a violation of Arizona’s open meeting and conf lict of interest laws and most of the rules are designed for large parliamentary bodies. We recommend that Robert’s be used only as an informal guide.

Having stated this, it is worth noting what Robert’s does actually say about this question. The following is taken from the Official Robert’s Rules of Order website: Is it true that the president can vote only to break a tie?

Answer: No, it is not true that the president can vote only to break a tie. If the president is a member of the voting body, he or she has exactly the same rights and privileges as all other members have, including the right to make motions, to speak in debate, and to vote on all questions. So, in meetings of a small board (where there are not more than about a dozen board members present), and in meetings of a committee, the presiding officer may exercise these rights and privileges as fully as any other member. However, the impartiality required of the presiding officer of any other type of assembly (especially a large one) precludes exercising the rights to make motions or speak in debate while presiding, and also requires refraining from voting except (i) when the vote is by ballot, or (ii) whenever his or her vote will affect the result.”

In short, even Robert’s advises that a school district governing board president should vote as any other governing board member.

Q. Our board voted at a previous board meeting to hold an executive session prior to the start of our next board meeting. Is this legal?

A. According to the Arizona Attorney General, the answer is yes. The Arizona Agency Handbook, which is a compendium of advice for Arizona’s public bodies complied by the Attorney General, states: “…(I)n some cases an agency may know that at a future date it will need to meet in executive session, in which case it can then vote at the public meeting to meet on the later date in executive session. On that future date, the agency does not have to first meet again in a public session.”

I would urge, however, that the district post the executive session on that night’s meeting agenda to ensure public notice. By the way, deciding to go into executive session during a regular meeting may be the only time where less than a majority is needed for an action to occur.

A.R.S. 38-431.03 A. states that “(u)pon a public majority vote of the members constituting a quorum, a public body may hold an executive session…” In other words, if a quorum of a five-member board is three, it takes a majority of the quorum to vote to go into executive session; that number would be two, or less than an actual majority of the board.

Q. Our board is a five-member board. We are having continued difficulty in filling all five board seats.

Can we reduce the number of seats on the board to three?

A. Probably not. Interestingly, while statute provides for a mechanism for increasing school governing board size from three to five, it does not contain a provision to reduce the size of the governing board from five to three.

At any rate, the school district governing board would not have the power as a public body to change the size of the board – only a vote of the people can do that.

Q. Our board votes by voice vote only. Any problem with that?

A. No. However, if a collective voice vote is taken, it is important that the board president or whomever is chairing the meeting calls for both aye and nay votes and then announces the vote after it has been taken.

For example, after the vote, the board president should announce, “The motion carries unanimously.” It is then incumbent on other board members to correct that record by point of order.

If pressed, I recommend that voting be done by roll

call vote. This forces all members to vote on the record and gives a more defined opportunity for board members to explain their vote.

Legislator Accountability How Did Your Legislators Vote on Key Bills in 2013?

T

he 2013 Legislative Session adjourned sine die on Thursday, June 14, at 12:59 a.m. after a 151-day session. The general effective date for chaptered bills will be Sept. 13, 2013, unless the bill was passed with an emergency or retroactivity clause.

It was a much better year for the K-12 education budget than we’ve seen in recent years. In all, $82 million additional in inf lationary increases, continuation of K-3 reading resources, expanded bonding authority, and school safety funding were included. In addition, ASBA’s key legislation, HB 2500 (schools; teacher evaluations; dismissals), was enacted, while our other bill, HB 2060 (school district governing boards; censure), became poli­ tically encumbered with misinformation on intent. At the same time, ASBA’s governmental relations team was able to forge effective alliances with legislators, legislative staff and other lobbying interests to pursue passage, defeat, and amendment com­promise, resulting in little negative legislation being enacted.

While ASBA is committed to ensuring our members’ voices continue to be heard at the Capitol and in the regulatory arena, the efforts of governing board members and admini­strators working on the ground are essential.

You are the ones who must make the difficult choices to ensure our students don’t suffer. You are the champions.

HB 2499 (Now: per pupil funding calculation; JTEDs) – Goodale This bill allows for up to 1.75 ADM funding for leased campus students, includes accommodation students as eligible funders, and alters the centralized campus course definition. ASBA supported; Chapter 229, 2013 Laws.

HB 2581 (overrides; RCL; kindergarten pupils) – Goodale This bill would have created a five-year phase out of counting kindergarten students as full time for override purposes. ASBA supported; never heard in Senate Appropriations.

LOCAL CONTROL SB 1325 (concealed firearms; schools; authorization requirements) – Crandall This bill would have allowed an authorized school employee to possess a concealed firearm on school grounds under certain conditions.

SB 1337 (schools; CPR training) – McGuire This bill allows students in grades 7-12 to be provided with one or more CPR training sessions through the use of psychomotor skills in an age-appropriate manner beginning in 2015-16. ASBA supported as voluntary; Chapter 240, 2013 Laws.

SB 1421 (school personnel; emergency epinephrine administration) – Lopez This bill requires school districts and charter schools to stock auto-injectable epinephrine at each school and establishes other requirements regarding auto-injectable epinephrine; voluntary if funding isn’t provided. ASBA supported with the mandate contingent on funding; Chapter 243, 2013 Laws.

SB 1450 (school districts; FERPA; violations; penalty) – Yee This bill establishes a notification process regarding knowing violations of the Family Educational Rights and Privacy Act (FERPA). ASBA supported with the removal of the penalty; Chapter 253, 2013 Laws.

HB 2196 (promotion certificates; 8th grade) – Miranda C This bill removes eighth-grade promotion certificates being issued from the County School Superintendent. ASBA supported; never Senate Third Read.

HB 2476 (schools; isolation rooms; restrictions) – Townsend This bill requires that a process for prior written parental consent for confinement as a disciplinary measure be established. ASBA was neutral; Chapter 29, 2013 Laws.

VOUCHERS/TAX CREDITS/CHOICE SB 1363 (empowerment scholarship accounts; expansion; funding) – Murphy This bill expands the Arizona Empowerment Scholarship Accounts (ESA) Program to kindergarteners and now includes 90 percent of the sum of the BSL and Additional Assistance for the particular student if that student attended a charter school the previous year. ASBA opposed; Chapter 250, 2013 Laws.

HB 2458 (empowerment scholarship accounts; fraud prevention) – Boyer This bill allows ADE to monitor fraudulent activity in the ESA voucher program, allows parents to appeal ADE’s decision, and allows an ESA to be revoked if a recipient is out of compliance with the contract and for the state treasurer to be advised and cancel any future payments. ASBA supported; Chapter 175, 2013 Laws.

HB 2617 (school tuition organizations; preapproval; entities) – Olson This bill would have required DOR to establish a website for processing requests for preapproval of STO contributions and outlines requirements associated with the tax credit allowed for a limited liability company or a small business corporation that makes contributions to an STO.
