Zeta Phi Beta Sorority, Incorporated 2025 Arkansas State Conference Standing Rules

1. Mobile telephones and pagers shall be silenced during all meetings. Recording, other than that approved by the State Director, shall not be permitted.

2. All persons attending the Arkansas State Leadership Conference shall be admitted upon proof of registration to the Credentials Committee to identify delegates, members, officers, Diamond/Platinum/Golden/Life Members, and guests.

3. The Credentials Committee will, immediately after the first business session is called to order, report the number of delegates and chapters registered with proper credentials, and shall make a supplementary report after the opening of each business session.

4. Registration credentials may not be transferred without proper action by the Credentials Committee.

5. Only delegates, and Diamond/Platinum/Golden/Life Members of the Arkansas Conference shall be seated in the delegate section of the Conference.

6. Only delegates, Diamond/Platinum/Golden/Life Members, State officers of the Arkansas State Conference shall be entitled to make motions, debate, and vote. Non-delegates may be granted permission to ask a question only after delegates have been allowed to address the issue, if time permits.

7. A delegate or member wishing to speak shall rise, wait to be recognized by the designated individual, address the Chair when recognized, state her name and chapter status in the assembly, and state her motion or concern. Sorors will be recognized in order. Each delegate and member with a raised hand will have an opportunity to address the assembly if within the given time allotment.

8. All resolutions, main motions, and amendments shall be in writing. The maker of the motion shall complete the form provided by the Grammateus. Upon receipt of the written motion (which has obtained a second), the presiding officer will restate the motion. The poll feature will appear on screen to effectuate the vote. Only the votes of registered conference delegates and only those votes that come in during the voting timeframe will be counted. Forty-five (45) seconds will be allowed for voting. The voting results will be displayed at the conclusion of the timeframe.

9. A motion shall not be subject to debate until it has been stated by the presiding officer. In stating a motion, Sorors should say "I move... " rather than "I motion…".

10. No credentialed delegate shall speak more than one time on the same subject, until all members desiring the floor have spoken and not more than twice, without unanimous consent. A member shall speak no more than two minutes. The presiding officer will appoint a timekeeper at the beginning of the first business session.

11. Debate on any main motion shall be limited to 15 minutes. Debate on any subsidiary or incidental motions shall be included in the time allocated for debate on the main motion to which they are attached. The timekeeper will indicate when there is one-minute remaining and when the time has elapsed.

12. In debate, the Soror's remarks must be germane to the question before the assembly. That is, her statements must have bearing on whether the pending motion should be adopted.

13. No member shall interrupt another while speaking except to a point of order, and she shall definitely state the point.

14. Voting during Business Sessions will be completed utilizing an in-hand voting device (clicker/remote).

15. The State Director shall appoint an Election Committee. The Election Committee shall be responsible for election details of the election process.

16. The Nominating Committee shall present a slate of nominees. After the report is given, the presiding officer shall invite nominations from the floor; nominations need not be seconded. No name shall be placed in nomination without the presence and consent of the nominee.

17. Any candidate nominated from the floor shall submit a completed Candidate Profile Packet.

18. Nominees shall be limited to one two-minute nominating speech.

19. Voting for officers shall occur electronically via a remote device at the time specified by the Election Committee. Each eligible Soror will receive a remote voting device upon signing in to the conference and picking-up registration materials.

20. A majority vote (51%) shall constitute election. If a candidate does not have 51% and there are more than 2 candidates. The two candidates with the highest number of votes will be in a run-off.

22. All official communications during the meeting shall be delivered by the State Director or her designee. All announcements shall be submitted in writing to the State Director.

23. Committee Reports should be submitted in writing. A report may be filed for information or adopted. If a report is adopted the membership is bound by the entire contents of the report.

24. The Phylacter shall interpret the rules when asked by the presiding officer and express an opinion to the presiding officer. The presiding officer may at her discretion follow the ad vice of the Phylacter or disregard it.

25. The Grammateus shall send a copy of the Conference Minutes to the State Director within 90 days following the conference. The State Director shall appoint a committee of four to approve/correct the Minutes of the conference.

26. The Leadership Conference shall be governed by the National Constitution and Bylaws of Zeta Phi Beta Sorority, Incorporated, the South Central Region Bylaws, the Arkansas State Leadership Conference Bylaws, and these Standing Rules. The latest edition of Roberts Rules of Order Newly Revised shall be used as a reference for situations not covered in these documents.

27. A majority vote of the delegation assembled shall be required for the adoption of these rules and a twothirds (2/3) vote shall be required to suspend them.

Greetings Sorors,

I have had the amazing opportunity to work with Soror Donna R. Williams, the South Central Regional Representative to the International Nominating Committee as the Arkansas representative. The other state representatives include Alabama Rep. Soror Barbara Bolling, Mississippi Rep. Soror Latisha Skinner, and Tennessee Rep. Soror Awayne Williams. These women have taught me so much about the bylaws of our organization and serving the needs of our sorority.

This year we rolled out the South Central Region Virtual International Candidate Forum June 4, 2024 at 7:00pm. This forum helped the sorors in our region and others learn about each of the candidates running for office at the 2024 Boule. We met several times to create the flier and agenda for the forum. We also were able to play moderator during the forum.

The committee last met on December 23, 2024 to work on the nomination process for the 2025 South Central Region Conference on June 26-28, 2025. We worked on the nomination timeline and secured our next meeting date of January 26, 2025. I worked with Madame State Director Dr. M. Shayla Evans and Madame State Executive Board Chair Kindra Clay in setting up the new online nomination forms, campaign guidelines and dates needed for the 57th Arkansas State Leadership Conference Planner.

Annual Report

Bonita Nash 2024-2025

The Zeta Amicae Auxiliaries of Arkansas participated in several of the National Initiatives and community service events, trainings, and meetings by Zoom and in person. Some of the members attended the 2024 State Leadership Conference held in El Dorado, Arkansas, Boule’ held in Indianapolis, Indiana and the Arkansas Leadership Empowerment Summit held in Pine Bluff, Arkansas.

They participated in the Risk Management training and other training sessions for the Amicae. They participated in Back-to-School events that included being a classroom sponsor, the Purple Takeover World Prematurity Day, ringing the bell for the Salvation Army, wrapped gifts, donated food to several food pantries during Thanksgiving and collected for food items for baskets to give out during Christmas. They collected items for Veterans, donated to St. Jude and to the American Cancer Society for breast cancer, to the Angel Tree, March for Babies, and collected Coins for a Cause.

They volunteered at the Arkansas Food Bank, at the Nehemiah House and at the Dorcas House.

The State of Arkansas has five Amicae Auxiliaries as of June 30, 2024. They are the Amicae Auxiliary of Greater Little Rock, Chartered on January 17, 1973, and have seven members.

The Amicae Auxiliary of North Little Rock, Chartered in November 2006, and has thirteen members.

The Amicae Auxiliary of Pine Bluff. Chartered on January 7, 1977, and has ten members. One new Amicae Auxiliary: Amicae Auxiliary of Mississippi County. Chartered April 9, 2024, and currently have eight members.

The Amicae Auxiliary of Malvern, Arkansas was reactivated on April 27, 2023. They were originally chartered on March 8, 2008, and currently have seven members.

The Amicae Auxiliaries of Arkansas were busy growing their auxiliaries by chartering, reclaiming members, reactivating an auxiliary, and by hosting Interest Meetings. They continue to attend trainings, conferences and meetings to stay informed.

Our Zeta Male Network Auxiliaries encompass three chapters: Alpha Mu Zeta, Epsilon Zeta Zeta, and Eta Sigma Zeta. Collectively, we proudly have a membership of 20 dedicated individuals. The Zeta Male Network in our state actively engages in various impactful events, including the Adopt-A-Family Initiative in collaboration with the Salvation Army, the Men's Health Awareness Event, the Salvation Army Red Kettle Campaign, the Go Pink for Breast Cancer Awareness event, and Bowling for Babies.

During this time of 105 years of Zeta’s existence, the “Undergraduate Chapters of Arkansas” kicked off the calendar year with very high expectations. They have been busy being finer while having sisterly bonding activities, supporting each other events on the different campuses, putting in countless hours by doing community service, increasing their chapter’s membership and best of all, putting in the study hours to remain academic scholars while doing it all. Some of the numerous activities they have participated in thus far includes: • Boule 2024 in Philadelphia, Pennsylvania • Arkansas Empowerment Summit • “PHIRED UP” Training/Webinars • ZHope Informational/Training Webinar • Membership Intake Certification

• Risk Management Trainings • Blue and White Toy Drive • Chats with The International Undergraduate Committee • Setting Boundaries: Treading the Finer Way Presentation: Soror Tieryaa Metcalf-Fields • Accountability in Action: Understanding Hazing, Policies Presentation: Soror Tiffany Vinson• Leading with Purpose: Risk Management, Compliance, and Strategic Excellent Presentation: Dr. Stephanie Cox. Several undergraduates have already registered to attend the “Undergraduate Retreat: “Embracing the Finer Woman Within: A Journey of Sisterhood, Scholarship, and Service” (March 07, 2025). A fun-loving educational day has been planned. They will end the weekend by attending the 57th Arkansas State Leadership Conference in conjunction with Phi Beta Sigma Farternity, Incorporated, on the following day (Saturday, March 08, 2025), where they have been entrusted to host a joint “Awards Luncheon” with their collegiate brothers of Phi Beta Sigma Fraternity. A wonderful time is sure to be had by all.

Annual Report: Get Engaged Coordinator

Coordinator’s Name: Brittani Lewis

Dates Covered: July 1, 2024 – June 30, 2025

The mission of the GET ENGAGED program is to mobilize the sisterhood to take action against social injustices in the community. GET ENGAGED also seeks to empower citizens through knowledge sharing while strengthening our relationships among elected officials and law enforcement in our communities and educators in our schools.

The GET ENGAGED and Social Action Team continues to focus on the following:

• Engagement on the local level (Boards, Commissions, Elected Office, and Civic work)

• Voter Engagement (Mobilization, Education, and Registration)

• Redefine Public Safety (Police, Judicial, and Policy)

• Equitable Education Access

• Healthcare Disparities

This year, as a member of the SCR Social Action Team, I was able to ensure that our state had representation during regional Social Action webinars and provided input and information for the creation of our region’s Social Action Voter Mobilization ZHOPE toolkit and resources. In meetings on the national level I was able to provide the Social Action leadership with important information about black maternal healthcare in the state of Arkansas. I was also able to attend meetings as a representative of the state to provide suggestions and feedback for national Social Action initiatives.

In February, we worked in collaboration with our brothers of Phi Beta Sigma and the LRBNAA to host a Blu and White Day at the Capitol here in Arkansas where our theme was Elevating Black Wellness.

I am also happy to report that many of our members have hosted voter engagement activities, women political empowerment activities, and civic engagement activities throughout the state. This ensured that our amazing sisterhood in Arkansas had a social action presence throughout the state.

The Amazing Zetas, Amicae, and Youth of Arkansas have been very active within their respective communities this sorority year. Sorors throughout the state have participated in a variety of service activities such as Autism Awareness, American Cancer Society, Adopt-ASchool, Domestic Violence, Elder Care, March of Dimes, Mental Health, Regional and State Initiatives and Grow with Google.

2024-25 Report for Arkansas State Z-Hope Coordinator and Co-Coordinator

 Attended Monthly Regional Z-Hope Team Meetings and provided suggestions and feedback regarding regional projects.

 Created Z-Hope Updates and Reminders E-mail Blasts that were sent out to all chapters to keep sorors updated on the latest updates from our national and regional team.

 Ensured that the region provided all chapters with the ZSMS spreadsheet from the 20232024 sorority year so they could make any necessary corrections before the deadlines

 Ensured that the state was able to host statewide Z-Hope projects for our Empowerment Summit, Founders’ Day, and State Leadership Conference.

 Serve as various regional committees that align with Z-Hope such as Elder Care, and St. Jude

Goals for 2025-2026

 Have a quarterly meeting with local Z-Hope Coordinators

 Send monthly information and reminders to local chapters regarding Z-Hope initiatives and activities.

 Contact local Z-Hope coordinators who have no ZSMS submissions to assist and troubleshoot problems related to accessing and entering projects in ZSMS.

 Ensure Z-Hope training and resources are provided to chapters and auxiliaries.
