Around Laverton wishes a “Happy Mothers’ Day” to all Mums Grandmother and Great grandmothers. Hope you have contact with your families even if it is only a phone call.

This can make it a very special day. Life is so busy now-a-days and it is very hard to be in two places at once especially with split families. How does a busy Mum stay in bed and get breakfast from her children, and be at her mums and her hubby’s mums at the same time.

Whatever you do I hope you enjoy it and have a stress free day.

Once again don’t forget if you are going to our Bendigo Bank for a loan to tell them they were mentioned in Around Laverton. This helps the paper to continue by allowing us to go for grants as a partner with them.

Next the paper is sorry that they missed putting in the sad news of Cliff Holton death in March in the April paper. Cliff was one of our writers and was President of the Golden Age Club.

Cliff was one of their members who fought hard to make sure the Golden Age was accommodated in the new Hub after they pulled down the Golden Age building.

Cliff used to type up his article (all in capital letters with no full stops).

Once he learnt to use the computer and e-mail the article (same format) it was easier to put it into sentences and paragraphs, but he always got it to us on time and always kept the community up to date on trips the Golden Oldies were making and thing they did. Our condolences go to his family and friends.

We asked if anyone knew what happened to the back half of the plane on the pole at the north end of Bladin St.

RSL’s Re-Dedicate Avenue of Honour/ Remembrance.

It is a century since many of the Avenues of Honour were planted after the First World War to honour the soldiers who gave their service for Australia. Trees were planted in many towns with plaques attached naming the men who served both those who died and those who survived from their area.

Some of the trees have had to be replaced as they aged but most councils have replaced them. The first town to re-dedicate their avenue of honour was Violet Town in North West Victoria in March. Sunshine RSL re-dedicated their Avenue on the 12th April and many others will follow. We attended the celebrations at Violet Town.

They said it took two years of organising to make the day special. A band called the Rose City Band and the Strathbogie Choir entertained while the parade was assembling. The parade was led by the men from the Creswick RSL Light Horse Troop complete in WW1 uniforms on four matching horses. The Scottish Piper was Mr. Gregory Roberts. Next was craftsman Mr. Steven Burton, from Benalla, carrying the flame. He was followed by the young members of the 420 Squadron Air Force Cadets and following those were the returned men & women from each of the wars and amongst them the National Service men who were conscripted in the 1950’s. In the bright sunshine a wreath laying ceremony was conducted before the 500 strong attendance entered the hall for the main part of the event.

After the dedication a booklet was available for sale. We bought one and the friends we were with found his grandfathers history in It. He knew he came from the area and was buried at Wangaratta but did not know his history. That made the day for them. We had a very pleasant time as well.

NEW FENCING LAWS IN VICTORIA

From 22 September 2014 Article 1 of 3 Given that many disputes between neighbours can occur over dividing fences the following 3 consecutive articles will hopefully assist in resolving any differences before a dispute arises.

FENCING LAW IN VICTORIA: WHAT ARE MY RESPONSIBILITIES? If you are a property owner, new changes to the Fences Act means that you and your neighbour have equal responsibility for the dividing fence on your land.

What is the Fences Act? [Fences Act is used in this document to mean the Fences Act 1968 as amended by the Fences Amendment Act 2014, which brought in changes from 22 September 2014.]

The Fences Act contains rules about who pays for a dividing fence, the type of fence to be built, notices that neighbours need to give one another and how to resolve disputes that come up when discussing fencing works with your neighbour.

FENCES AMENDMENT ACT 2014: MAIN CHANGES 1. Combined process for construction and repair of dividing fences 2. Changes in liability for dividing fences 3. Contributions between owners and sufficient dividing fence factors 4. Changes in relation to contributions of long-term tenants 5. Notice of proposed fencing works even where no contribution is sought 6. Process where adjoining owner cannot be located or does not respond 7. Urgent fencing works 8. Greater powers for the Magistrates’ Court 9. Boundary disputes (process to resolve) 10. Adverse possession 11. Give and take fences 12. Placement of rails and framing What is a dividing fence?

A dividing fence is a fence built to separate two pieces of adjoining land.

It may or may not be located on the common boundary between the pieces of land as this depends on what

is agreed between neighbours. The dividing fence might be located off the common boundary if, for example, there is an obstruction or waterway on the common boundary.

It does not include a retaining wall or any wall that is part of a house, garage or other building (although sometimes these types of walls may mean that a dividing fence is not needed, or is not needed for part of the boundary).

What should I do if I want to build a dividing fence or think my dividing fence needs repairing?

Talk to your neighbour informally first about the dividing fence between your properties. If you both agree that work needs to be done, then you might not need to follow the processes in the Fences Act. You might be able to agree on the type of fence, the contractor that you will employ, how the costs of the fencing works will be paid and the placement of the dividing fence. If you are able to come to an agreement like this with your neighbour, then the fencing works can go ahead as agreed.

However, you cannot go ahead and build a dividing fence or do repairs on a dividing fence unless you either have your neighbour’s agreement or you follow the processes in the Fences Act. If you do not have your neighbour’s agreement, then before you arrange for any work to be done, you need to give your neighbour a notice that contains information about the work you are proposing (fencing notice).

What is a fencing notice?

A fencing notice is a formal document that sets out a proposal for construction or repair of a dividing fence or other works that need to be done. The regulations under the Fences Act include a pro forma notice which you can use which will cover all the necessary details for your neighbour.

This pro forma fencing notice is also available from the Dispute Settlement Centre of Victoria website: <www. disputes.vic.gov.au>.

(You can hand the fencing notice to your neighbour personally or send it by post) The fencing notice includes proposals about: the line on which the works should be carried out; the type of works to be carried out; the person to be engaged to undertake the works; an Do I have to use a fencing notice?

No, if you and your neighbour have agreed to the fencing works and any

other works that need to be done, then a fencing notice is not required.

You might agree about the works by signing a quote provided by a fencing contractor, for example. If you agree in this way, then you do not need a fencing notice.

What if my neighbour ignores my fencing notice?

If you have given a fencing notice to the person who owns the property next door, but 30 days have passed and they have not responded to the notice, you can proceed with the fencing works without their agreement and later recover their contribution by bringing an action in the Magistrates’ Court of Victoria.

What if I cannot find the person who owns the property next door?

If you do not have an agreement with your neighbour about work that needs to be done for a dividing fence, you need to give your neighbour a fencing notice. To do this, you need to be able to find the person who owns the property next door.

To locate them, you might need to make reasonable inquiries, including asking any tenant of the property next door about the owner’s whereabouts and asking the local council. After making reasonable inquiries, if you still cannot find the owner of the property next door, you may go ahead with the fencing works. But it is important to know that if you want the owner of the property next door to contribute financially to the fencing works, and you have done the works without giving them a fencing notice or getting their agreement, then you will need a Magistrates’ Court order.

Cr CARL MARSICH Welcome to another edition of Around Laverton. At the time of writing this, the Lohse Street Reserve is nearing completion and I hope that by the time you are reading this it will be completed and open to the public.

This exciting project is one of many public space improvements underway in our ward.

The new features for Lohse Street Reserve, co-funded by Council and the Department of Justice, include furniture, a shelter, new pathways, landscaping and an accessible unisex public toilet. Public safety will be enhanced with floodlighting. For the kids, in addition to the play equipment, there will be a nature based children’s garden and grassed areas for playing.

SEvery community needs a central public space to meet, play and relax - and I hope to see the Laverton community really embrace this new community space. A community launch event is planned for June so stay tuned for more details in next month’s edition of Around Laverton.

Here’s somewhere that will be undergoing a huge transformation: A B Shaw playspace in Altona Meadows.

In July this year, you will be able to enjoy Hobsons Bay’s first double flying fox and a giant bird’s nest swing (but don’t worry – we’ll be keeping the much loved restaurant). YouSr children will be able to play around on the multipurpose court, or enjoy water action with the hand water pump. And there will be opportunities for children of all ages to do loops on their bikes, skateboards or scooters along the weaving concrete pathways.

Construction will begin at the end of April and should be finished by the end of June.

While we’re on the topic of recreational spaces, exciting works are underway on the Bruce Comben Reserve. As part of an ongoing improvement plan, the reserve pavilion will be redeveloped

resulting in two changerooms with amenities which will have the capacity to be further divided into four changerooms. This will enable a range of teams to use the facilities at the same time. In addition, separate umpire rooms, storage, a kitchen/ canteen and spectators’ toilets will be included in the pavilion works. These should be completed by Nov 2015.

But it’s not all sports and recreation here in Laverton. As part of Council’s Vibrant Villages Program, improvements to beautify and improve access to the Alma Avenue shops are also underway. These improvements will be completed over several months to minimise disruption and will include pavement cleaning, line markings, garden bed plantings and new furniture.

Finally, a reminder to everyone that if you need to dispose of household rubbish like mattresses and furniture you can call Council to arrange a free hard waste collection. Each property is entitled to one free collection per financial year. Most people do the right thing but there’s a minority who use public open space to discard items like mattresses, tyres, furniture and general household rubbish. Illegal dumping creates environmental risks and increases Council costs for the cleanup. So I encourage everyone to do the right thing and dispose of rubbish appropriately.

L A V E R T O N C O M M U N I T Y G A R D E N Well I am proud to say all our garden beds now have working gardeners. We are starting to feel the cooler weather coming on but with sun out part of the day it is still great to get out in the garden. The International Garden show was great and the first president of the Original Laverton Garden Show Brett had his cup cakes shown on better Homes & Gardens. It was great to see them take photos of the display then see it on television. Now is the time for you to order your spring bulbs. There is a great variety available at the local Nurseries or Hancock Bulbs have a good mail order system and also Teasellers.

Now is the time to feed your fruit trees with a fruit fertiliser plant. Passion fruit now into well prepared soil add plenty of compost, blood & bone to give the vine a great start. Plant Hippeastrum Bulbs in pots, make sure the neck of the bulb protrudes above the ground. Move your indoor plants away from heaters.

Mist spray regularly. Good month for planting Lilium Bulbs. Compost all the fallen autumn leaves. Their goodness is great for the gardens. To make a good compost is broken down into two groups.

“Greens” is high in nitrogen includes some grass clippings weeds (remove the seed) manure vegetable & fruit. The other group the “browns” is high in carbon.

Included in this group sawdust shredded newspaper fallen leaves especially leaves from deciduous trees and straw. You can also add wood ash, chopped up prunings, vacuum cleaner waste, coffee grounds, tea leaves, egg shells and cooking oil. Don’t place meat in your compost. Make sure you move your pot plants to warmer spots in your garden. Reduce watering in the winter months.

Flowers to plant are – Alyssum, Asters, Marigolds, Candytuft, Carnation, Cineraria Cornflower, Dianthus, Forgetme-not, Foxgloves, Gerberas, Hollyhock, Impatiens, Nasturtium, Nemesia, Pansy and Phlox.

Vegies to plant are – Beans, Beetroot, Broad Beans, Broccoli, Cabbage, Carrots, Herbs, Leeks,Lettuces, Marrow, Onions, Parsnips, Peas,Potato, Pumpkin, Radish, Rhubarb, Silver Beet Spinach and Sweet Corn.

The Council provided us with a get together for Easter. We had a lovely lunch and hat parade which was won by Jan K and Val H. We even had Easter Bunny who gave us an egg each! The Ukele Dolls came to entertain us and we had a lovely time with singing and dancing. The club went to the Tigers and we also went to West end.

Sadly, we lost our ex President, Cliff Holton, a long time member he will be missed by all. Maree is slowly getting better.

We are looking forward to starting our bus trips soon and we are very grateful to finally have a bus driver. Fingers crossed.

Cliff Holton 1932-2015 Cliff Holton was loved and respected by many of the Laverton community.

He and his wife were married for 60 years and raised two girls, Lyn and Janet. Between them they have seen 10 grandchildren, 23 great grandchildren - and the first great great grandchild is on its way in Deember!

Clliff was a hard worker and wasnt scasred to go where the work was. Even working in the Simpson Desert, two weeks on and two weeks home. He loved the social life too which could be seen by his dedication as President of the Golden Age Club for over 6 years and his love of darts.

Traveling was another hightlght and we are sure Val could tell you stories about their trips around Australia and overseas to exotic places such as Thailand and Hong Kong.

Rest In Peace Cliff - You will be missed.

Hopefully we’ve made it through the Easter and School Holiday period all safe and sound. Whist the official crime statistic were released in March we a travelling pretty well as far as crime is concerned. That said, with petrol prices increasing so does the amount of number plate thefts and petrol drive-offs. Please make sure your car’s number plates are fitted with one way screws. I have one way screws for most model cars at the Laverton Police Station for FREE. Don’t forget to lock your car and never leave valuables in it either.

Police have a large role in Emergency Management, coordinating, assisting and working closely with the other emergency services and the Hobsons Bay Council. So with this in mind please if you haven’t already changed your smoke alarm battery with the end of daylight savings, do it NOW! Don’t leave clothing and furniture close to radiators and heaters lest they catch fire and burn you house down.

Finally, Next month is the Queen’s Birthday Long weekend police from across the State will be out in force hoping to reduce the trauma on our roads so please plan ahead, slow down and be considerate when driving.

I came to Australia in 1968. I was 22 years old. I came from a place called Mech Mech in Lebanon.

I came to live in Newport. Most people from Mech Mech came to live in Newport. I arrived with no English. I did not have a car until 1973. Most of us used a taxi driver from Lebanon to get around because he could speak our language. He used to take us to Victoria Market every weekend. We were happy because we had money in our pocket.

We had jobs. We came here and we had jobs straight away. We worked here, in Newport. Many of us worked at Bradmill Textiles and after a few years we would go to Dunlop in Port Melbourne.

We all went to the same factory so we had someone to talk to. After a few years our English would improve enough for us to move

from factories and start our own businesses and that is what we did.

Some things shape racism but in the whole world this is the same. I look at the good Australian and I look at the young boys, our young boys, they are only beautiful people, family people, good people, good for school, good for the neighbor, good for life, they don’t make trouble because they are looking to build their life, with business, with hard work. I am in Australia now for 46 years, this is my country. My mother came here in 1985. She died in 2000; by the time she died she had 55 grandchildren all living in the Western Suburbs. I wish Australians would have more kids to save the country. We need to wake up to building the country.

I have more family here than in Lebanon and after all this you tell me I’m not Australian. I’m pure Australian, our future, our life, everything is here.

My people, we came here, we built this country. I’m working hard.

Working all our lives, to be good for this country, we don’t know our country, we fight for this country. If someone comes here to fight, we fight for here. I’m a good Australian. I have done nothing wrong for this country. Everyone has the same story. This is my best country in the world. I have to say from my heart. I love this country.

A WORD FROM JILL HENNESSEY MP HEALTH & WELLBEING We all know how important it is for our health and wellbeing to keep active, but as the weather gets cooler, it can be very tempting to stay inside wrapped in a blanket instead.

However there are some great local events happening this month that will hopefully inspire you to get out and about.

Our local community centres are fantastic places to make friends and keep fit: Laverton Community Hub runs Zumba Classes for $5 on Saturdays from 9am to 10am and Tai Chi Classes for $2 on Fridays from 9.30am to 10.30am, while Altona Meadows Community Centre holds Hatha Yoga classes on Mondays from 10am to 11.15am.

Many community organisations have a set process for recruiting volunteers that is coordinated by a volunteer manager.

You may start by looking at their website and applying through the documented process or you may need to call them and send your resume though as well as filling in an application form. Most organisations then be asked to attend an informal interview. Many organisations will also check the backgrounds of their volunteers by conducting a reference check and police checks. A Working With Children Check may also be required. The process for applying will depend on the type of role and the organisation.

It’s too easy to take volunteers for granted.

Volunteers are the power behind more than 600,000 Not For Profit (NFP) organisations in Australia. Even in the organisations that have paid staff (a minority), there is a heavy reliance on the goodwill, energy and skills of people who freely give their time and expertise to help out. To make things happen. To make the world just a little better.

National Volunteer’s Recognition week is May 11-17 2015. During this week many organisation who utilize the power of volunteers will be having celebrations to show their apparition, their thanks and their undying gratitude to these unsung heroes in the NFP sector.

Our Junior and Senior Summer competitions have concluded with four teams reaching the grand finals.

CONGRATULATIONS to our Junior Section 8 team on winning their grand final and to all players in these teams on their efforts. Congratulations also go out to Nick Tofilau and Borce Markovski for achieving WRTA Most Consistent Player Award for summer competition in Senior Pennant 8 and 9 and all our competition players that participated in the recently completed season. The Winter season competition has commenced and the club wish all competitors good luck throughout the season.

by Dr. R. Cox Last month we remembered the incredible sacrifices made by our troops. Anzac Day also an opportunity to remember the remarkable acts of bravery performed by animals in war. The Dickin Medal is awarded for these exceptional acts. Dogs, horses, birds and one cat have all received this medal.

Of Australian significance is Pigeon 139 who was on board a ship near New Guinea in 1945 when a severe tropical storm hit. As a last resort, an SOS message was attached to the little guy and he returned the message to home base 40 miles away. Help arrived and the army boat, vital cargo and crew were rescued.

Simon the cat received the award posthumously in 1949. Simon served on HMS Amethyst and disposed of many rats even though he had been wounded by shell blast. His behaviour was deemed 'of the highest order' - something we'd expect from a cat!

The Dickin Medal has been awarded 65 times since 1943. The recipients comprised 32 pigeons, 29 dogs, three horses and the one cat. In 2014 the first and only Honorary Dickin Medal was awarded to war horse Warrior on behalf of all animals that served in World War I.
