Open Day at the Laverton Community Hub Saturday, 20 June provided an opportunity for all organisations who utilise the Hub and its services to showcase their activities.

There were so many free activities for all including junping castles and petting zoo; dance and tai chi sessions; henna and face painting and much much more.

Enterntainment was provided in the foyer by the Laverton Choir and there were drummers passing through the halls.

Free Coffee and water was provided by the Cafe and free Sausages and Sate were available too!

Even the weather put on a spectacular day which was enjoyed by the many visitors who came through the doors. If you were not able to make it on that day please feel free to come down to The Hub at 95-105 Railway Avenue and see what is avalable.

There is something to suit everyone!

Thanks to all the groups, too many to mention here, who gave their time and participated in a great day!

with Roving Reporter Val

There is lots to report from last month.

Firstly is the sad loss of Mrs Joan Kirner.

She was a lovely lady with a wonderful mind and memory. She did not live in the past for her answers but kept up to date on most subjects.

Joan was our first female Victorian Premier. She worked very hard for Victoria while in that job and then continued to work in our area for the community.

One of her pet subjects included improving women’s’ rights. She was willing to come to most events when asked.

You could ask her any question re politics or other topics and she knew the current answer. She was a patron of the Laverton Together Project when it started in 2006.

That project got many of the Laverton improvements started. Our sympathy goes to her husband and children from all at Around Laverton Community Newspaper.

Next fire destroyed part of the old Armstrong Street Primary School in the early hours of one morning. One of my sons e-mailed me pictures of the fire from his home in Africa and another son woke us up at about 6am from W.A to tell us about it. Technology is amazing.

We had heard the fire engines but at that stage did not know where they went.

Three out of our six children attended the school in 1966 when we first came to Laverton. From there they went to the newly built Laverton North Primary in Whittaker Street. That was demolished when the Laverton Heights Primary was built in Hilman Street,T.hen that was demolished and the Autistic School now resides on that site.

The Epsom Street Primary was also demolished so the only one from the past to survive is St Martin de Poores in Bellin Street. The old Laverton High School was demolished when the new Laverton P-12 was built. They take all ages so we still have somewhere to send our young ones.

Talking about young people the Laverton Magpies are trying to re-establish junior teams and get Laverton children (ages 5-12) to be part of AusKick so if you are interested please call Brodie Griffin on 0423 967 949.

The Laverton Magpies are also looking for adults to join their volunteers and help with some of the other jobs such as timekeepers, scoreboard attendants etc. if you can assist please phone Tim 0410197048, Reece 0418223074 or Brian 0407 351 048.

The re-furbished park in Loshe Street was officially opened on the 12th June.

With new unisex toilets, improved street and park lighting, seats with covered shelter and an improved play ground for the young ones. It is expected it will be used more often as a welcoming, safe open space.

It will improve the look from the station and it is hoped to have more people buying from the shops and having picnics in the park. Officially opened by Mayor Colleen Gates,, Cr. Carl Marsich was the M.C. Jill Hennessy MP said the improvements were jointly funded by the Hobsons Bay City Council and the Dept of Justice for a total cost of $550 thousand.

On the same day Laverton’s newly renovated Bendigo Bank open its doors again. Customers have a much larger space, there is a coin counting machine (you drop in all your coins and the machine counts them and give you a docket to take to the teller to enter into your account). This will make it a much faster system than holding up customers while a teller counts coins. The new premises are open and friendly and with the same staff it will be its usual happy place. The Bendigo bank also handed out their grants to the community at a ceremony at Sanctuary Lake Hotel.

BIG THANKS to volunteer Carol Guston for doing more that 10 years of bulk deliveries for our paper. Carol was the Sunday lady that who brought your papers to the doorstep for our volunteer deliverers to walk. She volunteered all that time despite working long hours six days a week. Ill health has caught up with her and now she need to look after herself. We hope with medical attention she is pain free soon.

A new addition to the compiling team is Mary Harbour. Mary has volunteered to come in each Monday to answer the phone calls and e-mails and much needed organising and proof reading.

She will also be the lady ringing up our wonderful writers and advertisers to get their information for the next edition.

Ben has also joined our team on a Thursday afternoon and will be sorting out the delivery database whcih was corrupted and completing the maps so that we have a map for each area.

Once again we put out the call for more volunteer walkers and now it would be wonderful if we could find another to take Carols place.

by Norman Wittingslow NEW FENCING LAWS IN VICTORIA –

From 22 September 2014 Article 3 of 3 What if there is a tenant renting my property? Do they have to pay anything?

Most residential or retail tenants do not have to contribute to fencing works, but some other types of tenants (like commercial tenants) may be required to contribute.

If your tenant falls into one of the categories that is covered by the Fences Act and has a term of five or more years still remaining on their lease, they may be required to contribute to the dividing fence.

If they have between five and ten years remaining on their lease, they must pay half of your share. If they have more than ten years remaining on their lease, they must pay your full share. However, a long-term tenant is only liable to pay if you give them particular notices that are required under the Fences Act. The tenant will then be able to participate in negotiations with you and your neighbour and their agreement to the works is required.

What should I do if the fence is damaged and needs to be fixed urgently?

Where a dividing fence is damaged or destroyed and needs to be replaced or repaired urgently, and it is impracticable to give your neighbour a fencing notice, you can undertake the fencing works without giving notice and without otherwise obtaining your neighbour’s agreement (although it would still be advisable to talk to them about what you wish to do).

Whether or not fencing works need to be carried out urgently will depend on the Circumstances - for example, the damage might be caused by fire or flood and animals

might be escaping or a pool might not be fenced. If you undertake urgent fencing works and then want your neighbour to contribute to the cost, you will need to give them an urgent fencing notice. This notice includes things like the type of fencing works that were done, the cost and the reason for the urgency. It gives your neighbour an opportunity to have a say.

Regulations under the Fences Act contain a pro forma urgent fencing notice and this pro forma notice is also available from <www.disputes. vic.gov.au>.

Which owner gets to have the flat side of the fence facing into their property?

You and your neighbour can agree for the rails and framing of the fence to face into either of your properties, but the Fences Act contains some rules that apply if you cannot agree. These rules apply to some types of fences and not others, as not all types of fences have rails and framing.

If the dividing fence is between residential land and commercial land, then the rails and framing should face into the residential land.

If the dividing fence is between residential or land, and land over which the public has a right of access, then the rails and framing should face into the residential or commercial land.

If these rules do not apply (ie if the dividing fence is between two residential properties), the rails and framing should go on the same side as the existing dividing fence if there is one. If there is no existing dividing fence, the rails and framing should go on the side least subject to weathering, which will depend on the circumstances. If necessary, a fencing contractor may be able to help you work out which side is the least subject to weathering (but usually the rails and framing will just go on the same side as the existing dividing fence).

What rights do I have if someone is damaging my dividing fence?

If an owner of land, or someone who has entered their land with the owner’s express or implied consent (like a tenant or visitor), deliberately or negligently damages a dividing fence, the owner must pay for any repairs to the dividing fence.

However, this does not prevent the owner from recovering payment from the person who caused the damage. For example, if a tenant caused the damage, then this would most likely be a breach of the lease agreement.

You can also apply to the Magistrates’ Court for an order that any party cease an activity or discontinue conduct that is unreasonably damaging, or may unreasonably damage, a dividing fence.

What if my neighbour does not do what they agreed to do?

If you and your neighbour used the processes in the Fences Act and reached agreement on the basis of a fencing notice, there are provisions under the Fences Act to enforce that agreement. If your neighbour does not do what they said they would do, either within the time specified in the agreement or within 3 months of making the agreement, you can carry out the fencing works that are the subject of the agreement and/or recover the money from your neighbour that they agreed to pay. If the Magistrates’ Court has made an order about your fencing works and your neighbour does not do what they were ordered to do, either within the time specified in the order or within 3 months of the order being made, you can carry out the fencing works that were the subject of the order or recover money that your neighbour was ordered to pay.

Enforcement of agreements outside of the Fences Act—ie, if you did not give a fencing notice and reached a verbal agreement with your neighbour—would be subject to contract law and is not dealt with by the Fences Act. If my property is next to a public park or Government owned land, does the Government have to contribute to the fencing works?

The amendments to the Fences Act have not changed the position that particular types of Crown land are exempted from contributions under the Fences Act. The Government may choose to contribute in some circumstances, but this is not required by the Fences Act. The Fences Act also provides that where a municipal council or other body or person owns or manages land for the purposes of a public park or reserve, then they are not considered to be an ‘owner’ under the Fences Act and so do not have to contribute to fencing works for a dividing fence between that land and privately owned land.

The Community came out to Members of the Altona, Laverton and Point Cook Community Bank Board celebrate the dual celebrations of the opening of the new look Laverton Branch and its 15th Birthday. The Bank, one of the first community banks in Australia, opened fter banking services closed in Avaiation Road. Local businesses and residents rallied together to acquire the required capital to start the bank which was opend by Victorian Premier, Mr Steve Bracks. NAIDOC Week

IN HOBSONS BAY NAIDOC stands for National Aborigines and Islanders Day Observance Committee. Its origins can be traced to the emergence of Aboriginal groups in the 1920’s which sought to increase awareness in the wider community of the status and treatment of Indigenous Australians.

The National NAIDOC theme for 2015 is We all Stand on Sacred Ground: Learn, Respect and Celebrate. This year the theme 12pm to 1pm highlights Aboriginal and Torres Strait Islander Hobsons Bay Civic peoples’ strong spiritual and cultural connection to land and sea.

GOLDEN AGE CLUB

The days have certainly been shorter and darkness comes much earlier, but with the winter solstice last month we should soon be seeing more daylight hours.

Our second group have been to Daylesford and as with our first trip everyone had a most enjoyable time and the day was a great success.

We will be celebrating Christmas in July on the 8th at the Tigers Club, with a Roy Orbison tribute show.

To those of our members who are unwell – get well soon!

We have had our Honour Board printed on the windows in the Hub hallway.

It is a wonderful tribute to all our past and present committee members and our Life Members. If you happen to be in the Hub be sure to come and have a look.

The more time you spend in your garden at this time of the year the better it will be coming into spring and summer.

LAVERTON POLICE STATION If you are not aware Victoria Police has a Facebook page known as Eyewatch, and individual geographical areas have their own individual pages.

Hobson’s Bay’s page is known as “Eyewatch - Hobsons Bay Police Service Area”.

In this site we try to include the public in areas of interest as well as assistance in locating or identifying suspects.

We also try to respond to comments and questions so we encourage all members of our community to contact us, and comment on any items of interest.

The project has been running for a few years now and has received some very positive feedback.

Senior Sergeant KISSACK has been asked to temporarily help out the Footscray Police Station and will be absent for a number of weeks. In the interim I have been asked to fill his shoes.

Local commuters, school students and small businesses are among the many beneficiaries of the recent improvements to bus services made by the Andrews Labor Government. These changes came into effect on 21 June, following extensive consultation with local residents, councils and bus operators.

The new east-west 498 route between Laverton and Hoppers Crossing Stations is a big win for locals, improving public transport access to Point Cook Town Centre and local schools. It also has connections to Werribee Plaza. This

route restores a connection lost with the closure of the 413 and 416 services by the previous Government.

The Government has also restored bus services to Aircraft Station and the Aviation Rd shops, as promised prior to the election, with the 417 and 496 services extended during off-peak hours. I know many older residents in particular were affected when this service was shut down by the former Government, and I am sure everyone is happy to see these vital public transport services restored.

Train commuters have not missed out either, with an extra morning and evening service added to the Werribee line and further timetable improvements to the Werribee line and the Altona Loop scheduled for later in the year. Behind This Smile I Believe that Identity is Everything.

In my lifetime I have encountered many distasteful incidents of racism.

If I had spent time to respond to these situations I would be up to my ears in conflict. One way of avoiding hurt is to smile and walk away. Sometimes you take the time to respond.

I remember one time in particular where I responded to an email group I had innocently joined upon making a new friend. The network I had become part of had been circulating racist jokes among themselves and making sure to include me on their recipient list.

Jack was a recent friend; we started emailing each other and exchanging jokes. I would get several racist jokes a day. It seemed that he and his email friends saw themselves as ‘true blue’ Aussies who thought it funny to send racist jokes to me because I would accept them and smile. But it came a time when I decided that I needed to tell Jack a few things. I felt that Jack could benefit from a little reflection on what being ‘Australian’ really meant.

My thought was to address his apparent neglect in recognising the outside influences on what he so patriotically declared to be the ‘Aussie’ way of life. I believe we need to recognise just how much multiculturalism has shaped, inspired, motivated, affected, changed, guided and exists in the everyday life, of every ‘true blue’ Australian.

When we emphatically declare ourselves to be Australian, we should know that the typical day of an Australian involves encounters in every aspect of our lives which reveal the contributions of other cultures, other peoples, other ‘nonAustralian’ histories; the world has, and is, forever exchanging, serving and receiving among its people and has been doing so since time began.

Here is a short extract from my email to Jack: “Rising from his bed Jack wears pyjamas; pyjamas, an item of sleepwear that’s an inherent part of bedtime attire for any Aussie, pyjamas which were originally worn

by Muslims in India and adopted by the Europeans.

The bed from which he rose is an item of furniture which Jack has never considered as anything other than Australian, but has Jack considered that the bed is a piece of furniture dating back to 77,000 BC in South Africa? He would have been lyinAg on cotton sheets too; what Australian doesn’t lay on cotton sheets; cotton, a fabric dating back to prehistoric times in Mexico, Pakistan and India.

He may even have been laying under an eiderdown, commonly known in ‘Aussie’ vernacular as a ‘doona’, originating in rural Europe. That’s right, the simple act of rising from bed, exposes exactly how ‘Aussie’ we are; what makes us, is what we have t accepted, into our lives.

Let’s just briefly continue, so that you get the point. Imagine Jack glancing at a clock, first appearing in 13th Century Europe. Once sure of the time, Jack would likely proceed to the bathroom and use the toilet, as did the ancient civilizations of Rome, Egypt, Pakistan and India, well before Englishman, Thomas Crapper, invented the flushing toilet we know today. In his bathroom, our ‘Aussie’ Jack would hopefully use soap to wash his hands after using the toilet; soap which can be traced back to Ancient Babylon. Next he might brush his teeth, a practice which came to Australia in the late 18th Century.

Let’s say he then shaves, a ritual first developed by the Ancient Egyptians,

using a blade made from steel, an iron alloy discovered in Turkestan. You get the picture?

We ‘Australians’, our ‘Australian’ way of life, is the sum of parts. Parts of ancient, exotic, medieval, tribal, global civilizations; we can stand up, proud for how we have adopted, engaged, accepted and embraced the practices, the initiative, the ingenuity and the invention of other cultures. When we declare ourselves ‘Australian’, we can declare ourselves truly multicultural, because THAT is exactly what being Australian actually is.”..And that is what this proud ‘Australian’ from XXX heritage was so happy to share with Jack; the friend I can do without.

News from Cr Carl Marsich National Tree Day is coming up on Sunday 26 July, so we thought it would be a great time to talk about our tree planting program here in Hobsons Bay. Trees bring so many benefits to our community and make a big difference to our wellbeing. Between July and September approximately 18,000 native trees, shrubs and groundcovers will be planted in reserves and parklands throughout Hobsons Bay, and approximately 1,700 street trees will be planted.

This year we will plant 240 street trees in Laverton and Seabrook and 188 trees in Altona Meadows.

More than 300 Chaffey saw-sedges have been planted at McCormack Park to attract the skipper butterfly and 150 Tussock-grasses planted in existing garden beds. Friends of Laverton Creek will also plant 600 trees and shrubs along Laverton Creek on the west side of Bladin Streer. Their next working bee is scheduled for Sunday, 30 August at 10.am.

While weâ&#x20AC;&#x2122;re on the topic of green spaces, have you been to the new Lohse Street Reserve yet?

This reserve is a real community gem and now features improved lighting, a new public toilet, a shelter structure, new furniture, a childrenâ&#x20AC;&#x2122;s garden and new trees. A launch event attended by the Hon Jill Hennessy MP, the Mayor, Cr Colleen Gamyself and many other community members was held in June (see photo).

Close by at Railway Avenue, works are continuing on improving this busy area. Trees along the south side have recently been replaced and the rest of the trees will be replanted in coming weeks.

And what of the sugar gums that unfortunately had to be cut down due to safety concerns late last year?

We have saved some of the offcuts to be used in future nature play spaces for local kids, giving these magnificent trees a second life.

Last month also marked the launch of the new Cohealth service at the Laverton Community Hub. In addition to GP services, Cohealth will provide allied health services which include nursing services, occupational therapy, podiatry, family counselling, diabetes education, vision clinics and pathology services.

This new medical centre will complement existing services offered at the Laverton Community Hub, which includes a commercial kitchen, cafe, crisis services, youth services, social groups, the Brotherhood of St Laurence, the Around Laverton

Community Newspaper, exercise and dance groups and many more.

And finally, community grant applications are now open. If you are a community or sports groups and you need funding for a project in 2016, submit your application by 9 August. More information is available on our website at hobsonsbay.vic.gov.au.

LAVERTON P-12 COLLEGE LAUNCHES NEW GUIDE TO HELP REFUGEE STUDENTS AND FAMILIES SUCCEED AT SCHOOL On 16 June the Minister for Education, James Merlino, launched a new guide aimed at helping Victoria’s 9000 children and young people from refugee backgrounds to get the most out of school. “We know that kids do better when their parents are engaged in education, so it is vital to support refugee parents to be part of their child’s experience at school” the Minister said.

The resource was developed over two years by Foundation House in collaboration with five schools that have strong family and school engagement practices.
